건설현장에서의 사고유형별 원인 분석 및 재해예방대책에 관한 연구 (A study on the Causes Analysis and Preventive Measures by Disaster types in Construction Fields)

  • Recently, carelessness on safety management in construction sites has caused a sharper upward trend in accidents and disasters, compared to the past. Therefore, this study analyzes the causes of accidents that occurred on construction sites in the year of 2010, and proposes preventive measures. The construction industry had a heavy death rate with 279 out of 418 deaths from falls in all industrial sites, accounting for 66.7%. And the causation analysis found a particularly high incidence of temporary structure-related accidents, with falling off scaffolding as the most common cause of accidents. According to the causation analysis of fall-down accident cases, accidents induced by protrusion on construction sites are a big contributor resulting in the deaths of 312, accounting for 74.8%, which is deemed to be due to site disorderliness. And to remove floor protrusions and to secure workers' traffic line and safety, neat and thorough site arrangement is necessary. Against collision, efforts must be made to prevent equipment-pedestrian crashes on site, which necessarily requires emergency lamps, alarm bells, and safety poles and blocks to be installed, lighting systems to be improved, obstacles to be removed, site supervisors to be assigned to construction equipment works, and workers to be more intensely trained and supervised.

온톨로지 기반 재난 전조 정보 분석 기술 연구 (A Study of the Disaster Sign Data Analysis Technologies Based on Ontology)

  • 재난전조정보란 웹으로부터 재난이 예상되는 정보를 자동으로 수집하거나, 관련자가 재난전조정보 사이트의 신고를 통하여 제공하는 데이터에 대하여 자동 또는 수동으로 확인을 거친 정보이다. 이렇게 수집된 데이터에 대하여 자동으로 분석 정보를 제공하는 기술에 연구의 초점을 맞추었다. 정보를 분석하기 위하여 가장 대표적인 재난 유형 4가지(교량, 공사장, 건축물, 축대 및 옹벽)에 대하여 온톨로지 구조를 정의하였다. 온톨로지 구조에 따라 과거 유사 사례 DB를 구축하였으며, 해당 사례로부터 재난 발생에 대한 규칙을 도출하고, 규칙 사이에 가중치 적용을 통하여 규칙 정보를 일반화하였다. 도출된 규칙은 재난 전조 정보에 적용하였으며, 규칙의 가중치를 통하여 해당 정보를 점수화 하였다. 본 연구에서 제시하는 방법에 대하여 실제적인 구현을 통하여 실용성을 검증하였다. 재난 전조정보에 대한 점수는 사건 사례의 품질에 의존적이기 때문에, 시스템의 성능은 데이터 업그레이드에 따라 계속 증가할 것이다. 또한 규칙에 대한 지속적인 품질 보정이 필요할 것이다.

국내 유해화학물질 운송차량사고 특성분석 (Analysis on the Characteristics of Hazardous Chemical Transport Vehicle Accidents in Korea)

  • 연구목적: 본 연구에서는 2014년부터 2019년까지 최근 6년간 발생한 화학사고 중 유해화학물질 운송차량사고의 특성을 분석하여, 운송과정에서 발생하는 화학사고를 예방하고자 하였다. 연구방법: 환경부 화학물질종합정보시스템의 통계자료를 활용하여, 운송차량에 의한 화학사고 사고유형, 사고원인, 차량종류로 나누어 조사하였다. 연구결과: 총 506건의 화학사고 중 운송차량에 의한 사고는 105건으로 조사되었으며, 전체 사고의 20% 이상 상회하는 수치를 보였다. 사고유형은 유·누출에 의한 사고가 대부분이었으며, 사고 주요 원인으로는 교통사고와 차량관리소홀이 각각 49건, 29건으로 전체 운송차량사고의 74%이상으로 나타났다. 차량유형별로는 탱크로리(57건, 54%)에서 가장 많이 발생하였으며, 화물트럭(39건, 37%), 트레일러(9건, 9%) 순으로 빈번하게 발생하였다. 결론: 운송차량 사고의 예방을 위해서는 운송차량의 철저한 점검 및 운전자의 안전운행이 요구된다. 또한 정부는 운송차량의 실시간 모니터링을 확대하고, 소관 부처별로 상이한 제도를 통합적으로 관리할 필요성이 있다.

국내 건설산업의 추락재해 비용 분석 (Cost Analysis of Fall Accidents in Domestic Construction Industry)

  • 본 연구는 국내 건설산업에 종사하는 근로자에 대하여 재해율이 가장 높은 추락재해에 대한 직접비용을 분석하였다. 첫째, 건설업에서 추락재해로 인한 1인 평균 보험급여 지급액은 18,971천원 정도이다. 10년 동안 평균 추락재해자 수가 5,863명 일 때 추락재해로 인한 전체 손실 비용은 1,113억6천만원 정도이다. 둘째, 추락재해 비구조적 예방대책으로 비용중심의 경제성을 분석하였다, 예방대책에 대한 비용과 효과를 화폐가치로 표현한 자료가 없기 때문에 추락재해로 인한 재해손실 비용 금액을 새롭게 도입한 예방대책이 얼마나 감소시킬 수 있는가에 초점을 두면서 경제성 분석을 시도하였다. 셋째, 재해손실 규모를 파악하고 아울러 추락재해 원인에 대한 예방대책을 발굴하여 철저하게 시행한다면 재해손실 비용을 줄일 수 있는 가를 파악할 수 있다. 향후 비용중심 접근방법에서 본 재해손실 비용의 감소를 편익으로 추정할 수 있는 연구가 필요하다.

