연안준설토 관리의 제도적 문제점 진단 및 개선방안 연구 - 마산만 사례를 중심으로 - (A Research on Diagnosis of Institutional Problem and Improvement Plan for Management in Coastal Dredged Sediment - Case Study of Masan Bay -)

  • 연안준설행위에 따른 연안준설토의 활용 및 처분에 관련된 현 체계 및 법적 기준의 고찰을 통해서 문제점을 진단하고 개선방안을 제시하고자 하였다. 현행 제도상 연안준설토는 활용과 처분의 기준을 준설토사유효활용기준에 따라 구분하고 있으나 매립이 완료된 투기장을 부지로써 활용함으로서 처분과 활용의 개념이 모호하다. 또한 준설토의 매립재활용에 있어서 토양오염우려기준을 적용하는 것은 연안준설토의 토양특성, 기준항목의 차이, 실험방법의 차이 등을 고려해볼 때 적합하지 않은 것으로 판단된다. 하지만 현행의 유효활용기준은 매립재 활용에 있어 문제점이 있으므로 다음과 같이 개선이 요구된다. 첫째, 매립재 활용을 위한 용도구분이 필요하며, 둘째, 인체위해성을 고려한 2단계 체계의 기준농도를 제시할 필요가 있다. 또한 해역이용협의과정에서 연안준설토를 투기장에 투기시 주변해역에 미치는 영향파악과 저감대책을 포함한 평가가 이루어져야 할 것이다.

철도건설사업 환경영향평가의 현황과 과제 (Present Status and Future Vision of EIA for Railroad Construction Projects)

  • After the Rio declaration on environment and development in 1992, developed countries are undertaking 'environmentally sustainable transportation (EST)' projects. To meet the needs for EST, current transportation policies in Korea are rapidly reforming and one of its concerns is modernizing and upgrading railway freight system. Planning new railroad construction projects is increasing and subsequent environmental impact assessment (EIA) demands improvements, especially in both the EIA and decision making systems. In this paper, we discuss the present status of EIA for railroad construction projects, especially, by analyzing the EIA documents accumulated for last six years. The EIA for railroad construction projects .accounts for only $4.9\%$ of total project EIAs during 1998-2003. However, the portion is gradually increasing. Major environmental concerns for EIA in railroad construction projects were geomorphological and ecological changes, protection of rare organisms, air pollution, water quality, wast management, noise, etc. We also compared the characteristics of environmental impacts of railroad construction with those of vehicle road construction. The result shows that railroad construction usually requires 3${\~}$4 times longer tunnels and bridges for a given length than vehicle road construction. In addition, the amounts of geomorphological and ecological changes (road-cutting, embankment, devegetation, etc.) in railroad construction were generally less than $40\%$ of those in vehicle road construction. In order to develop environmentally friendly railway systems, monitoring studies for environmental impacts of railroads such as habitat fragmentation and road kills, dispersal of alien plants, tunnelling effects on groundwater and vegetation, and noise impacts are highly required.

성남시 갈마치 지역의 야생동물이동통로 복원계획 및 조성 후 모니터링 (Monitoring and restoration plan after construction of Wildlife Corridor at Mt. Galmachi of Sungnam City)

  • This study aims at monitoring the efficiency of wildlife corridor in the city of Sungnam, Gyunggi Province. During 2008-2010 for 13 months the CCTV in the city office followed number and population density using the wildlife corridor. Based on the monitoring Korean raccoon dog(Nyctereutes procyonoides) and water deer(Hydropotes inermis), Korean hare(Lepus coreanus), Korean yellow-weasel(Mustela sibirica), Korean squirrels(Sciurus vulgaris) used most often and counting 884 individuals.. This counts over 73% of targeted species and also verifies the project objectives. In future the monitoring should be increased and identify behavioral patterns focusing on ecological networks of previously fragmented habitats.

수질모형을 이용한 수질오염사고의 모의분석 (Simulation of Water Pollution Accident with Water Quality Model)

  • Depending on the change of lifestyle and the improvement of people's living standards and rapid industrialization, urbanization of recent, demand for water is increasing rapidly. So emissions of domestic wastewater and various industrial waste water has increased, and water quality is worsening day by day. Therefore, in order to provide a measure against the occurrence of water pollution accident, this study was tried to simulate water pollution accident. This study simulated 2008 Gimcheon phenol accident using 1,2-D model, and analyze scenario for prevent of water pollution accident. Consequently the developed 1-D model presents high reappearance when compared with 2-D model, and has been able to obtain results in a short simulation run time. This study will contribute to the water pollution incident response prediction system and water quality analysis in the future.

유역모형을 이용한 금강상류 유역의 유사이송율 산정 (Estimation of Sediment Delivery Ratio in Upper Geum River Basin Using Watershed Model)

  • Soil erosion and sediment delivery ratio(SDR) were estimated by using HSPF model in 3 tributaries of upper stream of Geum river-basin. Meteorological data and other input data were constructed from 2006 to 2011 year by the HSPF model. Flow and suspended solid results were relatively matched with the measurement data through the calibration and validation of the model. Soil erosion was proportional to the amount of rainfall and the area of watershed based on the results of model calibration and validation. SDR in Moojunamdea stream was the highest and one in Cho stream was the lowest. This was effected by the geographical characteristic. SDR was 17.6% Moojunamdea stream, 9.1% Cho stream and 13.2 % Bocheong stream. As the SDR was effected by watershed area and shape factor in this study area.

