차세대 전자정부의 대민통합서비스 모델 연구 (A Study on the Integrated Civil Service Model of the Next e-Government)

  • The e-Government in Korea has made such good results as improvement of official work productivity and citizen service quality. However, e-Government in Korea involves many problems and subjects to must solve, especially, at the side of citizen services. Every public organization as supplier provides each service of themselves to the civilians. Citizens feel inconvenience yet, because they must visit and are supplied various civil services to one public affair from several public institutions. When we consider the paradigm shift of the e-Government service, the status and problems of the e-Government in Korea required more better service model to the citizen. To realize the citizen oriented service, the integration and linkage of the system infrastructure and applications among governmental organizations are required. In this changed situation, when new one/non-stop service model of the digital government is developed and launched, the e-Government can supply better service to the citizens. In this study, the model that we suggest is among the new service models of the e-Government, named the Integrated Civil Service Model. The e-Government involving the Integrated Civil Service Model can make more outcome, such as better civil life convenience, cost-effective results by processing time and cost reduction for public affairs of citizens.

  • Electronic service delivery is an integral mission that is shouldered upon e-government to carry out. And it also has become an important way of making client-centered administration work more effectively. It is quite convenient from citizens' perspective to utilize public services that are electronically transformed. This study identifies a set of electronic services currently provided by e-government and proposes policy measures for further driving e-government to develop its services in a direction of making people's life more convenient.

  • The purpose of this exploratory study is to analyze the modelling behavior of public type quasi-government sector CEO, The results of this study on the 100 CEO is as followes: 1) Such behavior as pointed by government is more frequently practiced by CEO of the quasi-government sector. 2) The general level of modelling behavior by CEO doesn't meet the general expectations in spite of the many efforts of the CEO, Lastly, the summary and implications of this study is followed.

Digital Government Application: A Case Study of the Korean Civil Documents using Blockchain-based Resource Management Model

  • The Digital Government landscape is changing to reflect how governments try to discover innovative digital solutions, and how they transform themselves in the process. In addition, with the advent of information and communication technology (ICT), e-governance became an essential part of the government. Among the services provided by the Korean government, the Minwon24 online portal is the most used one. However, it has some processing limitations, namely: (1) it provides a cumbersome document authenticity service; (2) people cannot know what happened even if the agency handles the documents arbitrarily. To address the issues outlined above, blockchain processing can be a good alternative. It has a tremendous potential in that it has maximum transparency and a low risk of being hacked. Resource management is one of the areas where blockchain is frequently used. The present study suggests a new model based on blockchain for Minwon24; the proposed model is a type of resource management. There are three participants: issuer, owner and receiver. The proposed model has two stages: issuing and exchanging. Issuing is creating civil documents on the database, which is BigchainDB in this study. Exchanging, the next stage, is a transaction between the owner and the receiver. Based on this model, the actual program is built with the programming language Python. To evaluate the model, the study uses various criteria and it shows the excellence of the model in comparison to others in prior research.

개발도상국의 모바일 정부를 위한 mNPKI (mNPKI for Mobile Government in Developing Countries)

  • 무선 전자 장치 상에서 전자 정부의 행정 처리는 안전하지 않으므로 메시지들이 공격에 취약하다. 따라서 무선인터넷을 지원하는 장치는 유선 네트워크와 동일한 수준의 보안과 프라이버시가 보장되어야 한다. 유선 환경에서 사용되는 전자 정부의 국가 공개키 기반 구조(NPKI)는 컴퓨팅 성능, 메모리 용량 및 제한된 배터리 전력의 한계로 인해 모바일 전자 정부를 위한 무선 환경에 적합하지 않다. 이를 위해서는 유선 NPKI와 동일한 보안 수준을 제공하는 개발도상국을 위한 모바일 국가 공개키 기반구조(mPKI)의 개발이 필요하다. 무선 환경에서의 mNPKI 요구사항은 짧은 시간 한계를 갖는 인증서를 기반으로 한다. 분석 결과 mNPKI는 무선 인터넷에 적합하고 유선 NPKI와 동일한 보안과 프라이버시를 제공함을 확인하였다.

