We propose a retouching method that converts a general photography to a watercolor painting image using bilateral filtering and mean shift segmentation which are mostly used in image processing. The first step is to weaken high frequency components of the image, while preserving the edge of image using the bilateral filtering. And after that we perform DoG(Difference of Gradient) edge extraction and mean shift segmentation respectively from the bilateral filtered image. The DoG edge extraction is performed using luminance component of the image whose RGB color space is transformed into CIELAB space. Experimental result shows that our method can be applied to various types of image and bring better result, especially against the photo taken in daylight.

This paper proposes a Haar Wavelet Feature Detector (HWFD) based on the Haar wavelet transform and average box filter. By decomposing the original image using the Haar wavelet transform, the proposed detector obtains the variance information of the image, making it possible to extract more distinctive features from the original image. For detection of interest points that represent the regions whose variance is the highest among their neighbor regions, we apply the average box filter to evaluate the local variance information and use the integral image technique for fast computation. Due to utilization of the Haar wavelet transform and the average box filter, the proposed detector is robust to illumination change, scale change, and rotation of the image. Experimental results show that even though the proposed method detects fewer interest points, it achieves higher repeatability, higher efficiency and higher matching accuracy compared with the DoG detector and Harris corner detector.
This study was conducted to evaluate the purification efficiency in rearing water of the land based fish farm by screen filter and ultra violet (UV) irradiation. Purification efficiency for rearing seawater has been examined with screen filter of 60 $\mu$m pore size and UV irradiation at dose of 0.5 $mWS/cm^2$ for 5 months. Purification efficiency by changing of temperature, salinity, pH, DO, total bacteria and Vibrio species in rearing seawater by filtering and UV irradiation were not significant during 5 months, However, the removing rate of suspended solid and turbidity of rearing seawater were $43.8\~45.6\%$ (average, $44,7\%$) and $29.2\~33.2\%$ (average, $31,3\%$) by filtering, respectively. Also, Purification efficiency for the $NO_3^{-}-N,\;NO_2^{-}-N,\;NH_4^{+}-N$ and $PO_4^{3-}-P$ were $21.3\~21.9\%$ (average, $21.6\%$), $24.1\~25.2\%$ (average, $24.7\%$), $17.6\~17.8\%$ (average, $17.7\%$) and $19.0\~20.4\%$ (average, $19.7\%$) respectively by the system used on this study.
The purpose of this study was to present a non-photorealistic rendering technique that is efficient in single images and moving images. In case of single images, they could be processed in a real-time base by realizing flow-based DoG filter and bilateral filter, which have been frequently used in the single image NPR technique recently, in the CUDA environment. In case of moving images, the investigator presented not the existing method of NPR moving images which generating images by applying the single image NPR technique to every frame, but the method of using the single image NPR technique in the first frame and stylizing it, and then of using the motion vector-based pixel mapping in the second frame on and copying the bright values of pixels that move on the frame into the location of next frame's motion vector, thus reducing unnecessary volume of calculation and maintaining the consistency between frames. In this study, the performance of this method was proved via an experiment.
To determine ionic species in snowpit samples using ion chromatography system, we described the performance of ion chromatography(IC) system, cleaning method of bottle, and interference by filtering procedure. The limit of detection, reproducibilities, and accuracies determined with BCR$^{(R)}$-408 were 0.01-0.26 ${\mu}g$/L, 0.4-17.4%, 4.5-12.0% for cations and 0.02-0.26 ${\mu}g/L$, 0.1-27.6%, 1.3-5.6% for anions, respectively. Lab blank test for sample bottle indicated that $CH_3CO_2{^-}$, $HCO_2{^-}$, and $NH_4{^+}$ can be easily contaminated in the lab environment. The positive interferences of $NO_3{^-}$ were partly attributed to the cleaning method of bottle. The filtering of melted snow sample should be carefully applied because it can positively affect the concentration levels of some ionic species. Finally, this method was applied to measure ionic species in snowpit samples from the upward area near NEEM camp and the uncertainties of measurement data of $F^-$ were also estimated.

