환경영향평가 주민참여의 제도적 문제점과 내용분석 (A Study on Public Participation in Environmental Impact Statement: Focused on Systematic Aspects and Content Analysis)

  • This paper examined public participation in the final Environmental Impact Statement(EIS) in terms of institutional procedures and content analysis. By reviewing EIS Draft Manual and related laws and regulations, seven problems were identified in the system. The content of public participation in 14 EISs were analyzed by a developed protocol, most results of which were similar to the identified seven problems. In conclusion, this paper suggested that the systematic problems should be improved to activate more efficient public participation.

LCA기법을 이용한 하수처리장의 환경영향 평가 (Environmental Impact Assessment of Wastewater Treatment Plant Using Life Cycle Assessment)

  • Comprehensive environmental impact of wastewater treatment plant (WWTP) was evaluated with life cycle assessment (LCA) methodology based on ISO 14040. As environmental impact assessment method, Eco-indicator 95 and Eco-indicator 99 were used. The studied WWTP had a capacity of $100,000m^3/d$, and its life span of civil structure and main machinery was designed to 40 years and 20 years, respectively. As the results, more than 95% of environmental impact was produced by using electricity and chemical use in operation stage. In construction stage, temporary shoring facility was the major reason of environmental load, however, its impact was much less than those by operation utilities.

  • Public participation in Environmental Impact Assessment (EIA) process has been implemented since the introduction of EIA project on August 1 1991, followed with Environmental Policy Act promulgation on August 1 1990. Though public participation has room for improvement. This study compared before and after the introduction of public participation on EIS preparation cost, project cost, EIS preparation term and project term through 293 EISs analysis. Also public opinions in EIS after introduction of public participation were analyzed. The results are expected to be contributed to the system improvement of public participation.

한국에서의 원격탐사와 생태계 관리 (Remote Sensing and Ecosystem Management in Korea)

  • A Nationwide survey of ecosystem in the Republic of Korea was accomplished from 1986 to 1990 and in that survey, GIS and remote sensing were used partially. This was done by the Ministry of Environment(MOE), which introduced remote sensing and GIS for environment management in late 1980's. Especially the National Institute of Environmental Research (NIER) are under the research on systematization of environmental information with an ultimate goal of application of GIS and remote sensing to environmental impact assessment. Although the Korean peninsula is in a non-tropical zone, we introduce two case studies on remote sensing applications to ecosystem managements in the Republic of Korea. One is a study on change detection in urban vegetation of Seoul with Landsat data and the other is a study on detection of insect damaged pine tree area using Landsat TM data. The techniques involved and the conclusion from these studies were relevant to vegetation studies in tropical ecosystem.

동해안 항만 및 어항 개발사업에 따른 해양물리학적 영향평가 개선방안 (Improvement for Impact Assessment of Marine Physical on the Development of Ports and Fishing Harbors in the East Coast)

  • 동해안 항만 및 어항 개발 사업에 따른 해양환경영향평가 개선방안을 제시하기 위해 2009년부터 2011년까지 3년간 동해안의 항만 및 어항 개발 사업에 따른 일반해역이용협의서 33건을 분석하였다. 분석결과 동해안에서 중점적으로 검토해야 하는 해류, 파랑, 수심측량 자료의 경우 각각 3건, 12건, 16건 만이 조사가 이루어졌다. 하지만 동해안에서 시행되는 항만 및 어항 개발사업의 경우 서해, 남해와는 다른 동해안의 해역특성이 고려된 해양환경영향평가가 이루어져야 한다. 동해안은 조석의 영향이 약하고 해류, 취송류, 파랑의 영향이 우세한 해역으로 동해안의 해수유동을 파악하기 위해서는 해류의 영향을 고려해야하고 항내 정온도 및 방파제 기능성 및 안정성 등 협의대상사업의 타당성을 확보하기 위해서는 파랑을 평가항목으로 고려할 필요가 있다. 또한 동해안에 발생되는 항내매몰 및 해안침식의 문제점을 비교적 정확히 예측 및 예방하기 위해서는 해빈류를 표사이동의 기본외력으로 설정해야 하고 인근 하천에서의 토사유입과 해당 해역의 정확한 수심자료를 수치모델링의 검증자료로 활용해야 한다.

