  • This study analyzes the problem of environmental impact assessment for building steam power plants, particularly that of noise assessment for building the Dangjin steam power plant. It concludes that the laws and regulations for noise assessment and its methodology should be amended, and offers certain proposals.

  • 본 연구는 우리나라 서해안에서의 조력발전소 건설에 따른 환경영향에 대해 분석하고 현재 중점평가항목(스코핑) 및 제도의 문제점을 진단한 후, 환경영향평가 스코핑 방안에 대해 제시하고자 하였다. 해역이용의 적정성 측면에서 명확한 사업목적과 당위성에 대한 폭넓은 공감대 형성이 중요하고 이해당사자 및 기관의 적극적인 의견수렴이 반드시 이루어져야 할 것이다. 또한 조력발전소 건설에 따른 해양생태계의 부정적인 영향과 어업인과의 갈등을 최소화하기 위하여 스코핑 방안을 다음과 같이 제시하였다. 1) 해수교환율 변화와 유속 변화에 따른 침퇴적 양상 변화, 2) 갯벌 감소로 인한 어류의 산란서식지 파괴, 3) 수산자원 및 어장의 영향과 부유사 확산 등이 중점평가사항(스코핑)으로 적용되어야 할 것이다. 또한, 국민 모두가 환경보전에 대한 의식전환을 통해 자원개발과 환경보전의 조화와 균형을 이루는 능동적 계획 수립과 정책 실현이 될 수 있도록 노력해야 할 것이다.

해양환경 평가지수를 활용한 환경영향평가서 및 사후환경영향조사결과 통보서 개선 방안 연구 (Improvement of the Environmental Impact Assessment and Post-environment Impact Survey Reports Using Marine Environment Assessment Indices)

  • 본 연구에서는 해양에서 진행되는 개발사업으로 인하여 해양환경에 미치는 영향을 효율적으로 판단할 수 있는 평가지수들을 비교·검토하였다. 해양수질 분야에는 수질평가지수(WQI), 해양저질 분야에는 유해화학물질 정화지수(CIHC), 부영양화 정화지수(CIET), 농축계수(EF), 해양저서생물 분야에는 저서건강도지수(BHI), 저서오염지수(BPI)를 선정하였다. 개발사업에서 관측된 자료를 각각의 평가지수에 적용하여 평가지수의 특성 및 효용성을 파악하였다. 수질평가지수, 유해화학물질 정화지수, 저서건강도지수가 평가방법 및 평가기준이 명확히 정의되어 있으며, 통합적인 환경영향 분석이 가능하였다. 동 연구에서 제시된 지수이외에도 해양환경을 평가하는 다양한 지수가 있으며, 사업별 특성에 따라 적합한 지수를 활용하는 것도 중요하다.

HSPF를 이용한 비점오염원 삭감에 따른 효과 분석 (Assessing Impact of Reduction of Non-Point Source Pollution by BASINS/HSPF)

  • This paper aims to assessing impact of reduction of non-point source pollution in the Bokha Stream watershed. The BASINS/HSPF model was calibrated and verified for water flow and water qualities using Total Maximum Daily Load 8days data from 2006 to 2007. Accuracy of the BASINS/HSPF models in simulating hydrology and water quality was compared and there were somewhat differences of statistical results, but water flow and water quality were simulated in good conditions over the study period. The applicability of models was tested to evaluate non-point source control scenarios to response hydrology and water quality in the Bokha stream using various measures which include BMPs approach and change of landuse. The evaluation of reduction of non-point source pollution was developed using load-duration curve. Despite strong reduction of non-point source, there are not satiated target quality at low flow season.

폐기물 소각시설 주변 환경보건평가 중 스크리닝 단계에서의 우선순위 선정기법에 관한 연구 (Simple priority setting method for Screening in public health assessment of waste incineration facilities)

  • Environmental and public health concern for the emission of air pollutants from burn-up process in waste incineration plants located in the vicinity of living environment was increased during the past decade. The purpose of this study was to suggest of the simple and rapid method of priority setting model for the decision of full-scale public health assessment. This method was consists of total 5-step. Step 1 was "secure the satellite map" and we can use the satellite map which serves from the website such as NAVER Co. Step 2 was "drawing mesh on the map" for catch the point of occupation of environmental sensitivity facilities, and step 3 was "identification and sorting of the facilities", Step 4 was "setting of weight" using the "weighted linear combination (WLC) method". Finally, all facility was sorted by score. As a result, we can set a priority of 145 facilities based on 177 facilities which managed in local government. Facilities in Seoul metropolitan area was high rank in priority list. On the other side, Facilities located at the country or rural area was low rank because of low occupation of the house and the environmental sensitivity facilities such as kindergarten, elementary school, and hospital. In this study, we suggested simple and rapid method that using for screening procedure of public health assessment.

태양광단지의 산지입지에 따른 환경성평가 및 환경친화적 개발 방안 (Environmental Assessment and Environment-Friendly Development in Mountainous Area in Constructing Photovoltaic Complex)

  • The construction of photovoltaic complex in mountainous area is quickly increasing recently so that the environment assessment in constructing photovoltain complex in mountainous area was performed by comparison of $CO_{2{\cdot}}$ reduction and forest damage. The case studies for environmental value assessment, which construct photovoltaic complex in mountainous area, show that the losses of around 5.1billion won arise during 15 years. The government's official target for spreading photovoltaic energy until year 2030 can be satisfied when considering other alternative sites, improvement of technology and the alternative sites of an idle space of a building or a disused site, etc, except an undeveloped mountainous area. The construction of photovoltaic complex in mountainous area can cause the great damage to the environment, especially undeveloped mountainous area such as Baekdudaegan, and this defeat its own purpose of using photovoltaic energy. Therefore, the spread of photovoltaic complex through the additional damage of forest should be sublated.

