This study suggests the hedging rule of MIP (Mixed Integer Programing) in counting the risk evaluation criteria of the objective function and constraints in order to provide the optimum operating rule in reservoir system as constraining water shortage as much as possible which may happen in the downstream control point of water supply in the aspect of water system management. The proposed model is applied to the Han-river reservoir system for two testing periods (Case I: Jan. 1993~Dec. 1997, Case II: Jan. 1999~Dec. 2003). The model based on the hedging rule with trigger volume, estimated in this study shows that in Case I, the monthly minimum discharge was $310.6{\times}10^6m^3$ in the single operation, $56.3{\times}10^6m^3$ in the joint operation, and $317.5{\times}10^6m^3$ in the hedging rule and also, in Case II, the monthly minimum discharge was found to be $204.2{\times}10^6m^3$ in the single operation, $111.2{\times}10^6m^3$ in the joint operation, and $243.7{\times}10^6m^3$ in the hedging rule. In conclusion, the hedging rule, proposed in this study can decrease vulnerability while guarantees reliability and resiliency.

Unfavorable weather and soil conditions reduce rice yield and land and water productivity, aggravating existing encounters of poverty and food insecurity. These conditions are foreseen to worsen with climate change and with the unceasing irrational human practices that progressively debilitate productivity despite global appeals for more food. Our understanding of plant responses to abiotic stresses is advancing and is complex, involving numerous critical processes - each controlled by several genetic factors. Knowledge of the physiological and molecular mechanisms involved in signaling, response and adaptation, and in some cases the genes involved, is advancing. Moreover, the genetic diversity being unveiled within cultivated rice and its wild relatives is providing ample resources for trait and gene discovery, and this is being scouted for rice improvement using modern genomics and molecular tools. Development of stress tolerant varieties is now being fast-tracked through the use of DNA markers and advanced breeding strategies. Large numbers of drought, submergence and salt tolerant varieties were commercialized over recent years in South and Southeast Asia and more recently in Africa. These varieties are making significant changes in less favorable areas, transforming lives of smallholder farmers - progress considered incredulous in the past. The stress tolerant varieties are providing assurance to farmers to invest in better management of their crops and the ability to adjust their cropping systems for even higher productivity and more income, sparking changes analogous to that of the first green revolution, which previously benefited only favorable irrigated and rainfed areas. New breeding tools using markers for multiple stresses made it possible to develop more resilient, higher yielding varieties to replace the aging and obsolete varieties still dominating these areas. Varieties with multiple stress tolerances are now becoming available, providing even better security for farmers and lessening their production risks even in areas affected by complex and overlapping stresses. The progress made in these less favorable areas triggered numerous favorable changes at the national and regional levels in several countries in Asia, including adjusting breeding and dissemination strategies to accelerate outreach and enabling changes at higher policy levels, creating a positive environment for faster progress. Exploiting the potential of these less productive areas for food production is inevitable, to meet the escalating global needs for more food and sustained production systems, at times when national resources are shrinking while demand for food is mounting. However, the success in these areas requires concerted efforts to make use of existing genetic resources for crop improvement and establishing effective evaluation networks, seed production systems, and seed delivery systems to ensure faster outreach and transformation.
This study proposes a guideline of a green roof system suitable for the local environment by verifying the growth of Zoysia japonica in a shallow, extensive, green roof system under rainfed condition. The experimental soil substrates into which excellent drought tolerance and creeping Z. japonica was planted were made with different soil thicknesses(15cm, 25cm) and soil mixing ratios(SL, $P_7P_1L_2$, $P_6P_2L_2$, $P_5P_3L_2$, $P_4P_4L_2$). The plant height, green coverage ratio, fresh weight, dry weight and chlorophyll contents of Z. japonica were investigated. For the soil thickness of 15cm, the plant height of Z. japonica was significantly as affected by the soil mixing ratio and it was shown in the order SL= $P_4P_4L_2$ < $P_7P_1L_2$ = $P_5P_3L_2$ < $P_6P_2L_2$. For the soil thickness of 25cm, the plant height was increased in order to SL < $P_7P_1L_2$, $P_6P_2L_2$, $P_5P_3L_2$ < $P_4P_4L_2$. The green coverage ratio was not observed by soil the mixing ratio or soil thickness. However, the green coverage ratio was 86~90% with a good coverage rate overall. The chlorophyll contents of Z. japonica were not significantly affected by the soil mixing ratio in the soil thickness of 15cm, but were higher in the natural soil than in the artificial soil at 25cm soil thickness. The fresh weight and dry weight of Zoysia japonica were heavier in the 25cm thickness than in the 15cm thickness and in the artificial soil mixture than in the natural soil. The result indicated that the growth of Zoysia japonica was more effective in the 25cm soil thickness with artificial soil than in the 15cm soil thickness with natural soil in the green roof system under rainfed condition.
This study aims at assessing the quality of the Advanced Microwave Scanning Radiometer 2 (AMSR2) soil moisture products onboard GCOM-W1 satellite based on Land Parameter Retrieval Model (LPRM) soil moisture retrieval algorithm with field measurements in South Korea from March to September, 2014. Results of mean bias and root mean square error between AMSR2 LPRM soil moisture products (X-band) and ground measurements showed reasonable value of 0.03 and 0.16. Also, the maximum of the Pearson correlation coefficients was 0.67, which showed good agreement in terms of temporal variability with ground measurements. By comparing AMSR2 soil moisture with in-situ measurement according to the overpass time and band frequency, X-band products on the ascending time outperformed than those of C1-band and C2-band. Furthermore, this study offers an insight into the applicability of the AMSR2 soil moisture products for monitoring various natural disasters at a large scale such as drought and flood.

