Development of a method to create a matrix of heavy rain damage rating standards using rainfall and heavy rain damage data (강우량 및 호우피해 자료를 이용한 호우피해 등급기준 Matrix작성 기법 개발)

  • Currently, as the frequency of extreme weather events increases, the scale of damage increases when extreme weather events occur. This has been providing forecast information by investing a lot of time and resources to predict rainfall from the past. However, this information is difficult for non-experts to understand, and it does not include information on how much damage occurs when extreme weather events occur. Therefore, in this study, a risk matrix based on heavy rain damage rating was presented by using the impact forecasting standard through the creation of a risk matrix presented for the first time in the UK. First, through correlation analysis between rainfall data and damage data, variables necessary for risk matrix creation are selected, and PERCENTILE (25%, 75%, 90%, 95%) and JNBC (Jenks Natural Breaks Classification) techniques suggested in previous studies are used. Therefore, a rating standard according to rainfall and damage was calculated, and two rating standards were synthesized to present one standard. As a result of the analysis, in the case of the number of households affected by the disaster, PERCENTILE showed the highest distribution than JNBC in the Yeongsan River and Seomjin River basins where the most damage occurred, and similar results were shown in the Chungcheong-do area. Looking at the results of rainfall grading, JNBC's grade was higher than PERCENTILE's, and the highest grade was shown especially in Jeolla-do and Chungcheong-do. In addition, when comparing with the current status of heavy rain warnings in the affected area, it can be confirmed that JNBC is similar. In the risk matrix results, it was confirmed that JNBC replicated better than PERCENTILE in Sejong, Daejeon, Chungnam, Chungbuk, Gwangju, Jeonnam, and Jeonbuk regions, which suffered the most damage.

A Study on effectiveness of transition of policy instruments for renewable energy: In the case of shift from FIT to RPS in Korea (재생에너지 정책수단 전환의 효과성 연구: 한국의 전환 사례 분석)

  • While the policy intervention of each country for the promotion of renewable energy is strengthened, Korea introduced Feed-in Tariff (FIT) in 2002 to directly support the development of renewable energy. But in 2012, the shift of policy instrument that from FIT to Renewable Portfolio Standard (RPS) is occurred. This is a unique background that is currently found only in Korea, and new answers that focus on the outcomes of the shift of policy instruments are needed in addition to the existing discussion of comparison of FIT and RPS. Therefore, this study analyzed the change of policy efficiency after the shift to RPS using Data Envelopment Analysis(DEA) and Malmquist Index. In the result of analysis, a difference in the improvement of policy efficiency after in shift to RPS is found among each renewable energy source. This result is because renewable energy companies voluntarily entered the market only for energy sources that have secured technology or price competitiveness, and this indicates that the performance of renewable energy after the RPS shift has been concentrated on specific energy sources. As a result of this study, considering that the goal of renewable energy policy is to expand distribution and to drive growth engines, multi-faceted analysis is required in consideration of technology and market in selecting policy instruments.

A Comparative Study on the Traditional Medicine Policies between Korea and China: Focused on the Second Korean Medicine Development Plan and the 12.5 Traditional Chinese Medicine Development Plan (한국과 중국의 전통의학 정책 비교: 제2차 한의약육성발전계획 및 중의약사업발전 12.5규획 중심)

  • Traditional medicine has been integrated into the national health system in many countries such as Korea, China, Taiwan, etc. Korea and China are most representative among them. The purpose of this study is to compare the policies on traditional medicine in Korea and China focusing on where it came from and where it is headed. In this regard, the study suggested the first analysis tool in the world for analyzing the policy of traditional medicine. The results of the study are as follows: First of all, the development process of Korean Medicine (KM) and Traditional Chinese Medicine (TCM) shows the same pattern, that is, both are influenced by its own national policies. Secondly, the difference between the two countries is due to the gap in the development status or the different aspects in national heath system. TCM is more vitalized in health system and has larger category, and stays ahead in globalization compared to KM. TCM covers Chinese medicine, integrative medicine and ethno-medicine. Korea emphasizes the role of KM in the declining birthrate and aging society, and promotes the overseas patient invitation strategy. China, on the other hand, establishes the medical system for emergency medical treatment and preventive treatment of major diseases and promotes overseas expansion of TCM service. In addition, Korea stressed the safety and distribution of herbal medicine, and China emphasizes production technologies. Korea has a strong medical device industry along with the government's fostering policy; however, in China, medical devices are in the R&D stage yet. Even though both countries promotes the drug development from natural products, Korea focuses on developing herbal cosmetics in application industry, but China shows weakness in policies on application industry. China shores up the foundation for culture and theory of traditional medicine, while Korea doesn't have related policy. Korea places emphasis on promoting collaboration with international organizations and medical volunteer programs, whereas China is more interested in mutual cooperation and real trade with other countries.

Development and Verification of Prediction Model for Road Traffic Noise in the Apartment Complex (아파트단지에서 도로교통소음 예측식 개발 및 검증)

  • 10 sites in building development areas were selected and the noise level were measured by the apartment floors of apartment complex. With the fitted regression analysis, the distribution ratio($R^2$) and correction coefficient(r) was 25%(0.5) in the NIER('87) and 7.5%(0.274) in the NIER('99), respectively. The measured values of the noise level on the seventh floor of complex did not show a good agreement with the predicted noise level in the NIER('87, '99) formula. However, the developed formula demonstrated that the measured values were reasonably close to the predicted values, indicating the validity and adequacy of the predicted models with the fitted vs residual analysis in the 95% of confidence interval and 95% of predict interval. The results suggested that application of this development model obtained by the results according to the apartment floor can be improved in road traffic noise.

