Real-Time Flood Forecasting by Using a Measured Data Based Nomograph for Small Streams (계측자료 기반 Nomograph를 이용한 실시간 소하천 홍수량 산정 연구)

  • As the flood damage on small streams increase due to the increase in frequency of extreme climate events, the need to measure hydraulic data of them has increased for disaster risk management. National Disaster Management Institute, Ministry of Interior and Safety develops CADMT, a CCTV-based automatic discharge measurement technology, and operates pilot small streams to verify its performance and develop disaster risk management technology. The research selects two small streams such as the Neungmac and the Jungsunpil streams to develop the Nomograph by using the 4-Parameter Logistic method using only the observed rainfall data from the Automatic Weather System operated by the Korea Meteorological Agency closest to the small streams and discharge data collected by using the CADMT. To evaluate developed Nomograph, the research forecasts floods discharges in each small stream and compares the result with the observed discharges. As a result of the evaluations, the forecasted value is found to represent the observed value well, so if more accurate observed data are collected and the Nomograph based on it is developed in the future, the high-accuracy flood prediction and warning will be possible.

  • Accurate quantitative evaluation of baseflow contribution to streamflow is imperative to address seasonal drought vulnerability, flood occurrence and groundwater management concerns for efficient and sustainable water resources management in watersheds. Several baseflow separation algorithms using recursive filters, graphical method and tracer or chemical balance have been developed but resulting baseflow outputs always show wide variations, thereby making it hard to determine best separation technique. Therefore, the current global shift towards implementation of artificial intelligence (AI) in water resources is employed to compare the performance of deep learning models with conventional hydrograph separation techniques to quantify baseflow contribution to streamflow of Piney River watershed, Tennessee from 2001-2021. Streamflow values are obtained from the USGS station 03602500 and modeled to generate values of Baseflow Index (BI) using Web-based Hydrograph Analysis (WHAT) model. Annual and seasonal baseflow outputs from the traditional separation techniques are compared with results of Long Short Term Memory (LSTM) and simple Gated Recurrent Unit (GRU) models. The GRU model gave optimal BFI values during the four seasons with average NSE = 0.98, KGE = 0.97, r = 0.89 and future baseflow volumes are predicted. AI offers easier and more accurate approach to groundwater management and surface runoff modeling to create effective water policy frameworks for disaster management.

  • In this study, risk categorized five safety management elements(equipment and structure, evacuation, lifesaving and fire extinguishing, performance based fire safety plan, operations management) were classified in order to establish safety system of underground space. Using classified safety management elements, assessment of fire hazard was performed. After calculating the grade of evaluation categories, assessment of fire hazard was suggested. The three grades of evaluation categories are classified as to importance and four criteria of evaluation are classified as to check result based on subdivisions.

  • We carry out a demonstration project to verify performance of a Home- Smart Cabinet Panel(H-SCP) at the child care facility. It is difficult to prevent an electrical disaster using a existing cabinet panel because electrical events are invisible and unforeseeable. So we construct a integrated information system with a Home-Smart Cabinet Panel(H-SCP) for management of low-voltage customers. The integrated information system with the H-SCP maintain the transmitted data from H-SCP, alert a electrical event to a administrator and show a state of customer health in real time respectively. A manager of electrical safety can prevent electrical disaster to maintain electrical facilities after analysis on the integrated information system.

  • There are various types of disasters now, and accordingly it is practically difficult to manage all types of disasters effectively. If we are able to reconstruct the disaster event and investigate the cause, it may be possible to prepare the recurrence of similar patterns of disasters. The vehicle-based system equipped with state-of-the-art sensors has been proposed in order to reconstruct the disaster site as much as possible and help the disaster investigator to analyze the cause of the disaster by providing high-quality information. However, the data quality obtained from the sensors can be lowered due to unpredictable circumstances of disaster site. In this aspect it is essential to provide practical procedures that assess and analyze the performance of the equipment on site. In this paper, we selected critical elements of performance that can evaluate the vehicle-based image acquisition system, since it is the most critical piece of information in the disaster sites. The quality of the images obtained from vehicle-based image system was analyzed and verified on the test site. From the results of spatial resolution based on GRD(Ground Resolved Distance), we were able to identify maximum 5mm of spatial resolution at a distance of 70m distance. The result of field test is expected to be used for data acquisition plan in future disaster situations.

