Evaluation of the Behavior of Dredged Materials in Ocean Dumping Area (해양투기장에서 준설토의 투기에 따른 거동 평가)

  • When we consider to develop a new harbor, the most important factor, we think, is the lowest water depth of waterway and approaching channel for safe navigation of vesse. The existing harbors have been being dredged to meet the international trend of jumbo sized vessels by adopting the new design criteria. As the dredged materials over the expected at the design level were common and there are still lack of land based reclamation area, we have no choice to discharge the dredged materials in open sea area. In this study, we analysed the behavior of discharged materials at the dumping area of offshore open sea, which were collected from the dredging work at the waterway in Busan New Port. We measured the tidal currents and analyzed the waters of dumping site after the dumping work. these were used to evaluate the numerical models. Suspended Solids(SS) were introduced to the diffusion model. Because of the characteristics of the dumping site, the speed of initial diffusion and settle down of the discharged materials was so fast. Therefore, we believe that the dumped materials do not cause a significant impact to the marine environment.

Theoretical Background and Practice of Anti-dumping Policy in EU (EU 반덤핑정책의 이론적 배경과 실제)

  • Analyzing EU trade laws and institutional systems, the trade policy of EU has been founded, undoubtedly, on common interests for EU members. EU trade policy leaves room for 'Collective Protectionism' by permitting legal persona or interesting group to raise anti-dumping procedures. The anti-dumping policy of EU has shown a protectionism itself and has been affected by political motives. Investigation against anti-dumping can easily open and also there exists a wide range of political involvements. Furthermore, anti-dumping policy could be misused for protecting declining industries, which lost comparative advantage in global market. Economic theories show that anti-dumping measures divert import from outsider into insider members, which finally results in increasing intra-production of EU. This is exactly the reason why the anti-dumping policy has become attractive trade policy.

A Study of Geophysical Surveys for the Open Waste Dumping Landfill (I) (불량쓰레기 매립지에 대한 물리탐사 적용사례 연구(I))

  • Among many geophysical prospecting methods, GPR(Ground Penetration Radar) and electrical resistivity method have been applied to a open waste dumping landfill for measuring of the site area and depth. The surveying was limited to a boarder of the site and inside area because of the field situation. The data of GPR were recorded by 50MHz antenna, and dipole array was used for electrical resistivity survey in the same survey line for the integrated interpretation. The result of GPR clearly indicated the horizontal boarder of site. However, the data of GPR did not have enough to measure the depth of site clearly. The electrical resistivity method may show the effective information by integrated interpreation. These results coincided with results of the boring test. Therefore, a combination of GPR and electrical resistivity is a good method for surveying of suspective open waste dumping landfill area and it's depth.

Disposal Characteristics of Dredged Material from the Hopper Dredger (호퍼준설선의 투기특성)

  • Hydraulic dredgers(Hopper dredger) are the most important piece of equipment in the entire harbor engineering field, and most suitable for the removal of sand and weakly consloidated sediment such as silt. In maintenance dredging, specially confined harbor or congested passage area, Hopper dredger is user most popularly because less obstruction and danger to navigation than other mostly stationary dredgers. Investigation of the physical behave of dredged material disposal in coastal water from the Hopper dredger includes estimations of pattern as well as thickness of material on the bottom. Calculation based on vertical settling and horizontal advection of single particles ignore the effects of bulk properties of the disposed marterial, vertical and horizontal diffusion. and material dilution due to the entrainment of ambient water during descent. This paper focuses on the analysis of dredging and dumping characteristics and the spatial and temporal changes in the dumping fields for the water column and bottom at a hypothetically confined coastal water. This model accounts the behavior of material after release from the hopper dredger. It is shown that the model describes the qualitative feature of prototype dumping process and its response.

