국가 재난관리체계와 표준화의 필요성 (Disaster Management System and a Necessity of Standardization in Korea)

  • 본 연구는 우리나라의 재난관리체계를 고찰하고 국제 재난관리표준화 동향, 선진국의 재난관리표준화 활동 및 국내 재난관리표준화의 현황을 분석하였다 국제표준화기구(ISO)는 ISO/TC 223 Societal Security을 통하여 국제 재난관리규격을 개발하고 있으며, 미국, 영국 및 일본과 같은 선진국들은 자국의 재난관리표준을 국제 표준화 하기위해 경쟁하고 있다. 우리나라는 국가 재난관리표준이 제정되지 않아 재난관리 책임 기관별로 별도의 표준화를 추진하고 이에 따른 재난관리 활동을 수행하고 있다. 재난관리의 효율성을 높이고 국제적인 재난관리표준화에 적극 대용하기 위해서 우리나라에서도 국가재난관리표준의 제정과 재난관리시스템의 표준화가 구축되어야 한다.

태양폭풍 영향 우주 및 육상시스템 피해에 관한 재난안전정보시스템 구현 (An Implementation of the Disaster Management Systems on the Space and Terrestrial System Damages by Solar Maximum)

  • 우주기상 극대기인 2003년은 지구상에 크나큰 재앙을 초래할 것으로 예견되고 있다. 특히 근년에 들어 지자기 폭풍에 의한 손상과 가시화 될 수 있는 대 폭풍피해 사례를 보이고 있다. 본 연구에서는 이상에서 제시된 문제점에 대한 피해분석에 따른 궁극적인 우주기상정보시스템 모델 구축으로 피해 저감하고 대비방안을 설정하는 것이다. 구현방법으로는 uIT기반과 GIS기반의 우주기상 정보시스템 구축으로 우주폭풍에서 방사되는 우주복사폭풍(flare), 우주입자폭풍(solar proton event), 우주자기폭풍(geomagnetic storm) 등에 의한 분야별 폭풍피해를 분석하여 유형별 피해 대응에 대비할 수 있도록 하였다. 이로써 공간정보기반의 우주폭풍 전기전자 피해대비 운영관리시스템 구현은 GIS기법에 의한 의사결정지원 시스템으로 피해예측 및 방재환경을 스마트 IT환경과 융합한 첨단 정보시스템으로 구현하여 인명과 재산을 보전할 수 있는 방안으로 활용될 수 있을 것이다.

  • 갑작스런 재난에 의해 물적 신체적 손상뿐 만 아니라 심리적 손상을 입은 피해자들이 원활하게 사회생활에 다시 적응할 수 있게 하기 위한 안전복지차원의 재난 피해자 심리지원시스템에 대한 연구가 진행되고 있다. 국내에서는 소방방재청 주관으로"재난 피해자 심리지원 센터"를 운영함으로써 재난 피해자들의 심리 치유를 도우고 재난 심리 관리를 체계적으로 지원하기 위해 심리관리 서비스 전달 체계, 재난심리지원 피해자 분류, 위기 상담 방법 등에 관한 체계를 연구하고 있다. 하지만, 기존 재난 피해자 심리지원 센터에서는 지원센터 및 복지기관 현황에 대한 기본 정보만을 제공하고 있고 이러한 체계 구축에 필요한 정보를 획득하기 위한 정보기술을 기반으로 하는 관리시스템 개발은 미비한 실정이다. 따라서, 본 논문에서는 재난 피해자 및 관리자들에게 정보기술을 기반으로 원활한 교류를 지원하고 정상적인 사회생활로 복귀할 수 있도록 지도 기반의 통합 관리 시스템을 제안하고 간단한 프로토타입 시스템을 구축한다. 본 시스템은 재난 피해자, 손상발생, 관련 의료, 복지, 정신센터에 대한 데이터를 위치 기반으로 구축하고 있어, 키워드에 의한 기본 정보 검색 뿐 만 아니라 지도 기반의 공간 검색 및 통계 분석을 지원함으로써 재난 관리자들의 효율적인 정책 체계에 도움을 제공하여 심리적인 피해로 인한 피해 빈도를 줄일 수 있게 될 것이다.

  • 연구목적: 본 연구는 기업재난관리표준에 규정하고 있는 위험평가 절차에 대하여 연구하고자 한다. 연구방법: 기업재난관리표준에 정하고 있는 위험평가 단계별 요구사항을 파악하고, 'A'기관과 협력사의 적용사례를 검토하였으며 요구사항에 맞는 위험평가 절차를 도출하였다. 연구결과:기업재난관리표준의 요구사항인 위험 시나리오 도출 방법과 절차에 대하여 명확히 정의하고, 위험 시나리오 도출을 위한 표준화된 절차 도입이 필요한 것으로 검토되었다. 결론:발전 연료수급업무에 대하여 시스템 이론에 기반한 STPA 기법을 적용하여 위험 시나리오를 도출하는 방법을 구현하였으며, 모든분야의 핵심업무에 대한 위험 시나리오 도출에 적용할 수 있도록, STPA 기법을 재해경감활동계획 수립을 위한 위험 시나리오 도출 기법으로 기업재난관리표준에 반영할 것을 제시하였다.

