Development of a Bottom-up Agricultural Water Governance Model in Korea (한국형 상향식 농업용수 거버넌스 모형 개발)

  • Recently, Korea aimed to increase water use efficiency by implementing integrated management according to the water management unification policy. Considering the enormous use of water resources in the agricultural sector, it is necessary to efficiently conserve water in terms of demand management by intensifying the stakeholders' involvement and awareness campaigns. The existing agricultural water management system in Korea is based on a top-down approach by which the government agencies directly plan budgets and policies to be enforced on and implemented by farmers, with little to no involvement of farmers in the decision-making process. However, this process has hindered the desired water resources management and the water conservation goal at the field level. Moreover, the limited research on water governance operations focusing on agricultural water creates a knowledge gap, particularly in Korea. Thus, it is necessary to investigate water governance cases with successful implementations in agricultural and rural areas to identify the factors applicable to domestic governance in Korea. In addition, a more systematic governance model should be established by identifying the subjectivity of the stakeholders' involvement in agricultural water governance. Therefore, this study proposed a new bottom-up model for agricultural water governance, which aims to raise the problem of autonomous water governance while promoting stakeholders' voluntary participation in agricultural water management and reflecting farmers' involvement in the decision-making process. Moreover, if agricultural water governance is expanded nationwide by reflecting agricultural and water resource policies in the future, it is believed that positive effects can be achieved in increasing utilization efficiency and securing sustantiality through agricultural water saving.

Domestic Sewage Treatment with a Successive System of Activated Sludge Process and Phytoplankton Cultivation

  • Treatment of domestic sewage discharged from big cafeteria kitchen, especially rice-washing water, was examined by the use of activated sludge process and phytoplankton cultivation. Only with a activated sludge process COD value decreased from around 1000 mg/ι to 100 mg/ι, but nutrients, such as nitrogen and phosphate could not be removed sufficiently phytoplankton cultivation in combination with a activate sludge process could decrease COD value down to 50 mg/ι and nutrients values were also reduced substantially. However, the initial concentration of 20 mg/ι in the rice-washing water could not be removed completely without addition of activated sludge as a nitrogen source.

  • An understanding of rheological property on cement paste is one of the important factor to design concrete such as High-fluidity Concrete (HFC) for a specific application. The HFC is a specially proportioned hydraulic cement concrete that enables the fresh concrete to flow easily into the forms and around the reinforcement and prestressing steel without vibration and segregation. Use of this type of concrete for the concrete building construction, manufacture of precast, prestressed bridge elements provides the benefits of increased rate of production and safety, reduced labor needs, and lower noise levels. This paper presents the performance of rheological properties of cement paste incorporating domestic high-water-reduced-admixture (HWRA) for an Ultra-high-fluidity concrete (UHFC). Investigation was carried out on cement pastes with combinations of various dosages of HWRA and water/cement ratios.

  • A high-voltage motor has had many problems due to its frequent startup, standstills and occasions of long period operation. As for a solution to the problem, many advanced countries have developed an on-line insulation diagnosis sensor and a same type of system and put them in use. Recently, even in the domestic market, a ceramic coupler has been developed and attempted to be applied in the field. This paper proposes an on-line insulation diagnosis system when operating a high-voltage motor along with the use of a domestic ceramic coupler. The proposed system is composed with a ceramic sensor, a PDMS-HM, and a Remote Monitoring System. As the result of comparing this system with a PDAS, which is an expensive full A/D method, the reliability of the system has been verified, and furthermore, it is in the process of being commercialized.

  • This study aims to develop rules for the Determination of Drought Stages at the Local Level based on the drought cases in Gwangju and Jeollanam-do in 2022-2023. Among the eight drought indicators provided, six indicators (Agricultural drought stage (for paddy), Residential & industrial drought stage, SPI-12, Relative agricultural water storage, Residential water consumption change (for domestic use), Residential water consumption change (for non-domestic use) were confirmed to have statistical correlations with the perceptions of local government officials and experts. Additionally, this drought indicator was applied to a decision tree algorithm to develop rules for determining the severity of drought. Although it presented results similar to those of the existing method presented in previous studies, it showed a significant comparative advantage in explaining the temporal and spatial patterns of drought in the Gwangju and Jeollanam-do.

