A Study on the Introduction of Legal EMP Protection System (고출력 전자기파 방호 제도 도입에 관한 연구)

  • Nowadays, national critical infrastructures have been known to be highly vulnerable to the EMP threats which are internationally growing. But their realistic solutions have been not made by the lack of detailed rules and regulations in current laws, however, which cover most of cyber threats. This paper takes a look at the domestic and overseas trends on the EMP protections, and proposes the revision directives of relevant laws and the contents included into the proposed legislation. Among them, the amendment of the current "Information Infrastructure Protection Act" is considered to be the most effective, including provisions on protected informations, industrial promotions, R&D supports, education, etc. Anyway, this paper is expected to be helpful for introducing an effective legal scheme on the CIP against EMP threats. domestic rule.

A Study on the Method for Judging the EMP Protection Plan and Required Level through Decision Making (의사결정론을 통한 EMP 방호대책 및 수준 판단방안 제시에 관한 연구)

  • In the context of increasing threats of EMP by neighboring countries in the security situation on the Korean peninsula, EMP protection facilities are a very important means of ensuring military operational capability. These EMP protection facilities should be constructed by comprehensively judging various factors about operation units. However, Defense Military Facilities Criteria and National Technical Guideline for EMP protection require at least 80dB shielding effectiveness without considering other options. In this study, we use objective and statistical methods to refine the consideration of the required EMP protection level based on the opinions of the experts. To do this, the Delphi technique is used for this study, and the survey was conducted from 53 experts related to EMP protection standard in the military and civilian sectors. The first questionnaire investigated the appropriate level of EMP protection, and the second questionnaire analyzed the factors considered in establishing EMP protection level. As a result of the factor analysis on the opinions of the experts, it was concluded that the EMP protection requirement level should be determined by variables of METT + TC.

  • In a hyper-connected society, electric power infrastructures and information and communication infrastructures are the core of critical national infrastructures. However, electric power infrastructure is very deadly to high-frequency nuclear electromagnetic pulse (HEMP) threats recently issued by North Korea, so the resilience through rapid recovery after attack is directly related to the survivability of our country. Therefore, electric power infrastructure should take precedence over any other key infrastructure, with preemptive protection measures and fast recovery plans. In this paper, the characteristics of the HEMP threats was examined, and the risks and effective major protection measures of the electric power infrastructures are discussed. In the future, it is expected that it will be able to help establish the direction of enactment and revision of legal schems related to the 'high power EMP infringement prevention' for Korea's electric power infrastructures.

  • This paper covers the importance of a dedicated Power Line Filter implementation against HEMP(High altitude ElectroMagnetic Pulse) threats caused by high altitude nuclear detonations. As the PCI test results for E1 short pulse with 2500[A], only HEMP filter obtained the required residual current around 8[A], but others didn't meet below 10[A] on MIL-STD-188-125 PCI regulation. Consequently, the development of a dedicated power line filter turned out to be a essential element in order to protect the power related system against HEMP transient.
