EIU has evolved diversely depending on the national environment and culture on the basis of the philosophy of individual human rights and world peace articulated in the "1974 Recommendation on EIU". However, the global environment surrounding EIU has been changed socially, economically, culturally and ecologically in the 21st century, and therefore it is necessary to raise the following questions: Is the concept of EIU initiated for international understanding and cooperation for world peace in the 20th century still valid in the 21st century? Which direction should we take in order for EIU to be efficient in the globalized world? To answer these questions, this study reviewed and analyzed the historical development and current trends of the EIU in the regions of Europe, North America, Asia Pacific area, and Africa. For the empirical study, thirty-four experts in EIU selected from the four regions were interviewed by the researchers. Based on the interviews and the related literature review, it was found that the diverse terms of EIU were used in the four regions and the focus on EIU was different depending on the geographical, historical and social environment of each region. But, despite of the diversity in terminology in EIU, human rights, peace, equity and social justice which are emphasized by UNESCO, were universally taught in EIU. The EIU in these regions is currently dealt with in school education, social education and lifelong education, and particularly global citizenship allowing multiple identities is importantly treated together with citizenship education. Another important aspect of EIU that was commonly found in these four regions was that global citizenship education for solving global problems was coexistent with the reinforcement of nationalism for the economic competency of each nation in a globalized world. The issue of global inequality was particularly dealt with in EIU, and the teaching of voluntary civic involvement and responsibility were particularly emphasized in EIU. Based on these research findings, the study proposes "glocalism", connecting global issues with local issues for solving global problems, as a new approach to the EIU of the 21st century.

Comparing to those of the US and European countries, the education for international understanding(EIU) in Korea has a relatively short history. It has been accelerated since Korean government put an emphasis on globalization of the country in 1990s. However, it was not until the beginning of 2000s that academic discussion on EIU has really begun. This study evaluated the development of EIU in Korea and proposed future directions based on its assessment. First of all, EIU in Korea needs to invite more diverse actors beyond UNESCO. Being an interdisciplinary subject, EIU requires more supports from and cooperations among professionals in diverse fields. The main themes in EIU, such as global interdependence, global perspectives, cross-cultural understanding need to be more emphasized, and the global issues such as peace and human rights need to be integrated into the framework of EIU. Based on the analyses of current EIU practices and the forgoing discussions, some recommendations were proposed for the improvement of EIU in Korean schools. In addition, the relationship between EIU and multicultural education was discussed and some suggestions were focused on the ways to improve their cooperation as the world becomes more closer and the Korean society moves into a multicultural society.

The information technology, in the digital economy era, does a very important role not only for the country's administrative management innovation but also for the business and for the everyday life. Specifically, the e-business for the company or organization is defined as "using the Internet and IT, rescheduling of business process management activities to increase productivity and efficiency and to create new business opportunities." Thanks to the Korea's recent efforts, overall level of informatization and digitalization is able to receive high praise. But the e-business readiness (e-readiness) level is still expected a lot of room for improvement. In this paper, I try to analyze the informatization level of Korea's by the EIU's e-business readiness index and IT industry competitiveness index, to prepare a full-scale e-business era of global competitiveness through any preparation that could do to improve the situation from the analysis of statistical data.

The purpose of this study is to develop and apply e-teaching portfolio in EIU for pre-service teachers, and to explore the possibility of applying e-teaching portfolio in pre-service teacher education. E-teaching portfolio has developed an online platform after designing the component of teaching portfolio. And then pre-service teachers' perceptions were investigated. The findings, pre-service teachers thought that e-teaching portfolio was useful for the accumulation and management of instructional materials, and gave opportunities to improve self-reflection, teaching skills and evidence over the professional development through communication.

The goal of this research is to look at the Belt and Road Initiative's (BRI) goals, principles, and priorities, as well as criticisms and concerns. Another goal is to determine the Vietnamese government's best response to the BRI. Finally, the study looks at the Vietnamese viewpoint. Document review is used in conjunction with PESTELED analysis and EIU country risk model technique in this study. The study is focused on in-depth interviews with 38 top government leaders, researchers, and scholars by adopting the Delphi technique to determine major factors of risks and opportunities as well as obtain a clearer view on the Vietnamese perspective of the BRI. The main conclusion is that Vietnam's participation in the BRI could result in a variety of benefits and risks, including economic development, connectivity and integration, development finance, cooperation, coordination, trade facilitation, and people-to-people communication, as well as diplomatic and political risks, financial risks, environmental challenges, and job creation. Another conclusion is suggested that careful and case-by-case negotiation with China is needed for Vietnam to exploit the future benefits of BRI. There is a need to set up the strategy to mitigate the risk impacts, reduce the risk level, avoid risk, at last turn the risk into opportunities.

We propose short packet communication in an underlay cognitive radio network assisted by an intelligent reflecting surface (IRS) composed of multiple reconfigurable reflectors. This scheme, called the IRS protocol, operates in only one time slot (TS) using the IRS. The IRS adjusts its phases to give zero received cumulative phase at the secondary destination, thereby enhancing the end-to-end signal-to-noise ratio. The transmitting power of the secondary source is optimized to simultaneously satisfy the multi-interference constraints, hardware limitations, and performance improvement. Simulation and analysis results of the average block error rates (BLERs) show that the performance can be enhanced by installing more reconfigurable reflectors, increasing the blocklength, lowering the number of required primary receivers, or sending fewer information bits. Moreover, the proposed IRS protocol always outperforms underlay relaying protocols using two TSs for data transmission, and achieves the best average BLER at identical transmission distances between the secondary source and secondary destination. The theoretical analyses are confirmed by Monte Carlo simulations.
