Expected Damage Analysis of Risk Exposure Object by Violation Rate of Safety Distance in Explosion of Ground Type Magazine (지상형 탄약고 폭발 시 안전거리 위반율에 따른 위험노출대상의 피해 수준 분석 연구)

  • Of the Korean military's 3,959 ammunition depots, 1,007 - more than 25% - violate safety requirements for distance and equipment. There is a risk of explosion in old depots that are vulnerable to various interior and exterior accidents. This paper examines 10 scenarios, with varying values for ammunition amount and safety distance. The study calculated the overpressure that can be applied to risk-exposure objects, based on the safety distance; expected damage was predicted using constructed spatial information from 3D explosion simulations. The simulations confirmed that explosion overpressure increased the most when the safety distance violation rate increased from 80% to 90%. It also confirmed that secondary damage such as fire and explosion can cause casualties and property damage when the violation rate is 60% or higher. The results show that building collapse becomes a risk with a violation rate of 70% or higher. We conclude that taking ammunition depot safety distance violation into account when planning military facilities and their land utilization could better protect life and property.

  • Terrain data for disaster analysis in hazardous or disaster areas is not only important but also needs to be built quickly. In particular, the introduction of drones is in the early stages of research using drones in a variety of fields such as shooting, analyzing and managing hazardous areas. It is expected that drone will be faster, safer and more effective than existing data collection method in case of small scale disaster hazard area and disaster area where equipment or manpower input is difficult. Therefore, in this study, drone shooting was performed for hazardous areas in mountainous roads located in Samcheok city, Gangwon province, and ground reference points were measured by RTK-GPS. The measured data were converted into DSM (Digital Surface Model) data by coordinate correction using Pix4D postprocessing program and then applied to the analysis of the hazard area of mountainous area. As a result, it was shown that it is effective to identify the risk by using the basic terrain data obtained from the drones.

  • This study will build a prompt response system based on accurate information about the internal structure of cultural heritages, including the roof structure, to improve the ability to contain and respond to the fire of wooden structure for safe preservation of cultural heritages with historical and academic values that are very vulnerable to fire, and develop a training simulation program based on virtual reality by applying the concept of Edutainment for systemized and interesting training of trainees with a response manual.

Effects of High School Corridor Walking Obstacles on Evacuation Safety (고등학교 복도 보행 장애물이 피난 안전성에 미치는 영향)

  • This study analyzes the effects of personal lockers, drinking fountains, and all-in-one shutters (hereinafter referred to as "corridor walking obstacles") on evacuation safety to suggest the necessity of operating a more effective educational facility safety certification system. To achieve this purpose, the five-story high school building with the obstacles installed in the corridor has been chosen, and evacuation tests through the Pathfinder Simulation Program have been carried out. When the evacuation exit is designated in the current state, where the students are placed on the 2nd, 3rd, and 4th floors and the corridor walking obstacles are applied as a variable, the required safe egress time (RSET) is 322 seconds. This can lead to dangerous results in the event of a disaster by exceeding the available safe egress time (ASET) standard of 240 seconds by 82 seconds. When students are placed on the 1st, 2nd, and 3rd floors under the same conditions, the RSET is 214.5 seconds, 25.5 seconds lower than the ASET standard, indicating that it is effective in reducing the impact of walking obstacles on evacuation time. The safety management plan for walking obstacles in the corridors is discussed, considering the special characteristics of the school corridors. The results of this study can be used as the necessary data for optimizing evacuation routes in corridors and creating a safe, educational environment.

  • The usual reasons for elderly safety accidents include lack of care for disaster, physical disability, and an error of judgment and so on. But it is true that accidents will occur continuously with the afore-mentioned causes. Against the elderly safety accidents, safety is the main prerequisite for leading the successful and easy life in the elderly. Therefore, this study is purposed to provide the way of thinking about elderly safety issues by suggesting the methods and contents of education program. This study is specifically focused on developing audio-visual materials involved in all the safety accidents and researching the effect of safety education ability through materials with a view to identify the substantial problems. Education program should make a continuous and long term study so that the curricula of the safety accidents prevention education can be done systematically.

