Purpose: The purpose of the study is to reduce the fire of the same type by analyzing the form which is mainly generated based on the result of the fire investigation through the experiment to reproduce, since the candle fire is repeated every year with the same type. Methods: For the analysis of candle flame, 4 kinds of methods such as acrylic recharge test, FOMEX acrylic recharge test, general combustible recharge test, and natural fire extinguishing test of candle were conducted. Results: It was confirmed that continuous burning is difficult to be achieved without contact of combustible materials around. Conclusion: In order to prevent a candle fire, it is important to check the safety of the surrounding area. It is also considered to introduce safety regulations such as finishing with a fireproof material such as a silver foil at the terminal end.

The purpose of this study is to analyse the hazard risk by examining the magnitude and severity of each type of hazard in order to mitigate and prepare for disasters in medical facilities. Methods: The hazard risk analysis for hazard types was surveyed for team leaders of medical facilities. The questionnaire analyzed data from 27 facilities, which were returned from 41 Local Medical Centers. Results: When looking at the 'Risk' by category type of hazard, the influence of health safety and fire/energy safety comes first, followed by natural disaster, facility safety, and crime safety. On the other hand, as for 'Magnitude', facility safety and crime safety come first, followed by health safety, fire/energy safety, and natural disasters. Most of the top types of disaster judged to have high hazard in medical facilities are health types. The top five priorities of hazard in medical facilities, they are affected by the geographical and industrial conditions of the treatment area. In the case of cities, the hazard was found to be high in the order of infectious disease, patient surge, and wind and flood damage. On the other hand, in rural areas, livestock diseases and infectious diseases showed the highest hazard. In the case of forest areas, the hazard was high in the order of wildfire, fire accident, lightning, tide, earthquake, and landslide, whereas in coastal areas of industrial complexes, the hazard was high due to fire, landslide, water pollution, marine pollution, and chemical spill accident. Implications: Through the research, standards will be established for the design of hospitals with disaster preparedness, and will contribute to the preparation of preemptive measures in terms of maintenance.
The high-speed railway system is mainly composed of tunnel, bridge, and viaduct to meet the straightness needed for keeping the high speed up to 400 km/s. Seismic fragility for the high-speed railway infrastructure can be assessed as two ways: one way is studying each element of infrastructure analytically or numerically, but it requires lots of research efforts due to wide range of railway system. On the other hand, empirical method can be used to access the fragility of an entire system efficiently, which requires case history data. In this study, we collect the 2004 MW 6.6 Niigata earthquake case history data to develop empirical seismic fragility function for a railway system. Five types of intensity measures (IMs) and damage levels are assigned to all segments of target system for which the unit length is 200 m. From statistical analysis, probability of exceedance for a certain damage level (DL) is calculated as a function of IM. For those probability data points, log-normal CDF is fitted using MLE method, which forms fragility function for each damage level of exceedance. Evaluating fragility functions calculated, we observe that T=3.0 spectral acceleration (SAT3.0) is superior to other IMs, which has lower standard deviation of log-normal CDF and low error of the fit. This indicates that long-period ground motion has more impacts on railway infrastructure system such as tunnel and bridge. It is observed that when SAT3.0 = 0.1 g, P(DL>1) = 2%, and SAT3.0 = 0.2 g, P(DL>1) = 23.9%.

In this paper, we proposed a system and a scenario to raise efficiency of gas safety management by developing wireless ZigBee communication modules, smart-home gas safety appliances and the system suitable for gas safety. Our designed system consists of a micom gas meter, an automatic extinguisher, sensors, and a wall-pad. A micom-gas-meter monitors gas flow, gas pressure, and earthquake. An automatic fire extinguisher checks combustible gas leaks and temperature of $100^{\circ}C$(cut off) and $130^{\circ}C$(fire). Sensors measure smoke and CO gas. In our novel system, a micom-gas meter cut off inner valve with warnings, an automatic fire extinguisher cut off middle valve and spray extinguishing materials, and sensors generate signals when detecting smoke and CO and then take a next action. Gas safety appliances and sensors automatically takes measures, and transmit those information to a wall-pad. The wall-pad again transmits real time information to server. Users can check and manage gas safety situations by connecting BcN server through web or mobile application. We hereby devised scenarios for gas safety and risk management based on the smart, and demonstrated their efficiency through test applied to filed.

Energy policy is known to have higher path dependency among policy fields (Kuper and van Soest, 2003; OECD, 2012; Kikkawa, 2013) and is a critical component of the infrastructure development undertaken in the early stages of nation building. Actor roles, such as those played by interest groups, are firmly formed, making it unlikely that institutional change can be implemented. In resource-challenged Japan, energy policy is an especially critical policy area for the Japanese government. In comparing energy policy making in Japan and Germany, Japan’s policy community is relatively firm (Hartwig et al., 2015), and it is improbable that institutional change can occur. The Japanese government’s approach to energy policy has shifted incrementally in the past half century, with the most recent being the 2012 implementation of the “Feed-In Tariff Law” (Act on Special Measures Concerning Procurement of Renewable Electric Energy by Operators of Electric Utilities), which encourages new investment in renewable electricity generation and promotes the use of renewable energy. Yet, who were the actors involved and the factors that influenced the establishment of this new law? This study attempts to assess the factors associated with implementing the law as well as the roles of the relevant major actors. In answering this question, we focus on identifying the policy networks among government, political parties, and interest groups, which suggests that success in persuading key economic groups could be a factor in promoting the law. Our data is based on the “Global Environmental Policy Network Survey 2012-2013 (GEPON2)” which was conducted immediately after the March 11, 2011 Great East Japan Earthquake with respondents including political parties, the government, interest groups, and civil society organizations. Our results suggest that the Feed in Tariff (FIT) Law’s network structure is similar to the information network and support network, and that the actors at the center of the network support the FIT Law. The strength of our research lays in our focus on political networks and their contributing mechanism to the law’s implementation through analysis of the political process. From an academic perspective, identifying the key actors and factors may be significant in explaining institutional change in policy areas with high path dependency. Close examination of this issue also has implications for a society that can promote renewable and sustainable energy resources.

