Phoenix from the Ashes: Dortmund's Cluster Policy and Urban Development Since 2000

  • This paper discusses Dortmund's municipal economic development policy, in particular during the period 2000-2010 in the context of the "Dortmund-project", a strategic concept designed at the end of the last millennium. Its core elements and key projects are presented in the following. We draw much attention to the interplay of cluster policy and urban development. In an earlier paper, Becker and Hermann (2013) had discussed some of other important milestones reached in the context of structural change in Dortmund, with a particular focus on the development of the TechnologieZentrum (=Technology Center) and the TechnologiePark (=Technology Park) Dortmund from its beginning in 1984. The "dortmund-project" was not addressed in detail. This present article and their paper are complementing one another.

  • "Federal investments into the future of a region" - pushing economy in the right direction or throwing tax money into a black hole? Hot-headed contentions keep circulating within politics and economy discussing the effect of technology centers and their sustainability within a region. Start-up support and technological infrastructure with the auxiliary service of well developed sector-oriented clusters as a fertile soil for successful networks are an undeniable advantage of well organised technology centers. Sceptic contemporaries still hold against that in order to implement such a center millions of federal funds for infrastructure and operation are invested. What output of this tax money is verifiable in the long run? The case of Dortmund provides substantial food for this necessary and relevant discussion. Now, after 27 years of history of the TechnologieZentrumDortmund, TZDO for short, a positive balance can be drawn. This is not just a matter of personal belief and stance. Fortunately, a recent study on the economic effects of the TZDO on the whole region was performed by the Center of Applied Economy Research M$\ddot{u}$nster, Germany (Gundel and Luttmann 2008). The result is clear and measurable: the TZDO has shown to be of great impact on the positive development of a whole region. This paper presents an account of the approach of the TechnologieZentrumDortmund and its current strategy and mode of operation to reach an utmost of effectiveness of personal and pecuniary input in establishing economic success for the region of Dortmund. An immense change of minds, employment opportunities and a massive structural change of the whole region were some of the ambitious aims that had to be reached and that are achieved to a large extent.

  • In this paper we introduce a general framework for the modeling, analysis and costing of logistic networks including supply chains (SCs). The employed modeling notation, the so-called Process Chain paradigm, is specifically developed for the application field of logistic networks which includes SCs. We view SCs as discrete event dynamic systems (DEDS) and apply corresponding simulative techniques in order to derive performance measures of the Process Chain model under investigation. For this purpose Process Chain models are automatically transformed into the input language of the simulation tool HIT. Subsequently, a cost accounting model using the performance measures is applied to obtain costs which are actually subject of interest. The usefulness and applicability of the approach is illustrated by a typical supply chain example. We investigate the impact of an additional SC channel between a manufacturer and web-consumers on the overall supply chain costs.

Investigations Into More Exact Weightings of Customer Demands in QFD

  • Apart from the customer demands themselves, the weightings of the customer demands are one of the main input data of a QFD (Quality Function Deployment) and furthermore of the actual construction process of products. Up to now, most interviews with stakeholders have been carried out with questionnaires and then absolute weightings have been used. Now it has been analysed if the use of other interview and evaluation techniques, e.g. relative weightings and Analytic Hierarchy Process (AHP), can improve the precision of the demands and wishes of the stakeholders. Now the task was to analyse if the use of relative weightings as input of a QFD is possible at all, how they have to be adapted and if an increase in precision compared to the use of absolute weightings is reached. When using AHP during the product development it has become clear that only up to seven demands can be rated at the same time by customers. That means that a kind of hierarchy has to be developed to correctly transfer the demands and their weightings into the QFD.

