  • Availability of abundant water resources data in developing countries is a great concern that has hindered the adoption of deep learning techniques (DL) for disaster prevention and mitigation. On the contrary, over the last two decades, a sizeable amount of DL publication in disaster management emanated from developed countries with efficient data management systems. To understand the current state of DL adoption for solving water-related disaster management in developing countries, an extensive bibliometric review coupled with a theory-based analysis of related research documents is conducted from 2003 - 2022 using Web of Science, Scopus, VOSviewer software and PRISMA model. Results show that four major disasters - pluvial / fluvial flooding, land subsidence, drought and snow avalanche are the most prevalent. Also, recurrent flash floods and landslides caused by irregular rainfall pattern, abundant freshwater and mountainous terrains made India the only developing country with an impressive DL adoption rate of 50% publication count, thereby setting the pace for other developing countries. Further analysis indicates that economically-disadvantaged countries will experience a delay in DL implementation based on their Human Development Index (HDI) because DL implementation is capital-intensive. COVID-19 among other factors is identified as a driver of DL. Although, the Long Short Term Model (LSTM) model is the most frequently used, but optimal model performance is not limited to a certain model. Each DL model performs based on defined modelling objectives. Furthermore, effect of input data size shows no clear relationship with model performance while final model deployment in solving disaster problems in real-life scenarios is lacking. Therefore, data augmentation and transfer learning are recommended to solve data management problems. Intensive research, training, innovation, deployment using cheap web-based servers, APIs and nature-based solutions are encouraged to enhance disaster preparedness.

  • This study aims to compare the performance of each machine learning model for preparing a grid-based disaster risk map related to flooding in Jung-gu, Ulsan, for Typhoon Chaba which occurred in 2016. Dynamic data such as rainfall and river height, and static data such as building, population, and land cover data were used to conduct a risk analysis of flooding disasters. The data were constructed as 10 m-sized grid data based on the national point number, and a sample dataset was constructed using the risk value calculated for each grid as a dependent variable and the value of five influencing factors as an independent variable. The total number of sample datasets is 15,910, and the training, verification, and test datasets are randomly extracted at a 6:2:2 ratio to build a machine-learning model. Machine learning used random forest (RF), support vector machine (SVM), and k-nearest neighbor (KNN) techniques, and prediction accuracy by the model was found to be excellent in the order of SVM (91.05%), RF (83.08%), and KNN (76.52%). As a result of deriving the priority of influencing factors through the RF model, it was confirmed that rainfall and river water levels greatly influenced the risk.

  • In this study, we established the process for collecting and utilizing video scripts of disaster site based on public-private partnerships. It is for the purpose of actively utilizing private capabilities in disaster management, and quickly sharing video scripts to identify field conditions. Based on the experience of actual operation of public-private partnerships system in the event of typhoon in 2019, we also derived implications for continuous operation of the process. Results are meaningful in that the government established the process for collecting and utilizing video scripts through public-private partnerships during the initial disaster response phase. And we also confirmed the possibility of spreading positive perception of disaster management organizations. However, there is a limit to the actualization and practical use of performance as an experimental pilot operation in the R&D stage. In addition, for continuous operation of the system, it is necessary to prepare institutional support measures such as organization, infrastructure for operating, programs of education and training, and policy making.

  • Recently, industrial accidents rate has been gradually decreasing due to the development of safety management methods, but until now, the accident rate in the construction sector is higher than other industries. Large-scale construction sites are operating systematic safety systems to reduce industrial accidents. However, small and medium sized construction sites do not have systematic safety system and lack safety management ability, so that disaster is not reduced compared with large scale construction site. As a result, disaster prevention technology instruction system has been implemented to reduce the disasters of small and medium scale construction sites. However, in the case of a small construction site less than 2 billion won, there is little decrease in the accident rate, and in some cases, the accident rate increases. After the technical guidance system has been implemented, it is necessary to identify the performance and problems of implementation and to improve its effectiveness. In this study, we suggest the improvement plan to improve the efficiency of the technical guidance system by analyzing the problems and actual conditions of technical guidance operation in small and medium sized construction work sites.

  • This study is firstly aiming at diagnosing the present problems of evaluating the performance, especially in the field of disaster and safety management, of LGA (Local Government Authorities) in Korea. The study also deals with developing alternatives to solve a series of barrier factors revealed during the evaluation process using System Dynamics. This paper therefore presents literature review including the official documents published by the government and the performance evaluation studies of LGA. Moreover the authors analyze the current practice of the CELG (Combined Evaluation of Local Governments) as performance management, address and map a series of barrier factors in the CELG process to elaborate the CLDs (Causal-Loop Diagrams) and find solutions using system thinking with the CLDs. According to the analysis results, the core barrier factors to overcome is lack of proactive indicators/indices in the current practice of the CLEG. The authors therefore recommend to develop more proactive indicators that leads to avoid difficulties in measuring the LGA output, as well as to lessen the burden in competition for rankings and goal of the displaced.

  • The seismic performance of rigid steel frames is widely investigated, but that of semi-rigid (SR) steel frames are not studied extensively, especially for near-field earthquakes. In this paper, the performances of five and ten-story steel SR frames having different degrees of semi-rigidity are evaluated at four performance points in the four different deformation states, namely, the elastic, elasto-plastic, plastic, and near collapse states. The performances of the SR frames are measured by the response parameters including the maximum values of the top floor displacement, base shear, inter-story drift ratio, number of plastic hinges, and SRSS of plastic hinge rotations. These response parameters are obtained by the capacity spectrum method (CSM) using pushover analysis. The validity of the response parameters determined by the CSM is evaluated by the results of the nonlinear time history analysis (NLTHA) for both near and far-field earthquakes at different PGA levels, which are consistent with the performance points. Results of the study show that the plastic hinges of SR frame significantly increase in the range of plastic to near-collapse states for both near and far-field earthquakes. The effect of the degree of semi-rigidity is pronounced only at higher degrees of semi-rigidity. The predictions of the CSM are fairly well in comparison to the NLTHA.

  • In 2000s, incidence of natural disaster is increasing continuously. Therefore, the necessity of research on the effective disaster response is emphasized. Korea is not safe from natural disaster. Natural disasters like torrential downpours, typhoons have occurred more frequently than before. In addition disasters like droughts and MERS has also occurred. Therefore, needs for effective systems and algorithms to respond disaster are increased. This study covers the vehicle routing problem for effective logistics in disaster situations caused by natural disasters. The emergency vehicle route problem has different property from the general vehicle route problem. It has the property of the importance of deadline, the uncertain and dynamic demand information, and the uncertainty in information transfer. In this study, a solution that focused on the importance of deadline. In this study, the heuristic solution using the genetic algorithm are suggested. Finally the simulation experiment which reflects the actual environment are conducted to verify the performance of the solution.
