Evaluation of Interruption Costs for Commercial Customers

  • This paper presents an evaluation of the interruption costs for commercial customers in Korea using customer survey methodology. When various research results are examined, the evaluation of direct interruption costs becomes much more simplified. Especially, in the case of commercial customers, it is known that the evaluation of direct interruption costs is more useful. Accordingly, this paper selected the customer survey method to evaluate the interruption costs for commercial customers in Korea considering interruption and customer characteristics.

  • The International Chamber of Commerce published the millennium edition of its standard trade definitions, Incoterms 2000. Incoterms are a basic reference for sales contracts, in constant daily use throughout the world. The new version will make it easier for traders to do business in the new century, despite the growing volume and complexity of international transactions. Since Incoterms were first published in 1936, they have been updated six times. They precisely define the responsibilities of buyer and seller and are recognized as the international standard by customs authorities and courts in all the main trading nations. It is important for traders to incorporate the correct Incoterms into their international contracts to avoid unnecessary legal problems. Courts may otherwise interpret trade terms according to often widely divergent national laws and unless the use of Incoterms is specified, expensive legal disputes can arise. Division of costs is a most important element in every contract of sale. The parties must know not only who does what but also how costs resulting therefrom should be divided between them. In most cases the fact that a party must do something means that he must also bear the resulting costs, unless otherwise agreed. But there are many exceptions to this principle and uncertainties arise, particularly with respect to services performed by other parties. Also, difficulties arise with respect to the division of costs whenever additional costs are caused by unexpected events, such as hindrances causing a ship to deviate or to remain in a seaport longer than expected. The main principle of the division of costs is clear enough: the seller has to pay costs necessary for the goods to reach the agreed point of delivery, and the buyer has to pay any further costs after that point. But as noted, it is not always easy to implement this principle in practice, since the detailed distribution of functions under the various trade terms is not and cannot be fully defined in Incoterms. Instead, failing precise stipulations in the contract of sale, guidance must be sought from other criteria such as commercial practices used earlier by the same parties or the custom of trade.

  • This study proposed a logistics plan for sending supply to be distributed to areas other than producing areas to wholesalers and allocating supply to be distributed to areas near producing areas to local distribution center in the vicinity instead of shipping the entire quantity to wholesalers for fruits auction to increase the competitive edge of the domestic fruits and vegetables logistics market in the ear of infinite competition. A video auction-based short distance division logistics operation model was developed to enhance competitiveness related to the circulation of fruits and vegetables, reduce logistics costs, and rationalize logistics by distributing the items sent to wholesalers through field auction and the shipments at local distribution center to neighboring areas through video auction connected to wholesalers real-time. The study especially came up with a logistics rationalization plan by examining and analyzing the stages and costs of transportation between producing areas and wholesalers on the circulation routes of fruits.

  • As the power industry moves towards open competition, there has been a call for methodology to evaluate power system reliability by using customer interruption costs. This paper presents an evaluation of the interruption costs for public customers in Korea using customer survey methodology. When various research results are examined, the evaluation of direct interruption costs becomes much more simplified. Especially, in the case of public customers, it is known that the evaluation of direct interruption costs is more useful. Association between Medical Costs and the ProVent Model in Patients Requiring Prolonged Mechanical Ventilation

  • Background: The purpose of this study was to determine whether components of the ProVent model can predict the high medical costs in Korean patients requiring at least 21 days of mechanical ventilation (prolonged mechanical ventilation [PMV]). Methods: Retrospective data from 302 patients (61.6% male; median age, 63.0 years) who had received PMV in the past 5 years were analyzed. To determine the relationship between medical cost per patient and components of the ProVent model, we collected the following data on day 21 of mechanical ventilation (MV): age, blood platelet count, requirement for hemodialysis, and requirement for vasopressors. Results: The mortality rate in the intensive care unit (ICU) was 31.5%. The average medical costs per patient during ICU and total hospital (ICU and general ward) stay were 35,105 and 41,110 US dollars (USD), respectively. The following components of the ProVent model were associated with higher medical costs during ICU stay: age <50 years (average 42,731 USD vs. 33,710 USD, p=0.001), thrombocytopenia on day 21 of MV (36,237 USD vs. 34,783 USD, p=0.009), and requirement for hemodialysis on day 21 of MV (57,864 USD vs. 33,509 USD, p<0.001). As the number of these three components increased, a positive correlation was found betweeen medical costs and ICU stay based on the Pearson's correlation coefficient (${\gamma}$) (${\gamma}=0.367$, p<0.001). Conclusion: The ProVent model can be used to predict high medical costs in PMV patients during ICU stay. The highest medical costs were for patients who required hemodialysis on day 21 of MV.

넙치(Paralichthys olivaceus) 양식산업의 가치사슬 분석 (Value Chain Analysis of the Olive Flounder Paralichthys olivaceus Aquaculture Industry)

  • This study aimed to analyze the structure of the value chain of the olive flounder aquaculture industry to increase the value of this industry. Based on the value chain theory, olive flounder aquaculture industry activities were classified as primary and support activities. The primary activities included seed production, fish production, producer distribution, consumer distribution, and consumption. The support activities were production infrastructure, organization and specialization, R&D, and government policy. A survey was conducted on the costs of seed and fish production in the primary activities to investigate the business structure, and the distribution structure was analyzed to examine distribution costs and margins. In the support activities, the recent trends in R&D and government policy were mainly examined, based on which, a measure to reduce costs and maximize profits was suggested. It is necessary to reduce costs across the production processes by improving seed quality and reducing labor, feed, and management costs, which are strongly associated with support activities. Therefore, lowering costs will be possible in the olive flounder aquaculture industry when R&D outcomes, such as species development, feed quality improvement, and aquaculture system development, are stably diffused and applied in tandem with government policy regarding the industry.

