A Development of Use Districting Management Using GIS (GIS를 활용한 용도지역 관리방안)

  • An improved model of 'use' or 'region' districting(or regional zoning) scheme has been proposed. GIS based prototype model of managing the semi-agricultural region is implemented in a PC based platform focusing the Yongin, Kyonggi-Do area. Throughout the process of users' requirement analysis, database design, and user interface design, it has been shown that the integrated system may shed light on the prospective usage by the city or county government officials regardless of the short functionalities and user interface. This study aims first at identifying the needs in the area of districting at local level and at suggesting a basic framework of database design and system implementation in regard to region districting. The ARC/INFO, ArcView/Avenue based PC-based decision supports system presented herein is hoped to be supplemented with the inclusion of time factor in its database to cover and reflect the temporal variations associated with the plans.

An Optimization Model Based on Combining Possibility of Boundaries for Districting Problems (경계 결합 가능성 기반 구역설정 최적화 모델)

  • Districting is a spatial decision making process to make a new regional framework for affecting human activities. Natural barriers such as rivers and mountains located within a reorganized district may reduce the efficiency of reorganized human activities. This implies that it is necessary to consider boundary characteristics in a districting process. The purpose of this research is to develop a new spatial optimization model based on boundary characteristics for districting problems. The boundary characteristics are evaluated as continuous value expressing the possibility of combining adjacent two basic spatial units rather than a dichotomous value with 1 or 0 and are defined as an objective function in the model. In addition, the model has explicitly formulated contiguity constraints as well as constraints enforcing demand balance among districts such as population and area. The boundary attributes are categorized into physical and relational characteristics. Suitability analysis is used to combine various variables related to each boundary characteristic and to evaluate the coupling possibility between two neighboring basic units. The model is applied to an administrative redistricting problem. The analytical results demonstrate that various boundary characteristics could be modeled in terms of mixed integer programming (MIP).

An Earthwork Districting Model for Large Construction Projects (단지공사의 토공구획 계획 모델)

  • Earthwork in a large construction project such as a land development generally costs 20-30% of the total cost. The earthmoving process, comprising of four repetitive tasks: loading, hauling, unloading, returning, is quite simple and it does not need delicate or advanced techniques. Therefore, earthmoving earthwork planning can heavily affect the cost and time., and Even a slight deviation from the plan can increase or decrease the cost and time. This study presents a planning model that minimizes average haul distance in a large complex construction project. Based on earthwork planning, practitioners' heuristics, a districting algorithm and Simulated Annealing algorithm were employed to build the model. Districting algorithm plays a role that divides in dividing an earthmoving area into several sections. Simulated annealing provides a function that decides whether a new generated solution is confident. Finally, the proposed model was applied to a real earthmoving project of a large land development. It was found that the model showed approximately 14% improvement in average hauling distance compared to the actual design plan.

A Location Model and Algorithm for Visiting Health-care Districting for the Rural Elderly (농촌지역 노년인구를 위한 방문 의료서비스 구역 설정 모델 및 알고리즘)

  • As accessibility to health-care service in less populated rural areas is geographically limited and demand for public health-care by the aging is increasing, a new approach for health-care service such as a home care service is becoming more popular. For a home care service, health-care personnels directly visit to location of health-care clients. Such changes in provision of health services require developing innovative and scientific approaches for efficient allocation of health resources and managing services by public health-care organizations. The purpose of this study is to formulate a location model for visiting health-care districting for the rural elderly and to develop an Automated Zoning Procedure (AZP) to solve this model. Mobility, workload balance and contiguity criteria are considered in the model. Three different objective functions are evaluated; 1) minimizing the sum of network distance between the unit areas in a district, 2) maximizing spatial interaction between the unit areas in a district, and 3) minimizing tour distance that visits each unit area exactly once in a district. The AZP for solving the model is developed and applied to a rural area. The application results demonstrate that the AZP can generate different districting systems for each objective functions.

  • Solid waste collection service is viewed as one of the most important public services in urban area. The purpose of this study is to apply the GIS based regional partitioning and arc routing methods for solid waste collection districting and vehicle routing-scheduling in order to provide waste collection service more efficiently. In this study, solid waste deposit sites are derived from the centroid of each building and the amount of solid waste is deduced based on the number of households and establishments. The regional partitioning procedure is performed based on waste collection zones which are constructed from waste deposit sites. The result of this study shows that solid waste collection districts which are delineated by regional partitioning method are able to increase efficiencies and cut costs in performing solid waste collection services. Also the output of vehicle-scheduling from the analysis of arc routing may provide more efficiently and quickly manage the scheduling of the residential solid waste collection routes, reducing costs with minimal deadheading costs. Therefore, the application of GIS based on regional partitioning and arc routing methods would be very useful to construct a solid waste management system by supplying the important and flexible informations for solid waste collection districts and vehicle routing-scheduling for waste collection.

  • This study on Pinus desiflora in Kangwon Province has been performed for the purpose of classifying its growth area by geographical factors. To classify its growth area, the basic data which had were the measured values for annual ring width from cores were used. Individual variations in the measured values were removed through the standardization. Regional mean chronologies were estimated from the standardized values. The growth area was classified by the cluster analysis on the basis of the regional mean standardized indices. The results of this study shown that annual growth patterns to be clustered similar to geographical distribution in Kangwon Province. And the regional variations of annual growth patterns in the western part of Kangwon province were greater than those in the eastern part of Kangwon province.

  • The purpose of this study is to develop an optimization model for reconstructing local administrative districts using spatial analysis and modeling. For this, literature related to reorganization of local administrative systems was critically reviewed and criteria for redistricting were extracted. An optimization model for reconstructing administrative districts was formulated based on these criteria. The model considered three criteria; homogeneity within a reconstructed district, equity among reconstructed districts, and spatial arrangement. Homogeneity for relieving spatial mismatch between administrative and living(economic) boundaries is measured by spatial interaction within a district. Equity among districts is evaluated using population, area, and financial independence. Finally, spatial arrangement is measured by compactness and contiguity. The developed optimization model was implemented using Automated Zoning Procedure(AZP) in GIS environment and applied to a problem aggregating Si-Gun administrative units into broader districts. Application results demonstrate that the model can provide optimal districts according to alternative objective functions.

The Optimized Analysis Zone Districting Using Variogram in Urban Remote Sensing (도시원격탐사에서 베리오그램을 이용한 최적의 분석범위 구역화)

  • Recently, a considerable number of studies have been conducted on the high resolution imagery showing the boundaries of objects clearly. When urban areas are analyzed in detail using the high resolution imagery, the size of analyzed zone is apt to be decided arbitrarily. Sufficient prior information about study area makes the decision of analysis zone possible; otherwise, it is difficult to determine the optimized analysis zone using only satellite imagery. In this study, the variograms of artificial simple images are analyzed before applying to the real satellite images. As a result of the analysis of simple images, the sill has an effect on the density of objects and also the size of objects and spacing influence the range. The variograms of real satellite images are analyzed with reference to the result of model test and are applied to determining the optimized analysis zone. This study shows that variogram can be applied to determining effectively the optimized analysis zone in case of no prior information on study area; moreover it will be expected to be used for an index to express the characteristics of urban imagery as well as conventional kriging and simulation.