용담호 수온성층해석을 위한 유입수온 회귀분석 모형 개발 (Development of the Inflow Temperature Regression Model for the Thermal Stratification Analysis in Yongdam Reservoir)

  • In this study, a regression model was developed for prediction of inflow temperature to support an effective thermal stratification simulation of Yongdam Reservoir, using the relationship between gaged inflow temperature and air temperature. The effect of reproductability for thermal stratification was evaluated using EFDC model by gaged vertical profile data of water temperature(from June to December in 2005) and ex-developed regression models. Therefore, in the development process, the coefficient of correlation and determination are 0.96 and 0.922, respectively. Moreover, the developed model showed good performance in reproducing the reservoir thermal stratification. Results of this research can be a role to provide a base for building of prediction model for water quality management in near future.

신재생에너지 적용에 따른 화력발전 경제성분석 (Analysis of Economical efficiency for renewable energy in Steam Power Plant)

  • Since the Renewable Portfolio Standard (RPS) would be started in 2012, the use of renewable energy should be 11% of total energy use including bio-fuel in 2030. The economic efficiency for renewable energy in B power plant was considered with the bio-diesel, wind power and solar power. The Net Present Value (NPV) and Benefit/Cost Ratio(BC) were used for the economic efficiency with the cost and benefit analysis. In case of bio-diesel, the cost resulted from the fuel conversion and the benefit would be created with trade and environmental improvement. With regard to wind power and solar power, the construction cost would be required and benefit factors would be same as the bio-diesel. The wind power was the best of economic efficiency of renewable energy as the results of NPV and BC ratio. Whereas, the market of wind power was very popular and the techniques of wind power has been developing rapidly.

화학사고로 인한 영향범위 내 환경수용체와 공공수용체를 고려한 위험도 분석방법론 (Suggestion of Risk Assessment Methodology by Chemical Accident Based on the Environmental and Residential Receptors)

  • 화학사고를 예방하기 위한 장외영향평가서에서는 유해화학물질 취급시설의 화학사고 위험도를 산정하고, 적절한 안전성 확보방안을 확보하도록 유도한다. 위험도를 산정하는 방법은 '사고영향범위 내 주민 수'와 '취급시설의 사고발생빈도'의 곱이다. 현재 장외영향평가서에서는 사고영향범위 내 피해 유형으로 영향범위 내 주민 수만 고려하고 있고, 환경수용체에 대한 정량적 고려가 이루어지지 않고 있다. 본 연구에서는 환경수용체를 고려한 위험도 산정 방식을 제안하였고, 가상의 시나리오 분석을 통해 주민에 대한 고려만 이루어진 위험도와 환경수용체를 고려한 위험도 산정방식을 비교 분석하였다. 이러한 연구를 통하여, 화학사고 예방을 위한 장외영향평가 제도에서 중·장기적으로 환경수용체를 고려한 위험도 분석의 필요성을 확인하고 방법론을 제안하였으며, 향후 정책 및 제도개선의 기초자료로 활용하기를 기대한다.

지표 건물이 도시유역의 침수특성에 미치는 영향 (Impact of Building Blocks on Inundation Level in Urban Drainage Area)

  • This study is an impact assessment of building blocks on urban inundation depth and area. LiDAR data is used to generate two original data set in terms of DEM with $5{\times}5$ meter and building block elevation layer of the study drainage area in Cheongju and then the building block elevation layer is modified again to the mesh data with same size to DEM. Two-dimensional inundation analysis is carried out by applying 2D SWMM model. The inundation depth calculated by using the building block elevation layer shows higher reliability than the DEM. This is resulted from the building block interference to surface flow. In addition, the maximum flooded area by DEM is two times wider than the area by building block layer. In the case of the surface velocity, the difference of velocity is negligible in either DEM or building block case in the low building impact zone. However, If the impact of building on the surface velocity was increase, the gap of velocity was significant.

환경영향평가에서의 대기질 확산모델 적용방법 개선 연구(I) - AERMOD 기상 전처리를 중심으로 - (A Study on Improvement of Air Quality Dispersion Model Application Method in Environmental Impact Assessment (I) - Focusing on AERMOD Meteorological Preprocessor -)

  • 본 연구에서는 AERMOD 기상 전처리 프로그램인 AERMET에 대표적 지표기상 형식인 CD-144와 ISHD를 적용하여 처리 결과를 비교하고, 환경부 토지피복도를 고려하여 대기확산 정도를 분석하였다. 연구결과, knot 단위를 사용하는 CD-144 형식의 경우 단위 변환 오차로 인해 실제 풍속을 고려하지 못하였으나 ISHD 형식은 그대로 반영하는 것으로 나타났다. 점오염원 1시간 최대 농도값은 ISHD가 CD-144에 비해 높았으며, 그 외에는 동일하거나 낮아지는 것으로 나타났다. 환경부 토지피복도를 반영한 농도값은 토지피복도를 고려하지 않은 경우보다 최대 387% 증가하였으며, 등농도곡선 형태(곡선의 방향 및 길이)에도 차이가 있는 것으로 나타났다. 환경영향평가 및 통합환경허가에서의 모델 사용은 동일한 조건에서의 통일된 판단을 요구하므로 AERMET 사용시 ISHD 형식의 사용과 함께 모델링 지역의 토지피복을 고려할 필요가 있다.
