Environmental Evaluation through Low-carbon Ecotourism Index -Focusing on 6 Ecotourism Areas in Changwon City- (저탄소 생태관광지표를 통한 환경 평가 -창원시 생태관광지역 6곳을 중심으로-)

  • This study is a basic study to evaluate the ecological environment of Changwon City. The study site was 6 ecotourism districts in Changwon-si, and the ecotourism index was evaluated through direct visits and interviews with the person in charge through preliminary research and various literature data from June to July 2021. There are six ecotourism indicators: climate crisis, air quality improvement, water conservation, natural coexistence, citizen participation, and tourism resource management. When looking at the scores for the six ecotourism areas in Changwon, it received the highest score in the areas of natural coexistence and air quality improvement. However, the ecoregion received the lowest score in the water resource conservation category, indicating that the water resource conservation as a whole was weak. Next, tourism resource management, climate crisis, and citizen participation are at the same level in all regions. As a result of the evaluation through the low-carbon ecotourism index, the Changwon City low-carbon ecotourism certification system should first be operated as a measure to revitalize the ecotourism region. It is necessary to prepare a low-carbon ecotourism level for Changwon City. Second, it is very important to guide and promote ecotourism areas to revitalize ecotourism areas. Lastly, to operate a sustainable eco-environment area, it is necessary to operate using local governance above all else.

Evaluation of the environmental and ecological value indicators for railway development area selection (철도개발지 선정을 위한 환경·생태적 가치 지표 평가)

  • Recently mountain tourism has been promoted and introduction of railroads with utilizing mountain resources is being planned. With the government policies to increase the share of eco-friendly transportation on railroad, national double-tracking of single rail and improvement projects are on going. However, the eco-friendly railroad policy suggests the environmental impact assessment items only on air quality, water quality, geographical/geological features, fauna/flora, natural/environmental resources, noise/ vibration, and recreation/landscape. And for fauna/flora and natural/environmental resources, confirming the presence of environmental protection zone is enough to satisfy legal requirement. This study suggested to evaluate environmental/ecological values with quantitative data. Evaluation indices and evaluation items have been selected to provide the data. Each of the subject map and railroad network was overlapped. The study selected naturalness and diversity as major indicators and calculated weight values of the items under the indicators, which are to be usd for the selection of the sites for railway development. This assessment method could be applied to the environmentally friendly construction of railroads in the future.

Comparison of Korean and Japanese Attitude forward Tree Burial and Suitable Tree Burial for Korean Current State - Based on Questionnaire Survey - (한국과 일본 수목장의 의식비교를 통한 한국의 적합한 수목장에 대한 연구 - 설문조사 분석을 중심으로 -)

  • In Korea, most of the locations of the cemeteries and burial vault are in forest lands. The utilization of forest land for this particular purpose is very inefficent and considered to be a serious problem. National government (Forest Service), local governments (Incheon city), and religious corporation (eunhoe Temple) are creating new burial methods to solve the inefficiency in forest utilization. In this study, awareness of Koreans and Japaneses on tree burial problems were compared. Based from the results of the survey, more than 80% of the respondents are aware of the problems. However, the burial culture in Korea still has many problems. Operation and management of tree burial is not being done by experts and sufficient information regarding to this type of burial still needs to developed. To solve these problems, eco-friendly burial, which is considered as new funeral culture, is now being created. In the case of Ichinoseki City in Iwate prefecture in Japan, improving the residential environment greatly affected the tree burial practices. This town was chosen for this study due to its characteristics of being a tourism area which greatly affecting the economy of this town. Another study site of this study was located in Sangju city. The changing social environement and the perception of the people regarding on the services being provided to the people were examined thru questionnaire survey. Specifically, this study analyzed the practices and beliefs of the people regarding the tree burial culture.

Effects of Persuader and Persuasion Message of Bicycle Exploration Journey (자전거 탐방여행의 설득원과 설득메시지의 효과)

  • This study investigated the effects of thae persuader and the persuasion message in order to reduce carbon dioxide emissions and activate the exploration journey using bicycles, a form of green transportation, in this green society age. Furthermore, the effects that predictive variables related to the implementation of an infrastructure for bicycles have on the intentions toward an exploration journey using bicycles were examined. The questionnaire survey was administered to 257 respondents for 9 days from March 14 to March 22, 2009. Since Gyeongju has a number of cultural relics that people can look at in one day, Gyeongju is ideal for examining a variety of tourist opinions about exploring cultural relics using bicycles. In conclusion, it was found that the 'persuader' and 'persuasion message' enhanced the desire for bicycle exploration journeys from 'will use a bicycle if possible' to 'want to use a bicycle'. In accordance with two-way ANOVA results on the desire for bicycle exploration journeys by persuader and persuasion message, the persuasion approach emphasizing health effects and geared toward bicycle enthusiasts was significantly effective. Furthermore, the most effective approach was the persuasion strategy emphasizing the 'citizens' and 'health', and 'citizens' and 'eco-friendly' among the effects created by connection of persuader and persuasion message.

