Objectives: The purpose of this study was to compare the physical and mental health status of disaster victims according to disaster types, such as a typhoon disaster and an oil spill disaster, and to suggest adequate health care services for them. Methods: A total of 484 people who suffered disasters were selected for this study, and data were collected from July to August, 2008. The data-set for this study included 286 victims of typhoon disasters in Jeju and Jeollanamdo district in South Korea, and 198 victims of the oil spill disaster in Taean. Physical health status was measured using revised Patient Health Questionnaire and mental health status was measured using the Korean version of 'Post-traumatic Diagnostic Scale'. Results: According to the comparative analyses of typhoon disaster victims and oil spill disaster victims, poorer physical health outcomes were shown among the oil spill disaster victims when compared to the typhoon disaster victims. Also, the oil spill disaster victims showed symptoms of depression, anxiety, and post-traumatic stress disorder, at rates higher than those found among the typhoon disaster victims. Conclusions: These findings suggest that there is a need to provide adequate physical and mental health-related care services for oil spill disaster victims. The seriousness of oil spill disaster should be realized and reconsidered in developing recovery strategies and disaster preparedness for physical and mental health services.

The National Emergency Management Agency of South Korea has established a Disaster Victims Psychology Support Center. The Disaster Victims Psychology Support Center can enable victims who got psychological damage from disasters to return to their daily lives through healing activity, field visits and advice of experts. The previous Psychology Support Center System managed the information of disaster victims through an independent database. However, this paper proposes a system that is developed to identify medical institutions and mental health centers within a distance of radius, based on the potential Hot-Spot areas of disaster victims using the GIS Systems. The proposed system can efficiently support selection of appropriate institutions for disaster victims using their location and age, classification of damage, and damaged parts of the body. Also, this spatial analysis can assist to decide on a policy based on the location of disaster victims and the extent of damage. Therefore, this paper can provide the required information to support decision making based on the concentrated areas for disaster victims.
재난 현장에는 많은 재난관리 활동가들이 참여하며, 각자의 위치에서 최선의 결과를 위해 노력한다. 이들은 재난현장을 복구하고, 앞으로 같은 재난이 반복되지 않도록 예방하며, 재난으로부터 피해를 입은 이재민들을 치유하고 보호하기 위해 활동한다. 이러한 다양한 역할과 노력의 궁극적인 목적은 재난의 중심에 있는 이재민들이 재난 발생 이전의 정상적인 삶의 상태로 돌아갈 수 있도록 물적 인적 지원을 하는 것이라 볼 수 있다. 그러나 지금까지의 재난관리서비스는 다분히 공급자 중심의 관점에서 제공되었으며, 때문에 많은 노력에도 불구하고 이재민들이 진정으로 원하는 것이 무엇인지 이해하지 못하고 이재민의 요구를 반영하는데 실패하였다. 본 연구에서는 근거이론적 접근을 통해 현 재난관리서비스의 문제점을 이재민 관점에서 분석하고 이재민들이 희망하는 해결방안을 모색하고자 하였다. 분석 결과, 184개의 개념 덴 28개의 하위범주, 그리고 9개의 범주가 도출되었는데 "재난을 부르는 복구"와 "재난 현장의 고통"이 중심범주로 나타났다.
Purpose: The purpose of this study is to assess socio-demographic, disaster-related, physical health-related, psychological, and social factors that may adversely affect disaster victims' QoL (Quality of Life). Methods: A cross sectional study was designed by using the secondary data. From the 3rd Disaster Victims Panel Survey (2012~2017), a total of 1,659 data were analyzed by using descriptive statistics including frequency, percentage, t-test, ANOVA, and multivariate linear regression. Results: Older people with lower health status lacking financial resources prior to a disaster were more at risk of low levels of QoL. Lower levels of perceived health status, resilience, and QoL were reported by disaster exposed individuals, while their depression was higher than the depression in the control group of disaster unexposed ones. Resilience, social and material supports were positively associated with QoL whereas depression and PTSD (Post-Traumatic Stress Disorders) were negatively associated. Conclusion: These findings suggest that psychological symptoms and loss due to disasters can have adverse impacts on the QoL of disaster victims in accordance with their prior socio-demographic background. They also indicate that targeted post-disaster community nursing intervention should be considered a means of increased social support as well as physical and mental health care for disaster victims.
Objectives: The purpose of this study was to examine the Path modeling effect among depression, Post-Traumatic Stress Disorders (PTSD), resilience, and social support on the quality of life (QoL) of natural disaster victims. Methods: This is a cross-sectional study with 1,979 disaster victims' cases by using the 4th Disaster victims panel survey in Korea. Data were collected from october 2018 to december 2018 and analyzed using regression analysis and path way analysis. Results: Perceived health, depression, social support, PTSD, resilience, and QoL showed significant correlations. PTSD was directly affected by depression and QoL was affected by PTSD. Social support was directly affected by depression and resilience was also directly affected by depression. QoL was affected by social support and resilience. Conclusion: This analysis highlighted that the relation between lower depression and QoL was mediated by greater social support and resilience and lower degree of PTSD. These results suggest that community health interventions and education that incorporate social support and resilience may improve the quality of life of natural disaster victims.
