In this study, the suitability of drought indices was analyzed using the quantified drought records from official reports, newspapers and drought indices estimated using precipitation and air temperature data of 69 weather stations from 1973 to 2009. Test statistics of the suitability of meteorological drought indices were evaluated using the ROC analysis. Results demonstrated that PN shows the best relationships with drought records. SPI3 and Deciles Distribution Ratio also show good relationships with drought records and their variability according to the administrative divisions is relatively small. Results of the analysis of the spatial and temporal variability of drought and the accuracy of the drought indices can be used to evaluate the accuracy of drought indices in drought monitoring and prediction, and to select the best index in drought management.

North Korea is one of the high vulnerable countries facing the threat of natural disaster and has experienced more frequent disasters in recent years. These disasters have significantly led to food shortages and large reductions in crop yields. In 2015, both North Korean officials and international agencies had identified the extreme drought event, the worst in one hundred years according to the North Korean government. The objective of this study was an assessment of the extreme drought events in 2014~2015, and to apply climatic drought indices for drought monitoring in North Korea. Characteristics of the extreme drought in North Korea are examined by using the weekly-based Standardized Precipitation Evapotranspiration Index (SPEI). The drought characteristics illustrated by the SPEI results are compared with a Standardized Precipitation Index (SPI) results and drought impact information to understand how these indices can explain the drought conditions within the country. These results demonstrated that the SPEI could be an effective tool to provide improved spatial and temporal drought conditions to inform management decisions for drought policy.

Drought is difficult to detect and monitor, but it is easy to interpret through the drought index. The Palmer Drought Severity Index(PDSI), which is most commonly used as one of drought indices, have been widely used, however, the index have limitation as operational tools and triggers for policy responses. Recently, a new index, the Standardized Precipitation Index(SPI), was developed to improve drought detection and monitoring capabilities. The SPI has an improvement over previous indices md has several characteristics including its simplicity and temporal flexibility that allow its application for water resources on all timescales. Keetch-Byram Dought Index(KBDI) was defined as a number representing the net effect of evapotranspiration and precipitation in producing cumulative moisture deficiency in deep duff or upper soil layer. The purpose of this study is to analyze drought in Korea by using PDSI, SPI and KBDI. The result of this study suggests standard drought index by comparing of estimated drought indices. The data are obtained from Korea Meteorological Administration 56 stations over 30 years in each of the 8 sub-basins covering the whole nation. It is found that the PDSI had the advantage to detect the stage of drought resulting from cumulative shortage of rainfall, while SPI and KBDI had the advantage to detect the stage of drought resulting from short-term shortage of rainfall.

A good number of drought indices have been introduced and applied in different regions for monitoring drought conditions, but some of those are region-specific and have limitations for use under other climatic conditions because of the inherently complex characteristics of drought phenomenon. Standardized Precipitation Index (SPI) indices are widely used all over the world, including Bangladesh. Although newly developed, studies have demonstrated The Effective Drought Index (EDI) to perform better compared to SPIs in some areas. This research examined the performance of EDI to the SPI for detecting drought events throughout 35 years (1981 to 2015) in Bangladesh. Rainfall data from 27 meteorological stations across Bangladesh were used to calculate the EDI and SPI values. Results suggest that the EDI can detect historical records of actual events better than SPIs. Moreover, EDI is more efficient in assessing both short and long-term droughts than SPIs. Results also indicate that SPI3 and the EDI indices have a better capability of detecting drought events in Bangladesh compared to other SPIs; however, SPI1 produced erroneous estimates. Therefore, EDI is found to be more responsive to drought conditions and can capture the real essence of the drought situation in Bangladesh. Outcomes from this study bear policy implications on mitigation measures to minimize the loss of agricultural production in drought-prone areas. Information on severity level and persistence of drought conditions will be instrumental for resource managers to allocate scarce resources optimally.

