Framing National and International Disasters: A Case Study of News Coverage on Post-Disaster Relief

  • This study compared news coverage of national and international disasters, Hurricane Katrina and the Haiti Earthquake, using textual analysis of The New York Times and The Washington Post. The results reveal that media framing of the historical cases developed in three stages upon the development of post-disaster relief: (1) Call for humanitarian assistance; (2) New Orleans under anarchy and hopelessness vs. Haiti under scrutiny with hope; and (3) Katrina effects. By framing the outcomes of the hurricane as the "Katrina effect," the media used the disaster as a reference point to explain other economic and political issues. In addition, analysis of relevant statements and press releases confirmed that different social actors involved in the relief process, such as donors, facilitators, and beneficiaries, contributed to the media framing of the issue, although the facilitators were most successful in transferring their own frames to media frames. This study makes important contributions to the field as it looks beyond traditional relationships between quantitative measures of media attention and aid allocation. For governmental and nongovernmental organizations in the area of humanitarian assistance, the findings of this study will assist them in media-relations in the future.

Humanitarian Relief Logistics with Time Restriction: Thai Flooding Case Study

  • Shortages and delays in a humanitarian logistics system can contribute to the pain and suffering of survivors or other affected people. Humanitarian logistics budgets should be sufficient to prevent such shortages or delays. Unlike commercial supply chain systems, the budgets for relief supply chain systems should be able to satisfy demand. This study describes a comprehensive model in an effort to satisfy the total relief demand by minimizing logistics operations costs. We herein propose a strategic model which determines the locations of distribution centers and the total inventory to be stocked for each distribution center where a flood or other catastrophe may occur. The proposed model is formulated and solved as a mixed-integer programming problem that integrates facility location and inventory decisions by considering capacity constraints and time restrictions in order to minimize the total cost of relief operations. The proposed model is then applied to a real flood case involving 47 disaster areas and 13 distribution centers in Thailand. Finally, we discuss the sensitivity analysis of the model and the managerial implications of this research.

  • Typically, quick and easily deployed communication for a clear disaster management is required in a disaster situation. But it is not easy because lack of backbone network and poor conditions of disaster site. it is possible to obtain a wide service coverage and low power with portable wireless mesh network technology. In this paper, we developed portable wireless mesh network gateway with a network processor and evaluate it's performance including throughput, latency delay, packet loss, etc. The experiments show our wireless mesh network gateway has basic performance and can be used in various environments like disaster site.

Searching for a Social Solution for the Humidifier Disinfectant Disaster in Korea (가습기살균제 참사에 대한 사회적 해법의 모색)

  • Eight years have passed since the Korean government's medical agency officially reported that the fatal lung disease found in some hospitals in 2011 was caused by chemical disinfectants used in household humidifiers, marking the introduction of the humidifier disinfectant disaster. Over the past eight years, a medical-scientific approach has been taken by the Korean government in its efforts to solve the problems in terms of relief of and compensation for the potential victims. One of the unintended consequence of this approach has been the fact that the number of "official victims" recognized by the government is quite small compared to the total number of applicants who claim to be suffering from the humidifier disinfectant disaster. This is mainly due to the fact that the medical-scientific approach relies on excessively strict, rigid, and narrow medical-scientific criteria provided by medical experts for judging the degree of applicants' bodily damage from the use of humidifier disinfectants. As a result, this medical-scientific approach is becoming increasingly criticized by patients' organizations mainly composed of rejected applicants. Based on the analysis of the limits of this medical-scientific approach and after clarifying the social implications of the disaster from a sociological perspective, this paper proposes certain social approaches focused on participatory governance as a means of dealing with the current issue. Finally, the paper emphasizes that the act of taking social responses to the humidifier disinfectant disaster should also be considered a process of enlarging and deepening democracy in Korea.

A Case Study on Local-Based Community Recovery Program in Disaster Affected Areas (재난피해지역 내 지역사회기반 공동체 회복 프로그램 사례 연구)

  • The two major trends that have emerged in recent years in relation to disaster recovery and recovery are 'regional infrastructure', 'regional leadership' and 'community recovery'. In the former case, it is to avoid disaster recovery and recovery by using external personnel and resources, and to maximize the resources in the area under the initiative of the residents of the affected area. And through this process, it is to prepare a new growth engine for disaster-affected areas. In addition, the latter expands disaster recovery targets to the general population living in affected areas and is not limited to victims. Through this, we can expect to recover the 'community' beyond the individual's recovery. In the Ansan of Gyeonggi-do, where many families of 'Sewolho' live, and in the Heunghae-eup of Pohang, Gyeongbuk-do, where the damage was severe, projects are underway to restore communities. And In these areas local activists and civic groups are actively utilized to efforts are being made to increase efficiency. Nevertheless, in the case of the community recovery program being promoted in Korea, there are limitations that it can be promoted only on the basis of special laws and that participation of various actors is necessary. This study intends to propose the limitations of current projects and ways to solve them by analyzing domestic and foreign cases related to the community recovery program for disaster-affected communities using local resources. we suggest two way. One is the relaxation of the national dependence of the community recovery program, and the other is to expand the area of disaster relief through.