A Landscape Design of Metro-politan Resources Withdrawal Institution of East Area, Gyeonggi-Do (경기도 동부권 광역자원 회수시설 조경설계)

  • As the local self-government are stabilized and the environmental value is becoming more important among local residents, the occurrence of the anti-movements against waste treatment facilities is getting more frequent. Opposing to build the reuse facilities of wastes takes place because of concerning of health and hygiene, as well as matters of unclear policy making process. However, these facilities must be built in somewhere for the convenience and profit of the public. The NIMBY phenomenon against reuse facilities of wastes could be a burden for the city operation system, and it could worsen citizens' quality of life in the long run. In these lights, reuse and recycling facilities of wastes in East region are necessary facilities improving citizens' quality of life and enhancing the growth of cities in the region. However, there have been concerning of deforestation during the construction process of the facilities. The landscape design presented here for these facilities considers the features of the environmental ecosystem and tries to establish a plan to preserve the natural environment of the City of Ichon. This paper presents methods minimizing adverse effects of the facilities on the existing environments and promoting the city image with integrating culture, tourism, landscape and environment of the city. The landscape design makes efforts to harmonize natural environments in the site, human activities and culture. Well-being park was aimed to lead healthy and energetic outdoor activities of local residents. Ecological park was aimed to enhance the ecological functions of the forests and restore the valley ecology. Culture park was aimed to capture the city identity by creating a place that contains all the variety of meanings of the City of Ichon.

Management and Analysis on Ecological Characteristics of the Swamp in Forest - Focused on Southern Parts of Gyeongsangbuk-do - (산림 저습지의 생태적 특성분석 및 관리방안 - 경상북도 남부지역을 중심으로 -)

  • The wetlands have functions those were retention of diverse biota, purification of water quality, control of climate and flood, eco-tourism and supply of agricultural water, and that was the ecosystem of high biodiversity as the zone of transition between inland and water. Therefore, this study showed the conservation and management plan by analyzing in the abiotic and biotic environment of forest swamp, Gyeongsangbuk-do. The results were as follows. Examining the management plan of the abiotic environment, there will need to establish the hydrological plan in continuous expediting the supply of water to maintain a humid soil of swamp, and to try to find the organic farming, use of low toxic agrichemicals and so on to prevent occurring a non-point source pollutants. To prevent changing the flowing of ground water and inflow of earth and sand in modifying the land character, there will be needed to restrict the construction of farmland and slope around swamp. To manage the biotic environment, there needed to offer the habitat by removing the regular interval and individual of a dead tree, and to improve the growth environment of vegetation. Because the naturalized plants disturb the natural vegetation, they will be removed. The afforested trees like Robinia pseudoacacia and Amorpha truticosa will be renewed to prevent the heterogeneity of landscape ecology, and the active conservation plan on wetland species will be established. As this study was carried out to study on the partial swamp, Gyeongsanbuk-do, the ecological environments distributing a swamp in Korea show a some problem. In the future, the study will accomplish to study the accurately and objectively ecological environment and management of a swamp by analyzing the extensive sites.

A Study on the Management System and Participatory Self-Management of the Recreational Fishing in Korea (유어낚시의 관리유형과 자율적 관리진흥에 관한 연구)

  • As one of the most popular outdoor leisure activities in the world, recreational fishing has a lof of significant meaning in terms of social, economic, and cultural views. However, both not considering an indiscreet fishing activity and environment and not thinking our next generation, fishing circumstance has been deteriorating more and more. Unlike Korea, most advanced countries enact various recreational fishing management and support policies in order to keep sustainable recreational fishing and develop eco-tourism through cooperation with government, fishing industries and civil organizations. This paper consist of the following contents. First, the study attempted to investigate how to operate management system of the recreational fishing dividing into in - land fishing and sea fishing respectively. And it exhibits issues and troubles of the realities of recreational fishing management and related fishing laws and ordinances in Korea. And then, it examines various fishing management schemes in representative advanced nations; U.S., Germany, and Japan. Also, it analyzes the advantages and disadvantages of respective recreational fishing management systems; market - based license system, qualification - based management system, and self- regulatory based management system. In addition, after these three systems are adopted to Korea's recreational fishing condition, we analyzes whether respective management systems fit or not. As a result of this, the optimal management for recreational fishing is the participatory self - management scheme in Korea. Finally, in order to support recreational fishing promotion and encouragement, issues and complementary policies with respect to recreational fishing are introduced.

