Species composition in the coastal waters off Ulleungdo of Korea were examined based on catches bimonthly collected by trammel net in 2013. A total of 711 individuals and 181.9 Kg were caught and catches were composed of 4 classes 15 orders 27 families 52 species including 44 Pisces, 4 Gastropoda, 3 Cephalopoda, and 1 Echinodermata. The dominant species in biomass were File fish (Thamnaconus modestus), Atka mackerel (Pleurogrammus azonus), and Greenling (Hexagrammos otakii). Data were summarized using hierarchical cluster analysis (HCA) and detrended correspondence analysis (DCA) to examine similarity in species composition for each month, and community structure in Ulleungdo was divided into two groups. Community structures in February, April and December with low temperature and well-mixed surface water were distinguished from those in June, August and October with high temperature and strong stratification, which could be attributed to temporal changes in dominant species. Atka mackerel and Spear squid mainly caught in February and April, disappearing in June, August and October, and File fish outburst was shown in October. Because the water off Ulleungdo has been under low human pressure, it could be a good case study to elucidate effects of climate change on community structure and ecosystem in the East sea. Continuous surveys and further studies are required to demonstrate migration route and distribution of dominant species and long-term changes in community structure in the water of Ulleungdo.

The Sixteenth Meeting of the Conferences of Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which was held in March 2013 in Bangkok, Thailand, listed five shark species and one genus, and uplisted one sawfish species. All new species listings will be come into force of the eighteen months delay, on the fourteenth of September, 2014. The purpose of the delay is to support the preparation of the domestic measures on shark trade by the parties, as there has been no previous experience in trading the commercially exploited aquatic species in the CITES. The CITES Secretary-General has visited several potential shark trade countries to encourage and facilitate the implementation of the new CITES listings. The newly listed sharks have been caught as a target or non-target species by Korean distant water fisheries and introduced into Korea. So the establishment or change of the domestic laws, regulations, and measures for the implementation of the new CITES species must be prepared before the effective entry date. This paper is prepared to assess the effects of the trade of the CITES listed shark species, and to suggest effective government service measures for the management of Korean distant water fisheries. The Ministry of Environment (MOE) is the general Management Authority of the CITES, and the Ministry of Food and Drug Safety (MFDS) is in charge of the medical trade of CITES listed species in Korea. By law, all imported medicines and medical materials must be inspected by the MFDS during the customs examination; this kind of authority sharing is reasonable and effective way of providing government service. Similarly, the designation of new CITES Management Authority for the trade of commercially exploited aquatic CITES species is critical and the Ministry of Oceans and Fisheries (MOF), which is now in charge of the trade of fisheries products, is the most appropriate governing body for this purpose in Korea. The revision of the National Plan of Action for Conservation and Management of Sharks, initially submitted to the Food and Agriculture Organization (FAO) of the United Nations in 2011 as a practical guideline for shark conservation in all Korean fisheries, could be a effective measure to achieve unification of conservation of endangered species and sustainable use of fisheries stocks. The proper CITES measures for the trade of listed species, such as the establishment of the documenting system for Non-detriment Findings, domestic measures suitable for the "Introduction from the Sea" clause, species specific Harmonized System Codes for the customs service, and an effective shark catch data reporting system should be in place prior to the fourteenth of September 2014.

Marbled flounder Pseudopleuronectes yokohamae is a commercially important flatfish in the coastal waters of the East Sea off Pohang, Korea. Maturity and spawning dynamics of P. yokohamae were investigated based on samples collected by gill net and long line in the coastal waters off Pohang from January 2013 to December 2014. We analyzed monthly changes in maturity stage, gonadosomatic index (GSI), egg diameter, fecundity, and total length at 50% group maturity. We found that the spawning period was December to February, wherein fecundity ranged from 55,760 eggs at 20.40 cm total length (TL) to 1,559,007 eggs at 46.6 cm TL. The relationship between TL and fecundity (F) was F = 0.0017 TL3.5604 (R2 = 0.6984), and F increased with increasing TL. We estimated the TL at 50% group maturity as 27.4 cm for female and 23.5 cm for male P. yokohamae, respectively. The results from this research will aid in the development of policies on season and minimum catch length for sustainable production of P. yokohamae. We propose that it is necessary to conduct long-term ecological monitoring for this species because biological properties such as spawning ecology and growth performance are being affected by climate change.
This study sought to assess the stock status and analyze the management effects with regard to the Black scraper, which is one of the more commercially important species in Korea. The catch amounts of Black scraper have significantly decreased since 1991. In this analysis, a Bayesian state-space model was utilized to assess the biomass of the Black scraper given the limited data. Model results showed that MSY and BMSY of Black scraper were estimated to be 26,587 tons and 365,200 tons, respectively. In addition, the current biomass level of the Black scraper was assessed to be only 2.1% (7,549 tons) of BMSY. For this reason, the effects of a moratorium policy on the Black scraper were evaluated. The results showed that if such a moratorium policy was implemented, it would take at least 18-40 years to restore the biomass level of the Black scraper to BMSY depending upon its growth rates.
This study compared the density of fish determined using three different echogram methods: the frequency-difference, time variable, and threshold modification methods. An acoustic survey was conducted off the coast of Jeju Island after sunset. Data at 38 and 120 kHz frequencies were collected using a commercial fishing vessel. As a reference point, the value of ${\Delta}MVBS_{120-38kHz}$ that distinguished fish from zooplankton using the 38 and 120 kHz frequencies was set at < 2 dB. The estimated density of fish along the survey line was 0.1-30.4, 0.1-64.3, and $0.1-51.7m^2/nmi^2$ using the frequency difference, time variable threshold, and threshold modification methods, respectively. The results of this study constitute basic research for estimating fish densities.

