On Enhanced e-Government Security - Network Forensics

  • E-Government security is crucial to the development of e-government. Due to the complexity and characteristics of e-government security, the viable current approaches for security focus on preventing the network intrusion or misusing in advanced and seldom concern of the forensics data attaining for the investigation after the network attack or fraud. We discuss the method for resolving the problem of the e-government security from the different side of view - network forensics approaches? from the thinking of the active protection or defense for the e-government security, which can also improve the ability of emergence response and incident investigation for e-government security.

  • This note attempts to present knowledge management strategies for the upcoming 4th elected local government. Despite the series of efforts by the central government of Korea, it seems that local governments and their affiliated organizations have been very slow even understanding the necessities of knowledge management as well as adopting any particular knowledge management system. This study analyzes the evolutionary process of knowledge management policies by the central government and presents knowledge management strategies.

  • The differentiation of this study is largely based on the above discussion. First, I would like to examine the main factors that affect the image of the local government's special transport agencies in terms of users and suggest strategic options for promoting the local government's special traffic. Second, a public service approach is very necessary considering the concept of new public transport such as local government special transport, individual use experience and social impact. The purpose of this study is to demonstrate the characteristics of local government special traffic through the five important factors of the service quality which are not capable of objectively measuring the characteristics of the service.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises.   • The 2020 Digital polarization in accordance with rapid information and communication technology (ICT) development arises as an important issue in the society of the time in S. Korea. And at that time of 2020 S. Korea society due to the multicultural families of nearly one million people are expected to start full-scale multicultural society. So this study has been developed ways to bridge the gap as the digital divide with a discussion of multicultural society policy relevant to advent of the era of the informatization. Also under changing environment of this new paradigm, this study proposed that the future strategic direction like expanded and enhanced information services relevant to multicultural families in S. Korea. So this study focused on the strategy consulting of multicultural society policy with e-Government of S. Korea by the application of 'scenario planning' as a foresight method. As a result, A desirable future vision of multicultural society policy with e-government in S. Korea is to build 'open platform' based on ICT-integrated data services.

  • The construction of digital geographic information of Non-Urban Area have been needed to build a nationwide information infrastructure for the balanced development of nation to reduce a gap between city and Non-Urban Area due to the emphasis on a large scale digital map (1/1,000) implementation for cities. In this research, we researched the basic long-term blueprint for establishing digital geographic information in non-urban area. From the proposed institutional foundation, we want to build this information for Non-Urban Areas and to make a long-term plan to strengthen the national com petitiveness dealing with the globalization, liberalization, and information based on the digital geographic information in non-urban area. This study suggested 3 alternatives to implement digital geographic information of Non-Urban Area as follow. Firstly central government fund whole cost, secondly central government and local government fund a cost half and half, lastly combining first and second alternative. This study can be a basis on building national information infrastructure, provide core information for national projects and revitalize the use of spatial information for Non-Urban Area.

  • Korean government is providing a Internet-based government services to people. One of the main concerns of the government for implementing e-government services is to increase the sustainable use of the people. Therefore, management and development of e-government Web site is an important issue. In particular, it is an important to the government policy for reinforcing satisfaction and trust of the usage of e-government services. Thus, the Web site design is an important issue to consider for increasing usage of e-government services. Therefore, studies of e-government Web site design suggested an important implication to spread for continual usage of e-government services. In this study, we investigated relationships among the design factors of e-government Web site, trust, and satisfaction. The results of this study will provide useful suggestions for developing design strategies for continual adoption of e-government services.

Performance Improvement of Government R&D Investments Through Creating Open Innovation Conditions (개방형 혁신여건 조성을 통한 정부 R&D투자의 성과 제고)

  • To improve the performance of R&D investments, government has taken great efforts for advancing the structure and process in R&D systems. However, due to the drastic internal/external changes in the technological environment and the steady increase of investment scale, the necessity for a innovative approach which accomplishes returns to scale through the utilization of various external resources is emerging. In this regard, open innovation approach can minimize the possibility of government failures by strengthening the absorptive capacity of external resources and enhancing the cooperation and participation of diverse innovative participants within the R&D system. This paper evaluates the previous researches and government policies concerning the performances of government R&D investments, and presents the connectivity between open innovation and its possible contribution to the improvement of R&D investment performances.

  • This article aims to look into the education policy of the civilian government, the practical government, the participatory government and the government of the people after the military government, and then to investigate characteristics and problems to neo-liberalism, which was an common education innovation policy of past government. This study tries to suggest a far-sighted national policy of education the present government should orient. Futhermore, the article presents 'humanistic philosophy of education' as a new paradigm of a future education. This means balanced humanistic education policy, not disintegrated education in which excellence and equality take different paths.