Evaluation of an Official Development Assistance (ODA) project: Focus on a forest recreation and eco-tourism site in Indonesia

  • This study is the evaluation of the 'Tunak forest recreation and ecotourism development project' which will be completed in 2018 with sole source of funding from Korea. A survey was conducted to evaluate the status of the project being carried out in Lombok island, Indonesia, through the evaluation principles and criteria of the OECD Development Assistance Committee (DAC). Survey participants were stakeholders of the Official Development Assistance (ODA) project and local residents. Overall, the respondents had a good impression of this ODA project and expected they would contribute to the development of their community and region. However, respondents were not well aware of the ODA project being carried out in the Tunak region and thus more efforts should be made to help the local residents understand the positive outcome of the project and to promote the ongoing cooperation between Korea and Indonesia in the forestry sector. Results of this study showed that the projects have been effectively carried out and the impact of the project was well perceived by the recipient country. In addition, this positive perception of Korea is expected to help recreation and ecotourism business progress in the region. Therefore, we believe that the project should continue to be carried-out in the future and we expect that related companies will be able to operate on its own eventually. As it is difficult to evaluate the outcome of an ongoing project precisely, this study should be conducted again after the project completion and the results can be compared to the present results so that the effectiveness of ODA project can be more accurately determined.

Analysis of Resident-oriented Management Process & It's Participants Subjectivities in Maha Ecotourism, Pyeongchang-gun (평창 마하생태관광지의 주민 주도 운영 과정과 참여자의 태도에 관한 주관성 분석)

  • In analyzing the issues of ecotourism, collecting opinions of local residents and participants is an essential process because ecotourism needs to keep ecological sensitivity and respect local residents' ecological lives. Thus, the objective of this study is to analyze the local participants' attitude in resident-oriented ecotourism. Maha ecotourism site, as a study site, is located in Pyeongchang-gun, one of the twelve ecotourism sites designated by the Ministry of Environment. This site has drawn attention since the local government of Pyeongchang-gun transferred its management right on Maha ecotourism sit to the organization of local residents in 2013. This study uses Q methodology which is the most popular research method in analyzing people's subjectivity, that is, viewpoint and attitude. This study have found that there are four features in the subjectivities of participants toward ecotourism site: first group is the people who want more autonomous management right of local residents on Maha ecotourism site. Second group is the people who only want to stand by the ecotourism management. Third group is the people who focus on the migration of talented persons into their neighborhood owing to the program. Lastly, fourth group is the people who focus on the quality of the ecotourism program. In case of the second group, though they have negative opinions of the program, they have much interest in successful cases in other countries managed similar programs with Maha ecotourism. It would be effective for the group to have opportunities to experience successful ecotourism cases in other countries. On top of it, having seminars regarding ecotourism or holding community councils frequently would be very helpful for encouraging the second group of people to join in the ecotourism program actively like other groups of people. Supplying more manpower and developing various programs are also necessary in order to support other three groups.

Pilot-Project Design on Introduction of Payment of Forest Landscape Service (산림경관서비스 지불제 도입을 위한 시범사업 설계)

  • Payment of Forest Landscape Service (PFLS) is based on the value of landscape conservation and is a positive forest policy inducing the owners of mountains to improve environmental service quality with economic incentives. The purpose of this study is to test the feasibility of PFLS and find out the elements related to PFLS such as associated statutes, target applications, eligible owner's requirements, and applicable environmental services. Research sites were selected in designated reserved forests by law and surveys were carried out with 28 professional forestry engineers and 10 owners of reserved forests located in Chungnam Province in November, 2008. As a result, the owners are willing to participate pilot-project of PFLS if they could have tax incentives. Preferred activities in their forestry are eco-tourism and carbon emission trading as PFLS business model. Although they expect low economic benefit from the PFLS, respondents answered introducing PFLS will give good opportunities for owners of a reserved forest to enhance willingness to manage their forestry properly for the landscape conservation. In this study, PFLS evaluation indicators and policy directions are established and recommends the strategies to cope with changing needs of forestry conservation by inducing the owners' active participation in the sustainable forest landscape management.
