The Study on Strategy Planning and Outcome of EA in the Public sector (공공부문 EA 추진성과와 발전방안에 관한 연구)

  • Recently EA(Enterprise Architecture) has been receiving growing attentions again from the public sectors. It is because EA maturity result is reflected to the organization's informatization level and EA maturity ratio has been enlarged. There has been more participation from the Chief Information Officers of the public sectors. EA research in the public sectors has influenced IT environment since the research started in late '90, the legislation work done in '05, and the maturity model developed in '06. However, there are some remaining tasks to solve. EA policy is introduction oriented, its contribution to the consecutive the best UN e-Government rank is limited, and its user-friendly responding system is still lacking. Related research outcomes are rather microscopic focusing only on the models and maturity than implicating on the public policy in a macroscopic manner. In this respect, this study will provide the implication on how EA policy should be. Requirements derived from EA stakeholders and the tasks will be arranged in accordance with its domain, then the performance and tasks will be demonstrated. As guiding EA stake holders and information related officers to setup the EA policy with these results, this study is expected to support information the policy drivers.

  • 국내 금융권의 비즈니스와 운영환경에 많은 변화가 일어나고 있다. 따라서 생존을 위한 경쟁력을 높이고 지속적인 성장점의 확보와 계속되는 변화에 따른 위험에 대한 대응능력이 한계점에 도달한 상황은 차세대 시스템의 도입을 요구하게 되었다. 이러한 차세대 시스템을 도입하면서 기업의 단위업무 또는 기능 위주의 정보화 추진이 아닌 전체적인 관점에서의 정보화가 추진되어야 한다. 더욱이 종합적인 정보화 마스터플랜의 필요성과 정보시스템 또는 서비스의 중복 개발문제, 시스템 간의 상호운용성, 정보시스템의 복잡도 증가로 인한 정보자원 관리의 어려움 등으로 EA(Enterprise Architecture)의 도입이 불가결해지고 있다. 하지만 범정부 차원에서 시행된 EA 개발 방법을 금융권에 적용하기에는 어려움이 따르고 있다. 본 논문은 금융권을 위한 EA 프로세스 개발을 위한 선행 연구로서 금융권에 EA를 도입하기 위해 일반적인 EA 개발 프로세스에 대해 알아보고, 대표적인 EA 개발 방법론을 비교분석하여 금융권의 특성에 맞는 EA 개발 프로세스에 대한 방향을 제시한다.

  • The study focuses on EA experiences of Korea in public sector in terms of three distinguishing periods: preparation, adaptation, and utilization. Analyzing those experiences would lead to understanding of EA performance in Korea, and to derivation of future policy directions. EA efforts of Korea shows results in several areas, especially in prevention of duplicative investments, savings in IT expenses, and optimization of information resource management. The study suggests sustainable strategy for futre EA growth.

  • Today, Organizations should be equipped with flexibility in order to cope with rapidly changing environment in management. By doing so, they are able to grow and obtain their superior competitiveness in highly developed economic arena. Recently, Enterprise Architecture is actively constructed to perform such a change flexibly. In this regard, it is crucial to figure out some risk factors for the organizations that place an order. Besides, it is also important to find out the quality of EA and some risk factors caused by the organizations that receive an order. Lastly, it is absolutely important to verify the relationship between such factors and outcomes of EA. In this aspect, this study will verify risk factors made by the former organizations and investigate the quality of EA and its outcome by proving the said relationship. In doing so, it will suggest an appropriate direction for the companies that will build up or perform EA successfully.

Proposing m-Government Service Architecture Design Using Enterprise Architecture in Mongolia

  • The utilization of the Mobile Government system is having more than a few challenges including complexity of different mobile technologies, determining interoperability among existing systems and infrastructures, and establishing services with secured networks. To get over those challenges, integrated standard, innovative and comprehensive system architecture is required by the M-Government. Hence this study proposed reference EA framework for M-Government system in order to avoid unnecessary duplication of infrastructure deployment and integrate services among different government instructions. The study based on literature review, and current infrastructure and mobile network situation for delivering Government services of Mongolia. The study recommends innovative m-Government system framework used EA, and scope covered mobile service delivery area centered on G4C and C2G perspectives. The Federal Enterprise Architecture Framework has used in this research, and the proposed system service architecture defines the interoperable standards, infrastructure components, applications, and technologies for government institutions in Mongolia to aid interactions necessity among them to provide m-Service.