Effect of Slag Dumping on Heavy Metals in the Neighbour Sea and Direction of Recycling on Slag (제철 슬래그(Slag) 매립으로 인한 인근 해역의 중금속 오염도 변화 및 재활용 방향에 대한 연구)

  • To assess the impact resulted from the slag dumping, we studied that the changes in the concentration of heavy metal were researched through the statistic analysis at 4 stations in Yongil bay, Korea from 1988 to 1995. And in order to clarify resulting from the changes in heavy metal concentration due to be leaked out from dumped slag, it was fulfilled experiments of the slag extraction. In the extracting experiment, Pb and As were only leaked out from slag aged during 10 days but all of heavy metals were not from it aged during 90 or 180 days. It was found that the concentrations of heavy metals in sea water of vincinity of slag dumping area were still remained in similar, comparing with it of control site(site 4) when they were by analysed statistic method, anova test and Mann-Whitney test. The slag recycling ratio of our country is lower than foreign country. While we need to apply a new process for phosphate treatment, foreign country already apply a slag to phosphorous removal. We suggest that slag dumping cannot putatively affected the changes in the concentration of heavy metal. And we thought that impact of heavy metal induced by slag dumping was not severe. So, it is necessary to utilize this process in phosphorous removal, like a foreign country.

  • To solve the problem of saturated dredged soil dumping area, it is possible to extend the life span of dredged soil dumping area by accelerating consolidation of dredged soil and making alluvial soil layer consolidated additionally by using dewatering method and PDF method without construction of new dumping area which entails great expense. Self-weight consolidation tests on samples from Busan and Incheon with the column of 400 mm in diameter were conducted to estimate those methods applicability to domestic dredged soil. As a result of tests, it was proved that dewatering method and PDF method were highly effective in increasing reclamation capacity of dredged soil by reduction of self-weight consolidation completion time and increase of self-weight consolidation settlement.

Experimental Design in Laboratory for Ecological Restoration in the Slag Dumping Area

  • Experimental design for ecological restoration approach was investigated from the P' company's slag dumping area with higher pH value. The degree of pH recovery was measured by the injection of carbon dioxide from the LNG exhaust gas, and the residual carbon, for example, calcium and carbonate which can be controlled by artificial seaweed beds. The degree of adaptability from 3 algaes (Undaria pinnatifida, Sargassum horneri and Ecklonia stolonifera) and uptake nutrient function of Ecklonia stolonifera chosen in the first treatment were measured in the laboratory to determine the transplanting algae in artificial seaweed beds. The higher value of pH was decreased to 7.0~8.5 by injection of LNG exhaust gas with flow rate $20\;m^3/min$. In the experiment design at laboratory, the upper part of frond of Undaria pinnatifida and Sargassum horneri began to decay, and the color changed after 10 days. However, those of Ecklonia stolonifera were after 14~20 days. The uptake rate of nutrient from Ecklonia stolonifera was higher than those of other algaes, and those was similar pattern in the control (e.g. seawater); The DIN concentration uptake of Ecklonia stolonifera was $1.88\;{\mu}g/L/hr$ avg. in leachate, but $2.19\;{\mu}g/L/hr$ avg. in seawater. However, the ${PO_4}^3$-P concentration uptake was $0.18\;{\mu}g/L/hr$ avg. in leachate, but $0.31\;{\mu}g/L/hr$ avg. in seawater. These result indicated Ecklonia stolonifera uptaked these nutrients in the leachate as well as in seawater, and it may suggested for this species to transplant for constructing artificial seaweed beds.

Evaluating the Capping Effects of Dredged Materials on the Contaminated Sediment for Remediation and Restoration of the West Sea-Byeong Dumping Site (서해병 폐기물 배출해역 오염퇴적물의 정화·복원을 위한 준설토 피복 효과 평가)

