Does Urbanization Indeed Increase Disaster Damages? - Lessons from Gyeonggi Province, South Korea (도시화가 자연재해를 늘리는가? - 경기도 사례를 중심으로)

  • This study empirically investigates whether urbanization triggers urban disaster damages in the metropolitan areas of Korea by applying panel data analysis. Issues are approached with respect to the perspective that increased natural disaster damages are closely related with urbanization. This paper describes the conceptual framework of disaster management to understand the factors that determine urban disaster damages in Korea. This study used a simplified model with some key factors for analysis, because flood damage factors in urban areas are too diverse, and a full understanding of every cause is not feasible. The results indicate that urbanization does not necessarily lead to increasing urban disaster damages and if properly managed, urbanization can actually reduce urban disaster damage.

  • In Korea, national information infrastructure has been grown well because of the rapid growth and supply of Internet, but threats of cyber terror and cyber war are also increasing. Cyber attacks on knowledge information society threaten industry, economy and security. Major countries realize that cyber attacks can cause national heavy loss. So, they are trying to adopt policy on their cyber safe. And natural environmental crisises are increasing around the world. Countries such as India and Philippine in which tsunami, typhoon and earthquake are often occurring have national systematic disaster management system that can prevent and recover. We need systematic management for prevention and recovery from cyber terror, and need to establish national cyber disaster management system. Therefore, in this paper, we analyze major countries's cyber security policy and suggest a method of establishing the national cyber disaster management system.

  • To prevent and minimize damages from disaters, it is necessary to build an GIS that can gather and organize proper information and that can analyze about disasters. This research aims at proposing policy measures to poster a GIS based urban disaster management system. To do so, the paper firstly takes a close look at the GIS in the City of Kohbe in Japan as a case study. Then it examines the effects the GIS based urban disaster management system and suggests future directions to promote it.

  • Community-based disaster preparedness approaches are increasingly important elements of vulnerability reduction and disaster strategies. They are associated with a policy trend that values the knowledge and capacities of local people. In this research, we describe the community diagnosis method and develop Flood Disaster Risk Reduction Index(FDRRI) for assessment of flood vulnerability. FDRRI is composed of four indicators such as Flood Exposure Indicator(FEI), Sensitivity Indicator(SI), Risk Reduction Indicator(RRI), and Community Preparedness Indicator(CPI). We anticipate to present the guideline for selection national preparedness projects and uplift community's preparedness capacity.

Analysis of Domestic Policy Trend and Role of Science and Technology After Sendai Framework for Disaster Risk Reduction (센다이프레임워크 전환에 따른 재해위험경감 관련 국내 정책동향변화 및 과학기술의 역할)

  • With the end of the HFA (Hyogo Framework Action) in 2015, SFDRR (Sendai Framework for Disaster Risk Reduction) was adopted as a new agenda for disaster risk reduction at the 3th WCDRR (World Conference on Disaster Risk Reduction), held in March 2015. Continued understanding of the international agenda for reducing disaster risk is critical to disaster risk reduction at the national level as well as international level. Therefore, in this study, we analyzed major changes in the international agenda for disaster risk reduction as the transition from HFA to SFDRR, and analyzed South Korea's major achievements in the HFA and the implementation status of SFDRR in South Korea. In addition, SFDRR emphasizes the role of science and technology in policy making, and examined research trends in science and technology. 49.9% of the efforts were made to prevent the disasters during the disaster management stage, and plans related to priority 1 (40.4%) and 4 (35.8%) were mainly promoted. Science and technology research and development for disaster management were analyzed as active, but 79.7% of the tasks were related to priority 4, and it is necessary to develop all four priorities. Recently, disaster management using next-generation disaster prevention technologies such as satellite technology and big data is required, and it is expected that it will contribute effectively to mitigate disaster risk through establishment of education and policy to support it.

The Detection Model of Disaster Issues based on the Risk Degree of Social Media Contents (소셜미디어 위험도기반 재난이슈 탐지모델)

  • Social Media transformed the mass media based information traffic, and it has become a key resource for finding value in enterprises and public institutions. Particularly, in regards to disaster management, the necessity for public participation policy development through the use of social media is emphasized. National Disaster Management Research Institute developed the Social Big Board, which is a system that monitors social Big Data in real time for purposes of implementing social media disaster management. Social Big Board collects a daily average of 36 million tweets in Korean in real time and automatically filters disaster safety related tweets. The filtered tweets are then automatically categorized into 71 disaster safety types. This real time tweet monitoring system provides various information and insights based on the tweets, such as disaster issues, tweet frequency by region, original tweets, etc. The purpose of using this system is to take advantage of the potential benefits of social media in relations to disaster management. It is a first step towards disaster management that communicates with the people that allows us to hear the voice of the people concerning disaster issues and also understand their emotions at the same time. In this paper, Korean language text mining based Social Big Board will be briefly introduced, and disaster issue detection model, which is key algorithms, will be described. Disaster issues are divided into two categories: potential issues, which refers to abnormal signs prior to disaster events, and occurrence issues, which is a notification of disaster events. The detection models of these two categories are defined and the performance of the models are compared and evaluated.