A Stock Pre-positioning Model to Maximize the Total Expected Relief Demand of Disaster Areas

  • Stock pre-positioning is one of the most important decisions for preparing the stage of emergency logistics planning. In this paper, a mixed integer model for stock pre-positioning is derived to support an emergency disaster relief response against the event of earthquake. A maximum response time limit, budget availability, multiple item types, and capacity restrictions are considered. In the model, the decision of the distribution centers to cover a disaster area and the amount of supplies to be stocked in each distribution center are simultaneously determined to maximize the total expected relief demand of the disaster areas covered by the existing distribution centers. The proposed model is applied to a real case with 33 disaster areas and 16 distribution centers in Indonesia. Several sensitivity analyses are conducted to estimate the fluctuation on the emergency stock pre-positioning planning by changing the maximum response time and budgets.

교육시설 재난안전관리를 위한 데이터 표준화 및 활용방안 연구 (A study on data standardization and utilization for disaster and safety management in educational facilities)

  • Purpose The purpose of this study is to identify problems of current educational facility data management and recommend a standardized terminology classification system as a solution. In addition, the research aims to present a preemptive and integrated disaster and safety management framework for educational facilities by seeking efficient business processes through secured data quality, systematic data management, and external data linkage and analysis. Design/methodology/approach A terminology classification system has been established through various processes including filtering and analysis of related data including laws, manuals, educational facilities accidents, and historical records. Furthermore, the terminology classification system has been further reviewed through several consultations with experts and practitioners. In addition, the accumulated data was refined according to the established standard terminology and an Excel database was developed. Based on the data, accident patterns occurred in educational facilities over the past 10 years were analyzed. Findings In the study, a template was developed to collect consistent data for the standardized disaster and safety management terminology classification system in educational facilities. In addition, the standardized data utilization methods are presented from the viewpoint of 'education facility disaster safety data management', 'data analysis and insight', 'business management through data', and 'leaping into big data management'.

Disaster Assessment and Mitigation Planning: A Humanitarian Logistics Based Approach

  • This paper proposes a mathematical modeling-based approach for assessing disaster effects and selecting suitable mitigation alternatives to provide humanitarian relief (HR) supplies, shelter, rescue services, and long-term services after a disaster event. Mitigation steps, such as arrangement of shelter and providing HR items (food, water, medicine, etc.) are the immediate requirements after a disaster. Since governments and non-governmental organizations (NGOs) providing humanitarian aid need to know the requirements of relief supplies and resources for collecting relief supplies, organizing and initiating mitigation steps, a quick assessment of the requirements is the precondition for effective disaster management. Based on satellite images from weather forecasting channels, an area/dimension of the disaster-affected zones and the extent of the overall damage may often be obtained. The proposed approach then estimates the requirements for HR supplies, supporting resources, and rescue services using the census and other government data. It then determines reliable transportation routes, optimum collection and distribution centers, alternatives for resource support, rescue services, and long-term help needed for the disaster-affected zones. A numerical example illustrates the applicability of the model in disaster mitigation planning.

우리나라의 효과적(效果的)인 재난관리체제(災難管理體制) 구책방안(構策方案)에 관한 연구(硏究) (The Effective Policy for the Establishment of Disaster Management System in Korea)

  • Many concerns have been raised for importance of disaster management after 1990's numerous urban disasters in Korea. When the primary function of government is to protect lives and property of citizens, disaster management should be included in the mainstream of public administration and many hazard countermeasures should be carried out for that purpose. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. This paper is split into five chapters. Chapter I is the introduction part. Chapter II introduces the reader to a disaster management theory, and deals with various disaster management systems of foreign countries such as the U.S.A. and Japan, Chapter III describes and characterizes the Korea's current disaster management system. The Korean disaster management system has been reestablished through the enactment of the Disaster Management Act of 1995 and the full revision of Natural Hazards Management Act of 1995 after series of catastrophic man-made disasters since 1993. Chapter IV is devoted to the establishment of an effective disaster management system in Korea. In this chapter, I discusses measures needed to improve the quality of CDMB(Central Disaster Management Bureau)'s service to the people. I strongly reemphasize the effectiveness of a comprehensive risk-based, all-hazard national emergency management system that addresses preparedness, mitigation, response, and recovery. To that end the Administration should develop legislation, new policies, and organizational plans to invigorate the agency with a refocussed mission. Chapter V is a conclusion. As the demand for citizens'welfare has been continuously increased in the localization, the importance of disaster management is emerging subject in the public sector. The disaster management carries out complicated affairs and manages diverse objects, the cooperation/connection system of the central-local government and citizens, and non-governmental organization should be established.

BLE 환경에서 실내 위기관리를 위한 스마트 장치 기반의 재난대피 시스템 (A Disaster Evacuation System Using Smart Devices for Indoor Crisis Management in BLE Environments)

  • This paper describes a novel disaster evacuation system using embedded systems such as smart devices for crisis and emergency management. In indoor environments deployed with the Bluetooth Low Energy(BLE) beacons, smart devices detect their indoor positions from beacon messages and interact with Map Server(MS) and Route Server(RS) in the Internet over the LTE and/or Wi-Fi functions. The MS and RS generate an optimal path to the nearest emergency exit based on a novel graph generation method for less route computation, called the Disaster Evacuation Graph(DEG), for each smart device. The DEG also enables efficient processing of some constraints in the computation of route, such as load balancing in situation of different capacities of paths or exits. All data interfaces among three system components, the MS, RS, smart devices, have been defined for modular implementation of our disaster evacuation system. Our experimental system has been deployed and tested in our building thoroughly and gives a good evidence that the modular design of the system and a novel approach to compute emergency route based on the DEG is competitive and viable.
