Development and Effect of Environmental Education Program for Environmentally Sound and Sustainable Development(ESSD) (지속가능한 개발을 위한 환경교육 프로그램의 개발과 그 효과)

  • A current environmental issue, 'Enviromentally Sound and Sustainable Development(ESSD)' is very important in that it is for our common future. Environmental education is essential as a long-term strategy to realize sustainable environments and society. So we developed a new program about ESSD. The purposes of development were as follows. First, introduce ESSD to students, second, make them know ESSD appropriate to our nation, third, make change from economy-centered thoughts to environmental economy-centered thoughts, ultimately make form behaviors related to ESSD. To verify the effects of new developed program, the direct learning was carried out by 212 students in total. Post test scores of experimental groups were significantly higher than those of control groups about four goals, respectively. Therefore this program is effective to achieve four goals of environmental education for ESSD.

  • The purpose of this study is to examine the environmental worldviews of middle school students. An instrument to survey environmental worldviews consists two components; 'Human and Environment', and 'Human Behaviors and Environmental Problems' The two components are three environmental worldviews as follows: 'Technocentrism', 'Ecocentrism', 'and Environmentally Sound and Sustainable Development(ESSD)'Subjects were 551 middle school students in metropolitan area and rural district(male: 285, female: 266). Most of middle school students had the environmental worldview of the ESSD. More female students had a tendency ESSD worldview than males. More male students had the positive Technocentrism than females. More middle school students in metropolitan area had ecocentrism than those in rural district. Understandings of students' environmental worldviews will be helpful to work out teaching and learning strategies in environmental education.

  • This paper discussed community ecological approach for Environmentally Sound and Sustainable Development(ESSD) and Sustainable Society(SS). Community ecology is composed of nature, environment and diverse species and is dynamic and sustainable system by interaction among those components. It is required long-term, integrating and eco-centric stances to achieve ESSD and SS such as eco-city and eco-village movements. This is integrated and complicated perspective beyond traditional dichotomy between human and environment. Community ecological perspective directs people toward ecological society system which creates and maintains adaptable life style under ecological situation in community. Building up eco-parts, eco-cites, eco-villages are crucial movements for promoting human's environmental living standards. These sustainable community movements require people to change their values and life styles suitable for their SS. It is required integrated and balanced perspective and participating endeavor of residents to maintain SS.

  • There have always been dilemmas between development and environmental conservation throughout the world. Gradually environmental contamination threatens sustainable development and conservation. we try to study on the sustainable development with environmental conservation. One of the instruments to get this goal is Environmental Impact Statement. Environmental Impact Statement has now become a standard tool of decision making in Environmentally Sound and Sustainable Development. The objectives of this study is to explore and suggest some suggestions for improvements of EIA. 1. Identify all criteria and standards that apply to physical and social environmental components and dynamics. 2. Giving attention to the purpose of the criterion and standard, with respect to resource use and quality. 3. Demonstrate the relevance legal, technical, and scientific authority by early planning through construction, operation and maintenance phases. 4. Implement rationales and protocols for the documentation of standard analytical methods, location of sampling points and statistical analysis of data. 5. Establish precise protocols by predictions of environmental impact relevant for established criteria and standards. Reviewing these protocols with relevant legal authorities prior to their implementation is important.

  • Coastal development works generally increase the suspended sediment concentration of the ambient water, causing environmental impacts in various manners. The most active measures in three sides have been reviewed for their applicabilities in Korea. Referring to the cases in the USA, the legislation of environmental windows seems to be not proper for Environmentally Sound and Sustainable Developments (ESSD) until sufficient scientific data are obtained to address the individual issues of potential negative impacts. Feedback monitoring can be regarded as the best way for ESSD. Korea also has the basic legal system for the feedback monitoring as well as Environmental Impact Assessments (EIA). However, the frequency, period and parameter of related surveys should be improved for the true ESSD. Moreover, environmental facilities such as environmental dredgers should be widely used for mitigating environmental Impacts caused by coastal development works.

A Systematic Approach to Environmental Education in Schools (학교 환경 교육의 체계적 접근 방안)

  • Firstly, the goals and the domains of contents of environmental education was classified in order to systematize the contents of environmental education which would be taught in each subject. According to these goals and domains of contents, the contents of 10 subjects (Korean Language, Ethics, Social Studies, Mathematics, Science, Music, Arts, Physical Practicum(Technology and Heme Economics), English were analyzed. The norms in the analysis of the goals of environmental education by each subject were 4 domains: information and knowledge, skills, value & attitudes, & action and participation. The norms in the analysis of the contents of environmental education by each subject were 11 domains: natural environment, artificial environment, population, industrialization/urbanization, resources, environmental pollution, environmental preservation and measures, environmental sanitation, environmental ethics, environmentally sound and sustainable development(ESSD), and sound consumption life. As a result, it was found that all the 4 domains of goals in environmental education could come true. Furthermore, the goals of environmental education were found to be reached in the subjects of Korean Language, Music, Arts, Physical Education, Mathematics, English, etc., which had been thought to have nothing to do with environmental education. It was also found that the contents of each subject could deal with its own unique environmental contents. The result of this study can keep all subjects from overlapping in environmental contents, and can make the most of each subject's characteristics. Also, the result of this study will be referenced in developing the teaching and learning materials for environmental education according to each subject.

