  • The disaster prevention information system is to comprehensively support information collection, processing, search and supply in disaster counter measuring activities, as well as to manage information mainly related to natural disasters unilaterally. Building an optimal system in adequate consideration of features and demands in terms of disaster prevention is requested. Suitable infrastructure that can support information technology (IT) in various aspects should be established in order to utilize IT effectively in disaster prevention information. In addition. accuracy, reliability and efficiency as a disaster prevention information system should be equipped with. In this study, a basic framework for the establishment of disaster prevention information system is presented.

  • Recently, as a part of measures against large-scale natural disasters in Korea, disaster prevention matters are strengthened in urban planning. With the introduction of the disaster vulnerability analysis system, plans for disaster prevention are being reinforced in urban planning. However, there are many problems to be solved at the stage of operation and practical application of the law. When disasters occur, we are focusing on response and recovery plans. Therefore, it is not enough to construct a comprehensive disaster prevention system to prevent disasters in advance. The established disaster prevention plan is difficult to plan management centered on disaster prevention due to factors such as economic efficiency, convenience, and comfort. This study is a basic study for supporting disaster prevention mitigation plan. For this purpose, the analysis of the actual situation of disaster prevention plan at home and abroad and improvement plan were derived. ased on these improvement plans, we have developed a method to apply the element technology of urban design to the test bed to reduce sediment disaster. The test bed was investigated and examined in the disaster hazard area of Busan and Seongnam city. And the defense technology is applied to the selected site, and the basis of the disaster prevention plan and design is proposed. If the proven techniques are reflected from the urban planning stage, it will be possible to contribute to the mitigation of sediment disaster caused by the city.

  • 재난예방단계와 사회재난분야의 관리강화를 위해 지능정보기술(ICBMA, IoT, Cloud, Big Data, Mobile, AI) 활용하여 상호 연계한 To-Be 재난관리시스템 제안을 고찰하고자 한다. 민간Moble, IoT등에서 생성되는 재난발생 전후시기에 재난징후의 Big Data와 분석 결과로 초지능 인프라를 구축함으로써 현재 재난관리 시스템을 고도화할 수가 있다. 재난징후의 Big Data를 AI의 지도, 비지도 강화훈련 학습으로 사용자에게 적시에 맞춤식 제공이 가능하고 장기적으로 재난대처 능력이 향상될 뿐 만 아니라 예방단계 중심의 관리 능력이 높아질 것으로 예상된다.

  • Our country's coast is vulnerable area to natural disaster which the repetitive damages occur every year including a loss of lives, the damage of facilities and erosion mostly except for the east coast because of a typhoon, tidal waves, sea water overflowing by topographic structure of low-lying gentle slope and shallow sea. However, as for prevention of natural disaster occurring every year, the situation is that it's centered on the restorationcentered measures and the general disaster prevention research to minimize damages at the time of disaster occurrence is insufficient. This study intendedlop t to devehe techniques possible for real time sampling of damage prediction areas on Web in order to support decision making for damage prevention and establishment of disaster prevention policy. For this, the thematic map was produced related to disaster based on high-resolution satellite picture, and the environmental DB similar to real world was constructed through topographic construction of three-dimension integrating the parts of land and the sea. In addition, the system was developed possible for the expression of damageable regions by real time grasp of dangerous regions at the time of disaster occurrence through over flowing simulation of three-dimension, and it's intended to prepare a basis to minimize damages to disaster situations through it.

Decision-Making Model Research for the Calculation of the National Disaster Management System's Standard Disaster Prevention Workforce Quota : Based on Local Authorities

  • The purpose of this research is to develop a decision-making model for the calculation of the National Disaster Management System's standard prevention workforce quota. The final purpose of such model is to support in arranging a rationally sized prevention workforce for local authorities by providing information about its calculation in order to support an effective and efficient disaster management administration. In other words, it is to establish and develop a model that calculates the standard disaster prevention workforce quota for basic local governments in order to arrange realistically required prevention workforce. In calculating Korea's prevention workforce, it was found that the prevention investment expenses, number of prevention facilities, frequency of flood damage, number of disaster victims, prevention density, and national disaster recovery costs have positive influence on the dependent variable when the standard prevention workforce was set as the dependent variable. The model based on the regression analysis-which consists of dependent and independent variables-was classified into inland mountainous region, East coast region, Southwest coastal plain region to reflect regional characteristics for the calculation of the prevention workforce. We anticipate that the decision-making model for the standard prevention workforce quota will aid in arranging an objective and essential prevention workforce for Korea's basic local authorities.

