This paper focuses on the deformation behavior of tunnels crossing a weak zone in conventional tunneling. A three-dimensional finite element model was adopted that allows realistic modeling of the tunnel excavation and the support installation. Using the 3D FE model, a parametric study was conducted on a number of tunneling cases with emphasis on the spatial characteristics of the weak zone such as the strike and dip angle, and on the initial stress state. The results of the analyses were thoroughly examined so that the three-dimensional tunnel displacements at the tunnel crown and the sidewalls can be related to the spatial characteristic of the weak zone as well as the initial stress state. The results indicate that the effectiveness of the absolute displacement monitoring data as early warning indicators depends strongly on the spatial characteristics of the weak zone. It is also shown that proper interpretation of the absolute monitoring data can provide not only early warning for a weak zone outside the excavation area but also information on the orientation and the extent of the weak zone. Practical implications of the findings are discussed.
Typhoons Rusa (2002) and Maemi (2003) struck Kangwon and Gyeongnam provinces of Korea and caused the most extensive flood damages ever blown since the foundation of Meteorological Agency in 1927. Many cities are inundated, crippling the critical facilities and resulting In high irreversible losses of human lives, and damages to infrastructures. These kinds of flood damages were among the worst natural disaster that Korean people experienced. In order to reduce flood damage, it is necessary to investigate how to use the information of water environment during the rainfall disaster. Therefore as per the result of this study, we have suggested few but effective countermeasures for controlling the flooding damages and also the advancements in the areas of disaster information dissemination and early warning system for water environmental management by using optical fiber system in Japan are discussed.
The number of large and complex buildings is growing and they are usually concentrated in metropolitan cities. There is a possibility in such buildings that a small accident can expand to a massive disaster since their scale and complexity. To deal with this issue, a research on gas sensors which can detect multiple gases and early-warning systems has been conducted. Proper criteria or standards are necessary for effective application and operation of such sensor-based disaster monitoring system. In this study, we have proposed the alarm criteria of concentration of hazardous gases for the detection and the alarm release. For each alarm level, systematic disaster response plans consist of responsive actions and information delivery have been prepared. These disaster monitoring criteria can help the detection of hazardous gas-related disaster in the early stage of accident and the provision of appropriate emergency responses.

In case that limited resources can be mobilized, non-structural countermeasures such as 'monitoring using Information and Communication Technology might be one of solutions to mitigate disaster risks. Having established the monitoring system, operational and maintenance costs to maximize the effectiveness might trouble the authority concerned or duty attendant who is in charge. In this respect, "Guerrilla Sensor" would be very cost effective because of the inherent mobility characteristic. The sensor device with the IRIS camera and GPS (Global Positioning System) equipped, is basically battery-operated and communicates with WCDMA (Wideband Code Division Multiple Access). It has a strong advantage of capabilities for 'Disaster Response' with immediate and prompt action on the spot, making the best use of IoT (Internet of Things), especially with the mobile web. This paper will explain how the sensor system works in real-time GIS (Geographic Information System) pinpointing the exact location of the abnormal movement/ground displacement and notifying the registered users via SMS (Short Message Service). Real time monitoring with early warning and evaluation of current situations with LBS (Location Based Service), live image and data information can help to reduce the disaster impact. Installation of Guerrilla sensor for a real site application at Gimcheon, South Korea is also reported.

