환경영향평가대상의 공간적 평가범위 설정에 관한 연구 - 경관생태학적 측면에서 - (An Analysis of the Spatial Range of Environmental Impact Assessment(EIA) - Focusing on Landscape Ecological Aspects -)

  • The spatial range of EIA is mainly related to landscape ecological factors such as topography, geology, animals, and plants. Problems were detected involved land, soil, noise, oscillation, the atmosphere, animals, and plants in the natural-environment. First of all, the current EIA lacks explicit spatial ranges and sections in terms of scientific exactitude and objectivity for assessment. Secondly, there are overlapping influence-area problems resulting in cumulative impacts of unit developments that accumulate. Finally, some developments have no regard for ecological and conservational value in relation to determining which effect ecological stability, and which should be regarded as Regional Ecological Resources. Therefore, this study suggests that EIA should be improved in the following manner. First, the standard classification of landscape unit for analysis should be established 10 regulate each spatial range on a wide-landscape scale. Secondly, the impacts resulting from the interaction of overlapping influence-area developments between individual development should be assessed. Third, Minimization of the of the environmental effects is needed by applying the cumulative effects to the influence-area where developments occur in the same time or in a sequence. Fourth, individual characteristics of landscape elements such as roads, rivers, and green networks need to be considered separately in the analysis. Finally, regional ecological habitats should be included in the analysis in order to achieve stable ecosystems.

스크리닝 도입을 통한 환경평가 절차 효율화 방안 (Efficiency Improvement of Environmental Assessment Procedure through Introduction of Screening)

  • 본 논문은 현행 환경평가 제도가 평가 대상을 규모 기준으로 규정함으로써 발생되는 비효율성을 개선하기 위해 스크리닝의 도입을 통한 환경평가 절차 효율화 방안을 제안하였다. 대상사업은 환경적 영향이 미미한 소영향 사업으로 한정하였다. 우선, 국내에서 추진되었던 절차 효율화 사례 등을 살펴보고 그 특징 및 한계점을 도출하였다. 또한 사업의 특성 및 환경적 영향을 고려하여 후속 환경평가 실시여부와 그 정도를 개별적으로 판단하는 평가 대상 선별과정인 스크리닝의 국내 도입 가능성을 검토하였다. 외국의 스크리닝 제도 및 그 시사점 분석을 통해 국내 적용 가능한 스크리닝 도입 시나리오 제시를 통해 절차 효율화를 도모하고자 하였다. 소영향 사업들에 대해 환경평가 현황 및 소영향 사업들의 특징을 분석하여 스크리닝의 도입 필요성과 가능성을 확인한 후 절차 효율화 방안을 제시하였다. 본 연구에서 제안하는 개선 방안은 소영향 사업에 대해 환경영향평가 실시를 면제하여 줄 수 있는 스크리닝 절차의 도입이다. 이는 규제완화의 효과 및 평가기간과 협의기간의 단축을 기대할 수 있다. 또한, 사업자들에게 스크리닝을 통한 평가절차 간소화 기회를 제공하여 계획 초기 단계에서부터 친환경적 계획 수립을 위해 노력하도록 유도하여 계획기간의 단축까지 기대할 수 있다. 즉, 사업자의 자율적인 노력을 도모하고 스크리닝으로 평가 절차를 생략하는 대신 저감대책 반영 여부에 대한 승인기관의 확인을 강조하여 사업자와 승인기관의 책임의식을 강화시킬 수 있는 방안이 될 수 있다.