World is experiencing abnormal weather caused by urbanization and industrialization increasing greenhouse gas and one of these phenomenon domestically happening is flood and drought. The increase of green-house gases is due to urbanization and industrialization acceleration which are causing abnormal climate changes such as the El Nino and a La Nina phenomenon. It is expected that there will be many difficulties in water management, especially considering the topography and seasonal circumstances in Korea. Unlike in the past, a variety of water conservation initiatives have been undertaken like the river-management flow and water capacity expansion projects. To meet the increasing demand for water resources, new environmentally-friendly small and medium-sized dams have been built. Therefore, the development of a new paradigm for water resources management is essential. This study shows that additional security is needed for potential water resources through diversion tunnels and is very important to consider for future water supplies and situations. Using RCP 6.0 and RCP 8.5 in representative concentration pathway climate change scenario, specific hydrologic data of study basin was produced to analyze past observed basin rainfall tendency which showed both scenario 5%~9% range increase in rainfall. Through sensitivity analysis using objective function, population in highest goodness was 1000 and cross rate was 80%. In conclusion, it is expected that the results from this study will help to make long-term and stable water supply plans by using the potential water resource evaluation model which was applied in this study.
Flow regime-based ANFIS Dam Inflow Prediction (FADIP) model is developed and compared with ANFIS Dam Inflow Prediction (ADIP) model in this study. The selected study area is the Chungju and Soyang multi-purpose dam watersheds in South Korea. The dam inflow, precipitation and monthly weather forecast information are used as input variables of the models. The training and validation periods of the models are 1987~2010 for Chungju and 1984~2010 for Soyang dam watershed. The testing periods for both watersheds are 2011~2016. The results of training and validation indicate that FADIP has better training ability than ADIP for predicting dam inflow in normal and low flow regimes. In the result of testing, ADIP shows low predictability of dam inflow in the low flow regime due to the model tuning on all flow regime together. However, FADIP demonstrates the improved accuracy over the entire period compared to ADIP, especially during the normal and low flow seasons. It is concluded that FADIP is valuable for the prediction of dam inflow in the case of drought years, and useful for water supply management of the multi-purpose dam.
On November 15, 2017, a unpredictable liquefaction damage was occurred at the $M_L=5.4$ Pohang earthquake and after, many researches have been conducted in Korea. In Korea, where there were no cases of earthquake damage, it has been extremely neglectable in preparing earthquake risk maps and building earthquake systems that corresponded to prevention and preparation. Since it is almost impossible to observe signs and symptoms of drought, floods, and typhoons in advance, it is very effective to predict the impacts and magnitudes of seismic events. In this study, 14,040 borehole data were collected in the metropolitan area and liquefaction evaluation was performed using the amplification factor. Based on this data, liquefaction hazard maps were prepared for ground accelerations of 0.06 g, 0.14 g, 0.22 g, and 0.30 g, including 200years return period to 4,800years return period. Also, the correlation analysis between the earthquake acceleration and LPI was carried out to draw a real-time predictable liquefaction hazard map. As a result, 707 correlation equations in every cells in GIS map were proposed. Finally, the simulation for liquefaction risk mapping against artificial earthquake was performed in the metropolitan area using the proposed correlation equations.
Rivers have been damaged due to rapid urbanization, and river management has been carried out focusing on flow and flood control functions. Recently, interest in river restoration, emphasizing the environmental aspects of rivers, is increasing, but the beginning of river restoration requires an appropriate evaluation of the environmental flow required for the ecosystem. This study analyzed the effects on the habitat of the river ecosystem by estimating the changes in flow regime and environmental flow following the construction of the Buhang dam in Gamcheon, the first tributary of the Nakdong River. To evaluate the environmental flow, the dominant species of Gamcheon, Zacco Platypus, and the protected species Squalidus gracilis majime, and riparian vegetation were selected, and the environmental flow was calculated using the HEC-EFM (Ecosystem Function Model). The evaluated environmental flow was linked with hydraulic analysis and GIS platform, and habitat area change and habitat connectivity analysis before and after dam construction were performed by spatial habitat analysis in the river. Based on the results of this study, it can be used as a river restoration project and a dam operation plan considering the river environment through the calculation of environmental flow and habitat connectivity analysis to improve the habitat of the river ecosystem.
Climate change threatens the security of domestic water resources in South Korea. To overcome the potential water shortage, various approaches are being studied by alterning the operation of dams or by integrated operation of multiple dams and reservoirs. However, most of the related researches were developed and applied for multi-purpose dams, and few studies were conducted for the hydropower dams. The main purpose of the hydropower dam is to generate electric energy; however, the potential water shortage due to prolonged droughts brings the idea to supply water from the hydropower dam in the basin. To that end, it is required to estimate the water supply ability of the hydropower dams. In this study, we proposed a methodology to classify the hydropower dam into a "storage-type" and "run-of-river type" dam. The proposed approach was demonstrated using the hydropower dams located in North-han River basin. The results of this study are expected to contribute for further analysis of the hydropower dams, such as evaluation of water supply capacity and drought mitigation purpose operation of the hydropower dams.
It is very important to ensure the reliability of dam inflow data, which is critical in planning and managing the supply and demand of water resources in a basin. However, the simple water balance model sometimes results in negative inflows and does not consider the actual inflow characteristics. In this study, to address these issues, the existing water balance formula was modified by considering evaporation which is available for calculation among other outflows. The modified water balance formula was applied to the Soyang Dam. The results showed that the rate of negative inflows decreased in the re-evaluated dam inflow data and it was possible to secure consistency for the total inflow volume. In addition, investigating the water availability in the Soyang Dam watershed based on the water balance concept considering evaporation, it was found that direct water use in the human aspect was about 60%, and the indirect water use in the natural aspect was about 40%. In drought years, it was also confirmed that the proportion of indirect use of water resources increased.
