Automated 3D Model Reconstruction of Disaster Site Using Aerial Imagery Acquired By Drones

  • Due to harsh conditions of disaster areas, understanding of current feature of collapsed buildings, terrain, and other infrastructures is critical issue for disaster managers. However, because of difficulties in acquiring the geographical information of the disaster site such as large disaster site and limited capability of rescue workers, comprehensive site investigation of current location of survivors buried under the remains of the building is not an easy task for disaster managers. To overcome these circumstances of disaster site, this study makes use of an unmanned aerial vehicle, commonly known as a drone to effectively acquire current image data from the large disaster areas. The framework of 3D model reconstruction of disaster site using aerial imagery acquired by drones was also presented. The proposed methodology is expected to assist rescue workers and disaster managers in achieving a rapid and accurate identification of survivors under the collapsed building.

  • In this paper, we were proposed an on-site smart integrated monitoring system for securing an independent network infrastructure (wireless communication, image transmission and site situation detection) in disaster area. The proposed system was designed not only for the entire structure of the disaster safety communication network but also for the effective exchange of information between the field crew team and the field command and control center at the disaster site. Also, the proposed Smart Integrated Monitoring System supports wireless communication between field crews at the disaster site and supports communication with the drone to collect disaster scene video information. Therefore, the on-site smart integrated monitoring system enables to obtain the complete image of the surrounding area in case of a disaster and to efficiently command the field crew.

  • Purpose: This paper aims to verify the applicability of MORT-TAC and expand the scope of research by studying disaster cases using MORT-TAC, a factor for considering disaster site situation evaluation presented in Dr. Kim Sung-geun's doctoral thesis. Method: In order to achieve the research purpose, disaster cases were studied using MORT-TAC, focusing on literature research. Result: The Disaster Site Situation Assessment Consideration Element (MORT-TAC) can be used as a useful research methodology in studying disaster cases and allows a three-dimensional understanding of the disaster site through disaster site situation assessment. Conclusion: Studying disaster cases using MORT-TAC, a factor considering the situation evaluation of disaster sites, is useful for improving the expertise of disaster officials and gaining insight into disaster sites

  • Today, scale of a disaster becomes huge, all the available resources should be mobilized to control the disaster situation, and situations of the disaster site is broadcasted by the various media on a real-time basis. Accordingly, The commander of the disaster site should manage the situation taking all the factors into consideration. Despite the importance of the factors affecting the command of disaster site, there are not much research on this topic. This study utilizes METT-TC(Mission, Enemy, Troops, Terrain and weather, Time available, and Civilian considerations) which is applied in a combat situation by the military area and proposes MORT-TEC(Mission, Object, Resources available, Terrain and weather, Time available, Exercise, and Civilian considerations) as factors affecting the effective command of disaster site. These factors are applied to the Sewol Ferry Incidents and policy implications which can help researchers and practitioners in the area are suggested.

  • The disaster and safety accidents in any construction site occur inevitably. Since the on-site disaster and accident occurrence became one of major concerning factors in construction site, architects & building executers have been flooded with safety management advices. The purpose of this paper is to survey and analyze the effect of the application of Safety Patrol Management System(SPMS) upon the reduction of disaster & accident occurrences in construction site. In order to estimate and reduce the disaster and accident ratio in construction site, various surveyed data has been analysed. It will establish the suitable design standards and suggest the basic database for estimating disaster and accident ratio.

  • The purpose of this study is to quickly collect and analyze information generated in real-time at disaster sites to propose an integrated plan for an on-site support system that can support accurate disaster site situation identification and decision-making, and to review field applicability through prototype simulation. Accordingly, information collection, sharing, and convergence technologies that can be used at disaster sites were reviewed, and a plan for integrating a smart disaster site support system that can create an efficient flow of information resources and information necessary for the entire stage of disaster management was presented. In order to examine the possibility of operating the system with a prototype manufactured based on the integration plan, simulations were conducted based on the storm and flood disaster scenario, and it was confirmed that various functions in the system were implemented normally and displayed on the GIS situation board. Through this study, it is expected that efficient and active disaster response will be possible in a rapidly changing disaster environment.

  • This study developed a design to estimate the location of rescue demander using the sound system at disaster site, in the conditions of indoor positioning cannot be performed properly. It is a location tracing system through smart phone application. It generates sound wave information of rescuer at the rescue site, and it can be used as assistant means for indoor location tracing at the disaster site using sound wave receiving measurement technology.

  • The importance of disaster management and response is emerging as various disasters such as COVID-19, torrential rains, and fires occur one after another. In addition, in order to respond efficiently throughout disaster response activities, it is necessary to quickly collect disaster site information and quickly check the site situation through photo and video information so that rapid disaster response can be achieved. In this study, essential information required for decision-making was derived by analyzing the essential activities of each disaster response stage, analyzing the crisis management standard manual and related laws for each disaster type, and daily comprehensive report. In addition, a list of information necessary to grasp the situation of the disaster site and grasp the status of real-time damage was derived to establish guidelines for collecting volatile disaster site information, and disaster situation information can be efficiently displayed through a spatial information-based display system. By presenting essential disaster management information to be collected first, the person in charge of collecting information can efficiently collect information, and the situation room in charge of disaster response decision-making is expected to enable more efficient disaster situation management by receiving only the necessary information.

  • Real time information on disaster situation is very important in disaster prevention effort. Generally, disaster related organizations use mobile devices to collect various disaster informations of disaster site. However, current disaster collection systems do not provide effective functionality to connect with another disaster information system. Therefore, disaster-related organizations have to make smartphone application for collection and administration of disaster information and then connect it with another information system. If this system is commercialized, vulnerability of previous system can be complemented. Thus, this paper focused on designing a prototype system for information collection and management in disaster site using smartphone applicatiom.

  • The government and the Korea Occupational safety & Health Agency have continuously carried out safety activities such as supervision, inspection, technical guidance and financial support in order to reduce safety accidents at the construction site. However, the number of disasters at construction sites is increasing every year. So analyze the results of the supervision and inspection of the Ministry of Employment and Labor, the projects related to the small-scale construction work of the Safety and Health Corporation, and the technical guidance project of the disaster prevention technology guidance organization. It is also necessary to establish an improvement plan for the disaster reduction of the small-scale construction work site for this project.