  • For the remediation and restoration of contaminated sediment at the West Sea-Byeong dumping site, dredged materials was dumped in 2013, 2014, 2016, and 2017. The physicochemical properties and benthic fauna in surface sediments of the capping area (5 stations) and natural recovery area (2 stations) were analyzed annually from 2014 to 2020 to evaluate the capping effect of the dredged materials. The natural recovery area had a finer sediment with a mean particle size of 5.91-7.64 Φ, while the sediment in the capping area consisted of coarse-grained particles with a mean particle size of 1.47-3.01 Φ owing to the capping effect of dredged materials. Considering that the contents of organic matters (COD, TOC, and TN) and heavy metals in the capping area are approximately 50 % lower (p<0.05) than that in the natural recovery area, it is judged that there is a capping effect of dredged materials. As a result of analyzing macrobenthic assemblages, the number of species and ecological indices of the capping area were significantly lower than that of the natural recovery area (p<0.05). The number of species and ecological indices at the capping area were increased for the first four years after the capping in 2013 and 2014 and then tended to decrease thereafter. It is presumed that opportunistic species, which have rapid growth and short lifetime, appeared dominantly during the initial phase of capping, and the additory capping in 2016 and 2017 caused re-disturbance in the habitat environment. In the natural recovery and capping areas, Azti's Marine Biotic Index (AMBI) was evaluated as a fine healthy status because it maintained the level of 2nd grades (Good), whereas Benthic Pollution Index (BPI) remained at the 1st and 2nd grade. Therefore, capping of dredged materials for remediation of contaminated sediment in the dumping site has the effect of reducing the pollution level. However, in terms of the benthic ecosystem, it is recommended that the recovery trend should be monitored long-term. Additionally, it is necessary to introduce an adaptive management strategy when expanding the project to remediate the contaminated sediment at the dumping area in the future.

Gravity, Magnetic and VLF Explorations in the Seokdae Landfill, Pusan (부산시 석대 매립지에서의 중력, 자력, VLF탐사)

  • Gravity, magnetic and VLF surveys were carried out to investigate the dimension, nature and stability of the waste materials filled in the Seokdae landfill, Pusan. The Seokdae landfill, which is located in a former valley, was used as a dump for mainly domestic-type waste materials for 6 years from 1987. The landfill site is classfied into A, B, C and D areas according to the sequence of dumping period. The Bouguer gravity anomaly map shows maximum variation of 3.1 mgals on the landfill and its general appearance has close relation with the thickness of waste filled. The local variation of anomaly, however, reflect the degree of compactness of waste materials which may be affected by the nature of waste and dumping time. In the case of area A, where dumping process was terminated at the very last stage, most part show negative anomaly compared to other areas. We think that the composition of the waste materials in the area A is high in leftover food and paper trash and they are still in uncompacted condition. In area B, the general trend of variation of gravity anomaly is appeared to be high anomaly in northern part and decrease to the southern part. This is well matched with the prelandfill topography of the landfill site. The southern part of area B is located in the center of valley and its present surface is comparatively rugged, which may be due to the differential settlement of deep burried waste. The thickness of waste in area C is relatively thin, but the gravity anomaly appears to be low. Considering the present condition of surface, it can be inferred that low density wastes such as leftover food were mainly filled in this area. Area D, as in the case of area B, shows gravity anomaly that has close relation with the prelandfill topography. Magnetic data show the variation of total field intensity varies in the range of 46600~51000 nT, and reach maximum anomaly of 4400 nT. The overall pattern of magnetic anomaly well reflects the distribution of magnetic materials in the landfill. The result of VLF survey reveals several low resistivity zones, which may serve as underground passages for contaminant flow, in the area C located near the small Village.

Evaluation of Heavy Metal Pollution in the Dumping Site of the Dredged Sediment, Masan Bay (마산만 오염퇴적물 준설토 투기해역의 중금속 오염평가)

  • A large amount 2.1×106 ㎥ of the polluted sediment was dredged from the Masan Bay and deposited in Gapo confined area, Masan. The dissolved metal concentrations of seawater in the dumping site (Gapo area) were observed during one tidal cycle and compared with those of seawater obtained from Jinhae Bay. The sediment was evaluated as from Non polluted to Moderately polluted by USEPA standards. It was judged that toxicological effects of sediment analyzed ranged from ERL to ERM with copper and zinc, and ERL with cadmium, chrome, lead, and nickel by the Adverse Biological Effects. The pollutant concentration was low in surface sediment compared to deeper sediment since the sediments with relatively low concentrations of pollutant were dumped to the surface. The benthic organisms in Gapo area had higher concentrations of trace metals (Oyster: Zn 238.96, Cu 5.29 ㎍/g wet wt., Clam: Zn 17.71, Cu 1.00 ㎍/g wet wt., Mussel. Zn 187.98, Pb 0.28, Cr 0.15, Mn 4.23, Sr 1.45 and Fe 100.33 ㎍/g wet wt.) compared to outside of dumping site. However, the trace metal level in the bivalves was less than the NFPQIS (National Fisheries Products Quality Inspection Service) standard.
