A Study on the Measures against Suicide Terrorism (자살테러에 대한 대책 연구)

  • Over the past two decades suicide terrorism has become an ever-widening phenomenon. When suicide terrorism was first introduced in the Middle East it seemed that this new phenomenon was invincible and that it might change the innate imbalance between terror groups and their rivalry governments. This did not in fact occur. Looking at history of terrorism, it can be seen that suicide attacks are in actuality a very old modus operandi. However, contemporary suicide terrorism differs from such historical tactics, just as the whole phenomenon of terrorism differs from ancient modes of warfare. Modern suicide terrorism is aimed at causing devastating physical damage. through which it inflicts profound fear and anxiety. Its goal is to produce a negative psychological effect on an entire population rather than just the victims of the actual attack. The relatively high number of casualties guaranteed in such attacks, which are usually carried out in crowded areas, ensures full media coverage. Thus, suicide terrorism, ranks with other spectacular modus operandi such as blowing up airplanes in mid air or the use of Weapons of Mass Destruction as a sure means to win maximum effect. For the purposes of this paper a suicide terror attack is defined as a politically motivated violent attack perpetrated by a self-aware individual (or individuals) who actively and purposely causes his own death through blowing himself up along with his chosen target. The perpetrator's ensured death is a precondition for the success of his mission. The greatest potential risk suicide terrorism may pose in future is if terrorists carry out operations combined with other spectacular tactics such as blowing up airplanes or the use of Weapons of Mass Destruction. Such a combination will increase immensely the death toll of a single terror attack and will have a shocking psychological effect on public moral. At this level suicide terrorism would constitute a genuine strategic threat and would probably be confronted as such. This study portrays a general overview of the modern history of suicide terror activity worldwide, focusing on its main characteristics and the various aims and motivations of the terror groups involved. In addition, This study provides an overview what is to be done to prevent such terrorist attacks.

A Big Data Analysis of the News Trends on Wireless Emergency Alert Service (뉴스 빅데이터를 활용한 재난문자 뉴스 게재 경향 분석)

  • This study investigates the number of news and correlated keywords concerning to Korean Wireless Emergency Alert(KWEA). The news was collected using BIGKinds, a news big data system provided by the Korea Press Foundation. When analyzing the annual published news articles, we investigated the frequency of the news grouped by disaster types, and the frequency of the news distinguishing between the earthquake and non-earthquake disasters, and finally the frequency of correlated keywords concerning to the disasters. We found that the KWEA news totaled 182 in 2016 due to the unprecedented powerful KyongJu earthquake, an increase of 20 times over the previous year. Ever since 2016, the news about the KWEA continued to hit high figures consistently. After the peak in KyongJu earthquake in 2016, the proportion of non-earthquakes had also increased in 2017 and 2018. Next, the keyword correlation analysis showed that the KWEA news gave major coverage to the following entities: The Ministry of the Interior and Safety which operates the KWEA, Korea Meteorological Administration, and the general public.

Review of Hazard Mapping Information Collected for Local Disaster Prevention by Residents in a Historical Local Town (역사적인 지역 주민들의 지역 재해 예방을 위해 수집 된 위험지도 정보의 검토)

  • We are developing a hazard map creation support system for historical local towns. Our system aims at collecting the unique information received from residents and raising resident's consciousness to disasters by recording hazardous locations where residents feel danger in case of disasters. In this paper, we examine the hazard information of the area collected by the residents themselves in using the system. While exchanging opinions, the residents review the validity and completeness of the information gathered by walking around the area. We also consider how to integrate and share it throughout the region. We found that it was possible to gather regional hazard information from the viewpoint of residents in addition to high coverage for each district. Also, by sharing information at the review meeting, the residents were able to newly know the hazard information of other districts that they did not know before. This shows the usefulness of residents to share the dangerous information while examining each cause across the different districts.