  • 환경교육의 목적은 환경문제점에 대하여 자각하고 관심을 가지며 현존하는 문제점들에 대한 해결과 새로운 문제점의 예방을 위하여 개인적으로나 집단적으로 일할 지식, 기술, 태도, 동기 그리고 책임에 대하여 교육시켜 가는데 있으며 이와 같은 목적을 충족시키기 위하여 환경교육의 대상이 되는 개념으로서 경제사회발전과 환경보전의 조화라는 관점에서 관심을 모으는 ESSD개념은 유엔이 국제환경보전운동의 지침으로 삼고있는 환경적으로 건전한 지속적 개발(Environmentally Sound and Sustainable Development)개념으로서 개발은 환경용량의 범위 내에서 추구되어야 하며 지속성의 관점에서 정부와 모든 국민들은 그들 자신의 복리는 물론, 그들의 후손을 위해 환경을 보전하는데 공동의 노력을 쏟아야 할 윤리적 가치를 강조하고 있다. 우리나가가 현재 직면하고 있는 환경문제를 ESSD개년의 도입과 실천을 통하여 해결하고자 하는 의지가 있어야 할 것이며, ESSD개념에 입각하여 인관과 환경간의 관련성의 새로운 개념에 대한 인식을 국민모두가 갖도록 하는 환경교육을 통하여 환경에 관한 가치가 개개인의 생활양식은 물론 기업 환경의식이나 정부의 의사결정 과정에 구현되어야 할 것이다. ESSD개념은 환경교육에서 환경보전과 경제사회발전이 어떻게 양립될 수 있는가를 강조하는 것이 되어야 할 것이며 학교환경교육이나 일반성인을 대상으로 하는 환경교육에서는 물론 정치적 관심이나 각 부처간의 이익을 초월하여 개발과 환경보전을 역동적으로 통합시킬 수 있도록 입법부나 행정부처의 공무원을 대상으로 하는 환경교육에도 포함되어야 할 것이며 환경문제에 관련된 전문가를 교육하는 현행제도를 재평가하여 단지 단기적인 현실만이 아니라 ESSD개념에 바탕을 둔 장래 개발문제에 대처해 나갈 수 있는 환경전문가를 위한 교육과정의 설계와 교육방법론의 체계적인 연구조사가 있어야 할 것이다. 이러한 환경교육의 중요성에 대하서는 의제 21, 지방의제 21 그리고 인간정주 의제서에 계속적으로 강조되어왔으며 국내에서도 이에 대한 체계적인 차원에서의 대응이 준비되고 있으며 이에대한 많은 각별한 관심과 참여가 요구되어진다.

  • As the population grows, the importance of the fishery industry continues to rise. It is therefore vital to support and promote sustainable fishery industry. However, the fishery production has been declining, mainly due to overdevelopment and depletion in fishery resources and stricter limits on development limits caused by growing concerns over the marine environment and ecology. Recently, international activities related to marine environmental and its ecosystems conservation, have been vigorously pursued. The United Nations Convention on The Law of The Sea has stipulated the protection and conservation of the marine environment, and the implementation of fishery resources development, made in harmony with the environment and fishery resources and based upon scientific findings and principles has become important. Accordingly, fishery industry must pay thorough attention to marine ecological and environmental problems and its international fisheries regime. Fisheries development can affect fishery resources, their environment and ecosystems. Adverse ecological effects resulting from fishery resources development practices in general include overdevelopment and incidental development of non target species, physical degradation of seabed habitants and degraduation of water quality. It has now become more important than ever to build up fishery resources development while achieving the conservation of biodiversity and the marine environment, as well as the restoration of destroyed ecosystems. To maintain fishery industry, it is necessary to develop bioeconomic fishery production system and industry policies for the ESSD(environmentally sound and sustainable development) given that maintenance of a favourable marine environment will ensure the fishery resources productivity. These bioeconomic system and policies are necessary to ensure the sustainability and viability of the fishery industry under ESSD fisheries concepts.

Global Environmental Problem, The conflict between Development and Preservation (지구환경문제, 개발과 보전의 갈등)

  • Human being have destroyed environment through rapid industrialization, so that the world is increasingly faced with golbal environmental problem such as destruction of ozone layer, global warming., acid rain, decertification and we are heading toward impending disaster of the earth. Especially, recent environmental pollution of China from rapid economic development threatens neighboring Korea and Japan. Regional development are necessary for promotion of national prosperity, but theses regional developments must have brought about environmental and preservation. Actually there are so many conflict cases; Saemankum reclamation project, construction of nuclear waste storage facility, dam construction of China etc. Here, harmony and balance between development and preservation are needed to solve these great crux. Under theses condition, the concept of ESSD(Environmentally Sound and Sustainable Development) emerged as a global issue. And staring point to solve present environmental problems is to perceive the truth that we have inherited only one earth and hence owe a debt to preserve its environment for the benefit of the future generations.