  • Many firms have had a passion for IT investment for years. Despite such a continuing investment in IT, the application of newer technologies to business work doesn't guarantee a great success. Some IT projects were doomed to failure or ineffectiveness. What could we do to lead IT project to the territory of effectiveness? One plausible and inevitable avenue is enterprise architecture (EA), which requires one to first come up with a simplified view of the complex entity to be designed and then proceed to design and develop it as directed by the architecture. Though there have been more materials on such EA work and real cases, there still exist a doubt about why EA is needed and how a firm can introduce it. This article first presents a structured understanding about EA and then describes the necessity, and the introducing ways of EA.

An Empirical Study on the Factors Affecting the Adoption of Enterprise Architecture based on the TOE Framework (엔터프라이즈 아키텍처 도입요인에 관한 실증적 연구 : Technology-Organization-Environment 프레임워크를 중심으로)

  • Interest in EA has been Increasing recently, however, with the coming into effect from July 2006 of the 'Information Technology Architecture Act' which requires the public sector to adopt EA. Until now, the study of EA has been focused on concepts and methodologies for the adoption of EA. The fundamental issue, however, the study on the factors affecting the adoption of EA, has rarely been explored. This thesis therefore surveyed which factors have affected the adoption of EA. The analysis found that the adoption of EA was affected by the external environmental characteristics such as rules or regulations and the level of competition in the Industry concerned, and by the organization's information technology level. However, technological aspects such as perceived usefulness or perceived ease of use - traditionally considered as critical factors in adopting information technology - were found to be less influential. These results show that in Korea we still do not regard EA as a method of optimizing the IT resources of a company. In order for EA to be widely adopted, therefore, we should Put primary emphasis on efforts to properly appreciate its technological aspects, such as its technological usefulness or convenience.

A Research of EA's Expanded Utilization for Management Evaluation of Public Agencies (공공기관 경영실적 평가에 대한 EA의 광범위한 활용 연구)

  • The government has conducted a management evaluation for business management and main business to establish autonomous responsibility management system of public agencies. And many public agencies build and operate EA for alignment of strategy and technology, information resources management, IT standardization. There are many similarities between management evaluation and EA, such as BSC-based performance management, based on the PDCA management procedures can improve, etc. This paper analyzes the similarities and relationships between the two institutions, research ways to apply to management evaluation in the EA in terms of resource management, strategic management, and performance management. Through this expanded utilization of EA and propose a ways to systematically preparing management evaluation and to operating the performance-based management system.

  • Enterprise Architecture has become a key tool for transforming business process, data, IT and application resources. The "Efficient Adaptation and Management of Information System Act" was established to support the planning and development of the information system in order for the public sector to adopt Information Technology Architecture (EA) into its organization through the act. Until now, the study of EA has been mainly focused on concepts, methodologies and success factors for the implementation of EA. User involvement, which is one of the critical factors in adopting information systems, has been rarely studied in the field of EA research. The purpose of this study is to identify the effects of user characteristics on user involvement in EA implementation. After discussing intrinsic motivators and situational motivators as predictors of user involvement, a research model were developed and tested using survey data. The results showed that among intrinsic motivators, perceived competence had a strong positive effect on user involvement. Some implications were discussed for implementing and utilizing EA for public agencies.

Automatic Identification of Business Services Using EA Ontology (EA 온톨로지 기반 비즈니스 서비스 자동 식별방안)

  • Service identification and composition is one of the key characteristics for a successful Service-Oriented Computing, being receiving a lot of attention from researchers in recent years. In the Service-Oriented Analysis, the identification of business services has to be preceded before application services are identified. Most approaches addressing the derivation of business services are based on heuristic methods and human experts. The manual identification of business services is highly expensive and ambiguous task, and it may result in the service design with bad quality because of errors and misconception. Although a few of approaches of automatic service identification are proposed, most of them are in focus on technical architectures and application services. In this paper, we propose a model on the automatic identification of business services by horizontal and vertical service alignment using Enterprise Architecture as an ontology. We verify the effectiveness of the proposed model of business services identification through a case study based on Department of Defense Enterprise Architecture.