알제리와 한국 EIA 제도 비교 분석 (Comparative Analysis of EIA Systems of Algeria and Korea)

  • 환경영향평가(Environmental Impact Assessment : EIA)는 대규모 개발사업에 관련된 의사결정의 효과성을 향상시킬 수 있는 제도이다. 알제리와 한국의 EIA 제도를 비교분석하여 특징 및 장단점을 파악하여 다른 계획관련 정부기관과 환경관련 기관과의 조정 및 협조 수준의 차이점을 연구하였다. 알제리와 한국의 EIA 제도는 의사결정 절차에 관련된 규정에서는 유사하지만 주민참여 수준에서는 한국이 발달되어 있다. 스크리닝 제도에서는 프랑스의 영향을 받은 알제리의 제도가 비교적 잘 발달되어 있다.

  • 기후변화 적응 주류화를 위하여 세 가지 기후변화영향평가 시행 방안을 검토하였다. 첫째, 신법 마련 및 개별 시행, 둘째, 신법 마련 및 환경영향평가 틀 내 제도 시행, 셋째, 기존 환경영향평가 틀 내 시행하는 것이다. 이 논문에서는 세 가지 방안의 내용, 장 단점을 분석하였다. 그리고 신법 하에서 제도를 개별 시행할 경우의 개략적인 평가 내용과 환경영향평가 틀 내에서 시행하고자 할 경우 관련 법률, 규정개정(안)을 제안하였다.

  • World Business Council for Sustainable Development(WBCSD) is effort to achieve sustainable development in economic growth, environmental preservation and social development. Being this way, it is essential for developing evaluation tool which quantify to fulfill sustainable development. Eco-efficiency is one of the quantitative tools to evaluate environmental impact and economic aspect. Eco-efficiency, in general term, means creating more value of product or services with less impact to environment. It indicates as environmental impact in denominator and value of product or services in numerator. Eco-efficiency shows how much economic value reveals to unit environmental impact caused by product or service as an indicator. This study aims at developing eco-efficiency indicator of railway industry considering use stage among the entire life cycle stage of KTX and Saemaul train and also, figure out eco-efficiency value through indicator. Therethrough, it is enables to evaluate created value per environmental aspects. Since rail vehicles demands a lot of energy to transport people during use stage, the environmental impact is more significant than other lkfe cycle stages. Therefore, it quantified environmental indicator as CO2 emission and economic indicator as transportation record per a year with an annual income. This study contributes to be used as a tool for quantifying indicator of comparison evaluation in respect of rail vehicle in use stage.

식생지수와 녹지자연도의 비교평가 (Comparison Analysis of Vegetation Index and Degree of Green Naturality)

  • Vegetation is an important factor in EIA(Environmental Impact Assessment) and it is assessed according to DGN(Degree of Green Naturality) in EIS(Environmental Impact Statement) preparation. But DGN has room for improvement of assessing vegetation Status. This study introduced NDVI(Normalized Difference Vegetation Index) for improving status assessment method that subjects to DGN. For the application of NDVI, Landsat TM data of Chunchon on May 2, 1989 and June 1, 1994, and data of Ulsan on November 5, 1984, November 2, 1992 and May 9, 1994 were used. It compared NDVI with DGN according to season and location. The correlation coefficient value for the spring image (1994, 0.7, p=0.01) was proved to be higher than that of autumn (1984, 0.5, p=0.01).

도시개발에 따른 대기환경 변화가 건강에 미치는 영향연구 (A Study about the Impact of Atmospheric Environmental Changes by Urban Development on Human Health)

  • Because deterioration of air quality and urban heat island directly harm health of citizens, Health Impact Assessment (HIA) and Environmental Impact Assessment (EIA) for urban development projects needs to conduct analysis of their impacts objectively. This study aims to review appropriate methods for assessment of air quality used at each stage of urban development and to investigate prediction and assessment methods of urban heat island. In addition, by evaluating impacts of climate change following supposed urban construction performed in the central area of Korea on public health, it examines usefulness of HIA for urban construction. When urban heat island prediction and HIA method suggested in this study are applied to an imaginary city, they predict urban heat island properly and the impacts of climate changes on public health inside the city could be determined clearly by calculating life-climate index and bio-climate index related with thermal environment from the model.