  • This study presented a new NOS model through the following suggestions to apply the construction work planing and management to NOS(Network Operating System). First, This study presented CIMS(construction information classification system) reflected the characteristics of facility classification - functional component classification - functional component classification - work classification - resource classification. Based on this system. this study presented how to establish PMMB(performance measurement management baseline) with proposed master target equation which analyzed the trend of performance measurement management baseline and proposed work target equation which analyzed the execution results. Finally, this study presented NOS model that can be applied to fixed price method and cost plus fee method through the theoretical verification of executive performance analysis method.

  • Lifeline service disruptions can have significant impacts on local community in the aftermath natural disaster. Although effective restoration strategies with accurate damage assessment are required, the internal complexity of lifeline networks and their interdependency makes the understanding restoration process of lifeline systems a difficult issue. Additionally, the limitations of previous research relating the influence assessment of lifeline to community disaster resilience, highlight the need for understanding of lifeline networks. Therefore, this paper presents an agent-based model to discover emergent behavior and evaluate the interdependency and resiliency in lifeline networks. This research will provide basic guideline of resource allocation in order to mitigate cascading failures of the post disaster restoration processes.

  • Since natural disaster occurs increasingly and becomes complicated, it causes deaths, disappearances, and damage to property. As a result, there is a growing interest in the development of ICT-based natural disaster response technology which can minimize economic and social losses. In this letter, we introduce the main functions of the forest fire management platform by using images from an UAV. In addition, we propose a disaster image analysis technology based on the deep learning which is a key element technology for disaster detection. The proposed deep learning based disaster image analysis learns repeatedly generated images from the past, then it is possible to detect the disaster situation of forest-fire similar to a person. The validity of the proposed method is verified through the experimental performance of the proposed disaster image analysis technique.

Research on the Development of an Educational Program Based on a Manual for Disaster Medical Support Using Korean Medicine for Disaster Survivors (재난트라우마 한의사 진료 매뉴얼 기반 교육 프로그램 개발 연구)

  • Objectives: This study aims to develop an educational program based on a manual for disaster medical support using Korean medicine (KM) for disaster survivors. Methods: We conducted a literature review on another educational program, a focus group interviews with experts, a survey of the academic needs of Korean medicine (KM) doctors, educational competency development, and an expert Delphi survey. Results: This program was designed using a hybrid method combining online (4 h) and offline (8 h) elements; the total time of the program is 12 h. The offline course consists of theory (4 h) and practice (4 h) lectures. The theory lecture covers herbal medicine, acupuncture, stabilizing technique, emotional freedom technique, and self-management, and the practice lecture covers stabilizing technique, emotional freedom technique, and clinical performance evaluation. Meanwhile, the online course covers a manual for disaster medical support using KM and an introductory course from the National Center for Disaster and Trauma. Conclusions: The results of this study are expected to be useful for enhancing training for KM doctors in trauma care for disaster survivors as well as evaluating and validating the program's effectiveness.

A Study for Link of Institution in Disaster Management : Ansan District Study (재난 지원에 있어 지역사회 기관 연계에 관한 연구)

  • Objectives : The management of disaster should be immediate and sustainable. Further, it is hard to predict where the disaster will occur, using pre-exists governmental and non-governmental organizations are important. In this study, we tried to investigate the associated activities of organizations performed in Ansan city, in Sewol ferry accident. Methods : A total 121 workers in 25 organizations were surveyd about organizations which they worked with, kind of works performed, frequency of meetings, satisfaction in activities and factors associated with dissatisfaction in usual state and in Sewol ferry accident state, respectively. The differences between those two situations were analyzed using paired t-test for continuous variables and Chi-square test or McNemar test for categorical variables. Results : The total number of linkage of institutions were decreased(from n=397 to n=251) and the mean scores of rating satisfaction were significantly lower in most of organizations in disaster state. The rigid policy in performance evaluation was more likely associated with dissatisfaction in disaster state than usual state(p=0.045). Conclusions : For effective linkage of institutions, preparedness, such as understanding the capability of organizations in the communities and developing the protocol for associated activities, is important. The unnecessary and effortful performance evaluation should be sublated.
