본 논문에서는 재난 위기경보 발령을 하기 위해 상황판단 기준을 자동분석하는 재난위기경보관리시스템의 기능 및 서비스와 국가재난관리정보시스템(NDMS) 체계에서 운영하기 위한 방안을 제안한다. 재난 발생시 위험수준에 따라 위기경보(관심-주의-경계-심각)를 발령하고 있다. 위기경보 수준을 자동분석 판단하기 위해 첫째, 데이터 수집, 위기경보 수준 분석, 위기경보 수준 판단, 공간규모별(시도, 시군구) 위기경보 등급을 표출하는 재난위기경보관리시스템을 구현하였다. 위기경보 수준 판단은 지능형 위기경보 수준(지역민감도, 위험수준, 위기경보 등급 판단)과 위기관리 매뉴얼의 위기경보 기준(시도 단위 기준 표준 설정)을 적용하여 두 가지 방식으로 분석하여 표출한다. 둘째, 국가재난정보관리시스템내에서 운영할 수 있도록 재난안전데이터 공유 플랫폼의 데이터 연동과 위기경보 데이터를 공동활용하기 위해 표준 메타데이터(구성항목 정의), 상황정보 연계(대상 정의), 데이터 제공을 위한 openAPI 표준을 제시한다.

There was heavy rains that happened for 23 days consecutively in 2006. Many regions have suffered because of rains and among them In-Je and Pyung-Chang area are the most suffered areas at that time. I conducted field survey at those two regions. The case of other damaged regions also reviewed in this paper and volunteer activity of volunteer groups is reviewed. I intended to make clear the volunteer activity system through analysing need capacity of volunteers. Main suggestions are as below. In management system, the nexts are discussed. Improving the ability of village headmen and volunteer groups that manage relief stuffs at the first level and cooperating method with companies are discussed. Supporting system for isolated regions and necessity about developing operating manual are suggested. In education system, specialized education for different disaster areas, field orientation education, and training managerial positions are suggested. In supporting system, improving NDMS(National Disaster Management System), computerized program for volunteer management, insurance for volunteers, issuing a confirmation of volunteering activity, securement of emergency communication system, budget for prevention and donation are also suggested.

NDMS의 경우, 정보는 해당 지역 자원에 한정되어 관리되고 있으며, 타 기관 시스템과 연계되어 있지 않다. 그러므로 대규모 재난 발생 시, 여러 기관 사이에 분산된 필요한 자원을 찾기는 쉽지가 않다. 본 논문에서는 이러한 자원 관리 환경을 고려하여, 분산된 자원 관리시스템을 통합하는 모델을 개발하였다. 그것은 IDRM이라는 본 연구에서 제안하는 중앙 시스템을 중심으로 연계하는 새로 모델이다. 본 시스템은 한국도로공사, 전북도청, 그리고 대한건설기계협회의 테스트 사이트를 통하여 연계성이 검증될 것이다. 이러한 검증을 거쳐서, 본 시스템은 장래에 운영 가능한 실제 시스템으로 될 것으로 기대한다.

재난의 환경은 매우 복잡 다양한 양상을 띠고 있으며, 예측 불가능한 재난의 발생으로 인하여 대규모인적소(昭)걋$^{\circ}$ 피해를 입고 있다. 특히, 최근에는 기상이변 현상으로 말미암아 대홍수와 혹서, 가뭄, 혹한, 지진 등 대규모 자연재난이 세계 전역에 걸쳐 발생하고 있는 실정이다. $9{\cdot}11$ 테러사건이후 대부분의 국가는 국민의 생명과 재산의 보호는 물론 국가 안전망을 구축하기 위한 노력을 꾸준히 진행하고 있다. 본 연구는 재난대응 기관인 소방서에서 현재 사용하고 있는 재난정보시스템의 실태를 분석하고, 재난관리를 위한 유비쿼터스(Ubiquitous) 정보기술 활성화 방안, 즉 재난정보 데이터베이스구축, 재난주기 통보, 위험성 분석, 시설물정보 시스템, 재난방송 시스템, 위치추적 시스템, 재난피해수집 시스템 등을 재난단계별로 제시하여 안전한 국민의 삶을 실현하고자 하였다.

Recently, natural disasters happened to the Korea frequently. Disaster in the present society has been changed and increased it impacts and extent of danger as the society develops. So, Korean people feel uneasy about the unpredictable disaster. Therefore the capability of administration system, and cooperation and support between related organization become more necessary. This study aims to find out better ways of disaster management system which can protect people's lives and fortune from all sort of national disasters. To research policy reform, it is necessary to analyze disaster response organization(national disaster prevention countermeasures headquarters and so on), interorganizational relationship, law system etc. Especially, in this study, role appreciation of government was analyzed to get the rational policy reform measure. Suggestion : First, it is necessary Establishing a consolidated organization for disaster managing and united response organization is necessary such as Federal Emergency Management Agency(FEMA) which controls an over all aspects of disaster management. And it is necessary to develop Integrated Administrative Control System based on comprehensive plan. When the accidents happen, it needs to be many equipments and various specialized personnel. So, to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. Also, as soon as the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, All the citizens have to keep safety rules, and also to take a safe action in ordinary daily life.