  • Managing of local government public service business is innovation strategy of local government public service business using choice and competition principle. Managing strategy of local government public service business is new paradigm for innovating public service business and role structure of government. It is important to understand properly substance and characteristics of local government public service business. Accordingly, the purpose of this study find bottleneck of local government public service business and take out improvement plan and suggest policy plan of Seo Gu District Office in Gwang Ju City in the future.

전자정부 웹사이트 평가요인의 중요도 분석 (Analysis of the Main Factors for Evaluating e-Government Web Site)

  • Korean e-Government web site has been evaluating as a distinguished government, ranked 5th of the 119 countries in the "Global e-government readiness index report 2005" by UN in 2006. However we have to focus poor rate of utilization in proportion to its high evaluation of e-Government ranking. These reason probably did not reflect the requirements of user to build and operate e-Government web site. In this paper we will provide the important factors to consider to build and operate e-Government web site. For this, we analyze the relative importance for evaluation factors of e-Government web site using AHP(Analytic Hierarchy Process).

디지털 전환의 미래사회 위험이슈 및 정책적 대응 방향: 인공지능을 중심으로 (A Study on Risk Issues and Policy for Future Society of Digital Transformation: Focusing on Artificial Intelligence)

  • 디지털 전환(digital transformation)은 디짓화(digitisation)와 디지털화(digitalisation)의 경제적 및 사회적 효과를 의미한다. 디지털 전환은 경제/사회 발전 및 삶의 편의성을 향상시키는 유용한 도구로 작용하지만 부정적 영향(개인정보 오남용, 윤리문제 야기, 사회적 격차 심화 등)을 미칠 수도 있는 양면성을 보유하고 있다. 한편 정부는 산업 경쟁력 및 기술 패권 확보 등을 위하여 디지털 전환 촉진정책은 적극적으로 추진하고 있는 반면, 디지털 전환 관련 위험이슈에 대한 이해와 이를 방지할 수 있는 정책 추진에는 상대적으로 소극적인 상황이다. 이에 본 연구는 디지털 전환이 초래할 수 있는 미래사회 위험이슈를 Embedded Topic Modeling 방법론 기반의 언론기사 빅데이터 정량분석으로 체계화 및 구체화하고, 정책적 대응 방향을 제시하였다. 이를 위하여 먼저 주요국의 디지털 전환 역기능 세부 이슈들을 규명하였다. 다음으로 디지털 전환의 핵심 기술인 인공지능을 중심으로 주요국과 한국의 디지털 전환 역기능 세부이슈를 구체화하고, 비교분석하였다. 아울러 분석결과들을 종합하여 향후 정부의 디지털 전환 역기능 대응 정책 수립 방향을 제시하였다. 분석 결과에 근거한 정책적 함의는 다음과 같다. 첫째, 디지털 전환의 역기능은 기술 분야에만 한정되어 나타나지 않고 국가안보 및 사회 전반에 영향을 미치기 때문에 정부는 디지털 전환의 순기능 촉진뿐만 아니라 역기능 대응을 위한 정책도 마련해야 한다. 둘째, 디지털 전환의 미래사회 위험 세부이슈들은 국가에 따라 상이하게 나타나므로 정부는 국가적/사회적 맥락을 고려하여 디지털 전환 역기능 대응 정책을 수립해야 한다. 마지막으로 정부는 이해관계자들의 혼선을 최소화할 수 있도록 디지털 전환 역기능 대응 정책의 큰 방향을 설정하고, 실효성 있는 정책 수단을 마련해야 한다.

디지털시장의 시장구조와 제품판매방식

  • Expansion and enhancement of information and communication infrastructure can create a market closer to an ideal type for a perfect competition, utilizing a cyber space in the network (with the expanded usage of Internet and e-commerce) and it could be a market of a monopolistic form. The government can take one of the two approaches responding to this monopolization of the digital market. First, the government maintains laissez-faire policy since the monopoly cannot be maintained over a long period of time due to an increasing in the production, decrease in the price, profit resulting from this and rapid technology evolution. Second, the government can actively interrupt the monopolization of the digital market. Monopolization in a digital market can lead to a market failure. Unstable market structure and too much frequent merger and acquisition contribute to making the digital market very dynamic. Information goods exchanged in the digital market have the features of very low marginal cost required to copy the original product whereas its initial fixed cost is very high. This explains why the information products are not priced based on the existing marginal price determination principles and why companies producing them have various product sales strategies (price/product differentiation strategy, and other sales strategies).
