재난은 국민의 생명 신체 재산에 직접적인 영향을 미치는 사건으로, 재난 발생 시 신속하고 효과적인 대응을 위해서는 관련 정보들을 효율적으로 공유, 활용하는 협조 과정이 무엇보다도 중요하다. 현재 재난안전 유관기관별로 다양한 재난안전정보가 생산 및 관리되고 있지만, 각 기관별로 개별적인 용어와 의미를 정의하여 활용하고 있다. 이는 재난안전정보를 검색하고 접근하려는 실무자 입장에서 큰 걸림돌이며, 기관별 정보 활용도를 저해시키는 요인 중에 하나이다. 이러한 문제점을 해결하기 위해 재난안전정보의 통합적 관리를 위한 어휘자원의 표준화 작업의 선행 연구로, 본 연구에서는 재난안전 유관기관에서 관리하고 있는 어휘자원의 현황분석을 수행하였다. 또한 수집된 어휘자원을 대상으로 정보제공자 및 이용자 관점에서의 활용도 분석을 통해 어휘 그룹별 특성을 파악하고 이에 기반해 재난안전정보 관리를 위한 활용방안을 제안하였다.

This study has analyzed city plans and disaster prevention plans from the perspective of resilience and established a direction of the development of city safety standards. The analysis made use of the 5 functions of resilience (5Rs) and foreign cases. As a result of the analysis, the direction of the development of city safety standards was drawn from 4 perspectives at large. First, this study proposed a method of the systematization of the safety standards involved in components within city plans. Second, it suggested a method to strengthening urban resilience abilities in terms of the association between disaster prevention and city plans. Third, it found out components requiring safety standards considering foreign and other standards, and proposed a direction of complementary measures for safety standards. Lastly, it came up with a direction of the development of city safety standards, the necessity of which are required though existing plan criteria did not contain them. This study is significant in that it has defined the ultimate goal of safety a city should pursue as resilience and proposed a direction of the development of related standards.

This paper discusses the standards for disaster prevention and safety management of rail tunnel. The purpose is to establish safety management standards and methods of disaster prevention for each underground traffic spaces, after the full revision of the cause of accidents and its effects, the function and selection of safety equipment, and the efficiency and convenience of maintenance, standards based on prevention and reduction is proposed to reaction to disaster.

본 논문에서는 인구의 증가, 도시의 거대화, 교통의 발달 이상기후 등으로 인한 재해 재난이 급증하고 피해규모도 점차 확대되고 있는 상황에서 재난관리를 통한 국민의 행복과 안정된 삶을 확보하는데 필요한 재난 안전 관리 시스템을 방재선진국의 시스템을 분석하여 재난 안전 관리에 대한 개선방안과 시사점을 도출하고자 한다. 또한 국내외 재난관련 표준화 동향을 통하여 재난관리 활동의 효율성을 높이고자 한다.

Recently, many disasters have occurred due to poor management of construction site. In addition, as legal regulations on safety management at construction sites are strengthened, its importance is being further emphasized. In relation to smart safety management technology, a study was introduced to build an analysis model through various safety-related data collected within construction companies. This model derives quantitative disaster risk about the site level through information related to past disasters and near misses. However, construction work is performed separately by work group of each partner company. There is a limitation in that individual workers cannot directly experience this analysis information. In this study, we propose a method to derive the safety disaster risk of individual work units from disaster risk of the site level. We expect that this study to be helpful for smart safety management technology of construction sites.

Purpose The purpose of this study is to identify problems of current educational facility data management and recommend a standardized terminology classification system as a solution. In addition, the research aims to present a preemptive and integrated disaster and safety management framework for educational facilities by seeking efficient business processes through secured data quality, systematic data management, and external data linkage and analysis. Design/methodology/approach A terminology classification system has been established through various processes including filtering and analysis of related data including laws, manuals, educational facilities accidents, and historical records. Furthermore, the terminology classification system has been further reviewed through several consultations with experts and practitioners. In addition, the accumulated data was refined according to the established standard terminology and an Excel database was developed. Based on the data, accident patterns occurred in educational facilities over the past 10 years were analyzed. Findings In the study, a template was developed to collect consistent data for the standardized disaster and safety management terminology classification system in educational facilities. In addition, the standardized data utilization methods are presented from the viewpoint of 'education facility disaster safety data management', 'data analysis and insight', 'business management through data', and 'leaping into big data management'.

Resilience has been suggested as a new paradigm of disaster management which reduces losses against disasters under the uncertain circumstances. The purpose of this study is to define the concept and to set up the objectives of urban resilience for disaster management. The common concept and components of resilience were analyzed by examining recent studies on resilience. The resilience was defined as "a capacity of physical and social urban elements adapting and recovering against disaster for better condition" and the five objectives of resilience - Robustness, Redundancy, Resourcefulness, Rapidity, and Regional Competency - were derived from the review of literatures. The major disasters and accidents were analyzed focused on those objectives. The concept and objectives of urban resilience could be used as a guidance for disaster prevention planning and disaster management processes.

본 연구에서는 행정안전부에서 발행하는 국민 일일상황보고서와 재난 연감 및 재해 연보 등을 활용하여 재난 및 안전관리 기본법에서 선언하고 있는 자연 재난 15종, 사회 재난 7종의 총 22종을 대상으로 재난 안전 데이터를 조사하고, 이들 재난의 데이터 특성에 따라 재난을 유형화하였다. 재난 안전 데이터는 행정안전부의 일일상황보고 자료를 대상으로 자연재난 656건, 사회재난 1,104건으로 총 1,760건을 대상으로 하였다. 신속하고 효율적인 재난 상황 관리를 위한 재난 안전 데이터 체계 마련을 목적으로 하였기 때문에 대응과 복구 단계의 활동과 관련된 데이터를 재난의 종류별로 분류하여 분석하였다. 그리고, 재난 발생 후 시간적 흐름에 따라서 수행하는 관리 활동들을 기반으로 재난 안전 데이터에 대한 특성과 재난 안전 관리 절차 등을 분석하여 효율적인 재난 관리 업무 수행을 위한 재난 안전 데이터 유형을 분류하여 제시하였다. 유형 분류는 유사성이 높은 재난은 서로 통폐합하고, 향후 재해연보나 재난연감 등의 국가통계 데이터 구축에 활용될 수 있도록 확장성 및 상호 연계성을 고려하였다.

The construction industry in Korea after the Korean-war has evolved until these days. But the construction industry accident severity rate and frequency is over then the All industry rate. This study analyzed the 'Disaster Statistical Yearbook' of the Korea Occupational Safety and Health Agency, based on the factors that affect construction accidents that is selected and fined the some factors the construction Disaster Prevention Factors. This study will develop the methodology for analyzes that the national qualification is effected to the construction industrial machine disaster prevention status. It suggest two ways to the establishment of disaster trends. First way is the disaster quantitative analysis and second way is comparing the statistical data and the analysis of expert opinion.

The safety management of the small sized enterprise is very important to decrease industrial disaster in the area of industry. On this research, to give the effective measures to decrease industrial disaster, we administered the workplaces in Kyunggi area to search actual condition of industrial disaster and to disclose a link between industrial and industrial safety management. The results show industrial accident characteristics of small sized enterprises in Kyunggi area. So it is shows that we need to put in effective safety political measures to small sized enterprises.