LCA를 적용한 하천환경영향평가 방법 (A Method of River Environmental Impact Assessment using LCA)

  • In this research LCA methodology was adapted and analyzed in quantifying estimation of estuarine environment. The analysed objects of estuarine environment were construction methods, facility, and input material into water, and estuarine ecosystem. In this research the function of LCA of estuarine environment was river with the view of controling water, utilizing water, and hydrophilic function. According to the result of research, environmental damage indicator of facility was decreased 346 Pt from 453 Pt at pre-maintenance to 107 pt at post-maintenance. Among raw and subsidiary materials, remicon, stone-netting bag, and pebbles were showing heavy environmental load in the order. Evironmental impact of input material into water system was analyzed from 1,827 Pt environmental load before construction to 1,080 Pt of post-maintenance, and damage indicator was improved at 747 Pt. Water quality was improved from 1,827 Pt (before construction) to 1,080 Pt(after construction), and ecosystem was improved after maintenance. Environmental indicator in ecosystem was analyzed 427 Pt(before construction) to 348 Pt(after construction), and damage indicator of Sumnjingang riverine system was improved as much as 79 Pt. In the conclusion, estuarine environmental monitoring through LCA in the area of facility, input material into water and ecosystem showed that close-to-nature stream was 1,172 Pt better than artificial stream in environmental aspects.

준설토의 경제적·환경적 가치 분석 (Analysis of economic and environmental value of dredged soil)

  • Most of dredged soil generating millions of tons per year is treated as a waste disposing in ocean or landfill except some part of recycling. The purpose of this study is to present the prerequisite for the use of dredged soil as a resource and analyse economic and environmental values of the recycling of dredged soil. The analysis of the economic and environmental value of recycling of dredged soil as a resource showed that several trillion won of budget can be saved in construction of disposal area or landfill and that loss of about 50 million tons of aggregates from deforestation can be restored by supplyment of dredged soil preserving a mountain as big as the Namsan(Mt.) every year. In order to utilize dredged soil in more diverse areas as high value of resource, the related domestic laws are needed to be readjusted integrating laws spreaded in different government departments and a special law is prepared and enacted.

국가환경시료은행의 표준운영절차 적용 (Application of SOPs (Standard Operating Procedures) in National Environmental Specimen Bank)

  • Environmental specimen banks provide the baselines for the scientists and decision makers to do research using the past and present specimens to expect the possible contaminant implications of the future. Many chemicals that are considered harmless now but not found may be found and pose threats in the future. Collected specimens of animals and plants should be conserved without contamination for future analysis. To ensure the availability of samples for the retrospective analysis, the establishment and maintenance of specimen banks in the developing and developed nations has become absolutely necessary. National Environmental Specimen Bank (NESB) established at National Institute of Environmental Research (NIER) in 2009. For the application of NESB, several activities such as standard operating procedures (SOPs) development have been prepared. This study applied the guidelines for sampling and sample treatment of five environmental specimens which had been prepared from 2007 to 2009. The target species were shoots of red pine and Korean pine, leaves of Mongolian oak, eggs of domestic pigeon and muscles and livers of common carp. The NESB will enhance the quality of environmental assessment and environmental monitoring based on real time and retrospective analysis.

지방자치단체의 환경영향평가 제도 운영현황 및 개선방안 - 서울, 제주, 부산, 대전 등 8개 지자체를 중심으로 - (Problems and Improvement Strategies of Environmental Impact Assessment by Local Government in South Korea - Case Studies of 8 Local Governments including Seoul, Jeju, Busan and Daejeon -)

  • 본 연구는 그동안 지자체에서 시행해오던 환경영향평가 제도 현황 및 운영실태에 대한 분석을 통해 지자체 환경영향평가 운영체계의 성과와 한계를 파악하고 이를 개선하기 위한 정책 방안을 제시하는 것을 목적으로 한다. 연구 과제 수행 방법으로는 행정분권화에 따른 지자체 환경영향평가의 긍정적·부정적 영향에 대한 선행 연구 고찰을 바탕으로 서울시, 제주도, 부산시, 대전시 등 주요 지자체들의 환경영향평가 조례 현황을 분석하고 해당 지자체 담당 공무원들과의 심층 인터뷰를 통해 협의 및 운영실태, 그리고 제반 문제점들을 파악하고자 하였다. 분석 결과, 지자체 환경영향평가제도 시행의 주요 성과는 지역 특성에 부합하는 평가대상 및 항목의 선정과 지속적 평가관리가 가능하고, 자체적인 사후조사 관리 등을 통해 평가 협의 후 지자체의 모니터링 및 관리 감독 기능이 강화될 수 있다는 것이었다. 주요 문제점으로는 지자체의 장이 사업 승인권과 환경영향평가 협의권을 동시에 갖게 됨으로써 발생하는 의사결정과정의 문제, 환경평가 부서와 타 부서와의 업무협력 시스템이 유기적으로 작동하지 못하는 문제, 평가담당 부서의 조직과 인력의 열악함, 그리고 심의위원 전문인력 풀 확보의 어려움과 비효율적 운영시스템 등이 도출되었다. 또한, 평가 대상사업 및 범위의 조율 과정에서 중복규제 가능성의 문제가 빈번하게 제기된다는 것도 지자체 환경영향평가 제도 이행상의 주요 문제로 제기되었다.
