The digital response is an excellent infection prevention and control measure to minimize person-to-person contact when a respiratory infectious disease is rapidly spreading. However, few studies have explored the reasons for the development and utilization of these technologies. Here, we analyze documents by the Korean government, existing research, and news articles to provide a qualitative review of the digital response, and new concepts explored by Korea during coronavirus disease 2019, to apply them for the next infectious disease outbreak.

본 연구는 병원경영지원회사와 영리의료법인의 도입 정책을 살펴봄으로써 디지털시대의 활성화 정책 방안을 분석, 검토하는데 목적이 있다. 의료산업의 빠른 변화는 날로 치열해져 가고 있다. 그런 흐름 속에서 우리나라 또한 의료산업의 양적 질적 성장을 위해 노력해왔으나, 병원경영지원회사의 활성화(MSO) 및 영리의료법인의 도입 같은 의료산업의 본격적 활성화를 위한 정책적 노력에서는 뒤쳐져 있는 상황이다. 의료산업의 시장경제 논리도입에 대한 부정적 시각도 많은 것이 사실이지만, 그러한 부정적 시각까지 아우를 수 있는 의료산업 활성화 정책 방안 마련이 필요하다.

For the government of president Moon's AI SW HRD policy, he proclaimed AI democracy that anyone can utilize artificial intelligence technology to spread AI education for the people of the country. Through cognitive map analysis, this study presents expected policy outcomes due to the input of policy factors to overcome crisis factors and utilize opportunity factors. According to the cognitive guidance analysis, first, the opportunity factor is recognized as accelerating the digital transformation to Covid 19 if AI SW HRD is well nurtured. Second, the crisis factor refers to the rapid paradigm shift caused by the intelligence information society, resulting in job losses in the manufacturing sector and deepening imbalance in manpower supply and demand, especially in the artificial intelligence sector. Third, the comprehensive cognitive map shows a circular process for creating an AI SW ecosystem in response to threats caused by untact caused by Corona and a circular process for securing AI talent in response to threats caused by deepening imbalance in manpower supply and demand in the AI sector. Fourth, in order to accelerate the digital circulation that has been accelerated by Corona, we found a circular process to succeed in the Korean version of digital new deal by strengthening national and corporate competitiveness through AI-utilized capacity and industrial and regional AI education. Finally, the AI utilization empowerment strengthening rotation process is the most dominant of the four mechanisms, and we also found a relatively controllable feedback loop to obtain policy outputs.

최근 전 세계적으로 디지털 콘텐츠에 대한 아카이빙 사례가 증가하고 있다. 디지털 콘텐츠는 휘발성, 진본성 문제, 보존의 취약성, 재생도구의 노화 등과 같은 특성으로 인하여 장기보존을 위한 특별한 보존관리가 요구된다. 성공적인 디지털 아카이빙은 체계적으로 수립된 명문화된 정책에 기초하여 관련 기관들의 협력을 통한 단계적인 실행에서 가능해질 것이다. 본 연구는 과학기술정보 유통의 대표기관인 KISTI의 디지털 콘텐츠 아카이빙 정책 수립을 위한 기초적인 연구이다. 해외의 디지털 아카이빙정책 사례들을 조사 분석하여 디지털 아카이빙 정책의 프레임워크를 파악하고, 전문가 그룹 인터뷰를 통해 아카이빙 정책에 포함되는 거시적인 항목들에 대한 방안을 제시하였다.

본 연구의 목적은 디지털 전환 시대가 가져올 변화와 지역산업단지의 위기상황을 검토하여 지역산업단지의 위기 극복 방안을 제시하기 위한 것이다. 이를 위해 먼저, 산업현장, 산업단지, 정책분야, 일하는 방식의 변화 등의 분야에서 디지털 전환 시대가 가져온 변화를 다각도로 살펴보고, 현재까지 지방산업단지가 안고 있는 문제점과 위기 상황을 여러 측면에서 파악하였다. 이러한 기존 지방산업단지가 안고 있는 문제점과 위기 상황에 따라 지방산업단지가 디지털 기술을 활용하여 위기를 극복하기 위한 방안과 다양한 정책 과제들을 제시하였다. 이러한 연구 결과로 정부 차원에서 침체에 빠져 있는 지방산업단지의 위기극복을 위한 중요 정책 방향과 대안들이 제시되고 기업 차원에서 위기 극복을 위한 자생력이 강화를 위한 방안과 미래 지방산업단지가 나가야 할 디지털 전환의 방향과 과제를 다양한 측면에서 살펴볼 수 있었다.

향후 디지털교과서 활용의 올바른 방향 설정과 현 디지털교과서 사용에 따른 단점과 역기능을 파악하여 보완하기 위해서는 디지털교과서를 이미 활용하고 있는 다른 나라들의 실태를 일률적인 기준에 의해 검토하고 분석하여 국내의 디지털교과서 활용 정책 개선을 위한 시사점을 도출할 필요가 있다. 이에 본 논문에서는 미국, 캐나다, 말레이시아, 중국의 디지털교과서 활용 정책을 비교·분석하고 우리나라의 디지털교과서 정책을 개선할 수 있는 방안을 검토하였다. 이를 위해 먼저 각 국가별 디지털교과서 추진 주체 및 전략, 사용범위, 발행제도, 활용 방식을 각각 비교·분석하고 각 국가별 디지털교과서 정책의 시사점을 분석하였다. 그리고 각 국가별 시사점을 바탕으로 우리나라 디지털교과서 정책의 개선 방안을 제시하였다. 본 논문을 통해 제시된 디지털교과서 개선 방안은 향후 디지털교과서의 발전 방안 정책을 마련하는데 의미있는 기초자료로 활용될 것으로 기대한다.

National and social issues are becoming increasingly common, but traditional policy-making methods are no longer effective. Therefore, evidence-based policy making is emerging as an alternative paradigm. Digital twin technology is one of the digital support tools for the new data-driven policy-making process. This study presents ongoing government experiments in the world where digital twin technology is applied to policy making and describes our experience in developing digital twin platforms in Sejong-the de facto administrative capital of South Korea.

본 연구는 각 지방자치단체별 영상산업 진흥정책을 비교 분석하고 글로벌 시장에서 경쟁할 수 있는 콘텐츠 개발을 목표로 한 '정책디자인'의 필요성을 제안하며, 나아가 지역 영상산업의 경쟁력을 높일 수 있는 지자체의 역할과 지원방안 수립의 정책적 시사점 도출을 목적으로 한다. 연구의 범위는 국내 수도권과 5개 광역시를 조사대상으로 하여 2012년에 추진한 영상산업 지원정책을 비교 분석하고, 해외사례로서 영국, 미국, 프랑스 3개국의 정책사례를 벤치마킹하였다. 결론적으로 영상산업을 지역의 전략산업으로 인식하고, 영상산업 정책의 방향과 관련 조직 및 지원규모 등이 빠르게 변화하는 IT 융합기술 등 새로운 디지털 환경에 대응하여 지역별 특성을 살리고 지속가능한 성장을 유도할 수 있도록 정책디자인이 이루어져야 한다.
