  • Apartment balcony has been indiscreetly remodeled since the government permitted remodeling on January 2006. But remodeled balcony has a few problems such as increase of heating energy, surface condensation and cold draft. The reason of thermal problem is mainly caused by the window system in a extended balcony. The purpose of this study is to analyze heating and cooling energy and propose the efficient window types for the extended balcony area of a apartment building. 4 types of window system which have fairly high U value in Korea are investigated as follows ; double clear glass, double low-e glass, triple clear glass and triple low-e glass. Comparing double clear 91ass with double low-e glass, triple clear glass and triple low-e glass, simulation results show that 10%, 7% and 15% saving of total primary energy can be expected.

  • The present study attempted to test the effects of using external knowledge services on corporate management performance among SMEs. A survey of SMEs that had used external knowledge services was conducted for the analysis. The findings are as follows. First, regarding government-supported knowledge services for SMEs, knowledge service expert groups' competencies and government's support policies had positive effects on the quality of knowledge services. In particular, the knowledge service expert groups' competencies had more significant effects on the quality of knowledge services than the government's support policies. Second, the quality of knowledge services had significantly positive effects on management performance, whilst confidence-related knowledge service quality factors exerted significant effects on enhancing the relationship with customers and the informationization of knowledge. These findings have the following implication and meaning. The present findings indicate that the government's policy to foster and lay the foundation for knowledge service industry should be furthered, e. g. knowledge service supports for individual companies including knowledge service support projects and systems for SMEs and institutional supports for knowledge service companies and expert groups. In sum, this study is meaningful in that it suggests an effective and efficient policy direction for government's knowledge service provision projects.

  • This Paper examines the effect of IT knowledge and IT communication on the operational performance of small firms. Small firms which could be defined firms with less than 50 people in total lags behind medium and large firms in computerization. In order to fill up the computerization gap resulted from size differences, Korean government has been promoting the 'Networking Small Firms' project since 2001. Survey data with 698 small firms in Korea, we could find that If knowledge and IT communication significantly contributed to the operational performance of small firms. Internal process performance is affected by individual IT knowledge, traditional communication, and e-mail communication. Customer performance is affected by above three factors, organizational IT knowledge and internet/EDI communication. Interestingly, financial performance is not affected by traditional communication but only IT knowledge and IT communication.

  • Government-funded research institutes in the field of science and technology of Korea have contributed to the growth of the national economy and industrial development since the 1960s. However, those institutes recently have faced with criticism over the R&D performance on investment. Accordingly, we suggest two analytical approaches that estimate the economic benefit of the R&D performance of those institutes, (1) 'bottom-up' approach that aggregates the economic benefits of individual performances, e.g., technology transfer, technology support for small and medium enterprises, and the supply of researcher manpower and (2) 'top-down' one that estimates the contribution of those institutes on the economic growth of the industries that the R&D performance of those institutes is mainly utilized. In addition, by applying two approaches, we computed the economic benefit of the performance of the K institute in the 1996-2014 periods at 12.3 trillion won and 29.5 trillion won, respectively. Lastly, we suggest the feasibility of two approaches from the perspective of complementarity. Our study provides analytical approaches that estimate the economic benefit of the R&D performance from government funded research institutes in Korea. Lastly, our study contributes to the understanding of public on science and technology as well as the enhancement of legitimacy on those institutes among the public.

Through an extensive literature review and expert panel reviews, a list of 9 factors consisting of 36 items was compiled. In the second stage, questionnaires were administered to managers of e-Business companies in the metropolitan area of Seoul, Korea. Respondents rate 'Information Management,' as the most influencing factor, and then in the order of 'Payment,' 'Security Programs,' and 'Intrusion.' And survey results show that factors have very significant explanatory power for firm performance. While 'Information Management,' 'Delivery,' 'Intrusion,' and 'Security Programs' are the most explanatory factors for Tobin's q, 'Government Policy,' 'Delivery,' 'Intrusion,' 'Awareness,' and 'Security Programs' show most explanatory power for ROA.

To achieve the purpose of the study, the research model and hypotheses, depicting the relationship among external factors, internal factors, relationship characteristics, e-Trade usage level, and performance were developed based on the existing literature on e-Trade. To test the significance of the research model and hypotheses, an empirical survey were conducted to the Chinese SMEs in Yangtze River Delta area, which are actively using the e-Trade in their trade processes. According to the result of the statistical analyses on the 85 effective questionnaires from the sample firms, support of the government related institutions(one of the external factors) and CEO's support(one of the internal factors) had significant relationship with e-Trade usage level, but no significant relationship was found between the relationship characteristics and e-Trade usage level. Like the results of the most of the existing literature, e-Trade usage level were formed to significantly affected the e-Trade performance. Finally, based on results of the empirical survey, several implications on the Chinese SME's e-Trade strategies and policy alternatives were proposed as a concluding remark.

  • Direct-to-consumer (DTC) genetic testing is a controversial issue although Korean Government is considering to expand DTC genetic testing. Preventing the exaggeration and abusing of DTC genetic testing is an important task considering the early history of DTC genetic testing in Korea. And the DTC genetic testing performance or method has been rarely reported to the scientific and/or medical community and reliability of DTC genetic testing needs to be assessed. Law enforcement needs to improve these issues. Also principle of transparency needs to be applied.

  • Several seismic design standards for fill dams adopted in Japan USA and Korea are reviewed in this study. The review on those standards is tried to provide a thinking way for a new seismic design standard which is urgently requested by the government I. e. the Ministry of Construction & Transportation and the Ministry of Science & Techniology. This study suggest that as a new seismic design standard of fill dam including concrete face rockfill dam(CFRD) the modified earthquake intensity method based on dynamic analysis be adopted in Korea while the dynamic analysis method should be used in evaluatiing the performance of fill dams precisely.