  • Our society is changed and diversified rapidly and such tendency is accelerated day after day and has made a lot of problems in the many fields. The important thing we have to recognize is such tendency has a bad effect recently on the safety system in Korea. So it is time to enhance the national safety system and moreover recently Sewol-ho(passenger ship) went down in the sea, it made people remind the importance of national safety system. With this incident, Korean government decided to establish the national safety communication network against the disaster. At this time, I will propose several ideas about the national safety communication network. 1. It must to be established an unified network to contact people who is on a disaster site anytime and anywhere. This is most important element on all disaster sites. 2. PS-LTE technology must to be adopted to the network because it has many advantages including various multimedia services compared to the TETRA in the past. 3. 700MHz is the most efficient band for the network because it has wide cell sites coverage compared to 1.8GHz. 4. Satellite communication system is needed to the network for back-up. 5. It will be effective to adopt Social Media to the communication network system like a Twitter or Facebook for sharing many kinds of information and notifying people of warning message. 6. It can make the network more useful to introduce the latest technology like a sensor network. And Korean government has to improve the system related to the disaster including law and operating organization.

Being True to Oneself: Sewol Ferry Disaster and Homeland Politics of Korean Immigrants in Britain

  • After the tragic incident of the sinking of Sewol in spring 2014, Korean migrants in Britain began to hold street protests in London. These protestors condemned the Korean government for the lack of appropriate responses to the accident, and for its failure to conduct proper investigation on the issue. The small group of protestors held silent street protests every month at Trafalgar Square, despite not gaining much media coverage nor public attention. These migrants' almost three-year long protest outside their homeland is puzzling. Not only did they live in Britain for a long time to the extent that they regard the country as their second home, but they also exert scant amount of influence on the political landscape in South Korea. What can then account for these individuals' participation in activism related to their homeland politics? In this paper, we utilize the concept of 'moral identity' to explain the behaviors of Korean migrants involved in the street protests. These migrants had strong 'moral identity', which triggered a sense of responsibility to act when their cherished moral values were jeopardized. Korean migrants who possessed a strong sense of moral identity placed huge importance on living in accordance with their moral values. It is a way of upholding their self-esteem and sustaining their ideal self.

  • This study aims to compare the role of the public sector in the U.S. and Korean medical security systems and study response measures in the social risk situation of the COVID-19 virus. The COVID-19 pandemic was a typical case of a 'disaster' that spread across the world across borders in a short period of time and caused serious social welfare losses by increasing the annual number of deaths by approximately 4% in 2020. Threats to health security, such as changes in social order, unpredictable endings, prolonged control of daily life, and deepening inequality, affected the economy, politics, and environment as a whole, and people had to experience anxiety and confusion due to mental and physical stress. Furthermore, developed countries failed to provide help to low-income countries in the face of global disasters. In this situation, the country's disaster management capacity to minimize harm and secure resilience, especially disaster response capacity in the health and medical field, is inevitably very important. Therefore, this study compares how the health insurance system, which is a system to guarantee citizens' right to life, differs from the United States, a liberal health care country, and raises the need to strengthen the role of the public sector.

  • 'The worstest environment disaster', 'World's first biocide massacre', 'Home-based Sewol ferry disaster' are all phrases attached to the recent humidifier disinfectant disaster. In the spring of 2011, four of 8 pregnant women including 1 adult man passed away at a university hospital in Seoul due to breathing failure. Epidemiologic investigation conducted by the Korean CDC soon revealed the inhalation of humidifier disinfectant, which had been widely used in Korea during the winter, to be responsible for the disease. As well as lung fibrosis hardening of the lungs, other diseases including asthma, rhinitis, skin disease, liver disease, fetal disease or cancers have been researched for their relation with exposure to the products. By February 9, 2017, 5,342 cases had registered for health problems and 1,131 of them were already dead (20.8% mortality rate). Based on studies by government agencies and a telephone survey of the general population by Seoul National University and civic groups, around 20% of the general public of Korea has used these products. Since the market release of the first product by SK Chemical in 1994, over 7.1 million items from around 20 brands were sold up to 2011. Most of the products were manufactured by well-known large conglomerates such as SK, Lotte, Samsung, Shinsegye, LG, and GS, as well as some European companies including UK-based Reckitt Benckiser and TESCO, the German firm Henkel, the Danish firm KeTox, and an Irish company. Even though this disaster was unveiled in 2011 by the Korean government, the issue of the victims was neglected for over five years. In 2016, an unexpected but intensive investigation by prosecutors found that Reckitt Benckiser manipulated and concealed animal tests for its own brand and brought several university experts and company employees to court. The matter was an intense social issue in Korea from May to June with a surge in media coverage. The prosecutor's investigation and a nationwide boycott campaign organized by victims and environmental groups against Reckitt Benckiser, whose product had been used by more than 70% of victims, led to the producer's official apology and a compensation scheme. A legislative investigation organized after the April 2016 national election revealed the producers' faults and the government's responsibility, but failed to meet expectations. A special law for the victims passed the National Assembly in January 2017 and a punitive system together with a massive environmental epidemiology investigation are expected to be the only solutions for this tragedy. Sciences of medicine, toxicology and environmental health have provided decisive evidence so far, but for the remaining problems the perspectives of social sciences such as sociology and jurisprudence are highly necessary, similar to with the Minamata disease and Wonjin Rayon events. It may not be easy to follow this issue using unfamiliar terminology from medical and chemical science and the long, complicated history of the event. For these reasons the author has attempted to write this article in a question and answer format to render it easier to follow. The 17 questions are: Q1 What is humidifier disinfectant? Exploratory Research of Possibilities and Limiatation of Drone Journalism (재난재해 대응수단으로 드론저널리즘의 가능성과 한계에 관한 탐색적 연구)

