An Asymmetric Buffer Management Policy for SSD (SSD를 위한 비대칭 버퍼 관리 기법)

  • Recently the Solid State Drive (SSD) is widely used for storage system of various mobile devices. In this case, existing buffer replacement algorithms based on the hard disk do not consider characteristics of flash memory, so it caused performance degradation of the system. This paper proposes a novel buffer replacement policy called ABM (Asymmetric Buffer Management) policy. ABM policy separates read and write buffer space and applies different replacement unit and replacement algorithm for each buffer. In addition, write buffer delay scheme and dynamic size adaptation algorithm is applied for better performance. ABM outperforms other replacement policies, especially ABM-LRU-CLC shows 32% better performance than normal LRU policy.

  • Start-up support policy is expanding for the activation of creative economy. Domestic start-up is activated in early 2000, but is shrinked rapidly because there is not enough collaborative system of R&D, start-up, finance, and management support. Many organizations and collaborative environment in Silicon valley of USA is developed for long time. In Korea, creative economy is constructing rapidly led by government like building industrialization and information society. VCDP(Virtual Cluster-type Dynamic Collaboration Platform) is a good tool for the start-up support policy. This study explains the necessity and effectiveness of VCDP and suggests creative activation policy using this tool.

  • The New IT industry based on Brain Science, a new industry combined with brain science and IT, will develop new IT services based on Brain Science. And this industry will become the new growth engine industry. This study examines the vision/strategies of policy for the New IT Convergence Industry based on Brain Science. Therefore this article's purposes are below; first, structuring the ecosystem for New IT industry based on Brain Science, second, classifying the service types of this industry, and last, suggesting of promotion policy for this industry.

  • IPTV Service, a convergence service of broadcasting, seems to have great potential as a nation's future growth driver for the 21st century. As IPTV service is future-oriented industry, adopting IPTV policy by freeing oneself from shortsighted policy and considering long-term strategy and rapidly changing convergence environment would be desirable. Therefore, the purpose of this research is to deduct future IPTV service under convergence environment by applying T.A.I.D.A, which is strategy planning tool effective for planning mid-long strategy, under uncertain environment among scenario method and offer new policy direction in order to realize future IPTV service.

  • Current Korean ITS policies are decided by two persuading parties, so that ITS industry has great difficulties in establishing unified policies and developing ITS related industries. This paper provides the analysis of current Korean ITS policy issues, and suggests the ways how to activate the ITS industry. First, the ITS policy should be unified through agreement between related departments in government. Second, ITS should be recognized as social overhead capital and thus implemented as national infrastructure. Third, define the range of ITS services to prevent confusion with general wireless and mobile communication services.

  • This study examines the logistics policy and system to activate the air freight known shipper system in Korea in order to suggest how to use the system necessary to convert and expand common shippers into known shippers. Even though "The Act on Aviation Safety and Security" and "Air Freight Security Criteria for Known Shippers" were revised in 2012 and 2011 each, the purpose was to regulate procedures to control aviation safety and security and air also freight security, so it does not include any measures to activate the known shipper system. Therefore, to activate the known shipper system, this study suggests measures to use the logistics security support system of "The Fundamental Law on Logistics Policy" revised in 2012, the logistics cooperation system, and consulting support as well.

  • This study were proposed for the promotion policy on public confidence in nuclear power recovery schemes. To this end, the existing survey and secondary data review and public distrust of nuclear power plant safety issues were raised. In addition, the meta-analysis data were analyzed by using. Promote public confidence in nuclear power plants recovered three major policy presented. First, the nuclear power plant for the economical / safety communication strategy, short term / long term in terms proposed. Second, strengthen the nuclear power plant reliability and short-term communication strategy / long term in terms proposed. Finally, Korea Hydro & Nuclear Power's long-term image building measures proposed. The results of this study Korea's nuclear power plants to increase confidence in the effect is expected to be presented.

Institutional Arrangements and Dispute Settlement Mechanism in Major Digital Trade Agreements: A Comparative Analysis and Its Implications for Korea (주요 디지털통상협정 내 제도적 장치 및 분쟁해결제도 비교 분석 및 한국에의 시사점)

  • This study first classifies and organizes provisions on institutional arrangements (or IAs) and dispute settlement mechanism(or DSM) in a digital trade agreement. Then it conducts a case study on seven major digital trade agreements: the CPTPP, the USJDTA, the USMCA, the ASDEA, the RCEP, the KSDPA, and the DEPA. And it finally derives implications for Korea to improve implementation of DTAs by communicating better and resolving disputes efficiently with the help of IAs and DSM-related provisions. IAs of a digital trade agreement can be defined as a set of agreements on the division of the respective responsibilities of agencies involved in implementing and enforcing the agreement, including committees, working groups, or contact points. DSM of a digital trade agreement includes consultation, mediation, arbitration, and establishment of a panel. Comparing six FTAs with an e-commerce chapter, the CPTPP, the USMCA, and the RCEP contain the most advanced type of IA provisions while the CPTPP, the USMCA, the RCEP, and the KSDPA have that of DSM provisions. Korea is its initial stage as it has only signed the KSDPA with Singapore as well as it is about to launch a new digital trade negotiation for the DEPA, the CPTPP, and even the IPEF, it is necessary to engage in negotiations with a clearer position on behalf of Korean digital companies. As provisions on IAs and DSM are important policy tools that can reflect industry concerns and convey proposals in inter-governmental dialogue, a Korean draft of the IAs and DSM-related provision should be prepared in advance.

  • In this study, we analyze how the difficulties of e-learning firms' management affect to the maturity of the practical use of e-learning research & development (R&D) policies. And we explore the method that can enhance the effectiveness of policy. In the pursuit of this purpose, we use the 2012 South Korea e-learning industry survey data. Using variables of recognition of policy, experience of policy, and intention to use of policy, we find the maturity model of six stages. And we analyze the impact of the difficulties of operation, technology development, marketing to the maturity model. As a result, the more e-learning firms have problems of fund management and technology commercialization, they are located the higher maturity of the use of policy. Based on the results of these studies, we discuss the implication for how can enhance the effectiveness of policies.
