FTA 원산지규정상의 직접운송원칙에 관한 연구 (A Study on the Direct Transport of Rules of Origin in Korean FTAs)

  • 본 연구는 우리나라가 기(旣)체결한 FTA 원산지 결정기준 중에서 기업들이 간과하기 쉬운 선결 조건인 직접운송원칙에 대해 연구하였다. 동 원칙은 원산지 결정기준을 충족하는 물품이라 하더라도 협정 당사국간에 직접운송된 물품에 한하여 역내산(域內産)으로 인정하여 협정관세를 부여하고, 제3국을 거쳐서 수입하는 경우에는 원칙적으로 역내산으로 인정하지 않는다. 그러나 그 물품이 하역, 재선적, 탁송품의 분리, 또는 물품을 양호한 상태로 보존하기 위하여 마련된 작업을 제외한 작업을 거치지 아니할 경우, 비당사국의 영역을 경유하여 운송될 수 있다. 그 기간 동안 그 물품은 경유국 세관의 감시하에 있어야 한다. 이러한 직접운송원칙을 위반한 사례와 상담사례의 분석을 통하여 기업들은 협정별 직접운송원칙의 세부적인 규정들을 사전에 파악하고, 물품이 제3국을 경유하여 운송되었을 경우 더욱 세심한 주의를 기울여 이에 대한 대처방안을 잘 활용한다면 FTA 협정관세 혜택을 향유하면서 기업경쟁력을 제고할 수 있을 것이다.

  • We report an optical second harmonic generation measurement that allows direct probing of dynamical carrier motion in organic field effect transistors. Carrier injection and transport process are discriminated. The mobility and contact resistance of pentacene FETs are determined from the visualized diffusion-like carrier motion.

  • 항공운송산업은 그 성격상 국가간 인적 교류의 수단으로서의 중요성이 가장 높다. 항공에 의한 국가간 교류가 이루어지면 이에 따르는 파급효과 및 그 지속성이 타 산업에 비해 월등하기 때문에 항공운송산업에 대한 연구는 국제협력 또는 통합과 관련한 국가 정책은 물론 관련 산업분야의 측면에서 매우 중요하고 가치가 있다. 특히 최근 북한과의 경제교류가 활발해 짐에 따라 북한과의 연결교통망으로서 항공운송의 역할이 더욱 중요해지고 있다. 남북 정상회담이후 급격하게 증가되고 있는 남북간 항공기 운항이 정상적이 아닌 임시 직항로를 설정하여 운영하고 있고, 그 운항회수도 매년 증가하고 있는 점을 고려할때, 남북한 임시 직항로의 운영상 과제를 국제적으로 정한 기준으로 해결하지 아니한 상태에서 지속적으로 운영하는 것은 바람직하지 않다고 본다. 따라서, 본 연구는 남북한 민간항공의 협력이라는 큰 틀위에서 국가적 과업과 효과적인 항공정책의 수립을 위한 기초자료의 제공을 위해 군이통제하는 북한의 민항공에 대한 현황을 분석해 보고, 현재 남북 양국간에 진행중인 "남 북한간 민간항공기에 의한 협력 방안"으로서 "정부의 협력방안과 항공사간 협력방안"을 제시하였고 남북한간에 설정운영중인 "임시 직항로의 운영상 과제"에 대한 개선 대안으로서 임시직항로의 안전확보를 위해서 양국간에 항공관제협정을 체결하여 운영할 것을 제시하였고, 낙후된 기술 요원과 시설에 대한 지원도 하여줄 것을 제시하였다.

EFFECTS OF NOVEL DITHIOL MALONATE DERIVATIVES ON LIVER LIPID PEROXIDATION AND ON MICROSOMAL ELECTRON TRANSPORT SYSTEM

  • The effects of 5 novel hepatotrophic agents, dithiol malonate derivatives (DMDs; DMD1-DMD5), on the liver microsomal lipid peroxidation induced by carbon tetrachloride $(CCl_4)$ and the correlations with the changes of microsomal electron transport system were investigated. All DMDs were found to inhibit the lipid peroxidation induced by $CCl_4$ in mice and rats as well in vitro liver microsomal system. Therefore, each DMD seemed to have direct mode of action on liver microsomes to inhibit the lipid peroxidation. As an ex vivo study, the induced lipid peroxidation by $CCl_4$ and the changes in electron transport system were determined with liver microsomes obtained from rats chronically treated with DMDs for 7 days. The induced lipid peroxide contents in liver microsomal system were lower in DMD1, DMD2 and DMD3 treated group, but higher in DMD4 and DMD5 group when compared to the control group. Cyt. p.450 contents in the microsomes were decreased by the treatment with DMD1, DMD2 and DMD3, but increased significantly by DMD4 with great extent and by DMD5 with less extent. The cyt. p-450 isozymes induced by treatment of DMD4 and DMD5 were identified as 3-methylcholanthrene (MC) type. The NADPH cyt. -C reductase activities of the microsomes treated with DMD1, DMD2, DMD4 and DMD5 were increased in the range of around 20% to 50%, but decreased with DMD3, All DMDs increased dyt. $-b_5$ content and did not alter NAdH-cyt, $-b_5$ reductase activities in the microsomes. In summary, the 5 novel hepatotrophic agents (DMDs) markedly protected against lipid peroxidation induced by $CCl_4$ in vivo and in vitro possibly through the mechanism of direct action on the liver microsomes. The degree of inhibition produced by DMDs on lipid peroxidation induced by $CCl_4$ seemed to coincide rather with cyt. p-450 contents than with other components of liver microsomal electron transport system including NADPH-cyt, -C reductase.

