  • This study was designed to find out a degree of social stigman on people with mental disorder. Many comparisons were made. The first was a comparison with the stigma on the physically disabled. And the differences between general public, the mentally ill, their families, and professionals were explored. Among general public attitudes, the sociodemographic and regional differences were also explored. The subject was 600 people, including 300 general public, 100 mentally ill, 100 families, 100 professionals. They were evenly distributed to 3 regions - big city, urban area, and rural area. The data were collected by a survey questionnaire consisting of the Attitude toward People with Mental Illness Scale, and the Attitude toward People with Physical Disabilities Scale. The analysis showed that the public attitude toward the mentally ill was quite acceptable. Social stigma was low in areas like accepting his/her human right. But the public also showed low acceptance on areas in allowing social functioning roles, and social integration. High stigma on the hospitalized mentally ill was expressed to those hospitalized patients regarding divorce against their will. However, volunteer experiences with this population seemed influential in high acceptance and low stigma. In comparison with the stigma on people with physical disabilities, the results showed. different levels in different areas. In regional comparison, the results showed that big city is the lowest among three. And the results of urban and rural area revealed different levels in different areas. In regard to self-stigma, while the subjects expressed low in general, they revealed high on areas like relating with others. Based on the findings, the study would conclude that mental health policy should be community-based, social integration oriented policy instead of in-patient oriented policy. Moreover, the professionals should intervene on the elements affecting both negative and positive attitudes.

  • Disability Discrimination Act(DDA) is generally recognized as the institutional frame to realize social model of disability. However social model is not automatically realized via the enactment of DDA. The realization of social model is influenced by various factors among which the definition of disability in DDA is very important factor. Paradoxically definitions of disability based on social model may push DDA into contradictory situation. This is caused by the fact that on the one hand definitions of based on social model exclude impairment and on the other hand they mixes characteristics and treatment. Because of these, when definitions of disability based on social model is reflected into definitions of disability in DDA, they may not be helpful to realize social model against original intention of advocates of the model. We can consider two approaches to resolve this paradox; one is to partially reform current definition of disability in DDA, the other is to totally amend current definition of disability. The former may pragmatic and worth to pursue but it cannot solve fundamental problems and may cause some new problems. The most consistent resolution with social model is to amend current definitions of disability into radically new one which excludes substantial limits and definition of disabled person from definition of disability. This new definition may called characteristics based definition or impairment based definition. Some people may think this new definition as one based on medical model but it is not. What we need is not to carve definition of disability based on social model into DDA but to make institutional frame for DDA to operate without contradictions and to develop social model of both impairment and disability. This model which does not exclude impairment could takes part in realization of the social model disability.

  • The purpose of this study is to investigate the factors associated with the incidence and the transition of disability among Korean older adults. Samples consist of 1,454(42.7%) men and 2,032(58.3%) women aged 65 and over who participated in the 1st and 2nd wave of the Korea Longitudinal Study of Aging: KLOSA. To estimate the level of disability, ADL and IADL disability indexes are used. As the results, major risk factors for ADL/IADL disability incidence include injury, vision problem, cognitive function, depression, health behavior, socioeconomic characteristics and age. Among the normal older adults, the odds ratio of having dementia symptoms at 2nd wave(2008) are 2.0 times greater for the older adults who have less cognitive function than those who don't have at 1st wave(2006). Among the older adults with chronic diseases, the odds ratio of having disability at 2nd wave are 1.8 times greater for the older persons who have depression than those who don't have at 1st wave. Secondly, concerning the predictors affecting the disability transition among the disabled older adults at 1st wave, the likelihood of remaining at the same level or deteriorating the level of IADL disability, as compared with improving the level, is associated with having less instrumental support or being older. These results indicate that it is necessary to prefer multilevel intervention in order not only to prevent the incidence of disability, but also to prolong the deterioration of disability in the older adults.

  • This study investigated the effect of cash benefit and in-kind benefit policy supported by disabled children on the satisfaction of service care of main caregiver. The results of this study are as follows. First, the parental stress, parenting burden, and family members' difficulties were investigated. However, the research on the salary policy supported by the handicapped children has been scarce, and it has been found that the research on the service satisfaction of the main caregiver is also insufficient by the type of salary. The purpose of this study is to examine the effect of variables (parents gender, child gender, parents age, child age, disability grade, average income) on service satisfaction. As a result, parents age, child age, and child gender showed statistically significant effects on service satisfaction. This resulted in statistically significant overall effects on the application process, economic burden, support and selection criteria, service volume, and overall satisfaction. Based on the results of the study, the implications for cash benefits and in-kind benefits could be improved by increasing the amount and scope of benefits, and customized services considering the age of the handicapped children, ultimately improving the service satisfaction of the main caregiver.

  • This study aims to conceptualize 'perceived disability discrimination', to evaluate the coverage of Korea's Disability Discrimination Act from the perspective of perceived discrimination, and to discuss the possibility of legal judgement on the perceived disability discrimination. As a general concept, it is the perceived discrimination that people with disabilities feel or experience any type of discrimination based on stigma, disability oppression, prejudice, or stereotype. The Korea's Disability Discrimination Act does not consider some perceived discrimination as a subject of legal judgement. Although indirect discrimination is a very good content to correct wrong social rules, values, institutions, actually, it is confronted with being remained useless. Perceived disability discrimination such as strangers' staring or benevolent disability discrimination are not included in the coverage of Korea's Disability Discrimination Act. The disability discrimination experienced by family members who has a disabled member was not a matter of current Korea's Disability Discrimination Act. Considering perceived disability discrimination, coverage of Korea's Disability Discrimination Act should be extended to the concept of discrimination against disability, not against people with disability. Based on the concept of indirect discrimination, social rules and institutions should be examined if they are discriminative or not in dealing with the matters of people with disabilities. Also, for judging perceived disability discrimination, it is necessary to use 'the standard of reasonable people with disability', which comes from judgement standard of sexual harassments. The reality of oppressive ideology against disability should be socially accepted and the social reconstruction for people with disabilities should go on.