Comparison of Rating Methods by Disaster Indicators (사회재난 지표별 등급화 기법 비교: 가축질병을 중심으로)

  • Purpose: Recently, a large social disaster has called for the need to diagnose social disaster safety, and the Ministry of Public Administration and Security calculates and publishes regional safety ratings such as regional safety index and national safety diagnosis every year. The existing safety diagnosis system uses equal intervals or normal distribution to grade risk maps in a uniform manner. Method: However, the equidistant technique can objectively analyze risk ratings, but there is a limit to classifying risk ratings when the distribution is skewed to one side, and the z-score technique has a problem of losing credibility if the population does not follow a normal distribution. Because the distribution of statistical data varies from indicator to indicator, the most appropriate rating should be applied for each data distribution. Result: Therefore, in this paper, we analyze the data of disaster indicators and present a comparison and suitable method for traditional equidistant and natural brake techniques to proceed with optimized grading for each indicator. Conclusion: As a result, three of the six new indicators were applied differently from conventional grading techniques

  • Purpose: When designing plants and workplaces such as handling and using chemicals, a system that can automatically determine whether the design has been made in compliance with domestic safety management laws is established to shorten the review time and increase accuracy. Method: Safety design standards for chemical handling and use workplaces were investigated, and types and systems were derived that could automatically judge design errors by dividing the articles into semantic units. Result: An automatic design review method performed when designing a building was proposed, and a system that can review the safety design requirements required when designing a chemical handling business site through the development of a rule checker was proposed. After confirming whether the law is subject to application, the safety design rules are classified into semantic units through preprocessing. The classified results can be classified into four types, and the specifications, space, conditions, situations, and specific devices and facilities to reinforce safety were analyzed as representative types. It proposes a system that prepares a diagram for the safety design rule and allows it to be reviewed through the rule checker program.

  • This paper focused on the new theory and algorithm improving the citizen's safety which they experience to change from the developing country to the developed country, and analyzed the gained and applicate results, and show the theories and application's evidence for the incident prevention of citizen's life and house. The Safety Monitoring Theory for human security, show the six theories for which they are analyzed and reduced the accident's death, as is the priority of the disaster prevention activity, its decision, continuous minimization of the accident's death number, the environment security, the personal security, the community security. This study is applied to educate and exercise the disaster prevention and safety management's program which applied the seven step's model of the safety monitoring, show on continuously improvement effects through the case study of the personal's and team's monitoring during five years.

  • It is essential that the operational system of volunteer fire brigade (VFB) playing a important role in the local disaster prevention should be effectively improved to live in safety by protecting life and property of inhabitants from a disaster. The results of this research showed that most of volunteering members of fire brigade was highly satisfied with their works and thus they voluntarily did volunteer activities. It was also found that the development of the professional education program and training course about disaster prevention should be required because members of the volunteer fire brigade lacked expertise about the disaster prevention. Moreover, in order to activate and expand VFB, the establishment of the fundamental ideology about the activities of VFB, the introduction of effective selection examination system for the VFB and the creation of department fully responsible for the management of the VFBs should be necessary as well.

A Study on the Behavior of Safety Accidents in Theme Parks (테마파크에서의 안전사고 발생행태에 관한 연구)

  • Purpose: This study aims to investigate and analyze the status, form and the cause of accidents that occur in theme parks. Method: For the study, we investigated safety accidents of overseas theme parks that were reported to the media using newspaper search program. It also analyzed 710 safety accidents that were collected by the Korea Consumer Agency (KCA), Korea Association of Amusement Parks & Attraction (KAAPA) etc. Results: Overseas theme parks reported by the media have been occurred 40 to 60 times every year. According to the survey data alone, there are 87 safety accidents annually in domestic theme parks, and there are certain patterns in the types of accidents and injuries. Conclusion: This study intends to identify the types and causes of various safety accidents that occur in theme parks, and establish and implement effective safety accident prevention measures.