무단횡단사고를 고려한 노인 보행 교통사고 취약 지역 선정 연구 (Research on Selection of Vulnerable Areas to Walking Traffic Accidents for the Elderly Considering Jaywalking Accidents)

  • 연구목적: 본 연구는 보행사고 감소를 위해 도입되고 있는 교통안전시스템의 적용 지역에 대하여 우선 순위를 선정하기 위한 분석 방법을 제시하는데 목적이 있다. 연구방법: 사고지점의 좌표 정보를 이용한 Kernel density Analysis를 통해 노인보행사고 및 노인무단횡단추정사고에 대한 밀도 분석과 두 가지 보행사고 형태에 대한 가중치 분석을 수행하였다. 연구결과: 노인무단횡단추정사고를 고려한 가중치 밀도 분석 결과, 노인보행사고 발생건수가 많은 전주시에 비해 군산시, 정읍시, 김제시에서 노인 보행 교통사고 밀도가 높은 것으로 분석되었다. 결론: 본 연구의 분석 결과는 교통안전시스템 도입을 위한 대상지 선정시 지표 활용이 가능할 것으로 판단된다.

에이다 부스트를 활용한 건설현장 추락재해의 강도 예측과 영향요인 분석 (Analysis of Occupational Injury and Feature Importance of Fall Accidents on the Construction Sites using Adaboost)

  • The construction industry is the highest safety accident causing industry as 28.55% portion of all industries' accidents in Korea. In particular, falling is the highest accidents type composed of 60.16% among the construction field accidents. Therefore, we analyzed the factors of major disaster affecting the fall accident and then derived feature importances by considering various variables. We used data collected from Korea Occupational Safety & Health Agency (KOSHA) for learning and predicting in the proposed model. We have an effort to predict the degree of occupational fall accidents by using the machine learning model, i.e., Adaboost, short for Adaptive Boosting. Adaboost is a machine learning meta-algorithm which can be used in conjunction with many other types of learning algorithms to improve performance. Decision trees were combined with AdaBoost in this model to predict and classify the degree of occupational fall accidents. HyOperpt was also used to optimize hyperparameters and to combine k-fold cross validation by hierarchy. We extracted and analyzed feature importances and affecting fall disaster by permutation technique. In this study, we verified the degree of fall accidents with predictive accuracy. The machine learning model was also confirmed to be applicable to the safety accident analysis in construction site. In the future, if the safety accident data is accumulated automatically in the network system using IoT(Internet of things) technology in real time in the construction site, it will be possible to analyze the factors and types of accidents according to the site conditions from the real time data.

재해 데이터베이스의 사례연구를 위한 휴먼에러 재해 검색방법에 관한 연구 (Study on searching method of human errors accidents for case study of disaster database)

  • Most human-error case of accident database is written by various description and expression because accident database is produced by two or more person. And extracted information by searching of database varies in researcher's judgment criteria and the capability. Furthermore, much time and effort are required to examine manually information related to the human error from each accident case. Accordingly, it is difficult to explore objectively the accidents relevant to the human-error from the accident data base which is accumulated enormously. In this study, to solve these problems, it was developed an searchig method which is not influenced by researcher's judgment criteria and capability. For this, human-error keywords were extracted from a Japanese-English dictionary to examine objectively the accident case related to human-error in data base. This searching method by the human-error keywords can be applicable in most accident databases, although a database will be accumulated in future. Also, using the searching technique of this research, knowledge obtained by searching result can be compared with other research's results by the same method. Although the number of accident case increasese, searching results from database have the objectivity because it is not necessary to modify the based searching method or change the human-error keywords. However, as subject of future investigation, it would be necessary that the extension and investigation on human-error keywords improve and the technique to enhance searching accuracy would be modified.

  • Recently, the criteria for assessing industrial accidents have been replaced by the mortality rate. It was found that the number of deaths from excavation work was the highest among construction machinery. The risk assessment is being conducted, however the industrial accident mortality rate has not decreased. Accordingly, this study aims to provide the basic for the create of a risk assessment model specialized in construction work at excavator. It provides absolute value from the risk model which is capable of delivery the probability of a disaster. In addition, we provide a relative risk model that compares the risk through scores between detailed works. The relative risk model is combined by likelihood and severity; the likelihood indicates the frequency of accidents and the severity indicates seriousness of fatal accidents. A variable that reflects the conditions of the construction site was added to the risk assessment model based on past disaster cases. And using the concepts of probability and average, the risk assessment process was quantified and used as an objective indicator. Therefore, the model is expected to reduce disasters by raising the awareness of disasters.

터널 화재안전에 대한 효율적 재난대응 방안 (Efficient Disaster Response Plan for Tunnel Fire Safety)

  • As the distribution of vehicles and logistics increases due to the development of human civilization and the increase in population, various roads play an important role in domestic traffic and transportation. However, the recent emergence of large cities and new cities is causing traffic problems, and the increase in roads is inevitable for the smooth distribution of vehicles and logistics. In Korea, mountainous regions occupy 70% of the country, so tunnels are used to open roads. Without this, it is difficult to open the road. Currently, there are 3,720tunnels (as of December 31, 2023) installed on high-speed national highways, general national highways, and local roads nationwide, with a length of 2.499 and increasing every year. Accordingly, fire accidents in tunnels will also increase, and due to the nature of tunnel fire accidents, there is a high probability that they will escalate into large-scale disasters, resulting in casualties and property damage, as well as significant social losses due to the disruption of logistics transportation, etc. As the possibility of potential hazards is increasing, the purpose of this study is to build a safe and efficient tunnel system by optimizing maintenance and management for fire and disaster accidents in tunnels.