과거 우리나라의 재난관리는 재해가 발생한 후 이에 대한 복구를 수행하는 사후복구에 중심을 두었다고 볼 수 있으나, 현재는 과거와 같은 사후복구가 아닌 재해발생을 미리 예측하고 이에 대한 정보를 일반인에게 전파하여 재해발생에 따른 피해를 최소화 하는 재난관리시스템 구축에 중점을 두고 있다. 그리고 최근에 전 세계적으로 발생되고 있는 재난은 과거에 비해 그 규모나 피해 정도가 대형화되고 있는데 이는 산업발달과 인구의 증가 등에 따른 기후변화가 주된 원인으로 작용하고 있기 때문이다. 본 연구를 통해 기후변화 적응을 중심으로한 국제기구 및 유럽 방재선진국의 재난관리 사례를 분석, 국내 실정에 적합한 미래 재난관리 표준시스템 구축을 위한 방안과 대안을 기술하고자 한다.

재난은 언제, 어디서, 어떻게 발생할지 모르는 불확실성을 가지고 있다. 따라서 재난에 대한 대응과 관리는 국가나 지방자치단체에서 이루어지고 있다. 우리나라는 재난 및 안전관리기본법이 제정되어 국가적 차원에서 재난관리가 이루어지고 있으며, 또한 국가는 재해를 예방하고 그 위험으로부터 국민을 보호하기 위하여 노력하도록 하고 있다. 재난관리체계는 선진국 수준으로 잘 갖추어져 있으며 정부 및 지방정부의 조직기구와 단계별 활동매뉴얼도 구체적이고 실질적으로 잘 정비되어 있다. 그럼에도 불구하고 재난은 불확실성이라는 특성 때문에 간헐적으로 발생되면서 대형참사를 불러 일으킨다. 재난에 대한 피해의 최소화 노력으로서 재난관리는 필요하다. 평상시 재난에 대비한 노력이 실제 재난상황에서 효율적으로 활용될 때 시스템의 효과는 나타나는 것이다. 그러나 그 동안의 대형참사를 비롯하여 이번 세월호 침몰 사건에 대한 정부와 지방자치단체의 대응과정을 볼 때 시스템은 작동되지 않았고 매뉴얼은 캐비넷 속에서 존재하고 있었다. 예방조치와 대비의 준비활동이 없었고 조직적인 통합대응관리가 부재하였으며 전문성을 갖춘 전문인력도 없었다. 대형참사 때 마다 반복적으로 제기되는 문제점이지만 구호성 개선만 있었을 뿐 실질적인 변화는 없었다. 재난관리에 대한 혁신적인 전환점이 마련되지 않는 한 피해는 줄어들지 않을 것이다.

본 연구는 효율적 재난대응체계 구축을 위한 네트워크체계를 구축하고자 일본과 한국의 재난 대응 사례를 비교 분석하였다. 일본의 경우 중앙정부와 지방정부 등의 공공부문과 민간부문 및 NGO간 상호 네트워크에 의해서 협력적으로 재난에 대응하고 있으나, 한국의 경우 각 부문간 네트워크 협력체계 구축이 미약하여 더 많은 재난피해를 불러일으키고 있었다. 즉 우리나라 재난대응 서비스는 그동안 공공부문에서만 담당해 왔던 것이다. 공공부문은 관리에 필요한 자원을 광범위하게 가지고 물리적 강제력과 법적 권한의 보유로 재난관리에 강력하게 대응할 수 있는 조직이다. 그러나 현대사회의 특성상 중앙정부와 지방정부 등의 공공부문의 노력만으로는 재난관리를 효과적으로 수행하기에 한계가 있음이 밝혀졌다. 따라서 향후 한국이 재난대응을 효율적으로 수행하기 위해서는 국가재난대응 통합 네트워크 체계를 마련하고, 각 주체들을 연결할 수 있는 매개조직이 필요하며, 재난대응 네트워크에 참여하는데 있어 각 기관들의 역할과 기능 분담을 위한 재난대응 교육 훈련 프로그램이 요구된다.

The characteristics of every organization is going to be under investigation should be previously analyzed and reviewed in details for senior disaster management organization In this research, disaster management organizations above mentioned are investigated and arranged respectively. And the guidelines for evaluation is suggested and the results offers foundations for the development of evaluation index.

New governance in the area of disaster management(New Governance) of the Safety Building in the form of public-private network as required in this era, SWOT can provide a strategic way to build public-private partnership recognized the necessity for a more efficient way. Between government agencies, private organizations and government and private organizations for the network between the systematic approach based on mutual trust, and participation by the activation of the meaning of seeing places studied. Partnership for Disaster Management as a result of the settlement than if the existing disaster management system for disaster response system more effective and efficient functioning in reducing human and material damage is expected to contribute are getting out.
