The Effective Policy for the Establishment of Disaster Management System in Korea (우리나라의 효과적(效果的)인 재난관리체제(災難管理體制) 구책방안(構策方案)에 관한 연구(硏究))

  • Many concerns have been raised for importance of disaster management after 1990's numerous urban disasters in Korea. When the primary function of government is to protect lives and property of citizens, disaster management should be included in the mainstream of public administration and many hazard countermeasures should be carried out for that purpose. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. This paper is split into five chapters. Chapter I is the introduction part. Chapter II introduces the reader to a disaster management theory, and deals with various disaster management systems of foreign countries such as the U.S.A. and Japan, Chapter III describes and characterizes the Korea's current disaster management system. The Korean disaster management system has been reestablished through the enactment of the Disaster Management Act of 1995 and the full revision of Natural Hazards Management Act of 1995 after series of catastrophic man-made disasters since 1993. Chapter IV is devoted to the establishment of an effective disaster management system in Korea. In this chapter, I discusses measures needed to improve the quality of CDMB(Central Disaster Management Bureau)'s service to the people. I strongly reemphasize the effectiveness of a comprehensive risk-based, all-hazard national emergency management system that addresses preparedness, mitigation, response, and recovery. To that end the Administration should develop legislation, new policies, and organizational plans to invigorate the agency with a refocussed mission. Chapter V is a conclusion. As the demand for citizens'welfare has been continuously increased in the localization, the importance of disaster management is emerging subject in the public sector. The disaster management carries out complicated affairs and manages diverse objects, the cooperation/connection system of the central-local government and citizens, and non-governmental organization should be established.

  • The purpose of this study was to empirically verify the correlation between the characteristics of safety officers and managers handling disaster and safety management, competence, and performance among disaster and safety work-level officers in medium-sized companies in South Korea. For this study, the researcher surveyed 509 disaster and safety management officers of various companies and analyzed the resultant data. The results of the analysis showed that, first, the characteristics of the safety officers handling the disaster and safety management systems had a significantly positive impact on performance. Second, the characteristics of the safety officers handling the disaster management systems had a significantly positive impact on competence. Third, the disaster and safety management competence of the safety officers had a significantly positive impact on performance. Fourth, in the relationship between the characteristics of the safety officers handling the disaster and safety management systems of businesses and their performance, the competence of the safety officers had a mediating effect.

A study on the integrated management model of the national disaster resources (국가 방재 자원 통합 운영 모델에 관한 연구)

  • Conventional disaster resources management systems among the several institutes are not mutually connected. In case of NDMS(National Disaster Management System), the data of the system is confined to the resources of the local governments and not connected with any other disaster resource management systems. Therefore, it is difficult to find the needed resources, when the large scale disaster is occurred. In this paper, we developed the integrated model of the distributed resources management framework considering the current resource management environment among the institutes. It is loosely coupling model under the centralized system, called IDRM(Integrated Disaster Resource Manager). The system will be verified with the test sites including Korea Expressway Corporation, JeonBuk local government, and Korea Construction Equipment Association. Via the field testing, the system will be the base of the real available system in the future.

  • The magnitude and frequency of international disaster recovery aids and supports by the United Nations and other donor countries to least developed countries are increasing due to the emerging risks such as super typhoons and consequently worsened impacts by those disasters. With emergency recovery aids, systems for disaster mitigation and preparedness are also needed to the countries hit by disasters. Through the KOICA programs, the Korean government is trying to establish an effective disaster support system for disaster-hit countries. This study reviews current post-disaster aid systems of various countries and international organizations and proposes improved disaster aid system for the Korean government. The improved system can be used in the assistance of effective and enlarged international recovery activities promoting Korean government's status in the international disaster management society.

  • This study aims to suggest a classification system for integrated management and shared use of disaster and safety information, which is currently produced and managed separately in disaster-related organizations. The study conducted a survey with organizations in charge of disaster management to analyze existing disaster-related classification systems and developed the first draft of the classification system. Later, in-depth interviews were conducted with disaster experts and a review was made by library and information science professors for the final touch. As a facet classification system consisting of 7 facets, it will be effective in supporting disaster management tasks as well as representing the complex nature of disaster and safety information.