Estimation of the Number of Cell Sites for Nationwide Public Protection and Disaster Relief Network Using WiBro and LTE Technical Methods (WiBro 및 LTE를 이용한 재난안전무선통신망용 셀 수량 추정)

  • This paper calculates estimated number of cell sites to build a nationwide PPDR(Public Protection and Disaster Relief) network of WiBro and LTE technical methods through a link budget calculation, presents the efficient technical method through a comparison between the number of cell sites using WiBro and LTE. As a calculation results, the number of cell sites using WiBro method are larger than twice compared to that of LTE method on the same frequency bands, due to the differences of uplink PAPR, uplink transmission technique and SINR. On the basis of the result, LTE mothod is considered as a more effective technology than the WiBro method on the economic, technical and marketing points of views on building a nationwide network.

Nonlinear dynamics and failure wind velocity analysis of urban trees

  • With an aim to assess the wind damage to urban trees in more realistic conditions, the nonlinear dynamics of structured trees subjected to strong winds with different levels is investigated in the present paper. For the logical treatment of dynamical behavior of trees, material nonlinearities of green wood associated with tree biomechanics and geometric nonlinearity of tree configuration are included. Applying simulated fluctuating wind velocity to the numerical model, the dynamical behavior of the structured tree is explored. A comparative study against the linear dynamics analysis usually involved in the previous researches is carried out. The failure wind velocity of urban trees is then defined, whereby the failure percentages of the tree components are exposed. Numerical investigations reveal that the nonlinear dynamics analysis of urban trees results in a more accurate solution of wind-induced response than the classical linear dynamics analysis, where the nonlinear effect of the tree behavior gives rise to be strengthened as increasing of the levels of wind velocity, i.e., the amplitude of 10-min mean wind velocity. The study of relationship between the failure percentage and the failure wind velocity provides a new perspective towards the vulnerability assessment of urban trees likely to fail due to wind actions, which is potential to link with the practical engineering.

A Theoretical Study on Storm and Flood Insurance in Korea (풍수해보험에 대한 이론적 분석)

  • The storm and flood insurance, which was introduced recently to substitute the disaster relief system to moderate government's financial burden and enhance people's effort to reduce damage, seems to suffer various problems. This paper conducts a theoretical analysis on various aspects of the storm and flood insurance to provide insight on those issues and draw policy implications. First, the coexistence of disaster relief with the storm and flood insurance is likely to harm the penetration of the storm and flood insurance. Second, the current premium system is likely to induce people to make less efforts to reduce damage due to moral hazard problem. Third, current support for damage-reducing efforts may not fulfill its purpose and hence should be scrutinized carefully.

A Study on the Introduction of Food Safety Damage Relief System (식품안전 피해구제제도의 도입방안에 관한 연구)

  • Currently, many punitive damages (or statutory damages) and class action laws are discussed in relation to the consumer damage relief system. It is in the background of the argument that the introduction of such a victim relief system will solve many small and large consumer damages. There are many cases in which the punitive damages compensation or the class action system are introduced in relation to the food safety damage naturally. Although the introduction of such a system can clearly help the consumer to relieve large-scale damage, it can not solve all the problems at once because the company can reject the system despite the introduction of such a system. In particular, class action lawsuits should have the same type of damage, but most of the damage caused by food safety is accompanied by physical harm, resulting in various complications such as the physical characteristics of the victim, the health environment. The class action system may not provide a solution in that the content and type of the damage may be different. In this regard, this study aims to investigate the introduction of the food safety damage relief system through the introduction of an administrative dispute settlement system by an administrative agency that occupies an absolute position in the existing consumer protection from this point of view. In reality, the Food and Drug Administration, which is the largest among government agencies related to food, operates a passive attitude consumer protection system such as function like guidance, supervision and surveillance. And it is necessary to make a complementary proposal. In the current law, there is only a small part of the consumer protection work that is positively legal, and even after the damage is scientifically identified, it is not possible to present the solution to the damage suffered by the consumer through legislation. This is a fact that has been raised. In this paper, we propose a reasonable and rapid disaster relief procedure through a separate mechanism within the administrative agency, which is the administration agency, that the dispute settlement procedure due to food safety damage is insufficient by solving the case through the court through counseling, dispute adjustment and civil proceedings. In order to solve the problem of food insecurity and the food industry, various ways of rational solution of the problem were considered. The possibility of (1) Establishment of a food safety dispute resolution committee; (2) Establishment of a food safety disaster relief committee; and (3) Establishment of a food safety disaster relief committee was discussed. In addition, a plan for the creation of a food damage compensation fund was also proposed.

  • Recently, Geographical Information System (GIS) has been progressed in the fields of not only earth sciences and disaster problems, but also medical sciences, economical and social sciences. the southern region of Mid Niigata Region was attacked by intensive earthquake of M.6.8 on Richter Scale on October 23, 2004. The aim of this study was to improve efficiency of restoration operation for early victims relief. Significant issue is achieving the information processing required in restoration operation by spatial temporal information system.
