개인의 인권과 세계평화의 기원이라는 철학을 바탕으로 20세기에 탄생한 국제이해교육은 유네스코 "1974년 국제이해교육 권고"를 바탕으로 국가별 환경과 문화에 따라 다양하게 전개되어 왔다. 그러나 21세기 지구의 생태, 사회, 경제적 환경이 변화하면서 과거 세계평화를 위해 국가간 이해와 협력을 위해 발의된 국제이해교육이 21세기에도 여전히 유의미한지, 변화가 필요하다면 어떤 방향을 지향해야 하는지에 대한 검토가 필요하게 되었다. 이에 본 연구는 유럽지역, 북미지역, 아태지역, 아프리카지역 등의 국제이해교육 현황을 조사하여 비교분석하였다. 실증조사를 위해 연구자들은 상기 연구대상지역의 국제이해교육 전문가 34명을 면담조사 하였다. 조사결과 국제이해교육 관련 용어들이 다양하게 사용되고 있으며 지역별로 강조하는 점이 조금씩 다른 것으로 나타났다. 그러나 이러한 용어의 다양성에도 불구하고 유네스코에서 강조하는 인권, 평화, 평등과 사회정의 및 상호이해를 국제이해교육에서 공통적으로 다루고 있었다. 또한 이들 4개 지역에서는 국제이해교육을 학교교육, 사회교육, 평생교육의 차원에서 진행하고 있었으며, 최근에는 시민성과 시민성교육을 강조하는 가운데 특히 중층적 정체성을 인정하는 글로벌시민성을 중요하게 다루고 있었다. 국제이해교육과 관련하여 4개 지역에서 공통적으로 발견되는 또 하나의 특징적 측면은 21세기의 세계화에 대응하는 접근법으로 경제적 경쟁력을 강조하는 국가주의의 강화와 함께 세계 공통의 문제를 해결하고자 하는 글로벌시민성의 함양이 함께 공존하고 있다는 것이다. 특히 21세기 세계적 이슈 중 하나인 세계적 불평등 문제를 해결하기 위해서는 시민의 자발적 참여와 책무성을 강조하는 국제이해교육의 중요성이 강조되고 있음이 국제비교연구를 통해 관찰되었다. 이러한 분석을 바탕으로 본 연구는 향후 국제이해교육의 새로운 접근법으로 세계문제의 근본적인 해결을 위해 세계문제를 지역사회의 문제와 연결하는 "glocalism"을 제시하였다.

2차 세계대전 이후 세계의 상호의존성이 증가하면서 미국 및 유럽의 국가들을 중심으로 발전해온 국제이해교육은 한국의 경우 90년대 문민정부가 표방한 세계화 정책에 의해 주목을 받았고, 2000년대 들어와 학문적 논의가 시작되어온 비교적 짧은 역사를 갖고 있다. 국가적 관심을 받고 활성화 된지 10여년이 지난 현 시점에서 본 논문에서는 그 동안 우리나라 국제이해교육의 발전과정을 다양한 관점에서 평가하고 이를 기초로 향후 방향을 제안하고자 하였다. 먼저 국제이해교육은 유네스코 중심의 틀에서 벗어나 주도세력이 좀 더 다양화될 필요가 있다. 또한 국제이해교육의 학제적 성격을 보완할 수 있도록 다양한 분야의 전문가가 협력하여 지원할 수 있는 방안의 수립도 필요하다. 국제이해교육의 내용적 측면에서는 국제이해교육의 정체성 확립을 위해 세계의 상호의존성, 세계적인 시각, 문화간 이해가 보다 더 강조될 필요가 있으며, 인권존중, 평화로운 세계, 지속가능한 발전 등의 영역은 세계이슈라는 한 개의 영역으로 통합되어 상호연계성을 갖고 국제이해교육의 관점에서 접근될 필요가 있다. 이러한 제안을 기초로 국제이해교육의 활성화를 위한 과제를 논의하였고, 마지막으로 우리나라 사회가 다문화사회화 되면서 최근 교육적 논의의 초점이 되고 있는 다문화교육과의 상호관계에 대한 고찰과 함께 이 두 교육분야의 상호 협력방안을 모색하였다.