  • This thesis is an attempt to find out ways and means needed to improve the disaster management system in Korea(Chap. Ⅰ). For this purpose, I have first reviewed various crisis management systems of foreign countries such as the United States, England and Japan(Chap. Ⅱ), and also reviewed that of our own country(Chap. Ⅲ). All of us knows that our disaster management system has been reestablished through the enactment of the Disaster Management Act of 1995 and the full revision of Natural Harzards Management Act of 1995 after a series of catastrophic man-made disasters since 1993. I took a general survey of the contents and characteristics of the newly made Disaster Management Act(Chap. Ⅳ), and Finally, as a conclusion of this research(Chap. V), I indicated a few disputed points on the Disaster Management Act and suggested several alternatives to improve our crisis management system. The alternatives suggested are as follows (1) Reinforcement of prevention-centered policy and expansion of investment (2) Specialization of the crisis management man-power and securing the rescue equipment (3) Arrangement of the various lessons on crisis and reinforcement of educational training against the disasters (4) Building the cooperative systems between the civil organizations (5) An opinion towards the issues on the unifying the law systems and reorganizaing the new independent institution for the crisis management

Environmental Cooperation with the Distribution of Urbanization between South and North Korea

  • Purpose - This study aims to lay the foundation for a desirable direction to solve future environmental problems through framework research on environmental cooperation according to distribution of urbanization between South and North Korea. The article also attempts to explore solution to two Koreas' environmental problems from the cooperative perspective between South and North Korea and draw future policy tasks. Research design, data, and methodology - For methodology, North Korea's legal system to cope with disasters is taken into consideration in terms of literature review. This study also analyzes a series of processes related to North Korea's disaster management through case study, and draws policy measures for North and South Korea's cooperation scope and methods. Result - The results support that North Korea is very vulnerable to environmental disasters due to food shortages, economic sanctions, and enormous natural disaster damages including flood damages occurring each year, because of the lack of disaster prevention infrastructure such as river maintenance. Conclusion - At the current time when North and South Koran exchange and cooperation increase, a disaster management cooperative system is needed for the areas where South and North Korea manage through division. It also suggests that there is a need to establish regulations and procedures for support items in advance for a quick response to disasters in North Korean region.

A study on improvements of disaster management with public-private partnerships (재난관리 민관협력 개선방안 연구)

  • The purpose of this research is to study how efficiently corporate public-private partnerships in disaster management is. The research method involved interviewing fifteen experts in disaster management, who were questioned about assisting disaster-stricken areas in accordance with public-private partnerships. These experts offered the following suggestions for improving disaster management methodology. First, to overcome the lack systematic management in the public-private partnerships for disaster relief to expand and strengthen the role of civil organizations. Second, disaster managers and private organizations should have active communication along secure channels so that private organizations can take advantage of the talents that public and private entities own. Third, for civilian experts to share their information, which should be actively utilized to support disaster management in local government. Fourth, education and training for public-private partnerships should be made on an ongoing basis. Fifth, effective disaster management and recognition of public-private cooperation should be strengthened. Finally, private sector support should be made. This study was applied to the Delphi method and that improvements can be made to a variety of populations, such as questionnaires. The results of this study will contribute to the policy options for establishing public-private partnerships in disaster management.

  • Although many years passed since 'The Legislative bill on the support of voluntary activities of enterprises for disaster reduction'(hereinafter referred to as 'enterprise disaster reduction act') has been first enacted in 2007, BCMS is still not activated in our society. In contrast, after 911 Terror, importance of BCM is getting magnified and standardization research & institutionalization i s a lso proceeding i all over world. Lately, Disaster preventing activities is urgently needed like the sinking of 'Sewol ferry'. So the purpose of this paper is proposed for establishment of 'BCMS' and activation of the certificate system for Best-Run Business by analyzing the problem of 'enterprise disaster reduction act' and weak of activation as following. First, propel changing the policy of self-regulated participation to mandatory about the certificate system for Best-Run Business from public entity to government ministry and it is able to activate by propelling demo business of the certificate system for Best-Run Business. Second, public entity that has been given the certificate system for Best-Run Business by affiliating with Disaster Management Assessment of government management can be exempted from Disaster Management Assessment or those entity can arrange for connectivity acquisition method of 'Excellent rate'. Third, to publicize the activation of the law mentioned above, makes public entity r ecognizable by incorporating 'BCMS' into National safety management plan and establishment of National critical infrastructures security plan. Fourth, it should be reviewed to improving the related act regarding to inclusion of public organizations as well as private enterprises.