어업경영합리화의 원리에 대한 고찰 (A Study on the Principle of Rationalization in Fisheries Management)

  • This study has examined the principle of rationalization as a guiding principle in fisheries management. Generally speaking, the guiding principle of business management is the principle of profitability which is oriented to the profit maximization, but it has been insisted by Dr, Mohri that the principle of profitability should be translated into the maximization of ratio of added value on gross capital, According to Dr. Durcker, added value (contributed value) can be used to analyze productivity only if the allocation of costs which together make up the figures is economically meaningful. Therefore, the rationalization of fisheries management can be measured as a result of economic allocation of costs, The analysis of economic allocation of costs divides into macro-allocation of costs and micro-allocation of costs. In fisheries management, the former makes use of the analysis of break-even point, and the latter analyzes the efficiency of individual cost respectively and the state of division of costs which allocate into above-the-line expenses of lay system and management's burden expenses. In macro-allocation of costs, it is advisable that fixed costs be converted into variable costs. This is characteristically possible in fisheries management, because wages belong to variable costs in fisheries management while they are regarde as fixed cost in the other industires. Because we could find that all costs would belong to above-the-line expenses, in micro-allocation analysis, the very costs which are directly related to fisherman's poduction activity should be classified into above-the-line expenses, and the other costs into management's burden expenses. This is a central problem in the rationalization of fisheries management.

비보험비용 산정 System 개발에 관한 연구 (Development of System for Assessment of Uninsured Costs)

  • In Korea, the method of assessing uninsured costs is not adopted in a direct way, but in an indirect way on the basis of the insured cost. From this method, the cost of accidents can be approximately calculated, but accurate calculation of uninsured costs is not easy. Therefore, a better method of assessing uninsured costs caused by industrial accidents is necessary. In this study, the system program and database for assessing uninsured costs from industrial accidents were developed on the basis of the results of previous studies. This program and database could quantitatively assess uninsured costs more accurately and quickly than other studies. This system would contribute to the efficient analysis of industrial accident costs.

이상지질혈증 환자에게 사용되는 Rosuvastain과 Atorvastatin의 경제성 평가 (Economic Evaluation of Rosuvastatin and Atorvastatin for the Treatment of Dyslipidemia from a Korean Health System Perspective)

  • Objective: This study aims to analyze cost-effectiveness of two most-commonly used statins from the perspective of the Korean national health system. Methods: The scope of the analysis included rosuvastatin (5 mg, 10 mg, and 20 mg) and atorvastatin (10 mg, 20 mg, 40 mg, and 80 mg). Effectiveness was defined as percentage (%) and absolute (mg/dL) reductions of low-density lipoprotein cholesterol (LDL-C) from the baseline. They were derived from published randomized controlled studies for rosuvastatin and atorvastatin. Effectiveness was defined as reductions in LDL-C levels per mg dose of the drugs. The annual direct medical costs including drug acquisition costs and monitoring costs over the one-year time horizon were calculated for each alternative. The average cost-effectiveness ratios (ACERs) and incremental cost-effectiveness ratios (ICERs) for each statin dose were calculated. Results: The ACERs for all doses of rosuvastatin (5 mg, 10 mg, and 20 mg) were lower than those for all doses of atorvastatin (10 mg, 20 mg, 40 mg, and 80 mg). Rosuvastatin 10 mg was the most cost-effective statin for LDL-C reduction. In cost-effectiveness analyses for corresponding doses of rosuvastatin and atorvastatin, rosuvastatin was the superior strategy which suggests both higher effectiveness and lower costs than atorvastatin. However, we have to consider this analysis is highly influenced by current price of statins in each market. Conclusion: For reduction of LDL-C levels in Korean patients with dyslipidemia, rosuvastatin 10mg is the most cost-effective statin in the current Korean market.

통영바다목장화사업의 경제적 타당성평가 (Assessing the Economic Feasibility of a Marine Ranching Project in Tongyoung)

  • A marine ranching project in Tongyoung was established in 1998, lasting 9 years to 2006. Project activities included the deployment of artificial reefs, the release of young fishes like jacopever and rockfish, and input/output control for specific marine ranching areas in Tongyoung. This report focuses on the economic feasibility of the project in hindsight. Analysis concentrates on three aspects; (a) direct economic benefits, such as increasing effects of fisheries income and savings in harvesting costs, (b) indirect benefits, including increasing effects of recreational fishing and saving R&D costs, and (c) costs, including releasing and purchasing costs of artificial reef and juvenile fish, R&D costs, maintenance costs and harvesting costs. Results show that NPV=4.7 billion won, IRR=8.55% and B/C ratio=1.286 under Scenario 1, which considers the saving effects of R&D costs, and NPV=0.9 billion won, IRR=6.03% and B/C ratio=1.11 under Scenario 2, which does not consider the saving effects of R&D costs, based on 5.5% of the social rate of discount. According to sensitivity analysis, the economic feasibility is very sensitive to the recapture rate.
