Urban Design Case Review for Mitigation of Sediment Disaster and its Application in Korea (토사재해 저감 도시설계 사례검토 및 국내 적용방안 연구)

  • Recently, as a part of measures against large-scale natural disasters in Korea, disaster prevention matters are strengthened in urban planning. With the introduction of the disaster vulnerability analysis system, plans for disaster prevention are being reinforced in urban planning. However, there are many problems to be solved at the stage of operation and practical application of the law. When disasters occur, we are focusing on response and recovery plans. Therefore, it is not enough to construct a comprehensive disaster prevention system to prevent disasters in advance. The established disaster prevention plan is difficult to plan management centered on disaster prevention due to factors such as economic efficiency, convenience, and comfort. This study is a basic study for supporting disaster prevention mitigation plan. For this purpose, the analysis of the actual situation of disaster prevention plan at home and abroad and improvement plan were derived. ased on these improvement plans, we have developed a method to apply the element technology of urban design to the test bed to reduce sediment disaster. The test bed was investigated and examined in the disaster hazard area of Busan and Seongnam city. And the defense technology is applied to the selected site, and the basis of the disaster prevention plan and design is proposed. If the proven techniques are reflected from the urban planning stage, it will be possible to contribute to the mitigation of sediment disaster caused by the city.

The Concept and Functional Objectives of the Urban Resilience for Disaster Management (재난관리를 위한 도시 방재력(Urban Resilience) 개념 및 기능적 목표설정)

  • Resilience has been suggested as a new paradigm of disaster management which reduces losses against disasters under the uncertain circumstances. The purpose of this study is to define the concept and to set up the objectives of urban resilience for disaster management. The common concept and components of resilience were analyzed by examining recent studies on resilience. The resilience was defined as "a capacity of physical and social urban elements adapting and recovering against disaster for better condition" and the five objectives of resilience - Robustness, Redundancy, Resourcefulness, Rapidity, and Regional Competency - were derived from the review of literatures. The major disasters and accidents were analyzed focused on those objectives. The concept and objectives of urban resilience could be used as a guidance for disaster prevention planning and disaster management processes.

Study on Urban Policies toward the Effective Disaster Prevention (실효성 있는 재해예방형 도시계획을 위한 개선방향 고찰)

  • This study aims to contribute to urban policy for more effective disaster prevention, as abnormal natural disasters are becoming more frequent. Up to now, the urban plan for disaster prevention in Korea merely includes basic principles and necessities of measures as an early stage. Furthermore, there are difficulties to make specific programs because the legal system, technical instruments, and financial supports are not sufficient. Therefore, this study figures out problems in the current plan related to urban prevention after analyzing the legal system and practices. Resulting from case studies in developed countries, the study draws significant implications, as follows: enhancing legally binding force; improving the procedures for the programs; establising technical infrastructure. It first suggests a way for the urban policy for disaster prevention by considering our local features comprehensively. It then defines the roles of central, local governemnts and research institutions, and the procedure for urban disaster prevention planning building on the individual roles. This study concludes that an emphasis should be placed on institutional tools necessary to publish technical guideline and establish the system so that urban planners more easily access to disaster risk information.

Linking and Utilizing Urban, Environmental, Disaster Prevention Spatial Data for a Climate Change Adaptation Spatial Planning (기후변화 적응 공간계획을 위한 도시, 환경, 방재 간 공간정보 연계·활용방안)

  • This paper aims to propose a policy for linking and utilizing spatial data for resilient spatial planning against disaster due to climate change by analyzing the current status of spatial data in the fields of urban planning, environmental planning and disaster prevention. To do so, spatial planning guidelines and the current status of utilizing spatial data in each field were identified by conducting a literature review and phone/face-to-face interviews with professionals and representatives of relevant institutions. As a result, the lists of spatial data were drawn up which can be utilized or linked with each other for developing an official spatial plan at a local government level. On the basis of these results, policy plans were proposed to link and utilize spatial data among urban planning, environmental planning and disaster prevention fields for climate change adaptation spatial planning.

