United States Nuclear Regulatory Commission (U.S. NRC) specifies regulations on obtaining licenses and describes the technical position on the average waste concentration, also known as Concentration Averaging and Encapsulation Branch Technical Position (CA BTP); CA BTP helps classify blendable waste and discrete items and address concentration averaging. The technical position details are reviewed and compared in a real environment in Korea. A few cases of concentration averaging based on the application of CA BTP to domestic radioactive waste are presented, and the feasibility of the application is assessed. The radioactive waste considered herein does not satisfy the Disposal Concentration Limit (DCL) of the second-phase disposal facility while applying the preliminary classification. However, if CA BTP is applied when the radioactive waste is mixed with other radioactive waste items in a large and heavy container, it can be disposed of at the second-phase disposal facility in Gyeongju Repository. To apply the CA BTP of the U.S. NRC, it is necessary to investigate the safety assessment conditions of the US and Korea.
The recycling cell formation problem means that disposal products are classified into recycling part families using group technology in their end-of-life phase. Disposal products have the uncertainties of product status by usage influences during product use phase, and recycling cells are formed design, process and usage attributes. In order to deal with the uncertainties, fuzzy set theory and fuzzy logic-based neural network model are applied to recycling cell formation problem for disposal products. Fuzzy C-mean algorithm and a heuristic approach based on fuzzy ART neural network is suggested. Especially, the modified Fuzzy ART neural network is shown that it has a good clustering results and gives an extension for systematically generating alternative solutions in the recycling cell formation problem. Disposal refrigerators are shown as examples.

The recycling cell formation problem means that disposal products are classified into recycling product families using group technology in their end-of-life phase. Disposal products have the uncertainties of product condition usage influences. Recycling cells are formed considering design, process and usage attributes. In this paper, a new approach for the design of cellular recycling system is proposed, which deals with the recycling cell formation and assignment of identical products concurrently. Fuzzy ART neural networks are applied to describe the condition of disposal product with the membership functions and to make recycling cell formation. The approach leads to cluster materials, components, and subassemblies for reuse or recycling and can evaluate the value at each cell of disposal products. Disposal refrigerators are shown as an example.

In this paper, a novel approach to the design of cellular recycling system is proposed, which deals with the recycling cell formation and assignment of identical products concurrently. Fuzzy clustering algorithm and Fuzzy-ART neural network are applied to describe the states of disposal product with the membership functions and to make recycling cell formation. This approach leads to recycling and reuse of the materials, components, and subassemblies and can evaluate the value at each cell of disposal products. Application examples are illustrated by disposal refrigerators, compared fuzzy clustering with Fuzzy-ART neural network performance in cell formation.

This study was conducted to predict and evaluate the uncertainty of safety after closure of the second phase surface disposal facility of the Gyeongju intermediate and low level repository in Korea. In this study, four scenarios are developed considering both intact and degraded states of multi-layered covers and disposal containers; also, the fluid flow by a rainfall into the disposal facility is simulated. The rainfall conditions are implemented based on the monthly average data of the past 30 years (1985~2014); the simulation period is 300 years, the management period regulated by institutional provisions. As a result of the evaluation of the basic scenario, in which the integrity of both of the containers and the covers is maintained, it was confirmed that penetration of rainfall does not completely saturate the inside of the disposal facility. It is revealed that the multiple cover layers and concrete containers effectively play the role of barrier against the permeation of rainfall.

In 1995 Kimchi refrigerator was developed at first, and has used HFC-134a as refrigerant. Kimchi refrigerator has been made 1,044,694 on the basis of 2010, disposed about 160,000 per year. Although mobile air conditioning, commercial refrigerator, general refrigerator is regarded as a major source of HFC-134a, little information is available for its emission characteristics of HFC-134a. This paper addresses the fugitive emission factors of Kimchi refrigerator at use-phase and disposal-phase. The residual quantities of Korean-made fifty three waste Kimchi refrigerators were weighed using a commercial recover of refrigerants to determine the emission factors at the disposal-phase. On the other hand, the emission factors at use-phase were estimated from the residual quantities and operating times. The average residual rate of forty three scarp Kimchi refrigerators is determined to be $74.6{\pm}5.2%$. The emission factor at the use-phase is estimated to be $3.5{\pm}0.8%/yr$ as a result of using average age of 11.7 years and the average residual rate determined here. The emission factor at the disposal-phase is determined to be 31.3% after adopting 58% of the recycling rate of refrigerant reported by Recycling Center. We estimate 3.1 g/yr for the average emission quantity of HFC-134a per operating refrigerator, while 22.5 g for that per waste Kimchi refrigerator. Since the chemical compositions of refrigerant of waste Kimchi refrigerator were the same as those of new refrigerant, it is expected that the HFC-134a recovered from waste Kimchi refrigerator can be reused for refrigerant.

This paper addresses the fugitive emission factors of Reefer Container at use-phase and disposal-phase. The residual quantities and operation time of thirty nine Container were weighed, using a commercial recover of refrigerants to determine the emission factors at the use-phase. The emission factor at the disposal-phase, refrigerant is accomplished has not recycled, the residual rate was assumed that the emission factor. The average residual rate of thirty nine Container is determined to be $70.8{\pm}4.0%$. The emission factor at the use-phase is estimated to be $4.9{\pm}0.9%/yr$ in the case of using average age of 8.1 years and the average residual rate determined here. We estimate 162.7 g/yr for the average emission quantity of refrigerant per operating Container, while 2038.1 g for that per waste Container. Since the chemical compositions of refrigerant of waste Container were the same as those of new refrigerant, it is expected that the refrigerant recovered from waste Container can be reused for refrigerant.
Open-water sediment disposal has many applications in costal construction. Dumping of sediment in open water can be divided into descending stage under water and sedimentation stage on the seabed, and retained rate is evaluated from analyzed results of these two successive stages. Descending particle cloud have two distinct thermal and swam phase, and trajectory equations for each phase are derived to describe settling velocity and radius of particle cloud. For sedimentation stage, a numerical simulator is used to calculate growth factors for particle fiction angle and current velocity. Retained rate is defined as a mass rate of remained sediment inside the circle which has a center at dumping point on the sea level and user-defined effective radius. Retained rate map for Singapore coast is presented with water depth of 20 m, current velocity of 0.0~1.5 m/s, and effective radius of 5 m. It will decrease sediment mass loss during disposal operation and minimize surrounding environmental pollution.
