There has been almost studies focused on public library in the provision of the use and needs of library services for persons with disability. However, the number of disabled students are rising steadily in university library. So university libraries must make reasonable efforts to give disabled people the same access to information, programs and resources enjoyed by those who are not disabled. The study result showed that despite most university library already is recognized the necessity offering service for disabled, however, due to lack of understanding of services for disabled, legal standards rather than to have made only partial support to them. Therefore, librarians for the disabled in every sector(library-related organizations, groups, and association) have to play an important role in policies and financial support them. Also, active guidance and public relations about library services, improvement of accessibility for the disabled by using homepage, and the arrangement of librarians for the disabled and education for them should be supported for improving library services for the disabled student.

The National Library for the Disabled was upgraded to a primary affiliated organization of the Ministry of Culture, Sports and Tourism on June 4, 2020, in accordance with Article 24 (1) of the Library Act (Law No. 16685). The National Library for the Disabled is currently preparing to build an independent library building. Now that the National Library for the Disabled has secured its independent legal status, it must become a specialized national library by comprehensively collecting not only alternative materials for the disabled, but also domestic and foreign materials useful to researchers related to the disabled. Accordingly, the purpose of this study is to conduct basic research for comprehensive and strategic collection of library materials for people with disabilities, which is an essential part of the statutory work of the National Library for the Disabled. To this end, the concept and category of library materials for the disabled that are expected to be useful for satisfying the intellectual needs of the disabled and for education and research related to the disabled were established targeting knowledge information resources produced and distributed domestically and internationally. The purpose of this study is to improve library promotional marketing for the disabled by identifying requirements of public library disability services. This study aimed to investigate librarian service providers' awareness of library programs for the disabled in order to prepare a systematic plan for promoting such library services. Research methods used are a literature analysis and survey. First, the ratio of respondents with experience promoting activities and services for the disabled was less than 50%. Second, regarding methods for promoting library disability services, the respondents used library homepages, press releases, library user guides, library newsletters, and library pamphlets in that order. Third, when asked what kind of PR media the library disability service providers had experience with and how often they use it, library boards and banners were the most common response. Fourth, suggested improvements to the current design and content of PR materials included: clearer word choice (or greater understandability), more detailed descriptions, simpler layouts, and more interesting or eye-catching content in that order. Fifth, the library disability services which are in the most need of public relations were guide information for library disability services, Library and Information Service (DOI services and search services), using alternative materials and the library collection, and aiding the information search. Overall, when evaluating the promotion of disability services in Korea, the library's public relations for disabled services needs to improve because currently neither librarians nor the disabled community they are targeting has frequent or quality experience with it. Thus, the policy department for the library disability services must develop a variety of promotional strategies adjusted for each type of the disability and distribute PR materials to service providers individually, making sure to utilize effective PR methods.

This study presented basic data to be collected by the National Library for the Disabled in preparation for the construction of an independent library building and expansion of its scope. Due to legal and practical limitations, the National Library for the Disabled must invest annual budget to collect materials for the disabled and focus on purchasing them. In addition, it is necessary to establish a strategy for comprehensive collection of educational and academic resources, as well as retrospective materials. Accordingly, this study conducted basic research to comprehensively collect resources on the disabled based on the current collection development policy of the National Library for the Disabled. Ten institutions were selected for investigation, and trends in the publication and collection of materials related to disabled people and disability-related data were analyzed based on the data obtained from those institutions. The basic collection catalog presented can serve as foundational data to determine the resources to be collected by the National Library for the Disabled in the future.
The reading culture promotion for the disabled is a key task of library which minimizes the level of information poverty, and improves the living standards of the people. In order to address the promotional methods, this study adopts a frame from a reading culture promotion policy, and analyzes national and international library services for the disabled. In results, the current library services for the disabled are mainly based on 'building appropriate reading environments' and guaranteeing 'equal reading opportunities'. However, campaigns or tasks targeting the disabled which makes reading a way of life are insufficient. This study, therefore, suggests 'reading education', 'reading therapy', 'user-oriented program development' to make reading a way of life. Library promoting strategies can also be useful in campaign of reading activities for the disabled.

In addition, author commented on the subsequent actions for implementing the cooperative service model.