As the development of ICT and integration technology, many changes and innovations in agriculture field are implemented. The agricultural sector has shifted from a traditional industry to a new industrial form called the 6th industry combined with various advanced technologies such as ICT and IT. Various approaches have been attempted to analyze and predict crops based on spatial information. In particular, a variety of research has been carried out recently for crop cultivation and smart farms using drones. The goal of this study was to establish an agricultural drought monitoring system using drones to produce scientific and objective indicators of drought. A soil moisture sensor was installed in the drought area and checked the actual soil moisture. The soil moisture data was used by the reference value to compare and analyze the temperature and NDVI established by drones. The soil temperature by the drone thermal image sensor and the NDVI by the drone hyperspectral was analyzed the correlation between crop condition and soil moisture in study area. To verify this, the actual soil moisture was calculated using the soil moisture measurement sensor installed in the target area and compared with the drone performance. This study using drone drought monitoring system may enhance to promote the crop data and to save time and economy.
This study suggests a methodology of hydrologic decision making for the establishment of a standard of drought management from the drought analysis by the past drought history and for the drought monitoring and management according to drought processing. The construction and analysis of a decision tree diagram are performed and the step by step plan according to drought severity is suggested. Say, the decision tree diagram is constructed by the transition probability and quantity of monthly precipitation. Then the drought processing is investigated by the analysis of diagram and the 3-step of drought notice, drought warning, and emergency plan are established. The suggested methology in this study can be used for the other area and the decision tree diagram be used by changing the diagram according to the utilization purposes. Also, the choice of monthly PDSI class and precipitation analysis can be performed by the continuous data supplement. And so, a new standard value by the modified diagram is provided and the continuous drought management will be possible.

Different vegetation indices from satellite images have been used for monitoring drought damages, and this study aimed to develop a drought index using NOAA/AVHRR NDVI(Normalized Difference Vegetation Index) and to analyze the temporal and spatial distribution of spring drought severity in North Korea from 1998 to 2001. A new drought index, DevNDVI(Deviation of NDVI), was defined as the difference between a monthly NDVI and average monthly NDVI at the same cover area, and the DevNDVI images at all years except for 2001 demonstrated the drought-damaged areas referred from various domestic and foreign publications. The vegetation of 2001 showed high vitality despite the least amount of rainfall among the target years, and the reason was investigated that higher temperature above normal average would shift the growing stages of plants ahead. Therefore, complementary methods like plant growth models or ground survey data should be adopted in order to evaluate drought-induced plant stress using satellite-based NDVI and to make up far the distortion induced by other environments than lack of precipitation.
Drought is a reoccurring worldwide natural hazard that affects not only food production but also economics, health, and infrastructure. Drought monitoring is usually performed with precipitation-based indices without consideration of the actual state and amount of the land surface properties. A drought index based on the actual evapotranspiration can overcome these shortcomings. The severity of a drought can be quantified by making a spatial map. The procedure for estimating actual evapotranspiration is costly and complicated, and requires land surface information. The possibility of utilizing drone-driven remotely sensed data for actual evapotranspiration estimation was analyzed in this study. A drone collected data was used to calculate the normalized difference vegetation index (NDVI) and soil-adjusted vegetation index (SAVI). The spatial resolution was 10 m with a grid of $404{\times}395$. The collected data were applied and parameterized to an actual evapotranspiration estimation. The result shows that drone-based data is useful for estimating actual evapotranspiration and the corresponding drought indices.

A drought event is characterized by duration, severity and affected area. In general, after calculating a drought index using hydro-meteorological time series at a station, a drought event is defined based on the run theory to identify the beginning and end time. However, this one-dimensional analysis has limitations for analyzing the spatio-temporal occurrence characteristics and movement paths of drought. Therefore, this study is to define a three-dimensional drought event using a simple clustering algorithm and to develop a drought map that can be used to understand the drought severity according to the spatio-temporal expansion of drought. As a result, compared with the two-dimensional monitoring information to show spatial distribution of drought index, a proposed drought map is able to show three-dimensional drought characteristics inclusing drought duration, spatial cumulative severity, and centroid of drought. The analysis of drought map indicated that there was a drought event which had the affected area less than 10 % while on occations while there were 11 drought events (44 %) which had the affected area more a than 90 % of the total area. This means that it is important to understand the relationship between spatial variation of drought affected area and severity corresponding to various drought durations. The development of drought map based on three-dimensional drought analysis is useful to analyze the spatio-temporal occurrence characteristics and propagation patterns of regional drought which can be utilized in developing mitigation measures for future extreme droughts.

Recently, Korea has faced a change in the pattern of water use due to urbanization, which has caused difficulties in understanding the rainfall-runoff process and optimizing the allocation of available water resources. In this perspective, spatially downscaled analysis of the water balance is required for the efficient operation of water resources in the National Water Management Plan and the River Basin Water Resource Management Plan. However, the existing water balance analysis does not fully consider water circulation and availability in the basin, thus, the obtained results provide limited information in terms of decision making. This study aims at developing a novel water circulation analysis model that is designed to support a quasi-real-time assessment of water availability along the river. The water circulation model proposed in this study improved the problems that appear in the existing water balance analysis. More importantly, the results showed a significant improvement over the existing model, especially in the low flow simulation. The proposed modeling framework is expected to provide primary information for more realistic hydrological drought monitoring and drought countermeasures by providing streamflow information in quasi-real-time through a more accurate natural flow estimation approach with highly complex network.