재난상황시 활용할 수 있는 스마트 방재의 중요요인에 관한 연구: 전문가와 수요자 간 인식차이를 중심으로 (A Study on Important Factors of Smart Disaster Prevention usable in Disaster Situations: Focusing on the Difference in Perception between Specialists and Consumers)

  • 본 연구는 화재라는 재난적 상황에 대처하기 위한 재난관리의 각 단계에서 4차 산업혁명의 기술들을 적용하여 스마트 방재기술을 발전시킬 수 있는 방안을 제시하고자 하였다. 이를 위하여 방재 전문가와 방재 수요자 각 150명을 연구대상으로 설정하여 설문지를 배포하여 연구자료를 수집하고, 통계분석을 시행하였다. 주요한 결과는 방재 전문가 및 수요자들은 공통적으로 스마트 방재의 시스템적 요인을 가장 중요하게 생각하고 있었으며, 방재 전문가와 수요자들의 각 스마트 방재 구성요인에 대한 중요성 인식의 차이는 통계적으로 유의하지 않았다. 이러한 결과를 토대로 본 연구자는 우리나라의 스마트 방재기술이 발전하기 위해서는 다수의 연구자들이 개개별적인 스마트 방재기술을 연구하는 것도 중요하나, 무엇보다도 스마트 방재기술들을 어떻게 관리하고, 이를 통합하며 실제 상황 속에서 적용할 것인지에 대한 시스템적 연구개발이 가장 선제적으로 이루어져야 할 것을 제언하였다.

  • 지구 온난화 및 환경 파괴 등으로 인해 재난 발생 빈도가 높아지고, 피해 또한 가속화됨에 따라 실시간 환경 변화의 인식을 통한 재난 안전에 대한 요구가 증가하고 있다. 특히 국지적 기후 변화로 인한 피해가 높게 발생하고 있는 실정이다. 이에 지역적 재난 안전에 대한 대처 방안이 요구된다. 본 논문에서는 동해안의 해상 기상 악화로 사고발생 우려가 높아지고 있는 해안 방파제를 대상으로 무선 센서 기술을 통합하는 재해 안전 모니터링 시스템을 제시하고자 한다. 제시된 재난 안전 시스템은 실시간 원격지 상황 정보와 예측시스템을 통해 발생 가능한 위기상황을 파악하고 재해예방 및 피해를 감소시키는데 많은 도움을 제공할 수 있을 것이다.

  • Increasing the need of national safety management system in order to an epoch-making improvement to scientific disaster management which appears new types of disasters through the exchange of traditional disaster environment and responds actively to the rapid exchange of social environment based on u-IT. Requiring the development of systematical information sharing networking system and sharing realtime data amongst government, local authorities and related organisations under both safety management in normal times and circumstance management in disaster times, and need for the establishment of national safety strategy, which has been strengthened function such as prevention and preparation. This research provides a basic scheme and strategic tasks in order to constitute preventing scientific national disaster prevention structure at anytime and anywhere from disaster which is based on ubiquitous technology and realise the intelligent national disaster prevention system of u-safe Korea.

  • This study demonstrates a basic concept and designing direction for the realisation of disaster prevention planning in u-City(u-BangjaeCity) that is from establishing a planning system in terms of the areas of professional disaster and safety management for the national disaster management. and designing disaster or safety management system via using ubiquitous technology for the scientific disaster management. In order to realise u-City it is necessary to maps out interrelation amongst various services such as traffic, environment and disaster prevention. Domestic and international case studies regarding the tendency of disaster prevention planing in u-City and its analysis could be the fundamental resource in order to develop the standard model of u-BangjaeCity.