The Early Warning System for agrometeorological hazard of the Rural Development Administration (Korea) forecasts detailed weather for each farm based on the meteorological information provided by the Korea Meteorological Administration, and estimates the growth of crops and predicts a meteorological hazard that can occur during the growing period by using the estimated detailed meteorological information. For verification of early warning system, automated weather observation network was constructed in the study area. Moreover, a real-time web display system was built to deliver near real-time weather data collected from the observation network. The meteorological observation system collected diverse meteorological variables including temperature, humidity, solar radiation, rainfall, soil moisture, sunshine duration, wind velocity, and wind direction. These elements were collected every minute and transmitted to the server every ten minutes. The data display system is composed of three phases: the first phase builds a database of meteorological data collected from the meteorological observation system every minute; the second phase statistically analyzes the collected meteorological data at ten-minutes, one-hour, or one-day time step; and the third phase displays the collected and analyzed meteorological data on the web. The meteorological data collected in the database can be inquired through the webpage for all data points or one data point in the unit of one minute, ten minutes, one hour, or one day. Moreover, the data can be downloaded in CSV format.
The tsunami from the megathrust earthquake magnitude 9.3 on 26 December 2004 is the largest tsunami the world has known in over forty years. This tsunami destructively attacked 13 countries around Indian Ocean with at least 230,000 fatalities, displaced people 2,089,883 and 1.5 million people who lost their livelihoods. The ratio of women and children killed to men is 3 to 1. The total damage costs US$ 10.73 billion and rebuilding costs US$ 10.375 billion. The tsunami's death toll could have been drastically reduced, if the warning was disseminated quickly and effectively to the coastal dwellers along the Indian Ocean rim. With a warning system in Indian Ocean similar to that operating in the Pacific Ocean since 1965, it would have been possible to warn, evacuate and save countless lives. The best tribute we can pay to all who perished or suffered in this disaster is to heed its powerful lessons. UNESCO/IOC have put their tremendous effort on better disaster preparedness, functional early warning systems and realistic arrangements to cope with tsunami disaster. They organized ICG/IOTWS (Indian Ocean Tsunami Warning System) and the third of this meeting is held in Bali, Indonesia during $31^{st}$ July to $4^{th}$ August 2006. A US$ 53 million interim warning system using tidal gauges and undersea sensors is nearing completion in the Indian Ocean with the assistance from IOC. The tsunami warning depends strictly on an early detection of a tsunami (wave) perturbation in the ocean itself. It does not and cannot depend on seismological information alone. In the case of 26 December 2004 tsunami when the NOAA/PMEL DART (Deep-ocean Assessment and Reporting of Tsunami) system has not been deployed, the initialized input of sea surface perturbation for the MOST (Method Of Splitting Tsunami) model was from the tsunamigenic-earthquake source model. It is the first time that the satellite altimeters can detect the signal of tsunami wave in the Bay of Bengal and was used to validate the output from the MOST model in the deep ocean. In the case of Thailand, the inundation part of the MOST model was run from Sumatra 2004 for inundation mapping purposes. The medium and high resolution satellite data were used to assess the degree of the damage from Indian Ocean tsunami of 2004 with NDVI classification at 6 provinces on the Andaman seacoast of Thailand. With the tide-gauge station data, run-up surveys, bathymetry and coastal topography data and land-use classification from satellite imageries, we can use these information for coastal zone management on evacuation plan and construction code.

In order to maintain clean environment in an interior space and an enclosed cattle pen, we have to measure and control environmental factors which are temperature, humidity and CO2, CH4 and so on. Although the measured values are within the normal range, those are increased or decreased sharply by the feces or environmental impacts. In order to take early an appropriate action, we propose an early warning method(EWarM) in this paper, which can recognize the rapidly changing time for the increasing or decreasing rate of the measured values. In addition, we developed fuzzy control system based on an EWarM. We verified that this system based on an EWarM is used for eliminating that impacts through performance evaluation in a variety of environmental situations.
본 연구는 망의 가용성이나 보안성을 확보하는 것이 중요한 통신사업자들에게 전국적인 IT 인프라에서 발생하는 해킹이나 기타 보안 위협에 따른 피해를 최소화하고, 위협에 대해서 능동적으로 방어하기 위하여 구축하는 조기경보 시스템에 대한 연구이다. 이러한 조기경보시스템을 구축함으로서 해킹, 바이러스, 웜 등의 다양한 전자적인 침해사고 등의 이벤트를 수집, 분류하고 빠른 시간 안에 대응할 수 있는 시스템을 갖추게 된다. 본 연구는 통신사업자가 조기경보시스템(EWIS : Early Warning Information System)을 구축하기 위해서 필요한 프레임워크를 제시하는데 있다.

This study conducts uniaxial compression tests on intact and single crack-contained rocks to investigate the time-frequency domain characteristics of acoustic emission (AE) signals monitored during the deformation failure process. A processing approach, short-time Fourier transform (STFT), is performed to obtain the evolution characteristics of time-frequency domain of AE signals. The AE signal modes at different deformation stages of rocks are different. Five modes of AE signal are observed during the cracking process of rocks. The evolution characteristics of time-frequency domain of AE signals processed by STFT can be utilized to evaluate the damage process of rocks. The difference of time-frequency domain characteristics between intact and cracked rocks is comparatively analyzed. The distribution characteristics of frequency changing from a single band-shaped cluster to multiple band-shaped clusters can be regarded as an early warning information of damage and failure of rocks. Meanwhile, the attenuation of frequency enables the exploration of rock failure trends.
Since Duncan(1956) first proposed an economic design of $\bar{X}$-control charts, most of the succeeding works on economic design of control charts assumed the exponential failure model like Duncan. Hu(1984), however, assumed a more versatile Weibull failure model to develop an economic design of $\bar{X}$-control charts and Banerjee and Rahim(1988) further improved Hu's design by changing the assumption of fixed-length sampling intervals to variable-length ones. In this article we follow the approach of Banerjee and Rahim(1988) but include a pair of warning limits inside the control limits in order to search for a failure without stopping the process when the sample mean falls between warning and control limits. The computational results indicate that the proposed model gives a lower cost than Banerjee and Rahim's model unless the early failure probability of a Weibull distribution is relatively large. The reduction in cost is shown to become larger as the cost of production loss outweighs the cost of searches for a failure.