  • Unlike in the past, port space in modern society not only serves to meet port functions but also other functions such as housing, leisure, and sightseeing. As a result, more and more people are turning into a dense space. Port space, on the other hand, is also a space vulnerable to disasters which can be attributed to geographical and environmental characteristics. Despite the sensitivity if the issue, in Korea disaster prevention and urban planning have not been clearly established. Therefore, there is a need to provide safety and disaster preventive measures in urban planning considering the characteristics of harbor space.

Development of Urban Flood Risk Maps for Strengthening Urban Planning Toward Disaster Prevention (재해예방형 도시계획 지원을 위한 도시침수 위험도 공간정보 개발)

  • This study aims to propose the methods for urban flood risk maps which are useful in strengthening urban planning toward disaster prevention by climate change. Selecting the Gwangju city, Gyeonggi-do as study area, it analyzes urban flood at a RCP 8.5 scenario, and develops gridded information regarding risk components such as hazard, exposure, and vulnerability. It turns out that flooding would occur at a bend interval of the Mokhyun stream and also at the joint of the Gyungan and the Mokhyun streams, showing the similarity with the inundation trace map. In particular, the Songjeong dong is analyzed to be seriously exposed and to be highly vulnerable to flood inundation. With all results together, this study concludes that the proposed methods could be used as a basis for strengthening urban planning toward flood disaster prevention system.

  • In the field of urban planning and disaster prevention, various geographical information systems (GIS) and design softwares have been in use. Recently urban planners and disaster managing officials face new challenges, as three dimensional GIS, web environment, and smart phone app are rapidly developed. Technical progress in open API and mashup opens a possibility of making the citizen participation-based smart phone applications in the field of urban planning and disaster prevention. Our suggested smart phone applications will have technical, economic, and administrative impacts on the society in general; and play an effective role in developing U-City, U-health, and disaster prevention.

  • The rapid increase in the number of climate disasters combined with the scale of change and the diversification of natural disasters require a radical solution. In particular, the urban space is more complex, therefore we need to establish measures for disaster response and how to react to damaged infrastructure based on the phenomenon of an increase in the urban population and the impermeable layer being extended. The social problems related to the economic burden of land purchase and the securing of a disaster prevention system can be solved simultaneously by introducing the park system for disaster reduction into the public land of the green space in the city. The local government has recently adapted diverse systems of disaster mitigation and carried out pioneer projects according to the guidelines for the construction of the urban park for disaster prevention published by the Ministry of Land, Infrastructure and Transport. The purpose of this study is to propose a composition model for neighborhood parks to prevent disaster through urban green spaces which has the functions of water management and biotope conservation. The result of this study will contribute to utilize the climate change adaptation model for living area neighborhood parks in the existing urban structure.

  • Flooding is an unavoidable natural disaster for the city. Flood disasters seriously undermine the city's economy, safety, and sustained development. In the course of development and construction of waterfront space in the same city, the construction of basic disaster prevention facilities cannot be avoided completely even if huge amounts of capital are invested to reduce the economic damage of flooding. The cost of rebuilding the city after the disaster is much higher than the cost of building disaster prevention facilities. In recent years, the theory of elasticity in urban reconstruction and so on has been a subject of city problem solving, creating widespread discussion and attention in academia. In other words, how to transform the concept of elasticity into practice based on theoretical and empirical factors is a real problem facing urban disaster. Through theoretical literature on the waterfront (space) buffer zone of a city (flood-weak area) and the case study of the city's practice, this paper tries to clarify the element of 5R, the theory of elastomeric fire prevention, and present detailed measures accordingly. In addition, the following two problems are addressed while emphasizing the feasibility of implementing the urban waterfront (space) plan of the elastomeric element around the urban water buffer zone. First, the means of disaster prevention planning are used to mitigate conflicts between individual utility of urban waterfront and disaster prevention functions in waterfront buffer zones, and second, the waterfront buffer zone can respond to flood-causing problems in terms of disaster prevention as much as possible through the elastic disaster prevention plan.