본 논고는 중국정부 화학공업성 산하 북경고무연구설계원 여백령 원장의 논문, 동고무공업공사, 동화공건설총공사, 중국고무공업협회, 영국 EIU의 Rubber Trends, European Rubber Journal, 국제고무연구회(IRSG), 주영 말레이지아 고무생산자연구회 등에서 발간한 자료들을 참고로 하여 작성한 것이며, 논고의 내용중 통계숫자부분에서 일부 연도(주로 1992년도)에 공란이 있는 것은 자료가 불명하기 때문이다.

The information technology, in the digital economy era, does a very important role not only for the country's administrative management innovation but also for the business and for the everyday life. Specifically, the e-business for the company or organization is defined as "using the Internet and IT, rescheduling of business process management activities to increase productivity and efficiency and to create new business opportunities." Thanks to the Korea's recent efforts, overall level of informatization and digitalization is able to receive high praise. But the e-business readiness (e-readiness) level is still expected a lot of room for improvement. In this paper, I try to analyze the informatization level of Korea's by the EIU's e-business readiness index and IT industry competitiveness index, to prepare a full-scale e-business era of global competitiveness through any preparation that could do to improve the situation from the analysis of statistical data.

본 연구의 목적은 국제이해교육 과목에 대해 효과적인 교사교육 방법론의 하나로 등장하고 있는 e-티칭 포트폴리오를 적용하여 예비교사를 대상으로 하는 국제이해교육 과목에 개발하여 적용하고, 그 결과를 분석함으로써 국제이해교육 교사교육에 대한 e-티칭 포트폴리오 적용 가능성을 탐색하고자 하였다. 이를 위하여 예비교사를 대상으로 하는 국제이해교육 과목의 e-티칭 포트폴리오를 설계 및 개발하여 수업에서 적용한 후, 적용에 대한 수강생의 인식을 분석하였다. 연구 결과, 예비교사들은 e-티칭 포트폴리오 개발 및 적용에 대해 자료 축적 및 관리, 자기성찰의 기회, 생소함에서 오는 저항과 부담, 티칭 역량 향상 및 증빙을 통한 미래 준비, 소통을 통한 전문성 신장 기회 등으로 인식하는 것으로 나타났다. 이는 예비교사들의 교육전문성 향상을 위한 교육의 방법으로서 e-티칭 포트폴리오가 유용하게 활용될 수 있음을 시사하는 결과이다.

The goal of this research is to look at the Belt and Road Initiative's (BRI) goals, principles, and priorities, as well as criticisms and concerns. Another goal is to determine the Vietnamese government's best response to the BRI. Finally, the study looks at the Vietnamese viewpoint. Document review is used in conjunction with PESTELED analysis and EIU country risk model technique in this study. The study is focused on in-depth interviews with 38 top government leaders, researchers, and scholars by adopting the Delphi technique to determine major factors of risks and opportunities as well as obtain a clearer view on the Vietnamese perspective of the BRI. The main conclusion is that Vietnam's participation in the BRI could result in a variety of benefits and risks, including economic development, connectivity and integration, development finance, cooperation, coordination, trade facilitation, and people-to-people communication, as well as diplomatic and political risks, financial risks, environmental challenges, and job creation. Another conclusion is suggested that careful and case-by-case negotiation with China is needed for Vietnam to exploit the future benefits of BRI. There is a need to set up the strategy to mitigate the risk impacts, reduce the risk level, avoid risk, at last turn the risk into opportunities.

We propose short packet communication in an underlay cognitive radio network assisted by an intelligent reflecting surface (IRS) composed of multiple reconfigurable reflectors. This scheme, called the IRS protocol, operates in only one time slot (TS) using the IRS. The IRS adjusts its phases to give zero received cumulative phase at the secondary destination, thereby enhancing the end-to-end signal-to-noise ratio. The transmitting power of the secondary source is optimized to simultaneously satisfy the multi-interference constraints, hardware limitations, and performance improvement. Simulation and analysis results of the average block error rates (BLERs) show that the performance can be enhanced by installing more reconfigurable reflectors, increasing the blocklength, lowering the number of required primary receivers, or sending fewer information bits. Moreover, the proposed IRS protocol always outperforms underlay relaying protocols using two TSs for data transmission, and achieves the best average BLER at identical transmission distances between the secondary source and secondary destination. The theoretical analyses are confirmed by Monte Carlo simulations.