In this paper, the forward link of UHF RFID system is modeled in accordance with the EPCglobal class 1 generation 2(EPCglobal C1G2) UHF Radio-Frequency Identity protocol specification at $860{\sim}960MHz$. Based on the constructed model, characteristics on the forward link signal for the EPCglobal C1G2 RFID reader are simulated with the help of a MATLAB softwarein order to extract the design parameters of a transmit digital filter which meets the Korean RFID regulations. Herein, the forward link model is consisted of PIE source coding, transmit digital filter, modulation, local oscillator, and antenna. From the simulation results, the ranges of three design parameters(roll-off factor, cutoff frequency, the number of tabs) for transmit digital filter are obtained with different modulation techniques and the Tari(type a reference interval) values. Finally, DSB/SSB-ASK modulation technique can not satisfy the EPCglobal C1G2 specification when Tari equals to $6.25{\mu}sec$ in a multiple-reader environment. Consequently this paper can provide a guideline for design parameters of a RFID reader as well as the basic scheme of analyzing frequency interference problems in RFID environments, including multiple-reader and dense-reader environments.
In this paper, we proposed a license plate detection method based on contour extraction that adapts to environmental changes. The proposed method extracts contour lines using DoG (Difference of Gaussian) to remove unnecessary noise parts in the contour extraction process. Binarization was applied in ugly outline images, and erosion and dilation operations were used to emphasize the contour of the character part. Then, only the outline of the ratio of the characters of the plate was extracted through the ratio of the width and height of the characters. And the case where the outline is the longest is estimated by estimating the characters of the license plate. For the experiment, we applied 130 image data to license plate on the front of the vehicle, oblique environment, and environment images with various backgrounds. I also experimented with motorcycle images of different license plate patterns. Experimental results showed that the detection rate of the oblique image was 93% and that of the various background environment was 70% in the motorcycle image but 98% in the front image.
In this paper, we propose a new excitation enhancement technique to improve the speech quality of low bit-rate code-excited linear prediction (CELP) coders. The proposed technique is based on a harmonic model and it is employed only in the decoding process of speech coders without any additional bits. We develop the procedure of harmonic model parameter estimation and harmonic generation, and apply this technique to a current state-of-the-art low bit rate speech coder, ITU-T G.729 Annex D. Also, its performance is measured by using the ITU-T P.862 PESQ score and compared to those of the phase dispersion filter and the long-term postfilter applied to the decoded excitation. It is shown that the proposed excitation enhancement technique can improve the quality of decoded speech and provide better quality for male speech than other techniques.
Automatic vehicle license plate recognition technology is widely used in gate control and parking control of vehicles, and police enforcement of illegal vehicles. However inherent geometric information of the license plate can be transformed in the vehicle images due to the slant and the sunlight or lighting environment. In this paper, a distortion invariant vehicle license plate extraction and recognition algorithm is proposed. First, a binary image reserving clean character strokes can be achieved by using a DoG filter. A plate area can be extracted by using the location of consecutive digit numbers that reserves distortion invariant characteristic. License plate is recognized by using neural networks after geometric distortion correction and image enhancement. The simulation results of the proposed algorithm show that the accuracy is 98.4% and the average speed is 0.05 seconds in the recognition of 6,200 vehicle images that are obtained by using commercial LPR system.
In the Malaysian license plates, alphabets and numerals which are made by plastic, are adhered to a frame as embossing style and occasionally characters in horizontal, vertical directions are aligned with narrow space. So the extraction of character stroke information can be hard in the vehicle images of low illumination intensity. In this paper, Malaysian license plate recognition algorithm for low illumination intensity image is proposed. DoG filtering based character stroke generation method is introduced to derive exact connected components of strokes in the vehicle image of low illumination intensity. After localization of plate by connected component analysis, characters are segmented and recognized. Algorithm is experimented for the 6,046 vehicle images captured in Kuala Lumpur by IR camera without using any special light during day and night. The experimental results show that recognition accuracy of plates is 96.1%.