Rainwater Harvesting System as an Alternative Water Source

  • The objectives of this study were to install RCR systems at a typical single family house and a school in Alabama, and evaluate the feasibility and efficiency of using the RCR systems for water harvesting in Alabama. The RCR systemswere equipped with a control system and a CR10X data logger to monitor the system operation and to collect data on precipitation, temperature, overflow, water depth in the storage tank and daily uses of toilet flushing. Daily average water use of the home for toilet flushing was 95 liter and 2100 liter was used at the school during the school days. Rainwater harvesting efficiency was 83.3 and 89 percent and RCR use efficiency was 18 and 98 percent from the home and the school, respectively. A computer program was developed to estimate potential effectiveness of RCR systems. From the analysis result with 10 years rainfall data, a total of 67,000 liters of rainwater could be harvested for domestic uses from a typical single family house which supplies 190 liters per day.

  • The treatment efficiencies of domestic sewage treatment processes were analysed and assessed to suggest and design a suitable technology for coal seam gas (CSG) water treatment. Two sewage treatment plants (S and G in Busan) were selected. The former operates with standard activated sludge and modified Ludzak Ettinger processes while the later uses the combination of $A_2/O$ and gravity fiber filtration. For both plants, the concentrations of BOD, $COD_{Mn}$, T-N and T-P were about 5.0, 19.0, 5.0, 11.0 and 1.0 ppm, respectively, which satisfy the discharge standards. Therefore, although sewage treatment processes seems to be applicable for CSG water treatment, additional processes to remove total dissolved solids and ionic compounds (i.e. bicarbonate) need to be introduced to produce fit-for-purpose water resources for beneficial use (in accordance with Water ACT 2013). This, for the CSG treatment process design, it is necessary to align the operating conditions with merging methods of combinable unit technology obtained from sewage treatment processes.

Groundwater-use Estimation Method Based on Field Monitoring Data in South Korea (실측 자료에 기반한 우리나라 지하수의 용도별 이용량 추정 방법)

  • With increasing interest in environmental issues and the quality of surface water becoming inadequate for water supply, the Korean government has launched a groundwater development policy to satisfy the demand for clean water. To drive this policy effectively, it is essential to guarantee the accuracy of sustainable groundwater yield and groundwater use amount. In this study, groundwater use was monitored over several years at various locations in Korea (32 cities/counties in 5 provinces) to obtain accurate groundwater use data. Statistical analysis of the results was performed as a method for estimating rational groundwater use. For the case of groundwater use for living purposes, we classified the cities/counties into three regional types (urban, rural, and urban-rural complex) and divided the groundwater facilities into five types (domestic use, apartment housing, small-scale water supply, schools, and businesses) according to use. For the case of agricultural use, we defined three regional types based on rainfall intensity (average rainfall, below-average rainfall, and above-average rainfall) and the facilities into six types (rice farming, dry-field farming, floriculture, livestock-cows, livestock-pigs, and livestock-chickens). Finally, we developed groundwater-use estimation equations for each region and use type, using cluster analysis and regression model analysis of the monitoring data. The results will enhance the reliability of national groundwater statistics.

Economic Feasibility Study on the Efficient Use of Advanced Water Treatment for Water Supply (상수고도정수처리의 효율적 이용을 위한 경제성 검토)

  • Advanced water treatment for water supply is being introduced for the treatment of various organic materials which cannot be removed by conventional water treatment methods. While the development of advanced water treatment system appropriate to the domestic enviropment of advanced water treatment system appropriate to the domestic environment is essential, the study on the economic costs and the social impact is also of importance. In this paper, it is shown how to estimate the costs (capital and maintenance) for advanced water treatment facilities, especially those using ozone treatment combined with activated carbon process and membrance separation. Estimated costs were compared with the government budget. Also, a general relation between the system capacity and investment was derived. Four alternatives were considered form the aspect of the amount of water to be produced and the delivery system to the user. These alternatives were applied to the city of Pusan. It turned out that bottled water, produced only for drinking, has best economic advantages in having minimum system capacity without detriment to water quality.
