  • General-purpose MPEG-2 video transcoders must be able to achieve any conversion between 18 ATSC (Advanced television system committee) video formats for DTV (digital television), e.g., scan format, size format, and frame rate format conversion. Especially, scan format conversion is hard to implement because frame rate and size format conversion often happen together. This paper proposes a fast motion estimation(ME) algorithm for MPEG-2 video transcoding supporting scan format conversion. Firstly, we extract and compose a set of candidate motion vectors (MV's) from the input bit-stream to comply with the re-encoding format. Secondly, the best MV is chosen among several candidate MV's by using a weighted median selector. Simulation results show that the proposed ME algorithm reduces significantly transcoding complexity with a minor PSNR degradation.

  • ATSC (Advanced Television System Committee) has specified 18 video formats for DTV (Digital Television), e.g., scan format, size format, and frame rate format conversion. Effective MPEG-2 video transcoders should support any conversion between the above-mentioned formats. Scan format conversion Is hard to Implement because it may often induce frame rate and size format conversion together. Especially. because of picture type conversion caused by scan format conversion, the computational burden of motion estimation (ME) in transcoding becomes serious. This paper proposes a fast ME algorithm for MPEG-2 video transcoding supporting scan format conversion. Firstly, we extract and compose a set of candidate motion vectors (MVs) from the input bit-stream to comply with the re-encoding format. Secondly, the best MV is chosen among several candidate MVs by using a weighted median selector. Simulation results show that the proposed ME algorithm provides outstanding PSNR performance close to full search ME, while reducing the transcoding complexity significantly.

  • This paper describes the designed and fabricated thermal imaging system with the SPRITE(Signal PRocessing in The Element) detector, operating in the 3-12 micron band. This system consists of an afocal telescope, a scan unit containing the SPRITE detector, an electronic processor unit and a cooler. The optical scan system utilizing rotating polygon and oscillating mirror, is 2-dimensional serial/parallel scan type using five elements of the detector. And the electronic processor unit performs digital scan conversion to reform the parallel data stream into serial analog data compatable with conventional RS-170 video. The scan field of view is 40 ${\times}$ 26.7 and the MRTD(Minium Resolvable Temperature Difference) is 0.6 K at 7.5 cycles/mm. The acquired thermal image indicates that this system has a satisfactory performance.

The thermal imager consists of a optical scanner containing the detector and an electrical signal processor. The optical scanner utilizing rotating polygon and oscillating mirror, is 2-dimensional serial/parallel scan type using 5 elements of the detector. And the electronic processor has pre-processing of 5 chnanel's thermal signal from the detector, and performs digital scan conversion to reform the parallel data stream into serial analog data compatible with conventional RS-170 video. Through the designed electronic processor, we have acquired a satisfactory thermal image. And the MRTD (Minimum Resolvable Temperature Difference) is 0.5$^{\circ}$K at 7.5 cycles/mm.

  • This paper decribed the development of Thermal Imaging Oservation System(TIOS) using the serial-parallel scan method. The detectors scan five lines at a time. These are put into serial order by electronic scan converter. Digital memory and high speed multiplexer are used for the serial conversion instead of charge coupled devices. As a result, thermal imaging system be presented with exellent performance which MRTD value is less than $0.5^{\circ}K$ at 7.5 cycles/mm.

  • The application of time-domain methods in emission measurement instruments allows for a reduction in scan time by several orders of magnitude and for new evaluation methods to be realized such as the real-time spectrogram to characterize transient emissions. In this paper two novel systems for time-domain EMI measurements above 1 GHz are presented. The first system combines ultra-fast analog-to-digital-conversion and real-time digital signal processing on a field-programmable-gate-array (FPGA) with ultra-broadband multi-stage down-conversion to enable measurements in the range from 10 Hz to 26 GHz with high sensitivity and full-compliance with the requirements of CISPR 16-1-1. The required IF bandwidths were added to allow for measurements according to MIL-461F and DO-160F. The second system realizes a system of time-interleaved analog-to-digital converters (ADCs) and has an upper bandwidth limit of 4 GHz. With the implementation of an automatic mismatch calibration, the system fulfills CISPR 16-1-1 dynamic range requirements. Measurements of the radiated emissions of electronic consumer devices and household appliances like the non-stationary emissions of a microwave oven are presented. A measurement of a personal computer's conducted emissions on a power supply line according to DO-160F is given.

  • Digital images of cultural relics captured using line scan cameras present limitations due to uneven intensity and low contrast. To address this issue, this report proposes a colour linear array image enhancement method that can maintain a constant colour. First, the colour linear array image is converted from the red-green-blue (RGB) colour space into the hue-saturation-intensity colour space, and the three components of hue, saturation, and intensity are separated. Subsequently, the hue and saturation components are held constant while the intensity component is processed using the established intensity compensation model to eliminate the uneven intensity of the image. On this basis, the contrast of the intensity component is enhanced using an improved local contrast enhancement method. Finally, the processed image is converted into the RGB colour space. The experimental results indicate that the proposed method can significantly improve the visual effect of colour linear array images. Moreover, the objective quality evaluation parameters are improved compared to those determined using existing methods.

  • The interpolation is used in many image processing applications such as image enhancement, de-interlacing/scan-rate conversion, wavelet transforms based on the lifting scheme, and so on. Among these, de-interlacing and scan-rate conversion are proposed for the digital TV applications. The de-interlacing algorithm can be classified into two categories. The first one uses only one field, called intra-field de-interlacing, and the other uses multiple field, called inter-field de-interlacing. In this paper, an efficient de-interlacing algorithm using spatial domain information is proposed far the interpolation of interlaced images. By efficiently estimating the directional correlations, improved interpolation accuracy has been achieved. In addition, the proposed method is simply structured and is easy to implement. Extensive simulations conducted for various images and video sequences have shown the efficacy of the proposed method with significant improvement over the previous intra-field do-interlacing methods in terms of the objective image quality as well as the subjective image quality.