In 2005, Urban railway seismic design was introduced in Rep. Of Korea, and many studies on seismic performance evaluation and reinforcement methods were conducted. In accordance with the Enforcement Decree of the Earthquake Disaster Countermeasures Act issued in March 2009, during April 2010 to October 2013, some of local governments established detailed evaluation and reinforcement measures for seismic performance of the urban railway underground structure. Afterwards, the seismic performance reinforcement of the existing urban railway structures was conducted for the sections that a long period of used until the end of 2018, and the reinforcement works are carried out by various methods using the previously studied methods. However, various reinforcing materials and construction methods using have been studied, but the classification research on the construction methods currently applied to reinforcement construction of urban railways is insufficient. The purpose of study is to analysis the cases currently applied to seismic reinforcement construction and to show the characteristics of each construction method, the reasons for its application and problems.
A disaster can be defined in many ways based on perspectives, in addition, its types are able to classify differently by various standards. Considering the different perspectives, the disaster can be occurred by natural phenomenon that is like typhoon, earthquake, flood, and drought, and by the accident that is like collapse of facilities, traffic accidents, and environmental pollution, etc. Into the modern society, moreover, the disaster includes the damages by diffusion of epidemic and infectious disease in domestic animals. The disaster was defined by natural and man-made hazards in the past. As societies grew with changes of paradigm, social factors have been included in the concept of the disaster according to new types unexpected by new disease and scientific technology. Change the concept of social disasters, Ministry of Public Safety and Security (MPSS) has provided the regional safety index, which measures the safety level of a local government. However, this regional safety index has some limitation to use because this index provides the information for city unit which is a unit of administrative districts of urban. Since these administrative districts units are on a different level with urban and rural areas, the regional safety index provided by MPSS is not be able to direct apply to the rural areas. The purpose of this study is to determine the regional safety index targeting rural areas. To estimate the safety index, we was used for 3 indicators of the MPSS, a fire, a crime, and an infectious disease which are evaluable the regional safety index using an accessibility analysis. For determining the regional safety index using accessibility from community centers to public facilities, the safety index of fire, crime, and infectious disease used access time to fire station, police office, and medical facility, respectively. An integrated Cheongju, targeting areas in this study, is mixed region with urban and rural areas. The results of regional safety index about urban and rural areas, the safety index in rural area is relatively higher than in the urban. Neverthless the investment would be needed to improve the safety in the rural areas.
Purpose: After analyzing the seismic capability of low-rise RC grid structures with insufficient seismic performance, the purpose of the project is to install steel slab hysteretic dampers (SSHD) to improve the seismic performance of beams and columns, and to suggest measures to minimize damage to the structure and human damage when an earthquake occurs. Method: The evaluation of the seismic performance of a structure is reviewed based on the assumption that the seismic performance is identified for the grid-type subway systems that are not designed to be seismic resistant and the installation of an SSHD system, a method that minimizes construction period, if insufficient, is required. Result: After the application and reinforce of structure with SSHD, and the results of eigenvalue analysis are as follows. The natural periodicity of longitudinal direction was 0.55s and that of vertical direction was 0.58s. Conclusion: As results of cyclic load test of structure with SSHD, the shear rigidity of damper is 101%, the energy dissipation rate is 108% and, plastic rotation angle of all column and beam is satisfied for $I_o$ level and therefore it is judged that the reinforce effect is sufficient.

Large-scale earthquakes are occurring globally, especially in the South Asian crust, which is experiencing a state of tension in the aftermath of the 2011 East Japan Earthquake. Uncertainty and fear regarding the possibility of further seismic activity in the near future have been on the rise in the region. The National Disaster Management Research Institute has previously studied and analyzed the overflow characteristics of a tsunami and the rate of flood forecasting through tsunami numerical simulations of the East Sea of South Korea. However, there is currently a significant lack of research on the Southern Coast tsunamis compared to the East Coast. On the Southern Coast, the tidal difference is between 1~4 m, and the impact of the tides is hard to ignore. Therefore, it is necessary to analyze the impact of the tide propagation characteristics on the tsunami. Occurrence regions that may cradle tsunamis that affect the southern coast region are the Ryukyu Island and Nankai Trough, which are active seafloor fault zones. The Southern Coast has not experienced direct damage from tsunamis before, but since the possibility is always present, further research is required to prepare precautionary measures in the face of a potential event. Therefore, this study numerically simulated a hypothetical tsunami scenario that could impact the southern coast of South Korea. In addition, the tidal wave propagation characteristics that emerge at the shore due to tide and tsunami interactions will be analyzed. This study will be used to prepare for tsunamis that might occur on the southern coast through tsunami hazard and risk analysis.