A Case Study on the Characteristics of Supply Chain Environmental Management in Korean Firms (우리나라 기업의 친환경공급사슬관리에 관한 연구)

  • SCEM is the concept of reducing environmental effect on the outside of purchasing and manufacturing process, delivery, and distribution process. An ultimate aim of SCEM are obtaining environmental stability and energy/materials operational efficiency. Although the importance of greening supply chain was highlighted, former researches were often based on case studies of specific industry and didn't provide clear definition of environmental supply chain management which includes fundamental notions for business practitioners. This study focuses on findings how the SCEM system practically run and what the characteristics of SCEM is in Korean firms through case studies. It is suggested that SCEM is more effective for environmental management rather than by making limited eco-innovation. Korean firms have considered that an international environmental regulation is more important than customers' needs for environmental goods for implementing SCEM.

  • Most companies in automobile part industry need a SCM (Supply Chain Management) system under the cooperation with suppliers for assembling a automobile. Automobile part industry has a industry feature of hierarchical structure like 1st, 2nd, 3rd vendors. Recently, new cases to implement RFID (Radio Frequency Identification) technology appear in various areas required for integrated information system. Especially, supply chain environment in automobile part industry turns toward ubiquitous computing environment. Most companies in automobile part industry are interested in implementing RFID-based supply chain management system, which makes them shorten the business process, share the transaction information, and enhance the collaborative relationship between trading partners. This paper intends to implement RFID technology in the physical distribution area of automobile part industry such as warehousing, delivering, inventory management. The purpose of this paper is to improve the collaborative relationship of supply chain network using RFID applied to u-SCM system in ubiquitous computing environment. The contribution of this paper is to suggest a new system approach to transform existing business process into new business process through designing and implementing a RFID based SCM system using UML techniques.

A Study on the Extended Fair Use of Copyrighted Digital Contents (디지털 콘텐츠 저작물의 공정이용 확대에 대한 연구)

  • The concept and discussion of copyright should reflect changes in using environments of digital properties and developments of technology. Further discussions are required about protection, transfer and usage of copyright for user created contents or digital activities. Digital archives should clarify the ranges of permitted usage or guides to quotation. One should not be biased toward regulating digital copying, but consider the value of diverse transformation of digital properties. This will trigger tension between private and public usage, or sharing of digital fabrications, which leads to the necessity of discussions on policy level. The interpretation of copyright is limited to protecting the copyright owner's right, but it should be suggested to widen the range to permitting fair use. The extended fair use of digital contents and by clarifying specific rules will activate creation and distribution of digital contents and contribute to more productive usage of innovation.

Polystyrene-b-poly(oligo(ethylene oxide) Monomethyl Ether Methacrylate)-b-polystyrene Triblock Copolymers as Potential Carriers for Hydrophobic Drugs

  • A simple and effective method is introduced to synthesize a series of polystyrene-b-poly(oligo(ethylene oxide) monomethyl ether methacrylate)-b-polystyrene (PSt-b-POEOMA-b-PSt) triblock copolymers. The structures of PSt-b-POEOMA-b-PSt copolymers were characterized by Fourier-transform infrared spectroscopy (FTIR) and nuclear magnetic resonance ($^1H$ NMR) spectroscopy. The molecular weight and molecular weight distribution of the copolymer were measured by gel permeation chromatography (GPC). Furthermore, the self-assembling and drug-loaded behaviours of three different ratios of PSt-b-POEOMA-b-PSt were studied. These copolymers could readily self-assemble into micelles in aqueous solution. The vitamin E-loaded copolymer micelles were produced by the dialysis method. The micelle size and core-shell structure of the block copolymer micelles and the drug-loaded micelles were confirmed by dynamic light scattering (DLS) and transmission electron microscopy (TEM). The thermal properties of the copolymer micelles before and after drug-loaded were investigated by different scanning calorimetry (DSC). The results show that the micelle size is slightly increased with increasing the content of hydrophobic segments and the micelles are still core-shell spherical structures after drug-loaded. Moreover, the glass transition temperature (Tg) of polystyrene is reduced after the drug loaded. The drug loading content (DLC) of the copolymer micelles is 70%-80% by ultraviolet (UV) photolithography analysis. These properties indicate the micelles self-assembled from PSt-b-POEOMA-b-PSt copolymers would have potential as carriers for the encapsulation of hydrophobic drugs.

Exploring Factors of Consumer's Impulsive Buying Behavior in Mobile Social Commerce (모바일 소셜커머스 이용자의 충동구매에 영향을 미치는 요인)

  • Mobile social commerce is one of the fastest growing distribution channels in recent years. Therefore, it is important to understand customer's buying behavior in mobile social commerce in order to continuously grow in the competitive mobile social commerce market. To achieve the purpose of this study is to investigate how impulsive buying behaviors are applied in mobile shopping and how factors affect impulse purchasing in online shopping. In order to verify the hypothesis, we surveyed the customers who have experiences of using mobile social commerce and analyzed 280 valid data by Smart PLS 3.0. As a result, it was confirmed that consumers' innovation and purchasing experience influenced impulse purchase in mobile social commerce, and scarcity messages among information attributes affect impulse buying. Through this study, impulsive buying behavior which is a frequently analyzed variable in an online shopping context will be extended to the mobile shopping context. and it will provide practical implications for customer strategy establishment in mobile social commerce market.