  • This study discussed the meaning of a drone, and especially drone journalism and legal and ethical issues around that, at an introductory dimension, which is used in various social bases, but is still just an academic discussion at the beginning stage. As a methodology, content analysis was used. It seems that drone journalism has high diffusibility as a technology with high 'relative advantage', 'compatibility', 'trial ability' and 'observability' and low 'complexity' in terms of the diffusion of innovation theory. However, it will be very likely that controversies will be raised, such as safety issue due to collision and crash, a dispute over violation of privacy that may seriously infringe privacy like individual portrait rights and a controversy about the accuracy and source of information as drone filming low price and ease of use. Suggest solutions to legal and ethical issues based on existing research. Technical stability is required. Also, it is necessary to change the awareness of journalists about the drones coverage and to educate ethics, and it is necessary to establish social public opinion on issues such as privacy violation and establish system and legal measures through it. Future research is expected to carry out empirical research including journalists and public awareness surveys.

Development of Vegetation Structure after Forest Fire in the East Coastal Region, Korea (동해안 산불 피해지에서 산불 후 경과 년 수에 따른 식생 구조의 발달)

  • We developed the estimation model for the vegetation developmental processes on the severely burned slope areas after forest fire in the east coastal region, Korea. And we calculated the vegetation indices as a useful parameter for the development of land management technique in the burned area and suggested the changes of the vegetation indices after forest fire. In order to estimate the woody standing biomass in the burned area, allometric equations of the 17 woody species regenerated by sprouter were investigated. According to the our results, twenty year after forest fire need for the development to the normal forest formed by 4 stratum structure, tree, sub-tree, shrub and herb layer. The height of top vegetation layer, basal area and standing biomass of woody species show a tendency to increase linearly, and the ground vegetation coverage and litter layer show a tendency to increase logarithmically after forest fire. Among vegetation indices, Ive and Ivcd show a tendency to increase logarithmically, and Hcl and Hcdl show a tendency to increase linearly after forest fire. The spatial variation of the most vegetation factors was observed in the developmental stages less than the first 5 years which were estimated secondary disaster by soil erosion after forest fire. Among vegetation indices, Ivc and Ivcd were the good indices for the representation of the spatial heterogeneity in the earlier developmental stages, and Hcl and Hcdl were the useful indices for the long-term estimation of the vegetation development after forest fire.

Characterization of Shear Waves in Busan New Port Clay: Estimation of the Coefficients of Shear Wave Velocity (부산 신항 점토의 전단파 특성 연구: 전단파 속도 계수 추정 사례)

  • Shear wave velocity is widely used as an parameter for investigating subsurface characteristics and for obtaining the design parameters based on theoretical equations. This study seeks to estimate the coefficient of shear wave velocity in Busan clay via laboratory tests. Eight specimens were extracted at depths of 10, 12, 15, 20, 22, 25, 30, and 31 m. The specimens were subjected to the consolidation test to determine the relationship between effective stress and shear wave velocity. The relationship shows a non-linear trend and is similar to the results of a previous study. The coefficient shows constant coverage and a relationship between ${\alpha}$ and ${\beta}$ is suggested. The results demonstrate that this coefficient could be used as a reference value to determine engineering parameters based on the shear wave velocity.