2014년 4월 16일 전남 진도 인근 관매도 해상에서 침몰한 세월호 참사가 발생한 지 1주기가 지났다. 총 304명의 희생자와 실종자를 낳은 세월호 참사는 2010년대 이후 대한민국에서 가장 큰 규모의 참사였다. 그러나 세월호 참사 1주기가 지나도록 유족의 트라우마에 대한 심리적, 커뮤니케이션학적 연구는 전혀 없었다. 본 연구는 국내에서 처음으로 자식을 잃은 부모로서 세월호 참사로 인한 극심한 외상 후 스트레스 장애를 겪고 있는 세월호 유가족의 실태를 조사했다. 연구결과 신체적으로, 심리적으로 세월호 유족의 경우 외상 후 스트레스 장애가 발생하고 있음을 확인할 수 있었고 치료에는 소홀한 것으로 나타났다. 외상 후 스트레스 장애는 일상생활에도 영향을 미쳤다. 세월호 유족은 대인관계, 직장관계, 거주지, 가치관 등 많은 부분에서 일상적인 생활에 문제가 많은 것을 확인할 수 있었다. 본 연구를 통해 참사로 인한 세월호 유족의 외상 후 스트레스 장애가 막대한 것으로 나타난 만큼 학계에서도 더욱 적극적으로 관련된 논의를 함께해 우리 사회에서 방치된 세월호 유가족의 고통을 치료하는데 나서야 할 것이다.
Disaster relief goods are those that help disaster victims to carry on ordinary life in a disaster. Along with the improvement of national economic level and raise of people's standard of living and diversified lifestyles, demands for relief goods in a disaster are also being diversified. In step with frequent and rather large-scale occurrence of disasters, diversity of related goods for disaster relief is likely to be needed ever more in the future, while more assistance to disaster victims is required from the aspect of securing their normal daily lives. To this end, the study conducted comparative analysis of how Korea, the US and Japan managed disaster relief goods and also examined, analyzed the opinions regarding the betterment of relief goods among disaster victims and ordinary people and civil servants in charge. Based on this, the study suggested the improvement draft for disaster relief goods, the point of which was to minimize disaster relief goods commonly prepared by the central government with goods that may assist victims' lives in shelters, while local governments may prepare relief goods appropriately according to actual situation.
The study aims to identify the existing problems and suggests the implication for the planning of emergency shelter in terms of users' habitability. The results of the study show that the concept of shelters for disaster victims need to set up and be distinctively defined as emergency phase and temporary residency phase. In emergency phase, the various types of buildings and facilities should be considered as temporary shelters for disaster victims such as transitional shelters including the public facilities. Based on the results of the critical review, this research proposed an analytic framework emphasizing habitability for disaster victims including vulnerable people such as the disabled, the aged, women and children. The framework is composed of four dimensions: safety, health, convenience and comfortability. The manual guidelines for emergency shelters should reflect the barrier-free design or universal design for various types of disaster victims considering habitability to provide the positive opportunity and future hope for restoration after disaster. This research can be a basis for the planning and application of temporary shelters for disaster victims.
본 연구에서는 전국 실제 이재민 임시주거시설 지정 현황에 대한 면밀한 조사와 분석을 통하여 농촌지역과 도시지역의 이재민 임시주거시설의 격차를 해소하고자, 전국의 이재민 임시주거시설의 현황을 파악하였다. 분석결과, 도시지역의 지정된 이재민 임시주거시설이 농촌지역보다 시설면적이 크고 수용능력이 높은 시설 위주임을 추정 할 수 있으므로 농촌지역 역시 많은 인원을 수용할 수 있는 능력을 갖춘 새로운 시설 지정이 필요하다고 판단된다. 또한 농촌지역 대표지역 이재민 임시주거시설 분석결과 지자체마다 이재민 임시주거시설 종류가 상이하게 지정 되었으며, 개소수 역시 지자체별 편차가 크게 나타났다. 이에 지자체에서 이재민 임시주거시설을 지정하는 절차와 체계의 개선이 필요할 것으로 판단된다.
재난은 거의 매년 반복적으로 발생하고 있으며, 피해규모에 따라 각종 재난지원금과 의연금품이 지급된다. 그러나 재난지원금과 의연금품을 지급받는 이재민과 지급하는 담당공무원의 의연금 제원의 신속성과 공평성에 관한 인식을 분석한 연구는 미흡하다. 이재민은 의연금 배분의 실질적 수혜자이고, 시군구 공무원은 의연금 배분에 필요한 자료조사 및 대상자의 적법성 등을 판단하는 주체라는 점에서 중요한 연구대상 그룹이다. 이러한 맥락에서 의연금 지원제도의 문제점과 개선방안의 도출에 있어서 이들의 인식은 중요한 분석의 근간이 되므로 재해이재민과 담당 공무원의 인식조사는 매우 중요하다. 본 연구는 재해의연금 지원의 신속성과 공평성에 대해 의연금의 직접적인 수혜자인 이재민과 피해조사를 담당하는 재난관리 담당 공무원, 그리고 전달자 역할을 하는 의연금 담당 공무원들의 의연금 지원의 신속성과 공평성에 대한 인식을 조사하여, 의연금 지원제도 개선의 정책적 함의를 도출하는 데 연구의 목적이 있다.