와동에 의해 교란된 대향류 비예혼합화염의 화학종 전달기구 및 화염구조 (Species Transport Mechanisnn and Flame Structure of Counterflow Nonpremixed Flame Perturbed by a Vortex)

  • A two-dimensional direct numerical simulation was performed to investigate the flame structure of CH$_4$/$N_2$-Air counterflow nonpremixed flame interacting with a single vortex. The detailed transport properties and a modified 16-step augmented reduced mechanism based on Miller and Bowman's detailed chemistry were adopted in this computation. The results showed that an initially flat stagnation plane, on which an axial velocity was zero, was deformed into a complex-shaped plane, and an initial stagnation point was moved far away from a vortex head when the counterflow field was perturbed by the vortex. It was noted that the movement of stagnation point could alter the species transport mechanism to the flame surface. It was also identified that the altered species transport mechanism affected the distributions of the mixture fraction and the scalar dissipation rate.

The Effect of Road Transportation Infrastructure on Freight Transport Mobility and Regional Economy in Indonesia

  • This research aims to examine the influence of road transportation infrastructure on the mobility of goods transport and the regional economy in Langkat Regency in Indonesia. This type of research is an associative and explanatory research whose data is obtained through a questionnaire survey. This study took a sample of 305 respondents using probability sampling in Langkat Regency, North Sumatera, Indonesia. Data analysis techniques use path analysis. The research results showed that the road transportation infrastructure variables had a significant and positive effect on the mobility of goods transport. Road transportation infrastructure and freight mobility simultaneously have a significant and positive effect on the economy of Langkat Regency. Road transportation infrastructure with the dimensions of road accessibility and maintenance partially directly has a significant and positive effect on the economy of the Langkat Regency. Road transportation infrastructure with the dimensions of road design and road construction quality partially does not have a direct effect on the regional economy, but has a positive and significant effect through the mobility of freight transport. The mobility of goods transport becomes an intervening variable that acts to mediate or determine the relationship between road transportation infrastructure variables to the regional economy.

  • Performance of the water direct contact air conditioning system, in which heat and mass are transferred directly between air and water droplet, is simulated by semi-empirical method. This system improves transport efficiency compared to conventional indirect contact system and cooling, heating, dehumidification and humidification are attained with one unit. In this study, temperature and flowrate for air and water are measured in the various cooling and heating conditions, and correlations for $h_{c}A/c_{pm}$ are derived from these data. Cooling and heating characteristics of the water direct contact air conditioning system are investigated using correlations.

난류연소 유동장에서의 확률밀도함수 전달방정식을 이용한 난류혼합 모델링 (Modeling of Turbulent Molecular Mixing by the PDF Balance Method for Turbulent Reactive Flows)

  • A review of probability density function(PDF) methodology and direct numerical simulation for the purpose of modeling turbulent combustion are presented in this study where particular attention is focused on the modeling problem of turbulent molecular mixing term appearing in PDF transport equation. Existing mixing models results were compared to those evaluated by direct numerical simulation in a turbulent premixed medium with finite rate chemistry in which the initial scalar field is composed of pockets of partially burnt gases to simulate autoignition. Two traditional mixing models, the least mean square estimations(LMSE) and Curl#s model are examined to see their prediction capability as well as their modeling approach. Test calculations report that the stochastically based Curl#s approach, though qualitatively demonstrates some unphysical behaviors, predicts scalar evolutions which are found to be in good agreement with statistical data of direct numerical simulation.

  • Statistical data show that a large aircraft(transport category) is struck by lightning once a year or once per 1,000 ~ 20,000 flight time. The protection design for lightning must be applied to the aircraft because an aircraft is developed on condition that it is absolutely struck by lightning. For the proper protection design, we need to understand direct effect and indirect effect of lightning. This paper described the direct effect of lightning on aircraft's structures and systems.

Nanoscale Charge Transport in P3HT:PCBM:Gold Nanoparticle Composite Materials for Polymer Solar Cell Application

  • Recently, conjugated polymer solar cells have attracted a great deal of attention. In this work, we applied the various scanning probe techniques to characterize composite materials typically used to fabricate polymer solar cells: poly-3(hexylthiophene) (P3HT) and [6,6]-phenyl-C61-butyric acid methyl ester (PCBM) and P3HT/PCBM/Au nanoparticle (NP) samples. The latter is studied due to the idea of using the gold NP surface plasmon to enhance the optical absorption of the composite films. AFM is used to characterize the film morphology whereas conducting AFM is used to study the charge transport properties at the nanoscale. We found that there is a direct correlation between the nanoscale charge transport measurements and the device efficiencies.
