최근 세계 각 지역에서 지진과 태풍 및 쓰나미와 같은 각종 재난과 재해에 관한 뉴스가 보도되는 가운데 우리나라에서도 역시 지진이나 테러 등의 영역에서 자유롭지 못한 것으로 여겨진다. 도서관 역시 많은 이용자가 출입하는 장소로 각종 재난의 대책을 미리 준비하여야할 기관이다. 이에 연구자는 서울. 대전, 전북지역의 공공도서관 75곳을 대상으로 비상시 재난대책에 관한 현 실정을 분석하였다. 각 도서관마다 재난의 유형별 발생 원인과 복구방안 등을 검토하였고, 도서관 운영 중 재난관리상의 요소와 시설 및 장비요구 인적담당요원의 고용과 배정실태 및 이용자를 위한 안전강좌의 시행과 교육방법등 4가지요소를 기초로 면밀히 조사 분석하였다. 검토 후 각 요소별에 따른 문제점 분석과 함께 그 해결방안 및 미래 재난대책을 위한 개선점과 제안점 등을 정리하였다.

This study aims for improving the system in Disaster Management of Local Government. In addition, the overall disaster management system was compared to the effectiveness of the disaster prevention system and reliability, and problems and improvement points were derived. The disaster management system in Korea has a structure that promptly investigates and restores damage by a simple procedure. Korea disaster management system manages information on top-down structural disasters through the flow of prevention, preparation, response, and recovery. The process from disaster response to recovery under the leadership of the central disaster safety headquarters is simplified. Disaster management tasks are dispersed among departments, making it difficult to respond promptly. Under the control of the central government, disaster management, such as disaster prevention, investigation, and recovery, are carried out. The disaster management improvement direction of the local government should establish the disaster response system focusing on the local government. Therefore, it is necessary to have budget to operate the organization - centered disaster management budget and the disaster management organization. The disaster response manual should be prepared considering the disaster environment and disaster prevention plan. In order to utilize disaster information, it is necessary to reorganize information system such as integrate and streamline of the private resource database and NDMS.

The purpose of this study is to find the exact state of cyberbullying and the countermeasure for it. cyberbullying is characterized by having the wideness, the anonymity and the intellectualization unlike the harassment of off-line. The result of this study, the cyberbullying is increased through the e-mail, cellular phone, and website around the teenagers. In particular, the cyberbullying has appeared mainly among the same age friends, it is proved that injurers inflict the harassment mainly at their own place and the ratio of the harassment by one self is higher than many. In addition, it is quite probable that the injurer-student who inflicts the harassment in off-line also can do it in on-line and to attack the cyberbullying is easy to find by the student who is indulged himself in internet use. Therefore, it is presented that the countermeasure in educational side and systematic side on this study. First on the educational side, there are presented the practice of the preventive education against the cyberbullying, expansion of the preventive schools for the cyber ethics and cyber crime and strengthening of the guideline for students in cyberspace. Second on the systematic side, there are presented the appointment of various committee, to strengthen the protection of damaged students, preparation of laws for cyberbullying, expansion of information office for internet addiction, improvement of the system for the school custodian and to extend the operating for cyber clearness school.

A debris flow is known as that flood and landslide of water cause much physical human damages worldwide to complex natural disaster that happen combining and happy event is happening mainly in urgent mountains area in domestic. Because happen about debris flow that happen from each place every year and is drift, mechanism of accumulation definitely make clear and great many damage is not running out. Must grasp actual conditions of priority debris flow to need debris flow prevention countermeasure and lay countermeasure to take away damage by debris flow. Because collecting actual conditions of debris flow that happen by objective investigation methods and accuracy, proposed about investigation calamity investigation method so that can calculate debris flow damage and prepare in subsequentness damage.

Middle domestic the occurrence size which stews recently from the Korean Peninsula circumference country is augmenting on a large scale about earthquake about safe countermeasure part from the existing Natural Countermeasure Law 2008. The present paper investigated an equipment by domestic facility present condition about the change disappointment electric equipment which can supply all the member in the building an investigation analysis about problem point and improvement fact. Also about overseas electric equipment investigated about earthquake-proof plan relation system and facility present condition. Investigated the electric equipment earthquake-proof plan pertinent data which is advanced from like this existing nation and the equipment and application direction must apply to domestic presented. With character presents following the guide about electric equipment earthquake-proof plan becomes feed with the fact that will be able to use.