We investigated the ecological characteristics and biomass of white croaker Pennahia argentata population in the South Sea of Korea using catch data from Danish seins fishery and biological data from 2018 to 2020. Survival rate (S), which was estimated using Pauly method (1984) was 0.361 per year, and the instantaneous coefficient of total mortality (Z) was 1.019 per year. The instantaneous coefficient of natural mortality (M) and that of fishing mortality (F) were estimated as 0.351 and 0.668 per year, respectively. At first capture, age was estimated to be 1.19 years and length at this age was 18.7cm. The annual biomass was estimated with a biomass-based cohort analysis using annual catch data between 1997-2020 in Korean water. The biomass of the white croaker declined sharply from 4,000 tons in 1999 to the lowest level of approximately 1,000 tons in 2004. Post 2004, the biomass started to increase gradually and reached approximately 7,000 tons. The amount of resources was 35.7%, 34.8%, and 16.5% at age one, two, and three years, respectively, and 86.9% of all captured white croaker individuals belonged to the age group of 1-3 years.
We investigated the molecular and morphological traits of 338 individual macrourids collected from the Southern Ocean (FAO area number, 88.1 and 88.3) between 2021 and 2022 by Korean bottom trawls. We first identified them as Macrourus caml and Macrourus whitsoni based on morphological traits, such as the number of pelvic fin rays (PF) and the rows of lower jaw teeth (LJT). However four individuals showed uncategorizable morphological characteristics such as PF and LJT numbers that overlapped between the two species. Subsequently, we obtained and analyzed 509 bp of the mtDNA COI sequences of 49 individuals, including the four unidentified individuals, and found only one single nucleotide polymorphism (SNP) that distinguished the two species. Finally, using our molecular identification key, we confirmed that each two individuals were misidentified as M. whitsoni and M. caml reversely. Our results suggest that the number of PF and LJT should be investigated together to accurately identify the two species.

The Japanese fishery management system has been established on the basis of various experience accumulated over many years. The fishery management system in Japan, one of the oldest fishery management systems in the world, is aimed at ensuring comprehensive utilization of the water surface and developing fishery productivity, by giving protection of the breeding environment of aquatic animals and plants, enabling the appropriate use of fishery grounds, preventing and solving disputes over fishery grounds and making other fishery adjustments. Japanese Fishery Law has been changed largely into (1) The Feudal Era(to 1900), (2) The Oldest Fishey Law(1901~48), (3) Current Fishery Law(1949 to present). Japanese fishery legislation is designed as a single package combining coastal, offshore and distant-water fisheries. During the period of the old fishery law, numerous conflicts arose over the joint use of fishing grounds and fish stocks. Such conflicts occurred among users of the same gear as well as between users of different gears or of different sizes of fishing craft. Large scale conflict sometime occurred between neighbouring fishing communities due to a lack of fairness in principle and coordination in practice. Therefore, the new fishery law enacted in 1949. This law was designed primarily to realize the most effective and rational use of fishing grounds and fishery resources, the basic philosophy being that, through democratic organization by fishermen themselves, productivity would be stimulated and incomes and living standards eventually improved. Nowadays, Community Based Fisheries Management through democratic organization by fishermen themselves have to enforce at coastal fisheries. This Community Based Fisheries Management manage to fishery resources by fishermen themselves and harvest in collaboration with that resources. Therefore, this paper is intended to briefly to describe the entire system and the historical development of Japanese fishery legislation in order to assist in reform of our country fisheries management regime.
We investigated Euphausia pacifica population in Korean waters in 2016 By samplings for genetic structur at five stations. Three sampling stations were located in the middle of the water masses which were clustered by temperature and salinity whereas the other stations were at the boundaries of the water masses. We amplified a 566 bp region and compared it with sequences of E. pacifica distributed in other waters. Sequences were classified two clades, and a clade was formed in the station E. Genetic distance of station E was close to E. pacifica present in Bering Sea, while it was distant to E. pacifica present in Yellow Sea near China. In genetic analysis, seven haplotypes were formed. Hap-1 and Hap-2 were shared in all five stations, while Hap-3 was shared in station W and WS. Four independent haplotypes were present in station E. Haplotype and nucleotide diversity were the highest in station E and the lowest in station S. The FST distances between station E and other stations were the highest, but distances among other stations were low. As a result, we concluded that E. pacifica, which is distributed in Korean waters, has a genetic population differentiation in the East Sea (station E).