  • In former times the protection of our environment didn't play an important role due to the fact that emissions and effluents were not considered as serious impacts. However, opinions and scientific measurements meanwhile confirmed that the impacts are more serious than expected. Thus measures to protect our earth has to be taken into consideration. A part of these measures in the Environmental Impact Assessment (EIA). One of the most important parts of the EIA is the collection of basic datas and the following evaluation. Experience out of the daily business of Gerling Consulting Group shows that the content of the EIA has to be revised and enlarged in certain fields. The historical development demonstrated that in areas in which the population and the industrial activities reached high concentration there is a high necessity to develop strict environmental laws and regulations. Maximum values of the concentration of hazardous materials were fixed concerning the emission into and water. Companies not following these regulations were punished. The total amount of environmental offences increased rapidly during the last decade, at least in Germany. During this development the public consciousness concerning environmental affairs increased as well in the industrialized countries. But it could clearly be seen that the development in the field of environmental protection went into the wrong direction. The technologies to protect the environment became more and more sophisticated and terms as: "state of the art" guided more and more to lower emissions, Filtertechnologies and wastewater treatment for example reached a high technical level-but all these sophisticated technologies has one and the same characteristic: they were end-of-the pipe solutions. A second effect was that this kind of environmental protection costs a lot of money. High investments are necessary to reduce the dust emission by another ppm! Could this be the correct way? In Germany the discussion started that the environmental laws reduce the attractivity to invest or to enlarge existing investments within the country. Other countries seem to be not so strict with controlling the environmental laws which means it's simply cheaper to produce in Portugal or Greece. Everybody however knows that this is not the correct way and does not solve the environmental problems. Meanwhile the general picture changes a little bit and we think it changes into the correct direction "End-of-the-pipe" solutions are still necessary but this word received a real negative touch and nobody wants to be brought into connection with this word received a real negative touch and nobody wants to be brought into connection with this word especially in connection with environmental management and safety. Modern actual environmental management starts in a different way. Thoughts about emissions start in the very beginning of the production, they start with the design of the product and modification of traditional modes of production. Basis of these ideas are detailed analyses of products and processes. Due to the above mentioned facts that the public environmental consciousness changed dramatically a continous environmental improvement of each single production plant has to be guarantied. This question is already an important question of the EIA. But it was never really checked in a wholistic approach. Environmental risks have to be taken into considerations during the execution of an EIA. This means that the environmental risks have to be reduced down to a capable risk-level. Environmental risks have to be considered within the phase of planning, during the operation of a plant and after shut down. The experience shows that most of the environmental relevant accidents were and caused by human fault. Even in highly protected plants the human risk-factor can not be excluded during evaluation of the risk-potential. Thus the approach of an EIA has to regard technical evaluations as well as organizational thoughts and the human factor. An environmental risk is a threat to the environment. An analysis of the risk concerning the organizational and human aspect however never was properly executed during an EIA. A possible solution could be to use an instrument as the actual EMAS (Environmental Management System) of the EC for more accurate evaluation of the impact to the environment during an EIA. Organizations or investors could demonstrate by an approved EMAS or even by showing their installment of EMAS that not only the technical level of the planned investment meets the requested standards but as well the actual or planned management is able to reduce the environmental impact down to a bearable level.

Construction of Spatiotemporal Big Data Using Environmental Impact Assessment Information

  • In this study, the information from environmental impact statements was converted into spatial data because environmental data from development sites are collected during the environmental impact assessment (EIA) process. Spatiotemporal big data were built from environmental spatial data for each environmental medium for 2,235 development sites during 2007-2018, available from public data portals. Comparing air-quality monitoring stations, 33,863 measurement points were constructed, which is approximately 75 times more measurement points than that 452 in Air Korea's real-time measurement network. Here, spatiotemporal big data from 2,677,260 EIAs were constructed. In the future, such data might be used not only for EIAs but also for various spatial plans.

환경친화기업지정제도와 환경영향평가제도에서의 통합적 환경관리 요소에 대한 기초적 연구 (A Study on Integrated Approaching Factors of Environmentally-Friendly Companies Certification Scheme and Environmental Impact Assessment of Korea)

  • A worldwide trend of permitting system for industrial installation to achieve a high level of protection of the environment has been moved from single media to multimedia in approach. The Council of the European Community issued the Directive 96/61/EC, the IPPC Directive, concerning integrated pollution prevention and control in 1996. The IPPC Directive is one of the most ambitious legal measures that the European Union (EU) has initiated with a view to applying the prevention principle for industrial activities. The IPPC aims to achieve the integrated prevention and reduction of environmental pollution emitted by those industrial installations with a higher potential of emissions to the environment. Organization for Economic Cooperation and Development (OECD) recommended on Environmental Performance Reviews of Korea in 2006 that IPPC permitting concept should be considered for large stationary sources at the national and regional levels. Any Korean law doesn't provide for integrated pollution control with a single process covering all pollution from economic activities. However, one exception might be the "environmentally-friendly companies" certification scheme, introduced in 1995, in which participants agree to meet targets beyond the legal emission limit values in exchange for government technical and financial support to operate environmental management systems. The other exception might be Environmental impact assessment (EIA) of projects, in 1977, which has been strengthened and reinforced to be more preventive through development of the prior environmental review system (PERS) in 1999. The aim of this work is to introduce the contents of IPPC Directive at the viewpoint of Korea policy and to survey the integrated approaching concept of Environmentally-Friendly Companies (EFC) Certification Scheme and EIA policy of Korea. The study will be helpful in the future to prepare the infrastructure of integrated permitting system and to enforce the integrated permit which the authorities of local government issues on industrial activities. It can be said that the data calculated through both EFC Certification Scheme and EIA will be discussed as worthful information to determine Korean BAT reference notes for integrated permitting process.

개발사업 환경영향평가시 식생의 탄소저장 및 흡수량 산정법에 대한 비교 (A Comparative Study on Estimation Methodologies of Carbon Sequestration Amount by Vegetation for Environmental Impact Assessment on Development Projects)

  • In this study, we deduced the best estimation methodology for amount of carbon sequestration by vegetation, through the case study using the data obtainable from the environmental assessment procedure. Our results showed that the estimation methodology using the national vegetation map was the best for the strategic environmental assessment, whileas those using the vegetation growth equation were applicable for environmental impact assessment procedure. Furthermore, we found that the amount of carbon sequestration by farmland and/or grassland, not by vegetation, was not negligible. Therefore, we concluded that the area of farmland and/or grassland need to be taken into account during the landuse planning.

