Local Self-Government in the Conditions of Digitization: International-Legal Experience

  • Nowadays more and more attention is paid to digital technologies, digitization, and the digitization of public services in particular. Progressive countries aim to build "digital" governance and a digital economy. In this aspect, the international experience of using digitization in the field of public administration, including in local self-government bodies, plays an important role. Therefore, it is important to analyze the international legal experience of the functioning of local self-government in the conditions of digitization. The purpose of the work is to study the international legal experience of the functioning of local self-government in the conditions of digitization. The object of the study is local self-government in the conditions of digitization through the prism of international legal experience. The subject of the study is social relations that arise, change, and cease during the implementation of digitization in local self-government in Ukraine and foreign countries. The research methodology consists of such methods as the method of philosophical hermeneutics; dialectical method; classification method; comparative method; target method; method of documentary analysis; generalization method. Research results. As a result of the conducted research, the international experience of the functioning of local self-government in conditions of digitization was analyzed. In particular, the impact of digitization processes on the course of the decentralization reform in Ukraine is summarized. Also, from the analysis of international experience, a conclusion was made about the potential possibility of reducing the existing gap in the process of communication between the central government and united territorial communities thanks to the introduction of the latest technologies in the field of administrative services, to stimulate innovative and economic development of regions, attracting the attention of businesses and potential investors, as well as the functioning of more open local authorities with electronic communication tools.

A Study on the Criteria for Digitization of Records (기록의 디지털화 기준에 관한 연구)

  • The purpose of this study is to suggest an improvement of digitization criteria for records that can faithfully reproduce the contents and properties of original records by complementing the problems and deficiencies of "NAK 26:2018(v2.0) Digitization Criteria for records". Thus, this study proposes a technical standard improvement that should be applied to the digitization process for records not produced in the form of digital files by comparing and analyzing the criteria for digitization of records in Korea with overseas digitization criteria, guidelines, recommendations, and so on. In addition, verifying the validity on this study by interviewing experts from the record-related institutions. As a result, suggested a final improvement of criteria for digitization of records such as applying non compression-Lossless codecs, proposing appropriate resolution values for each type of records, audio channels, frame rates, scan methods, and criteria for microform types.

  • Although digitization contributes to the conservation and preservation of cultural heritage resources, detailing the necessary techniques is a lack of standardization in existing digital repositories. The purpose of this paper is to present practical strategies to illustrate technical details of imaging processes and metadata description with examples. This paper also provides important management issues related to digitization management for project managers and practitioners.

  • This paper introduces a new digitization method with sensor fusion for shape measurement in reverse engineering. Digitization can be classified into contact and non-contact type according to the measurement devices. Important thing in digitization is speed and accuracy. The former is excellent in speed and the latter is good for accuracy. Sensor fusion in digitization intends to incorporate the merits of both types so that the system can be automatized. Firstly, non-contact sensor with vision system acquires coarse 3D point data rapidly. This process is needed to identify and loco]ice the object located at unknown position on the table. Secondly, accurate 3D point data can be automatically obtained using scanning probe based on the previously measured coarse 3D point data. In the research, a great number of measuring points of equi-distance were instructed along the line acquired by the vision system. Finally, the digitized 3D point data are approximated to the rational B-spline surface equation, and the free-formed surface information can be transferred to a commercial CAD/CAM system via IGES translation in order to machine the modeled geometric shape.

Derivation and Implications of Digitalizing Key Construction Supervision Work: Focusing on the Construction Supervision Work of the Domestic Construction Sites

  • This study aims to derive key construction supervision work that can be digitalized among construction supervision work. The scope of the study includes domestic construction sites to which the Building Act of South Korea is applied. First, the construction supervision process was identified through extensive consultation of construction expert witnesses. Afterwards, the key construction supervision works for digitization were derived through survey results construction expert witnesses. Among the 24 supervision works throughout the pre-construction, construction, and post-construction stages, the proportion of supervision work manpower or cost, the type of data generated by supervision work and the urgency of introducing digital technology, and the impact on productivity and safety of supervision work were evaluated on a 5-point scale from "very low" to "very high" was investigated. The survey was conducted by t-test analysis, and as a result, it was possible to derive that the level of digitization was higher than average in "quality management," "safety management," and "collection and cooperation of maintenance instructions." It can be interpreted that digitization has been introduced on a pilot testing basis or has already been completed according to the needs of the site. On the other hand, it can be interpreted that the work that are obtained below the average score are considered to be realistically constrained at the construction site and that it is inevitable for the supervisor to proceed manually. Future studies include analyzing the quantitative impact of the key construction supervision work once digitalization is fully applied.