CMOS Compatible Fabrication Technique for Nano-Transistors by Conventional Optical Lithography

  • The trend of decreasing the minimal structure sizes in microelectronics is still being continued. Therefore in its roadmap the Semiconductor Industries Association predicts a printed minimum MOS-transistor channel length of 10 nm for the year 2018. Although the resolution of optical lithography still dramatically increases, there are known and proved solutions for structure sizes significantly below 50 nm up to now. In this work a new method for the fabrication of extremely small MOS-transistors with a channel length and width below 50 nm with low demands to the used lithography will be explained. It's a further development of our deposition and etchback technique which was used in earlier research to produce transistors with very small channel lengths down to 30 nm, with a scaling of the transistor's width. The used technique is proved in a first charge of MOS-transistors with a channel area of W=200 nm and L=80 nm. The full CMOS compatible technique is easily transferable to almost any other technology line and results in an excellent homogeneity and reproducibility of the generated structure size. The electrical characteristics of such small transistor will be analyzed and the ultimate limits of the technique will be discussed.

  • For dry machining of mineral materials the Institute of Materials Engineering pursues a novel thermal protection shield concept for diamond tools, in which thermal insulating materials in diamond composite structures act as heat shield, which protects diamonds in deeper layers against high temperature and graphitisation. Before the effectiveness of this concept could be investigated suitable composites have to be manufactured. In this paper the powder metallurgical production processes of diamond-alumina-cobalt-composites with varying alumina and cobalt particle sizes, their microstructures and porosities are described. It could be observed that the distribution of small-sized alumina particles ($<70{\mu}m$) in the cobalt matrix is uniform and the porosity of the composite decrease.

  • We are describing the architecture of a fuzzy logic controller using pulse-width-modulation (PDM) technique and a pipeline structure. Features of this controller are: A new architecture for the inference unit, reduced chip area and less I/O-pins. Additionally we present two different rule-bases: one hardwired with reduced chip-area and the other programmable for prototyping. Also an architecture of a parallel minimum-gate is shown.

  • Dimethyl carbonate(DMC)는 낮은 독성과 빠른 생분해성으로 인해 MTBE(methyl tert-butyl ether)를 대체할 수 있는 무연가솔린의 첨가제로 주목받는 물질로, 주로 methanol의 carbonylation에 의해 합성되고, 원가절감을 위해 methanol을 출발물질로 한 새로운 DMC 제조공정의 개발이 진행 중에 있다. 이에 필요한 다양한 조건하의 DMC 관련 혼합계의 상평형 자료 및 물성은 Dortmund Data Bank(DDB)검색 결과, 매우 부족하며 무한희석 활동도계수에 대한 자료는 전무한 것으로 나타났다. 이 글에서는 methanol+DMC계의 333.15 K에서의 이성분계 등온 기-액 평형과, 혼합물성으로써 methanol+DMC계의 과잉부피 및 점도편차를 298.15 K에서 측정하였다. 또한, 무한희석상태에서 DMC 용매에서의 methanol의 무한희석 활동도계수를 303.15, 313.15, 323.15 K에서 각각 측정하였으며, 측정값은 modified UNIFAC(Dortmund)식에 의한 계산 값과도 비교하였다.

  • 독일 루르지역은 1850년대부터 현지에서 채굴되는 석탄과 주변지역에서 생산되는 철광석을 기반으로 제철공업이 크게 발전하였다. 그러나 1950년대부터 루르지역의 제철공업이 경쟁력을 잃게 되었고, 석탄광업과 제철공업이 사양화되면서 조업중단과 공장폐쇄가 이어졌다. 루르지역의 탈공업화현상은 1970년대 및 1980년대에 최고조에 달했고, 1990년대 이후에는 공장폐쇄로 도시경제가 피폐해지고 사회간접자본의 노후화와 방치된 공장지구 등으로 도시경관과 환경오염이 심각하였다. 루르지역의 대표적인 도시 중 하나인 도르트문트시는 2000년부터 도르트문트 프로젝트라고 하는 도시재생사업으로 도시경제를 재건하고, 도시경관을 개선하여 도시경제구조를 쇄신하는 성공적인 모델을 제시하고 있다. 이 논문은 경로이론(Path Theory)에 입각하여 도르트문트의 도시재생사업을 조사, 연구하여 이론적, 정책적 시사점을 도출하고자 한다.