  • 최근 토양자원에 대한 인식은 작물생산 뿐 아니라 우리가 살아가는 환경의 질을 좌우하는데 중요한 역할을 하고 있는 것으로 변화되고 있다. 최근 연구에서는 정책계획과 개발기본계획에 대해 각 개별계획이 가지는 고유 특성을 감안하여 토양특성에 미치는 영향에 대한 검토의 필요성이 대두되고 있다. 본 연구는 국가환경정책 및 국제협약 등 상위계획에서의 토양 세부평가 항목을 추출하여 댐건설 장기계획에 적용함으로써 향후 전략환경영향평가에 합리적으로 적용할 수 있는 방법을 도출하고자 하였다. 그 결과, 토양침식, 토양영양물질, 토양오염, 토양이동, 토양생물다양성 등에 영향을 주는 것으로 나타났으며, 이들 세부 항목들은 기존 환경영향평가서상의 항목과 일정부분 중복되는 것으로 나타났다. 따라서, 향후 전략환경영향평가시 평가항목간의 합리적 연계방안에 대한 추가연구가 필요할 것으로 보인다.

A Comparative Analysis of Performance Assessment Tools for Establishing Evaluation Framework for Sustainable Buildings

  • Recently, the development of sustainable building assessment tools as means to invigorate the dissemination of sustainable buildings has been actively progressed. However, many assessment tools involve various problems in terms of assessment method and system framework, which greatly impede their credibility and applicability. If these problems persist over time, the role of sustainable building assessment tools as decision making measures during the design stage will be greatly limited. The objective of the study is to suggest a systematic model for sus- tainable building assessment tools by establishing a logical system of performance assessment framework. For this purpose, the Environmen- tal Impact Assessment(EIA) framework used in selected and modified to fit the building performance assessment. The analysis of performance assessment tools for sustainable buildings was conducted using the EIA framework. Based on the results of the analysis, a framework for the performance assessment of sustainable buildings was established.

수용체 지향의 건강영향평가를 위한 잠재노출 인구수의 산정·활용 가능성 연구 (A Study on the Application of Potential Exposed Population for a Receptor-oriented Health Impact Assessment)

  • 국내 법적인 건강영향평가로서 환경영향평가 내 위생 공중보건 항목의 평가는 특정 개발 사업에서 배출되는 유해대기오염물질 배출량 및 주변 주요 지점의 노출농도 산정, 이를 활용한 위해성 평가로 진행되고 있다. 하지만 개발 사업부지 주변의 노출 가능한 인구집단 규모를 고려하지 못하는 등 개발 사업부지 주변의 수용체 특성은 해당 위해성 평가에서 제대로 반영되지 못하고 있다. 본 논문의 목적은 개발 사업부지 주변의 노출 가능한 인구수를 산정 반영한 위해성 평가를 위해 잠재노출 인구수의 산정 및 이를 실제 위생 공중보건 항목 작성 시 활용하는 방안을 제안하는 것이다. 개발 사업부지 주변의 인구수 산정 관련한 국내 자료 현황을 파악하고 이를 고려한 잠재노출 인구수 산정 알고리즘을 제안하였다. 나아가 산업단지 개발 시 유해대기오염물질 배출을 가정한 사례 분석을 수행하였다. 잠재노출 인구수를 활용한 위해성 평가는 인구집단 위해도 개념이 적용되어야 함을 제시하였으며, 향후 연구로 평가결과에 대한 건강영향 여부의 판단기준 설정이 요구됨을 제안하였다. 또한 본 논문의 잠재노출 인구수 산정방법을 통해 개발사업의 입지제한 도구로의 활용가능성을 제안하였다. 이번 논문은 위생 공중보건 항목 작성 시 개발 사업부지 주변의 수용체 특성을 반영한 위해성 평가를 수행하는 방안을 제시했다는 것에 의미가 있다.

FEMWASP 모형 및 ArcView를 결합한 통합적 환경영향평가 모형의 개발 및 적용 (An Integrated Environmental Impact Assessment Model using FEMWASP and ArcView)

  • ArcView와 FEMWASP 모형을 이용하여 영월유역의 현재 및 장래의 환경질을 해석하기 위한 통합적인 환경영향평가 도구를 개발하였다. 모든 입력자료와 계산 결과는 ArcView상에서 준비되어 도시되었다. ArcView내의 Avenue의 "system.execute" 명령어를 사용하여 FEMWASP과 ArcView를 통합하였다. 모델링 결과에 의하면 장래 영월호의 수질은 부영양화 상태에 이를 것으로 판단되었다. 개발된 시스템은 상수원수의 수질관리 분야의 정책의 계획이나 규제 방안을 결정하는 데 적용될 수 있을 것이다.