A Study on Developing the Evaluation Items for Estimating the Digitization Level of Libraries (도서관의 디지털화 수준 평가항목 개발에 관한 연구)

  • This study was conducted to develop items for evaluating the level of the digitization of libraries. For this purpose, it analyzed the literature related to the digital library, underwent a convergence process of 10 experts, and finally derived an axis of 13 different dimensions comparing the digitization of libraries. The axis is composed of acquisitions, collections (physical and online collections), classification and cataloging, circulation service, reference, user service, SNS service, the library's organization and staff, device providing service, next-generation service, and status of our library. This study conducted a survey of librarians to secure the validation of the primarily derived evaluation items regarding libraries' digitization. As a result, the average rating of the traditional evaluation items was 3.82, and the average rating of the digital evaluation items was 4.08. Therefore, it can be said that the results of this research to evaluate the digitized level of libraries have a certain degree of validity.

  • Recently, various efforts have been tried in the construction industry to improve productivity by applying the fourth industrial revolution technology. Among the various technologies, researches for the automation and digitization of earthworks are being carried out steadily. As the interest in the benefits of digitalization of the earthwork field has increased, there have been more cases of technology development and application for digitalization of the earthwork field. However, there is not enough case study to present the analysis results of application cases. The purpose of this study is to verify the feasibility of applying the digitization technology of the earthwork in actual worksite. In order to digitize the worksite terrain, it is required the process of field measurement, measurement data registration, earthwork information input, and analysis cell generation. Particularly, it is possible to achieve information-enabled digitization rather than digitalizing only the shape through the input of the earthwork information and the analysis cell generation. By using the digital information of the earthwork field, it is possible to visually recognize the change of the earthwork field, so that it is expected to enhance the worker 's understanding and to be highly applicable to the management work. It is expected that the digital technology of earthwork site will be able to know the precise amount of volume change of the earthwork numerically, and it will be highly applicable to construction management.

A Study on Designing Metadata Elements for the Management of Digitized Records (디지털화 기록 관리를 위한 메타데이터 요소(안) 설계)

  • This study aims to design the metadata elements for managing and maintaining digitized records resulting from digitization. The digitized records were first defined and characterized, then assigned as copies and surrogates for source records. Next, the factors to be considered when designing metadata elements for digitized records were determined by comparing standards from different countries like the United States and the United Kingdom. As a result of the comparison, establishing a relationship between digitized records and source records, expanding the automatically extracted metadata elements following resource characteristics, and creating metadata for digitization processes and projects were set to be the key tasks of metadata design for managing digitized records. Furthermore, the metadata elements for digital records and digitization processes were designed individually, and the elements to be added for each entity were proposed by referring to standards from other counties.

  • Over the past ten years, numerous industries have undergone upheavals that have significantly altered how businesses interact with their clients and how goods are created and produced bySMEs. Many cutting-edge technologies have recently been created and implemented to enhance business models, facilitate sustainability features for organizations, and boost business capabilities. This essay seeks to understand how digital entrepreneurship functions in developing nations. The results of this study show the effectiveness of digital transformation in the context of SMEs is greatly influenced by aspects including the change of managerial intensity and the involvement and perception of workers, customers, and shareholders. One of the needs that business owners showcased in this study in terms of digitization is infrastructure resources to support digitization such as devices, the Internet, and funds, but also the ability to use digital media for business development. Practical skills that business people want to learn such as product design and management of their social media accounts. There are also aspects of time and self-motivation of the business actor that can speed up or slow down the digitization process. Finally, government support that is structured in encouraging MSMEs is also one of the supporters and drivers of digitalization in the blue economy.

Development of Scanner Test and Vectorizing Programs for Digitization of Cadastral Maps (지적도면 전산화를 위한 스캐너 검사 및 벡터화 프로그램 개발)

  • Much efforts are being process at many ways for digitization cadastral maps that will be the base map of Parceled Based Land Information Systems. But, current digitizing systems need too much time and cost digitizing about 720,000 cadastral maps. That's way we develop new digitization system for cadastral maps by using scanning and vectorizing methods. In this paper, we treat scanner test and vectorizing program that are the most important parts of new digitization system for cadastral maps. we analyze needs of Korean Cadastral Survey Corporation, and discuss algorithms and functions of developed programs. Using newly developed scanner test program, user could test various scanners, and use inexpensive scanner if it satisfy the accuracy needed. And vectorizing program will reduce much time and cost, because it is designed and customized practically to he adequate to cadastral maps and to improve work speed, accuracy and usage.