백사장은 해안방재는 물론, 친수공간의 제공 그리고 연안생태계 유지 등의 기능을 가지고 있다. 우리 나라는 이러한 중요한 기능을 가지고 있는 백사장이 1990년대부터 침식되기 시작하여 1990년대 후반부터는 사회적인 문제로까지 발전되기에 이르렀으며, 현재는 전국적으로 약 400여 개소에 달하는 많은 해수욕장들이 침식되는 것으로 보고되어지고 있다. 본 연구에서 제안하는 해안침식 종합방재시스템(DOPS)은 침식된 해안을 효과적으로 보호하는 대책의 선정과 장기적인 관리를 위해 수립된 해안관리시스템으로서 특히, 경제적인 평가와 유지를 위한 순응적 관리가 포함되어 있다. 또한 본 연구에서는 해안침식 종합방재시스템을 남애해수욕장에 적용한 사례를 소개하고자 한다. 이 지역은 해안침식 종합방재시스템을 수행한 결과 양빈이 주요 대책공법으로 제안되어졌으며, 인공리프와 인공암이 피복된 돌제가 동시에 제안된 하이브리드공법이 대책으로 제안되어졌다. DOPS에 의해 도출된 이러한 침식대책은 이 지역의 경제성과 환경적 측면을 고려한 최선의 해안침식 방지대책이 될 것으로 기대된다.

Many severe earthquakes have occurred along the main fault lines in the world. In recent years, there has been a high incidence of small- and large-scale earthquakes in our country. These occurrences of earthquakes have become increasingly serious, owing to a degrading earth environment. An earthquake, in general, causes far more serious damages like disruptions in electricity or gas facilities, and fire disasters from its annexed effects than by its vibrations or the shock itself. In this paper, we present a countermeasure and its necessity in safeguarding against fire disasters in regional heritage villages such as "Asan Oeam," "Jeonju Hanok," and "Andong Hahoe." A more systematic and effective strategy for prevention systems against severe fire disasters is proposed after performing various related investigations and analyses of existing domestic and international systems. We investigated the existing fire security systems and their historical records with the tendency of earthquake occurrences in these three folk villages. In this proposal, we present a strategic approach for safeguarding against fire damages in our regional heritage villages derived from ICT (information communication technology)-based DPD (disaster prevention design), after examining the laws and regulations of fire-prevention strategies in Japan, America, and Europe.

재난피해의 확산 방지를 위해서는 피해 발생 초기의 대응 및 응급복구가 중요하나, 현재는 지침 및 인력에 의존하고 있으며, 대응속도를 향상시킬 수 있는 기술적 지원은 부족한 실정이다. 본 논문에서는 시설물의 피해정보를 신속하게 획득하고 정보 전송을 통해 공유할 수 있도록 하기 위한 전자문서와 관리시스템의 개발에 대해 설명한다. 컴퓨터 및 스마트폰 등을 통해 획득된 정보는 전자문서를 거쳐 피해정보 획득 네트워크를 통해 데이터 관리시스템과 복구지원 프로그램으로 연결될 수 있도록 하였다. 피해정보의 신속한 공유는 재해에 대비하고 대응하는데 큰 도움이 될 것으로 판단된다.

본 연구는 지역재난관리체계의 평가지표개발을 위해 인위재난의 계층구조 및 지표를 설정하고 각 계층구조별 평가지표간 가중치 및 우선순위를 결정하였다. 측정 결과 예방영역의 상대적 중요도가 가장 높게 평가되었다. 또한, 대응영역이 예방영역 다음으로 높게 평가되었다. 그 이유는 인위재난은 재난발생이 곧 피해발생으로 이어지기 때문에 피해자 구조나 탐색을 강조하게 되어 대응의 중요성이 강조된 것으로 판단된다.
