The purpose of this study was to assess the evacuation route in a disaster information map to evacuate people to a shelter quickly and precisely during a disaster situation. For this purpose, this study examined the current status of domestic and international disaster information maps and related laws and conducted experiments to derive effective types of intersecting routes. The problems of the disaster information map were obtained through the first preliminary experiment and a survey. Based on these problems, experiments for each type were conducted to provide effective indication information for a disaster information map. To investigate the gait characteristics according to the number of crossing paths, the reduction rate in the crossing path was derived for each type by comparing the previous speed and passing speed. This will enable suggestions to judge the route quickly and accurately when determining the intersecting route in the search for an evacuation route. In conclusion, the experiment of this paper aims to make rapid and accurate evacuations using the disaster information map in response to disasters, and provide guidelines to citizens to contribute to a reduction of casualties.

The increase in frequency and scale of natural disasters is the typical negative examples of the global climate change and the change of the human living environment in cities. The damage caused by natural disasters in particular including human and physical damage is directly linked to the safety and properties of citizens. Besides, the damage may occur to SOC facilities directly or indirectly. The SOC facilities damaged by disasters cause infringement of citizens safety rights. Therefore, a plan to provide prompt and effective risk map information by linking a 3D disaster information display system, which handles the information of the damage that may occur to SOC facilities such as bridges, beams, and dams at the time of disasters, with an on-site assistance application is suggested in this study. The prompt provision of risk map information is defined as a dynamic expression technology in this study. Also, disaster information is processed and compressed with a module developed to be linked organically to a system that displays disaster information, a proliferation system that can use the information on site, and a DB system that constructs a relationship with the information. Based on the module, the effective disaster information compression plan will be prepared, and the prompt information transmission system will be secured in the future.
Mountainous disasters such as landslides and debris flow are difficult to forecast. Debris flow in particular often flows along the valley until it reaches the road or residential area, causing casualties and huge damages. In this study, the researchers selected Seoraksan National Park area located at Inje County (Inje-gun), Gangwon Province-where many mountainous disasters occur due to localized torrential downpours-for the damage reduction and cause analysis of the area experiencing frequent mountainous disasters every year. Then, the researchers conducted the field study and constructed geospatial information data by GIS method to analyze the characteristics of the disaster-occurring area. Also, to extract more precise geographic parameters, the researchers scanned debris flow triggering area through terrestrial LiDAR and constructed 3D geographical data. LiDAR geographical data was then compared with the existing numerical map to evaluate its precision and made the comparative analysis with the geographic data before and after the disaster occurrence. In the future, it will be utilized as basic data for risk analysis of mountainous disaster or disaster reduction measures through a fine-grid topographical map.

In this paper, we survey problems and implementation states of electronic disaster map which is made each local self-government as a unit. If many local self-governments establish and service a electronic disaster map, they only provide simple functions and low utilization ratio. We know the these causes and research for improving methods.
In April 2010, Japan Cabinet Office has published the first countermeasure report for severe flood disasters. This report showed various flood-disaster scenarios and factors that widened damages. One of important suggestions was to transmit precious information for long-distance evacuation. So far, local municipalities have made Flood Hazard Map to inform resident risk and evacuation. In this paper, cognition and effectiveness of a flood hazard map in the down ARAKAWA river Tokyo were measured by social questionnaire survey. In conclusion, there were 3 factors to effect validity of a flood hazard map. There were (1) commitment to their neighborhood organization, (2) experience of Kathleen typhoon in 1947 and (3) level of using targeted river. As results, a logical diagram about a flood hazard map perception was drawn and discussed from a view of community-based approach.

The amount of damages caused by natural hazards is consistently growing due to the unusual weather and extreme events. At the same time, property damage by natural hazards is rapidly increasing as well. Hence, we need systematic anti-disaster activities and consulting that can react to such a situation. To address these needs, we investigated and analyzed insured claim payouts from natural hazards by administrative area, and calculate the risk index utilizing GIS. According to the index, this map is identifying the areas of greatest natural hazard risk. The ranking of natural disaster vulnerability based on the risk index, and risk grades were divided into five based on the ranking. This map integrates the natural hazard losses to assist in comprehensive and effective loss prevention activities using analysis of regional loss claims from natural hazards. Moreover, this map can be as utilized as loss mitigation and prevention activities to verify the distribution of exposure and hazards.

However, most previous systems have vulnerability when connecting to the another systems because systems consider only specific area and system is independent data structure. The remote sensing technique using SAR data have many advantages when applied to the disaster site due to its wide coverage and all-weather acquisition availability. Although a single-pol (polarimetric) SAR image cannot represent the land surface better than a quad-pol SAR image can, single-pol SAR data are worth using for disaster-induced change detection. In this paper, an automatic change detection method based on a mixture of GGDs (generalized Gaussian distribution) is proposed, and usability of the textural features and intensity is evaluated by using the proposed method. Three ALOS/PALSAR images were used in the experiments, and the study site was Norita City, which was affected by the 2011 Tohoku earthquake. The experiment results showed that the proposed automatic change detection method is practical for disaster sites where the large areas change. The intensity information is useful for detecting disaster-induced changes with a 68.3% g-mean, but the texture information is not. The autocorrelation and correlation show the interesting implication that they tend not to extract agricultural areas in the change detection map. Therefore, the final tsunami-induced change map is produced by the combination of three maps: one is derived from the intensity information and used as an initial map, and the others are derived from the textural information and used as auxiliary data.
This paper describes design and development of a system that supports continuous creation of hazard maps by local residents in their daily life. We made an interview survey to design our system in a model traditional town in Saga, Japan. The results show that in spite of continuous efforts, many practical problems remain and residents feel unsafe. Based on these results, we designed and developed a unique ICT-based support system which contributes to community-based disaster prevention/reduction. The continuous resident participation and posting design are core concept for our sustainable community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information about the spot (disaster types, a risk level, a photograph, comments, positional information) that can be dangerous in case of disaster. We have evaluated the usefulness and possibilities of our prototype system implemented as an iOS application.