  • In this paper, an evaluation model of disaster management system which is developed by using GRI G3 version and BCP process for the sustainability management of small and middle enterprises was proposed. The proposed evaluation model can be used to evaluate the disaster management system directly, and to establish the disaster management system as an index. Also, the rules obtained by pattern analysis using fuzzy ID3 for the proposed evaluation model are expected to use the guideline effectively for self evaluation in the small and middle enterprises.

  • With the increase of data and the development of AI technology, the strategies and policies related to integrated data are being actively established to increase the usability of data all over the world. Recently, in the research field, infrastructure projects and management systems are being prepared to utilize research data at the initiative of the government. Also, in Korea, platforms for searching and sharing research data are being actively developed. The National Disaster Management Research Institute (NDMI) has been conducting extensive research on disaster & safety as a national institute, but data-oriented management and utilization are insufficient. Because it still lacks consistent data management systems, metadata for outcomes of research, experts on data and policies for utilization of data to research. In order to move to the data-based research paradigm, we defined the master plans and verified a target model for the integrated management and utilization of disaster & safety research data. In this study, we found out the need to establish differentiated data governance, such as data standardization and unification of the data management system, and dedicated organization for managing data, based on the necessity and actual demands of NDMI. In order to verify the effectiveness of the target model reflecting the derived implications, we intend to establish a pilot mode. In the future, major improvement measures to establish a disaster & safety research data management system will be implement.

  • Purpose: The purpose of this study is to identify the legal status of enterprise disaster management standards established as part of business continuity management and to ensure resilience, and to improve the problem of application of industry disaster management standards in related industries. Method: We collected relevant data for the study and conducted a literature review on the logistical definition of laws and academic systems such as constitution and enterprise disaster reduction law, and HLS structure. Results: It has been confirmed that the enterprise disaster management standards in the Enterprise Disaster Management Standard are higher in the legal status than the ISO 22301: 2012 international standard. Conclusion: Through this study, it is necessary to establish a development direction of application and related regulations by clarifying the enterprise disaster management standard according to the enterprise disaster reduction law.

  • Cooperation between government agencies is important for disaster management, and a thorough and objective cause investigation is important to prevent the recurrence of similar disasters. In South Korea, individual laws are scattered by ministries according to the disaster type, and most are operated as non-permanent organizations that are employed when disasters occur. Although expertise is recognized for each disaster type, each government agency's operation method is different, so when a large-scale disaster involving multiple ministries occurs, there is a limit to the coordination of roles and integrated management between government agencies. In particular, whenever a large-scale complex disaster occurs, problems arise regarding the independence, professionalism, and fairness of the cause investigation. Therefore, to supplement this, reviewing the management methods and systems of disaster cause investigations in advanced countries is necessary. Thus, in this study, the organization status, manpower, organizational structure, and cause investigation work system of NTSB of the United States, JTSB of Japan, and SHK of Sweden are identified to improve the disaster cause investigation system in Korea and are compared and analyzed with Korea's GDCIG. Additionally, issues and problems for the advancement of Korea's disaster cause investigation system are considered and improvements are suggested.

Improving the Disaster Management Service in the Demander-Centered Approach (수요자 관점에서 접근한 재난관리서비스의 개선 방안)

  • To enhance the quality of disaster management service, the paradigm shift is necessary from the supplier-centered approach to demander-centered approach. In this paper, demander means all the policy actors that participate in the field of disaster such as central & local governments, emergency rescue systems, civil volunteer groups as well as the disaster victims. In this study, we analyze the current problems of disaster management service in demanders' point of view through in-depth interviews and then address suggestions based on each entity's recognitions and understandings related. The results are as follows: 1) Lack of systemicity in the current disaster management service. 2) The mutual distrust and understanding among the policy actors participating in the disaster site. 3) In the field of disaster, not only the disaster victims but also people related to entities are deprived of a stable living due to a long period of rescue activities. Furthermore, the conflicts derived from allocations of the aid fund can bring about the collapse of local community involved in disaster. 4) The life of the disaster victims that have been damaged mentally and financially is earnestly necessary to be conveniently served by disaster management service.
